THE NATIONAL GRANGE OF THE ORDER OF PATRONS OF HUSBANDRY,
otherwise called The Grange, is a fraternal organization for American farmers
that encourages farm families to band together for common economic and politi-
cal well-being. It was founded in 1867 and is the oldest agricultural organization in
the country. There is one group in Paulding County: FAIRVIEW GRANGE: Master

OHIO STATE UNIVERSITY EXTENSION PAULDING COUNTY (OSUE) brings
the knowledge of the university directly to you. They fulfill the land-grant mission of
The Ohio State University by interpreting knowledge and research developed by
Extension and other faculty and staff at the Ohio Agriculture Research and
Development Center, Ohio State main campus, and other land-grant universities
so Ohioans can use the scientifically based information to better their lives, busi-
nesses and communities. Their practical educational programs combine the needs
of local citizens and communities with new research and technical information. Four
major extension program areas are family and consumer sciences, 4-H youth devel-

PAULDING COUNTY SENIOR FAIR BOARD: is the directing board for the
Paulding County Agricultural Society. Current officers are Tim Shafer, president;
Dan Howell, vice president; Sue Miller, secretary and Stephanie Thomas, treas-
urer. Meetings are the second Wednesdays at 7:30 p.m. in the fair board secre-
tarys office. The annual November meeting is held in the Youth Leadership

PAULDING COUNTY JUNIOR FAIR BOARD: operates under the authority of the

cerned with the education and well-being of crop production practices in

MASTER GARDENERS: The Ohio State University Extension Master
Gardener Volunteer program provides intensive training in horticulture to inter-
ested Ohio residents who then volunteer their time assisting with education
programs and activities for residents through their local OSU extension office.
Volunteers are not required to have gardening skills or knowledge; a passion
for learning about gardening and sharing this knowledge with others is a must!
Working with county extension personnel, Master Gardener volunteers provide
such educational services to their communities as: answering gardening ques-
tions from the public, conducting plant clinics, gardening activities with children,
senior citizens or disabled persons; beautifying the community, developing
community or demonstration gardens; and other horticultural activities. Training
classes are usually held on Thursdays for nine weeks, starting in March in
Defiance County, from 9 a.m. until 4 p.m. with an hour lunch break. Cost of the

NORTHWEST OHIO LIVESTOCK PRODUCERS (NWOLP): Livestock focus
group meeting quarterly with producers from Northwest Ohio to address coun-
tywide livestock topics. Sarah Noggle, coordinator; Terry Wehrkamp, chair, 419-

YOUTH LEADERSHIP CENTER: is located on the fairgrounds in Paulding.
The building was constructed with donations and fundraising for youth groups
in Paulding County to have a facility to hold meetings and trainings. The build-
ing may be rented to other groups by contacting the Paulding County Extension

Paulding County Fairgrounds:
is situated along the Flat Rock Creek and is located on Fairground Drive in
Paulding Village and extending into Paulding Township to the west. It is the
home of the Paulding County Fair in June, but is also the site of many other
activities, including the annual Flat Rock Creek Fall Festival in September. In
addition to the Grand Stand, race track, horse barns, and senior and junior fair
board offices, the grounds include several display buildings and animal barns,
a horse show arena, the Ohio State Extension office and the Youth Leadership
Building. Indoor storage for boats, campers and cars over the winter
(November through May) is available by contacting Jeff V. Miller at 419-796-
7688. Various buildings and portions of the grounds are also available to rent
by contacting the same.
SENIOR CITIZENS
Senior Citizens services
Paulding County Senior Center: Marsha Yeutter, director; Ron Williamson, food

OH 45879. Administered through Paulding County Commissioners. Dining center
meals are available for seniors 60 years of age or older and their spouses of any age.
Center activities and transportation are available for seniors 55 years of age and older.
Hot home delivered meals are available for eligible Paulding County residents who
are homebound. Meal reservations for the dining center are appreciated by 9 a.m. on
day of service. Lunch is served from 11:30 a.m.-noon, Monday through Friday.
Transportation is provided to and from the center as well as for medical, educational
and service appointments. The center also offers health and educational programs
such as exercise, tax assistance, Medicare D assistance and screenings. Other activ-
ities are card games, bingo, movies, crafts, and holiday celebrations. Special events
are planned for holidays and birthday celebrations. A cancer share group meets at
12:15 p.m., the second Wednesday of each month, followed by a Memory and
Resource Group meeting. Funding for the senior center is awarded through the Area
Office on Aging, local tax dollars, United Way and consumer donations.

