2 Oct 2013 STATEMENT OF WORK SUBJECT: Camp Sabalu-Harrison/ANDFIP Construction and emplacement of 2 each-6 meter doublewide gate assemblies, 227 meters of 4 meter high fence with anti climbing feature (2 meters razor wire installation), double arm outriggers with 60cm diameter razor wire, and 658 square meters (7070 sq/ft) of 15cm (6) thick reinforced concrete side walk with site preparation. PROJECT SUMMARY-General statement: The Contractor shall follow all applicable codes, provide all labor, PPE, transportation, materials, tools, equipment, supervision interpreter(s), and all other items as necessary to complete the work as described in the Statement of Work (SOW), Section 2, below. The Contractor shall perform to the standards in the contract. The Contractor shall conduct all work in a timely, safe and professional manner, in accordance with typical/standards and applicable codes recognized construction practices and techniques described in this document. All work shall have a one year warranty period valid from date of Final Acceptance and Beneficial Occupancy. GENERAL REQUIREMENTS

EQUIPMENT: The Contractor shall ensure that all equipment supplied and installed are in a safe operable condition at the completion of this project. Contractor shall provide all fuel, oil, spare parts, tools and labor to construct subject project. Any broken or damaged equipment will be fixed immediately or replaced with new. Non-repairable and damaged equipment shall be removed for the work area.

ENVIRONMENTAL: All waste oil and fuel spills will be cleaned up immediately and disposed of properly off Bagram Airfield (BAF). The project site has no known pre-existing hazardous materials or waste products and presents no threat or risk of exposure from environmental hazards. All spills shall be reported to the project COR or acting Government Agent for the Project within a 1 (one) hours time period. MATERIAL: All materials shall be new unless otherwise approved by the COR or KO free of defects and in good condition. All materials shall conform to the Specification and Plans, unless otherwise approved by the COR or KO. All material samples shall be physically submitted to the KO for review and acceptance prior to any NTP being issued The Contractor shall remove defective materials from the site at no additional cost to the Government. CONTRACTOR PERSONNEL: Contractor personnel shall comply with BAF Contractor Escort and all security policies. Violations of these policies may result in termination of the contract. Compliance with security requirements shall not be the basis for failing to complete Work in the required time period. Confine operations to areas within the contract limits indicated. Contractor personnel found outside of the prescribed work area or otherwise in violation of any security requirements will be detained and removed from the base. Contractor is responsible for providing escorts for their personnel. Contractor shall provide an English speaking translator on-site at all times.

1.4.1 Provide a list of all personnel that will be involved in this project. The list must include the first and last name and Tazkara numbers of all Afghan citizens. List the badge number and expiration date of all employees with a red or yellow BAF Access badge. For non-Afghan citizens, list their first and last name, country of origin and passport number.

SAFETY REQUIREMENTS: The Contractor shall follow USACE Safety and Health Requirements Manual Standards; EM 385-1-1, specifically, the Contractor SHALL ensure that Employees (and subcontractors if used) are supplied with and use proper safety Personal Protection Equipment (PPE) noted in EM 385-1-1 Section 5 Personal Protective and Safety Equipment. (Example, safety helmet(s), gloves, safety glasses, hard toed boots, high visibility vest, fall protection systems -found in section 21.E, electrical arc welding helmet/shields and other PPE as required). Additionally follow proper work procedures, which protect contractor employees, U.S. soldiers and pedestrians in vicinity of job site. The Contractor shall establish a safety zone around the work area and establish a safety system with warning markers, safety cones, tapped off work zone(s) and other devices to prevent injuries to pedestrians and others who may be on or in the vicinity of the site. The Contractor shall assume any and all liability for any injury incurred by contractor personnel or other personnel while working on or in the vicinity of to job site. Furthermore the Contractor SHALL comply with all applicable standards

