YEAR RESOLUTION AUTHORIZING THE CITY MANAGER TO ESTABLISH AONE PILOT PROJECT CREATING THE CITY OF OAKLAND APPRENTICESHIP WORKFORCE DEVELOPMENT PARTNERSHIP SYSTEM IN ORDER TO INCREASE OAKLAND RESIDENT PARTICIPATION AS APPRENTICES ON PUBLIC WORKS
WHEREAS undisputed
statistics and
demographics clearly project a workforce crisis is of America creating a workforce deficiency in quality
City of Oakland is not exempt from this national crisis Oakland City Council brings forth a policy that will maximize opportunities for Oakland residents to participate as apprentices on Public Works Agency funded construction projects in order to meet the
WHEREAS
the workforce crisis head on and
policy originated under the auspices of Council Member Jane Brunner who convened an unprecedented advisory committee of various community based organizations advocacy groups members of the business community building trade representatives and the City of Oakland and Redevelopment staff Public Works Agency and Contract Compliance and Employment Services and
WHEREAS
the
impetus
for this
advisory committee was subsequently developed to serve as the core working group tasked with crafting a theoretical framework for the policy and a structure to support implementation of the policy and
WHEREAS
a
subcommittee
of
the
WHEREAS