es available to area senior citizens include: adult protection, Medicaid, Passport, food
stamp benefits, and various supportive services.
Adult Day Health Care Center: 1151 Westwood Dr., Van Wert, OH 45891. Provides
care during the day for elderly and disabled adults from Van Wert, Allen and Paulding
counties. Transportation is available through the day care center and the Paulding

Thursday of the month Jan.-June and the second Tuesday of each month July-Dec. at
7 p.m. in alternating office locations. There are six major school systems in Paulding and
Van Wert counties. They include Antwerp Local, Paulding Exempted Village, Wayne
Trace Local, Lincolnview Local, Crestview Local, Van Wert City Schools and Western
Buckeye Resource Center. The Western Buckeye ESC provides services in all areas
with emphasis on students with special needs. Office hours are 8 a.m.-4 p.m. Monday
through Friday, September-May; summer hours are 8 a.m.-3:30 p.m. June-August.
Antwerp Local Schools: 303 S. Harrmann Road, Antwerp, OH 45813, includes a high
school, a junior high and an elementary school (grades K-12). The phone number is

EDUCATION
Paulding Exempted Village Schools: 405 N. Water St., Paulding, OH 45879,
includes Paulding High School (grades 9-12), Paulding Middle School (grades 6-
8), and Paulding Elementary School (grades K-5). The phone number is 419-399-

Approximately 1,531 students attend classes in the four-building system. School
board members are: Greg Reinhart, Robert Burkley, James Foltz, Clint Vance, and

Paulding Exempted Village Schools also has a preschool program at two loca-
tions Paulding Elementary and Oakwood Elementary schools. PEVS Preschool
provides services to all children ages 3-5. The primary focus is to provide a wide
variety of services to children (and their families) with developmental delays.
Countywide, early childhood screening is held each year to identify children that
may benefit from a developmentally appropriate program. There is no fee for chil-
dren who qualify. Children without developmental delays are also welcome to attend
a fee may be charged depending on income. Transportation is provided by the

Wayne Trace Local Schools: Main office is located at 4915 US Route 127,

Paulding Friends of the Library: The historic Carnegie Library in Paulding
has a Friends group that supports the many projects and services of the library.
The Friends operate the Buy the Book Used Bookstore, located in the back of
the library annex, directly north of the main library on South Main Street. For