found in USACE (U. S. Army Corps of Engineers) Safety and Health Manual noted as EM3851-1 to include operation and safety requirement for all tools, equipment and vehicles used or operated on site. If there are areas that have land mines near the construction site, the contractor is responsible to ensure that his personnel obey posted signs and do not wander into mine fields. The area defined in the project has been de-mined. WORKING CONDITIONS: The Contractor is responsible for inspecting all work areas and determining actual work area conditions and work requirements. Existing conditions shall not be the basis for any modifications to the contract. CLEANUP: The Contractor shall perform a jobsite cleanup each day and remove all debris and refuse from the site, to the satisfaction of COR. Unoccupied areas to be broom swept daily. Occupied areas shall be kept free of dust and debris at all times. Additionally, at the end of the project, the Contractor shall restore any disturbed areas at the direction of COR. Contractor may request a Government Furnished Dumpster to dispose of debris and refuse from the site. WORK PERIOD: The Contractor shall complete all Work within the prescribed period. Working hours shall be from 0700 to 1700 local time. All materials and personnel shall arrive at the gate by 0700 (local time) for escort to the Site, unless otherwise approved by COR. Failure to coordinate the delivery of materials shall not be the basis for failing to complete Work in the required time period. Due to security concerns, the contractor may request working periods be extended (Note: the facility operates 24/7). Period of Performance is: 60 days after notice to proceed. INCIDENTAL: The Contractor shall provide all employees Personal Protective Equipment (PPE), food, water, transportation of materials, personnel, and material handling equipment as necessary to complete the Work. SUPERVISION AND QUALITY CONTROL: The Contractor shall maintain supervision of employees and a quality control program throughout the project. Upon request, the Contractor shall demonstrate to the satisfaction of the COR, KO or Officially Authorized Government Official, compliance with the Specifications and Plans. Coordinate construction activities included under all sections of these Specifications to assure efficient, orderly and safe installation of each part of the Scope of Work to obtain the best professional results. The quantity or quality level shown or specified shall be the minimum provided or performed or it may exceed the minimum within reasonable limits. To comply with these requirements, indicated numeric values are minimum or maximum, as appropriate, for the context of the requirements. Refer uncertainties to the COR for a decision before proceeding. The Contractor is required to apply techniques or practices as recommended by the COR to improve the quality and pace of work so long as such recommendations do not change the specified actions in the Contract. Contractor is responsible for the quality of work of employees

