YEAR RESOLUTION AUTHORIZING THE CITY MANAGER TO ESTABLISH AONE PILOT PROJECT CREATING THE CITY OF OAKLAND APPRENTICESHIP WORKFORCE DEVELOPMENT PARTNERSHIP SYSTEM IN ORDER TO INCREASE OAKLAND RESIDENT PARTICIPATION AS APPRENTICES ON PUBLIC WORKS