History: Library service was first established in Paulding County in the late
1800s. In 1912 a new public library was funded via a grant from the Andrew
Carnegie Foundation. Construction began in 1914 and the library opened in
1916. In 1984, the library was listed on the National Register of Historic Places.
In 2003 the library was placed on Ohios Historic Registry in recognition of the
library being the first Carnegie library in the United States built to serve an
entire county. In 2013, the library won a preservation award by the Ohio
Historical Society Preservation Office. The library is celebrating 100 years of
library support!
Funding: The PCCL is partially funded by the State of Ohio Public Library
Fund. In 2009, Paulding County voters approved the first operating levy for the
library in order to bring library funding up to levels before Ohios funding freeze
began in 2002. Funding from the levy ends on December 21, 2014, so a
request for the renewal of the levy will be placed on the ballot in 2014. The
library also receives revenue from fees, fines and donations.
Technology: The library provides access to the Internet via high-speed fiber
optic lines as part of the Ohio Public Library Information Network (OPLIN). The
library provides free wireless access for the public at all locations. This service
allows patrons to use their personal laptops and the librarys wireless access
point for their informational needs. In 2001 the library received 26 computers as
part of a grant from the Bill and Melinda Gates Foundation. The library was also
awarded one of thirteen statewide Gates Computer Labs for computer training.
The library provides online access to its collection via the Polaris automation
system. This system allows patrons to request titles off site from their home
computers. The library actively participates in the statewide resource-sharing
program, Ohio Libraries Share: M.O.R.E. Patrons are able to request
resources from many libraries throughout Ohio and have it delivered to their
local public library.
Special Services:
Youth Services: All locations provide services for children, their parents and
caregivers. The library sponsors a countywide reading competition for area fifth
and sixth graders called Battle of the Books. Other programs include Summer
Reading Program, make-and-takes, story times, movies and special events.
Every new baby born to Paulding County parents is eligible to receive Diaper
Chapters, a packet of information about emerging literacy and the importance
of reading aloud to infants and young children. Each branch library as well as
the Bookmobile have unique programs offered to youth.
Young Adult Collection: The PCCL Teen Corner is located on the main floor
next to the elevator lobby. This special area includes many of the popular young
adult works of fiction and non-fiction as well as a variety of magazines, music
and books recorded on CD and PlayAways.
Local History & Genealogy Department: Hundreds of amateur genealogists from
throughout the United States visit the PCCL genealogy and local history depart-
ment yearly. Holdings including cemetery records, war rosters and an obituary file.
The library is a cooperative member of the Hayes Presidential Library Obituary
Index available online at: http://index.rbhayes.org/hayes/index/.. The collection
includes a variety of genealogy and family histories, census records, early birth and
marriage indices. The library also houses a growing local history collection, histori-
cal Paulding County school yearbooks, a rare book collection and eBooks &
Resources: Patrons have access to the Ohio Digital Library via the librarys mem-
bership in the Ohio eBook Project http://ohdbks.lib.overdrive.com). Patrons need a
valid PCCL library card to access this collection. Tens of thousands of eBooks,
audio books and other formats are available free of charge. Authoritative databas-
es such as Chiltons Auto Repair, Learning Express Library, Ohio Legal Forms,
Career Transitions and Gale Virtual Reference Library are also available online via
the PCCL homepage. Ancestry.com is available only at the main historic Carnegie
library in Paulding.
The Collection: Library holdings include: best sellers; popular fiction and non-
fiction; large print collection; authoritative reference material; popular magazine
subscriptions; local, regional, state and national newspapers; DVD movies,
documentaries, classic television, mini-series, etc.; books recorded on and CD
and PlayAways; and music CDs.
Other services: include: Wi-Fi hotspot, public fax, color scanner and printers,
color and black & white photocopier, tax forms, voter registration, hot and cold
laminating, and die-cut center.

All branch libraries (except the Bookmobile) are open Monday & Tuesday 12:00
noon - 7:30 p.m.; Wednesday Friday 10:00 a.m. - 5:00 p.m.; Saturday; 9:00
a.m. - 1:00 p.m. Sunday CLOSED. All library locations maintain Facebook
pages. The librarys full-service branches provide popular reading and viewing
materials including best sellers, popular movies, books on recorded on CD,
PlayAways, large print titles, childrens books, a young adult collection, maga-

offered for all ages. The branch libraries are equipped with computers, wireless

ditches. He acts as tax map draftsman for the county as well as the engineer for
the townships. A full-time work force of 25 employees performs new construction,
maintenance and ice and snow removal. The offices general hours are 7 a.m.-
3:30 p.m. weekdays.
PLANNING COMMISSION: The office deals with major and minor subdivision
approval within townships, works with the townships in their zoning regulations,
and handles other planning-related topics. Meetings are held as necessary. Travis

AUDITOR: Republican Claudia J. Fickel. The county auditor is the chief fiscal offi-
cer in the county. Her office is responsible for accounting for the millions of dollars
received each year by the county and to issue warrants (checks) in payment of all
the countys obligations, including the distributions of tax dollars to local govern-
ment and county agencies. As chief financial officer, the auditor is required by law
to prepare the countys annual financial report. The auditor is the chief payroll offi-
cer in the county responsible to serve as paymaster for the county employees. The
office also distributes motor vehicle fees, gasoline taxes and local government
funds in addition to the real estate and personal property taxes. The auditor is the
sealer of weights and measures for the entire county, thus protecting the general
public from loss which might occur from faulty measuring devices, such as scales
and pumps. The auditor serves as the chief assessor which requires the duty to
see that every parcel of land and building is fairly and uniformly appraised and