Contractor will provide personnel with adequate training/experience to perform the task required as outlined in the SOW and contract. Contractor shall provide professional and safe construction tools, ladders, arc welding and other equipment as required in order to perform the job in a safe and professional manner. Contractor shall provide sufficient supervision of his employee(s) and or subcontractor(s) at all times Contractor is required to provide all specified quality control inspections/test as required in section two (2) of this Scope of Work (As applicable). All copies of test results shall be in written in English and provided to the KO or COR within a 24 hours period of receipt. The contractor shall provide to the COR, via-email, a list of the contractors representatives/employees that will be working on the construction site each day or once weekly, not later than 1700 hours. If providing a weekly list, the list must be received by the COR not later than 1700 hours each Saturday to insure that employees and equipment can enter through ECP-4 unimpeded. The COR will provide to the contractor a form, if filled out completely and accurately, and if submitted timely, will facilitate access to the job site. AECP list are to be emailed TF Vigilant Engineer Cell at charles.smith@afghan.swa.army.mil Contractors are responsible for ensuring they have sufficient number of escorts required for the number of employees who will be working on BAF. The COR will not provide Escorts nor facilitate the badging / escort process. Currently, one badged escort is required for every 5 employees. Badging requirements may change without prior notice. Employers are responsible for facilitating the badge request. DELIVERY AND STORAGE OF MATERIALS AND EQUIPMENT: THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL MATERIAL STORAGE, FENCING COMPONENTS, OR STORAGE CONTAINERS, WHILE PROVIDING ANY NECESSARY SECURITY AND PROTECTION FROM THE WEATHER. AT THE END OF PROJECT, CONTRACTOR SHALL REMOVE ALL EXCESS MATERIALS AND DEBRIS FROM THE SITE AT NO ADDITIONAL COST. STORAGE LOCATIONS SHALL BE AS DESIGNATED BY COR, KO OR OFFICIALLY AUTHORIZED GOVERNMENT OFFICIAL. FORCE PROTECTION: THE GOVERNMENT WILL PROVIDE FORCE PROTECTION (FP) ESCORTS FOR ALL CONTRACTOR PERSONNEL IN SECURED AREAS. CONTRACTOR MUST CONTACT COR OR KO ONE WEEK PRIOR TO STARTING ANY WORK TO COORDINATE FP ESCORTS. CONTRACTOR MUST PROVIDE HOW MANY PEOPLE WILL BE WORKING ON SITE AS WELL AS WHAT EQUIPMENT WILL BE USED PRIOR TO STARTING THE PROJECT. DIG PERMIT: THE COR MUST SUBMIT AND OBTAIN AN APPROVED DIG SAFE PERMIT FROM DPW PRIOR TO START OF ANY WORK. THE CONTRACTOR SHALL VERIFY THIS PERMIT HAS BEEN OBTAINED BY THE COR IN WRITING PRIOR TO THE START OF ANY DIGGING ON SITE. PERMITS ARE VALID FOR 30 DAYS FROM ISSUANCE. MINE CLEARING: THE PROJECT SITE LOCATION HAS BEEN CLEARED; HOWEVER THERE ARE POTENTIALLY MINED AREAS NEAR THE SITE. CONTACT THE BAF MINE MANAGER AT 4315217 WITH QUESTIONS AND/OR CLARIFICATION PRIOR TO START OF WORK. SHOULD THE CONTRACTOR ENCOUNTER MINES AND MINE HAZARDS DURING THE COURSE OF THE EXCAVATION, CEASE WORK IMMEDIATELY AND CALL THE BAF MINE MANAGER AT 431-5217. EXPLOSIVE ORDINANCE: THE PROJECT SITE LOCATION HAS BEEN CLEARED. CONTACT THE EXPLOSIVE ORDINANCE DIVISION (EOD) MANAGER AT 431-4246 WITH QUESTIONS AND/OR CLARIFICATION. SHOULD THE CONTRACTOR ENCOUNTER MINES OR UNEXPLODED ORDINANCE DURING THE COURSE OF THE EXCAVATION, CEASE WORK IMMEDIATELY AND CALL EOD AT 431-4246 AND A FOLLOW UP CALL TO THE COR. ENSURE YOU ARE AT LEAST 25 FEET AWAY FROM MINES/UNEXPLODED ORDINANCE WHILE USING A CELL PHONE. COORDINATION: A PRE-CONSTRUCTION MEETING WILL BE HELD WITH THE CONTRACTOR, COR, CONTRACTING OFFICER, AND COR PRIOR TO START OF WORK. THE NTP WILL BE ISSUED BY THE KO AT THIS TIME, PROVIDED ALL REQUIRED SAFETY PLANS, AND MATERIAL SUBMITTALS HAVE BEEN APPROVED AND DEFENSE BASE ACT (DBA) INSURANCE HAS BEEN OBTAINED. ACCEPTANCE: THE CONTRACTOR SHALL COORDINATE A JOB COMPLETION WALK THROUGH, ACCEPTANCE OF WORK AND FINAL PRODUCT AND TASK COMPLETION WITH THE COR.

TRANSPORTATION: THE CONTRACTOR SHALL PROVIDE TRANSPORTATION TO AND FROM THE JOB SITE FOR CONTRACT EMPLOYEES AND SECURITY ESCORTS. THE CONTRACTOR SHALL
LEAVE ENOUGH VEHICLES ON THE INSTALLATION TO PROVIDE THE TRANSPORTATION TO AVOID DELAYS AT THE GATE.

NOTICE TO PROCEED

2.0 General requirements: Fence & Gates: Provide and install 227 lineal meter fence and 2 each, 6 meter doublewide gate structures. Concrete Sidewalk: Install 658 square meters of 15cm (6) deep by 6 meters (20) wide reinforced Concrete sidewalk. General comments: The Contractor shall become familiar with all details of the work, coordinate all work with other crafts/disciplines, verify all dimensions in the field, and advise the Contracting Officer's Representative (COR) or Contracting Officer (KO) of any discrepancy before performing the work. Contractor shall deliver a Gantt Chart Schedule prior to the start of work. Contractor shall provide an English speaking translator who will be on site during all periods of performance. Contractor shall provide all equipment, material, PPE and labor for this project. All material shall be new and in good condition. Note: Samples of all material shall be physically submitted to the KO for review and acceptance prior to any NTP being issued. All fence, and gates installed will match existing fence and gate structures found within the facility. Prior to the installation or fabrication of the fencing and gates to be installed, actual location, and field measurements must be verified and approved by the COR. All gate welds shall be Shop Welds, all other welded connections shall be fully welded not tack or spot welded. All welded connections and fabrication will be visually inspected for approval by the COR. All Welded joints (Shop Welded or locally welded) shall be ground smooth and protected by applying zinc-rich paint in accordance with ASTM Practice A780. Contractor is responsible for all demolition required to install gates. Contractor is responsible for all concrete removal as required. Contractor is responsible for the daily removal of all demolished materials and debris. Gate Structures will be comprised of 2 gate leafs, a 1 meter high truss and outrigger assembly (See Gate Assembly drawings attached). The required total of new 4 meter high (overall height) chain link fence to be furnished and installed is 227 lineal meters, (744 lineal feet). (Note at the far end, in the last 6 meters of the corridor, the corridor width shall flare out to a 7 meters width) Fence shall have an anti-climbing feature of 2 meters height, flat razor wire affixed in a vertical plain and diagonal to the fence fabric using the same method and heights as the existing

systems in the facility, terminated with double outriggers, 6 strands barbed wire and 61cm diameter (24) razor wire. Reinforced Concrete Sidewalk will be an overall length and width, 103.5meter by 6 meters wide by 15cm depth, developed with a subbase of 10cm depth of clean crushed 1.9cm stone. (No river rock or limestone allowed) Note at the far end of the corridor, in the last 6 meters of the corridor, the corridor width shall flare out to a 7 meter width.

2.1 Description of SOW required: This is a Sensored Fence system with grounding requirements See USACE fe8fena1 attached as addendum Gates are: double wide gate structure. The overall height 4m high (13) by 5.5m (18) wide. Each gate leaf shall measure approximately 3m high (10h) by 2.64m wide (88w). With an anti-climbing feature of 2 meters height, flat razor wire affixed in a vertical plain and diagonal to the fence fabric, a 1 meter removable truss assembly shall be installed above the gate sections. Bottom and Top rails 60.33mm (2.375) O.D. with diagonal webbing of 1.90 O.D. installed with 4 cups (support brackets) welded to the opposing gate posts in order to set the truss section in place. The bottom cup at each end of truss section shall be fitted so to allow for a locking pin to be installed. Additionally each Gate Assembly shall have 3 industrial grade gate hinges per side, 2.54cm (1) nominal round solid drop rod with securable feature, drop rod foundation, 2 gate keepers (embedded in a concrete foundation), and a lock assembly (Same as exist on other fence gates within the detention facility) Note: Both gate top truss panels shall be fitted with 2X2 9 gauge galvanized steel mesh, double arm outriggers, 6 strands of barbed wire and 24 razor wire with frequency of wire revolutions at no greater than 15cm (6) spacing. All razor wire to be fastened to the barbed wire at each intervening point with 16 gauge zinc coated steel wire and terminated with three complete twisted turns at its respective selvage. (See conceptual drawing attached as an addendum) Note: COR shall inspect all materials prior to installation, any materials found to be deficient will not be accepted. Any materials not installed in accordance with USACE drawings and DPW specifications will be rejected.

Gate fabric - 9 gauge (3.76mm) with 2 mesh installed with tension bars, tension bands and carriage bolts. Note 7 Chain link fabrics:

Chain link fabric shall be 9 gauge (3.76mm) 2 X 2, (5.08 X5.08cm) galvanized steel mesh. Zinc-Coated Steel Fabric: ASTM A392 hot dipped galvanized before or after weaving. Class 1 - 1.2 oz/ft (366 g/m) Selvage shall be knuckled. All fabric shall be installed with tension rods, tension bands, and tension wire or brace rails as required. 5. Outriggers Common to all outriggers applications Note 1 Manufactured Outrigger arms are a 15 inch length at 45 degree angles from its horizontal plain, with reveals for locking barbed wire in place. Note 2) Outrigger arms shall be sized and fitted to applicable line, pull/brace, corner, terminal, and gate post. Securely fastened to applicable post with rivets and or a continuous welding 6. Brace Rail End Caps Brace Rail end caps shall be formed steel, malleable or cast iron Metallic Coated Steel Barbed Wire: Comply with ASTM A121, Design Number 12-4-5-14R, double 12- gauge (0.099 in.) (2.51 mm) twisted strand wire, with 4 point 14 gauge (0.080 in.) (2.03 mm) round barbs spaced 5 inches (127 mm) on center. Coating Type Z - Zinc-coated: Strand wire coating Type Z, Class 3, 0.80 oz/ft (254 g/m), barb coating 0.70 oz/ft (215g/m)