The hospital is a modern 25-bed not-for-profit facility owned by the county. A
$3.1 million renovation to expand and upgrade patient care facilities, including
inpatient and outpatient, medical/surgery and rehabilitation, was completed in
2002. A $1.7 million medical office building addition was completed in 2004. A
.5 million upgrade to the OR was completed in May 2012 and an emergency
room /lab renovation was completed in November 2013. The ER/lab project
Cost approximately $1.2 million. The ER was expanded to a total of seven
patient rooms with two large adjoining trauma rooms with a patient lift with the
capability to lift patients up to 700 plus pounds.
PCH is accredited by the Joint Commission on Accreditation of Healthcare
Organizations as are its lab and home health care services.
The countys only full-time general surgeon, Dr. Peter vanden Berg, is
employed by the hospital and available by calling 419-399-1746 at the hospital.
Also available by appointment or emergency basis is orthopedic surgeon, Dr.
Steven Haman.
Paulding County Hospital offers 24-hour emergency room service; medical and
surgical care; outpatient services; specialty clinics; respiratory care; a swing-
bed transition/rehabilitation program for patients needing subacute care;
respite care; physical and occupational therapies; pulmonary and cardiac reha-
bilitation; and in-your-home healthcare including visiting nurses and home med-
ical equipment and supplies sales. A sleep lab and Coumadin Clinic are two
services added within the last several years. A personal trainer is available for
one-on-one consults for a minimal fee, as is a registered dietician.
Surgical services include general surgery, cataract surgery, orthopedics, gyne-
cology, and noninvasive shock wave treatment for heel pain.
Diagnostic services include an accredited full-service laboratory; radiology
services with an up-to-date CT unit, in-house DEXA bone density scanning unit,
mobile MRI unit and ultrasound and digital mammography units. The radiology
department offers nuclear medicine cardiolite equipment in order to conduct the
lengthy test locally and many state-of-the-art technologies to provide a full
range of diagnostic services and specialties.
An Open Bore MRI was placed into service in December 2013 with a 1.5 Tesla
magnet and a larger opening similiar to a CT unit.
Outpatient specialty clinics include: oncology/chemotherapy, orthopedics, gen-
eral surgery, gynecology, cardiology, nephrology, ENT, urology, audiology, neu-
rology, and podiatry.

Outdoors
ACRES/Flat Rock Creek Nature Preserve: 50 acres located between CR 81
and CR 106 along Ohio 500 in Paulding Township, managed by ACRES to pro-
tect and enhance the natural character of the land. It features one mile of trails
allowing views of Flat Rock Creeks undisturbed channel and flood plain with
native vegetation and wildlife. Parking area available; open to the public from
dawn to dusk for nature study, photography and hiking. For further information

Black Swamp Nature Center: is conveniently located at the intersection of CR
107 and CR 132, just outside the Paulding village limits, next to the fairgrounds.
It contains 51 acres of woodland, wetlands, and old meadow. The nature cen-
ter provides a wonderful area for hiking, bird watching, fishing or canoeing. A
boat launch provides easy access to Flat Rock Creek. Maintained trails take
you through the woods past wetland areas, ponds, Flat Rock Creek, and the
Sugar Beet Dam. Picnic tables allow you to relax and enjoy the area. For more

Black Swamp Audubon Bird Sanctuary: This habitat is an attractive parcel
of land on the outskirts of Antwerp. The Black Swamp Audubon Society is pro-
tecting the area from use that disturbs the wildlife. They currently own more
than 70 acres of land which includes meadows, wetlands, prairies, a butterfly
garden, a 13-acre wooded lot. Portions are located along the scenic Maumee
River. It is a haven for wildlife and serene environment for its visitors. Hosted
bird watching, flora and fauna tours are by appointment only. For more infor-

Buckeye Trail: Ohios official state trail links the four corners of Ohio in a 1400-
mile stretch of hiking trail that crosses the entire state through 40 of the 88
counties. It follows abandoned canals, passes through forests and scenic
areas, and winds along city streets. The path, marked by blue blazes, follows
much of the Miami and Erie Canal through Paulding County, traveling past such
sites as Fort Brown, Lock 21 and old stone aqueducts left over from the canal
era. The trail is maintained by local volunteers. For membership information,

Wellness Trails: Three walking trails are located within the county. In
Paulding, the trail is located near the rim of the reservoir; Antwerp, the trail
includes Riverside Park and ties in with Woodcox Street and the ball fields near
the old school; Payne, the trail is located at the Payne Community Park. Each
trail is over a mile in length. A sign is located at the beginning of the trail show-
ing the entire trail layout, and signs are posted along the trail indicating the dis-
tance walked.
Parks
Antwerp Athletic Complex: is the home of Antwerp Archer football and track.
A ball field is also located on the site. It is situated off Ohio 49, south of Antwerp.
Antwerp Community Park: is located off Woodcox Street. It is used by the
Antwerp Ball Association and by the Antwerp Softball League. The school-
owned park is home to boys Little League baseball, girls Little League softball,
boys and girls Pee Wee leagues, and boys and girls T-ball. Along with host-
ing many mens softball tournaments, the park has two basketball courts and
playground equipment. There is a tennis court approximately one and half
blocks away located in Village Green Park next to the Town Hall.

Bresler Park: is located in Scott. The park was founded in 1971 and consists
of playground equipment, a shelter house, and a ballfield.
Cecil Community Park: is located on TR 105, and has restrooms, playground
equipment, a shelter house, and a basketball court. Park hours are from 7 a.m.
to 8 p.m.
Charloe Community Park: is located at the intersection of CR 138 and CR
171 and features include a shelter house, playground equipment, basketball
court, and a ball field. There is a granite stone in the park commemorating the
Oquanoxa Indian Reservation that once located along the Auglaize River in
what is now Brown Township.
Colwell Park (Auglaize Township Fire House Park): is located on Ohio 637,
one mile east of the Auglaize River. Open dawn-dusk. There are two shelter
houses available for use at no charge. The park also has a ball park, play-
ground, concession stand, restrooms, outside water, basketball court, and plen-
ty of paved parking.
Fort Brown: was once located at the confluence of the Big Auglaize and the
Little Auglaize rivers. It was one of a series of posts built by General William
Henry Harrison in his campaign against the British and Indians in the War of
1812 to defend military supply lines. The site of the fort is now private proper-
ty, but in 1953, The Monument Builders of Ohio Inc. furnished a granite memo-
rial to mark the spot. The area is an attraction along the Buckeye Trail.
Grover Hill Community (Welcome) Park: is located on Ohio 637 and owned
by the Grover Hill Lions Club. It is the home of the Grover Hill Ball Association;
boys and girls Little Leagues, boys and girls Pee Wee Leagues, and mens
softball are played at this park. Other features are playground equipment, bas-
ketball courts, tennis courts, and a shelter house.
Haviland Town Park: is located in downtown Haviland. The park has many
features available for use including a tennis court, playground equipment, shel-
ter house, and a basketball court.
Herb Monroe Park is located at the corner of Jackson and Main streets in
downtown Paulding.
LaFountain Park: established in 1984, is located off Emerald Road, Paulding,
next to the Paulding Water Park. It features a shelter house, basketball court,
and the Freedom Playstation. Also located within the park is the Mary (Sal)
Hench Skateboard Park. Information, call the village offices at 419-399-4011.
Latty Town Park: is located in the main section of Latty and is home to a ball
field, basketball court, shelter house and play area.
Lela McGuire Jeffery Park: is located near the intersection of Roads 103 and
142 just north of the hospital in Paulding. This village park features four ball
fields and is home to youth T-ball, softball and baseball games. For information,

Melrose Town Park: is located just off Ohio 613 in Melrose and hosts the sum-
mer youth baseball games. It is the home to Bair Field, a shelter house, play-
ground equipment, and handicap-accessible restrooms.
New Rochester Park: is a former rest area located along Road 424 (old U.S.
24) about one mile north of Cecil in Crane Township that marks the site of the
Pauldings first county seat. There is a stone New Rochester marker com-
memorating the once thriving community, a steep trail to the Maumee River, as
well as an old cemetery.
Oakwood Ball Field: is located on East Harmon Street in Oakwood. It hosts
many mens softball tournaments during the summer and is also home to the
softball tournament which is played during the annual Oakwood Labor
Day/Homecoming festival.
Oakwood Community Park: is located on Ohio 66 just north of the Norfolk and
Southern railroad tracks in Oakwood. The park has playground equipment, two
shelter houses, and a tennis court.
Paulding Municipal Swimming Pool: is adjacent to LaFountain Park which is
located on Lincoln Avenue in Paulding. The pool has been completely remod-
eled and is now a water park. Information, call the village offices at 419-399-