7. Miscellaneous Accessories Required: Unless otherwise specified, miscellaneous items such as brace bands, tension bands, turnbuckles, carriage bolts, nuts, and washers, shall be Zinc Coated or galvanized steel. Note: With security applications all carriage bolts shall be peened upon final installation. 8. Tension Bars: In compliance with ASTM F626. Galvanized steel one-piece length 2 in. (50 mm) less than the fabric height. Minimum zinc coating 1.2 oz. /ft (366g/m). Bars for 2 in. (50 mm) and 1 in. (44 mm) mesh shall have a minimum cross section of 3/16 in. (4.8 mm) by 3/4 in. (19 mm). 9. Tension Wire Tension Wire shall be7 gauge (0.177 in.) (4.50 mm), Type II Zinc-Coated Class 4 - 1.2 oz/ft (366 g/m) dependent on application, unless otherwise specifically specified. Note: in NO case(s) is safety wire allowed with fence installation. 10. Clean-up

Requirement description (Select SOW components as required [X]) Provide and install 13 ft. chain link fence See USACE fe8fen1 reference for high security fence with double outriggers, 6 strands of barbed wire, 60cm diameter razor wire with a Sensored Fence application attached as an addendum. 13 foot post sizing specified in Steel Post Schedules for Line (3.5 inches O.D.), All post shall be schedule 40. Post set in Concrete Base (3000 psi). Nominal depth of hole, 1m (34) X 40cm (16) Di. Concrete crowned so not to hold water. Note: All newly installed post shall be set within the concrete sidewalk area. Install brace rails and truss rods to all corner pull, end and gate post. Steel Tension Bars 1.9cm () X 4mm (.148mil) - install with Tension Bands at all Corner, Pull and End Posts. Tension bands spacing not to exceed 15 inch interval vertical spacing with Band placement within 10cm (4 inches) of the top and bottom of fabric. Tension Bands Shall be used with Tension Rods and 7 gauge Tension Wire installation Bottom and Top Brace Rails shall be used along with 3 horizontal lines of 7 gauge tension wire installed at 1 meter intervals. Tension wire shall be fastened to the fence fabric at a repeating interval of 30cm (1 foot) and starting within 10cm (4) of each post. Affix with 9 gauge steel hog rings or 9 gauge steel wire with three full twists of its selvage. Note: If Hog Rings are used Hog Ring Pliers shall be used for their installation no exception to this condition. Truss Rods installation with adjustable turnbuckles. Top, Bottom and Diagonal Brace Rails to have Rail End Caps and Brace Bands or welded with continuous welds at contractors discretion. Line post Line double arm outrigger Post Caps - Corner, End and Gate posts as necessary Rail sleeves/couplers, minimum 15cm (6 inches) long 9.5mm (3/8 inch) hot dipped galvanized carriage bolts (Peened) to be used with all Tension & Brace Bands

Concrete sidewalk: [X] Provide and install 15cm (6) thick X 6m (20) wide concrete sidewalk slab. Using 28Mpa/m2 (4000psi) design mix of concrete. Concrete shall be consolidated with vibratory tool. Concrete shall be cured by using secured wet burlap covers, (100% of the surface area) maintained for a 7 days period. 2 Concrete test cylinders shall be taken each day of placement, every 40 cubic meters of materials used and when the COR requires a greater frequency when concrete is under suspicion of not meeting technical standard. Test results shall be taken on a 7 and 28 day break periods and delivered to the COR the day of testing. A slump test requiring 10cm +- 3.75cm (4 +- 1.5) slump, an air entrainment test requiring 6.5% air entrainment +- 1.5% and temperature test requiring ambient & ground temperatures to be between 4.4 to 33 degrees Celsius (40 to 92 degrees Fahrenheit) and concrete temperatures between 10 to 32 degrees Celsius (50-90 degrees Fahrenheit). Concrete shall be off loaded and placed within 1-1/2 hours of leaving the batch plant. If any of the above conditions are not met the concrete shall be turned away. Concrete final grade to be 10cm (4) above the adjacent existing ground/grade. [X] Site preparation: remove and stockpile stone existing in the 36.5m X 6m meter run. (COR to identify the location of the excess stone to be stockpiled). Excavate, grade and compact the 658 square meter site for subbase materials to be placed. Compact to 90% compaction. [X] Subbase: provide, install and compact 10cm (4) of subbase material to 90% compaction ratio. Subbase shall be 19mm, clean, crushed compactable stone.