Payne Community Park: The village park hosts the mens softball league on
Friday nights, boys and girls Pony League action, and high school girls soft-
ball. Other features of this park include playground equipment, basketball court,
tennis court, sand volleyball court, a walking path and a shelter house. A his-
torical site is the Railroad Depot, moved from downtown Payne to the park,

Payne School Park: is located across from Payne Elementary School on Ohio
613. This park is home to the Payne Ball Association. During the summer, the
ball field is used nightly by little league, pee wee, and t-ball boys baseball pro-

Reservoir Park: is located on CR 107 just southwest of Paulding. It is home to
the mens, womens, and church softball leagues during the summer. A wiffle-

Veterans Memorial (Riverside) Park: is located on U.S. 24 at the east edge
of Antwerp. A statue of a Civil War Union soldier on the park grounds, con-
structed in memory of the many veterans of Paulding County, has become the
anchor of a new memorial dedicated to all Antwerp veterans. In 2005 Rocky
Ridge playground was built by the efforts of The Friends of the Park Committee.
Five shelter houses and lone picnic tables are shaded by giant oak and hicko-
ry trees. There is also pedestrian access to the scenic Maumee River. For more

Stokely Ponds: located in Paulding near the intersection of West Caroline

Paulding County Fairgrounds: is nearly 50 acres of rolling and wooded land
on the north bank of Flat Rock Creek located on Fairground Drive in Paulding

including the annual Flat Rock Creek Fall Festival in September. In addition to

Birth/Death Certificate Applications available at the Paulding County

There is a charge of $23 for certified copies. Certificates prior to 1909 are
obtained at the Probate Division of Paulding County Court, located in the
Courthouse, Suite 202, 115 N. Williams St., Paulding, OH 45879, 419-399-
8256; charges may vary.
Marriage License Applications are available at the Probate Division of the
Paulding County Court, which is located in the Courthouse, Suite 202, 115 N.
Williams St., Paulding, OH 45879. Office hours are 8 a.m.-4 p.m. For informa-
tion on licensing fees and requirements, contact the office at 419-399-8256.
Driving Exams/Permit Driving exams are given in Van Wert at the Van Wert
State Patrol on Fridays and Saturdays. All written endorsement exams are
given from 12:30-4 p.m. on Friday and from 12:30-2 p.m. on Saturday. The driv-
ing exam is given from 8:30-11:30 and the written is given from 12:30-3. You do
not need an appointment for the written test, but you need an appointment for
the driving. A full-time station is located in Defiance and is open from 8 a.m.-5
p.m. Tuesday through Saturday. The exam station in Van Wert gives the writ-
ten tests on Friday and Saturdays from 8-11:30 a.m. The driving part of the test
is administered from 12:30-4 p.m. on Fridays and from 12:30-2 p.m. on
Saturdays. You must have an appointment. Call Defiance Post State Patrol
419-784-1026. For information on driving permits, contact License Bureau, 119
W. Perry St., Paulding, OH 45879, 419-399-2064 must have certified birth
certificate and Social Security card, cost $24.
License Bureau The License Bureau (BMV) is located at 831 North Williams
St., Paulding; 419-399-2064. Hours: Monday- Friday 8 a.m. - 5 p.m.,, Saturday
8 a.m.-noon.
Title Office The Motor Vehicle Title Office is located at the Paulding County
Courthouse basement, Room B3. Hours: Monday-Friday 8 a.m.-4:30 p.m.
Dog License All dogs three months old or older are required to have a
license, purchased annually. Licenses may be purchased at the Paulding
County Auditors office, Courthouse, 115 N. Williams St., Suite 101, Paulding,
OH 45879, 419-399-8205. They may also be purchased online at www.pauld-
ingcountyauditor.com; or at the dog wardens office, located at 13387 US 127.
License fee is $15 per dog; $45 for 3 years and a permanent tag is $150, ken-
nel licenses may be purchased at auditors office.
Passport Apply at the Clerk of Courts, Paulding County Courthouse, 115 N.
Williams St., Paulding, OH 45879. Applications accepted until 4 p.m. For more

Building Permits Building permits are required when building a home or
making improvements to existing property. This permit will inform you of the
local, state and federal laws that may affect you, including the Federal Flood
Insurance Program, Health Codes, Subdivision Regulations and right-of-way
easements. Building permits may be obtained for Jackson and Brown Township
through the Paulding County Auditors Office, 419-399-8205 or through your

HISTORICAL SKETCH
THE PAULDING COUNTY PROGRESS 2014 GUIDE - 31
during the Revolutionary War. The first county seat was established in 1839
at New Rochester on the Maumee River; the site is now a roadside rest along
U.S. 24. In 1841, the county seat was moved to Charloe on the Auglaize
River, then relocated more centrally at Paulding in 1851.
Completion of the Wabash Canal in 1843 and the Miami and Erie Canal
in 1845 opened the area to more settlement. Junction, a town that grew up
at the junction of two canals, became a thriving community threatening to
outrank Fort Wayne in importance. Opening of the Wabash Railroad in
1855, together with the presence of the Wabash Canal, made Antwerp the
largest community in the county during the Civil War era. But the canals
were unable to compete with the railroads. Construction of the Nickel
Plate and New York Central railroads during the 1880s resulted in the
rapid growth of other villages of the county, notably Paulding and Payne.
The state, however, had refused to abandon Six Mile Reservoir, which had
been created to supply water to the Wabash Canal. The Reservoir was
located near the Village of Antwerp, whose residents considered it a stag-
nant menace to public health. When legal efforts to close the
reservoir failed, a group of around 200 men,
marching under a banner inscribed NO
COMPROMISE, blew a hole in
the reservoir dike and destroyed
three locks during the night
of April 25, 1887. In
response, a detachment
of the state militia was
dispatched, but the
guilty parties were never
identified. This event
came to be known as the
Reservoir War.
Lumbering and timber products
were for years the leading industry in
the county, but these resources were largely
depleted by the late 1880s, as the dense stands of
native hardwoods gave way to pastures and farm ground. Today, the coun-
ty is home to several manufacturing operations, but agriculture remains
the leading industry.
The county motto, NO COMPROMISE, speaks of the resolute pioneer
spirit and the legacy of hard work and perseverance handed down for the last
century. The people of Paulding County still reflect the spirit of pride and
independence of those who tamed the Black Swamp so many years ago.

A historical sketch of
Paulding County
Traversed by the Maumee and Auglaize Rivers and numerous small
streams, Paulding County is located entirely within that part of northwest
Ohio once known as the Great Black Swamp. The first white visitors dis-
covered a land dominated by water, mosquitoes, and forests so thick that in
some places the ground never saw the summer sun.
An army led by General Mad Anthony
Wayne marched through the County in
1794 en route to the Battle of Fallen
Timbers. During the War of
1812, it was crossed again by
General James Winchester,
who fought a running battle
across Emerald Township
with the British and
Indians. Also in 1812, Fort
Brown was built at the con-
fluence of the Big and Little
Auglaize rivers by General
William Henry Harrisons troops.
Paulding County was originally inhabited
by prehistoric mound builders and later by
Pottawatomie and Ottawa tribes. Some Indians were still pres-
ent until 1832, when the last occupants of the Oquinoxa Indian reservation
near Charloe were resettled. The first non-native settlement was near
Junction in 1819, where on Jan. 21, 1826, Daniel Clark Carey, the first white
child, was born. Around this time, John Chapman, Johnny Appleseed,
planted apple seeds, catnip, pennyroyal and hoarhound in Carryall
Township.
Surveyed in 1820, the county is named for John Paulding, who, along with
Isaac Van Wart and David Williams, captured the British spy Major Andre
