within weeks of making a
decision when the Senior
Center for Active Adults
will be expanded and ren-
ovated.

session, seniors packed
the city council chambers
to share their opinions
and encourage city coun-
cil to go forward with up-
dates to the center based
on drawings by architect

Older Persons Advisory

Center of The Shores
have been discussing
plans to expand and up-
date the center.
We were looking at
what we thought we could
afford and what we
couldnt and came back
with drawings. We had to
put it on hold to get mov-
ing on the court building,
Walby said.
Moneys tight. Its a
tough road and there were
no promises, but the
promise was what we are
doing here today.
As is his typical form,
Esler began his presenta-
tion by sharing a funny
story. Esler said just be-
fore the meeting began he
ran into a senior who told
him, `you better not blow
it. Esler.
Esler took the council
on a historical journey
back to 2005 when the city
was preparing the master
plan. A major topic of dis-
cussion he said, was the
senior center and requests
to expand the kitchen and
hours of operation, im-
prove the exercise room
and add flexible space for
various activities.
Some of those requests
have been met, but a few
more added.

Senior center expansion
may be on horizon
While Mayor Kip Walby believes theres no
question some general fund dollars will be needed
to pay for the senior center expansion, there are al-
ternatives.
At the Jan. 13 study session, City Planner Liz
Koto laid out a few payment options for council to
consider.
Because of special circumstances surrounding
the original construction of the center and other is-
sues, grants are not available and accepting private
donations or teaming with a health care provider
are not options. However, donations and partner-
ships can be used to equip the facility.
As far as bricks and mortar, Koto suggested the
city could apply for a federal loan which will allow
the city to use 15 percent of its annual Community
Development Block Grant funds to pay back the
loan in no less than 15 years. She estimates a $1
million loan would cost the city between $90,000
and $100,000 annually in CDBG funds.
There is another option, she said.
Because CDBG funds must benefit low or mod-
erate income residents, in the past a portion of the
funding has gone toward street replacement in low
to moderate income neighborhoods. That money,
she said, could go toward repayment of the loan
and cut the term length to three years, if the project
phases cover two grant years.
Her plan is to use $250,000 per year for three
years plus program income at the senior center to
cover more of the costs.
While the citys annual CDBG fund allocation
has been declining, Koto estimated at least for the
next two years, the city will receive $824,000.
To make up the difference, Walby suggested the
city could use proceeds from the sale of houses and
properties purchased through the Macomb County
Tax reversion process and fixed up and sold.
Tapping into the citys undesignated fund balance
is also an option, he said.
I would not be real optimistic your going to see
any other choices here, City Manager Phil Ludos
said.
Councilman Pete Rubino asked how reallocating
some CDBG funds would affect the citys overall
street repair and replacement program.

And so is the train.
Restaurateur Louis Bricolas was before city
council seeking permission construct a 365 square
foot addition to Gilbert's Lodge allowing him to re-
build a rear area of the popular Harper restaurant
destroyed in a fire last November.
Bricolas said prior to the blaze he had wanted to
redo the room where a transformer was located,
but the restaurant would have to be closed for five
weeks to make the changes.
Now that the restaurant is closed for repairs, he
said hed like to take advantage of the shutdown to
move a transformer and convert the space to house
grease, CO2 and water tanks as well as create lock-
er rooms for employees.
The area will be constructed of poured concrete
and brick embossed, making it consistent with the
current building in aesthetic.
It cleans up the whole area of the restaurant, he
said, adding right now the restaurant is down to
cinder block walls and cement floors.
Ill be able to do it pretty quickly, he said of the
rebuild. If I get permits this month, Ill be able to
open by end of April.
Kitchen equipment has already been ordered, he
said.
Im glad youre rebuilding, Councilman Tony
Tiseo said, echoing the sediments of other council
members who also wanted to know if the train that
looped the dining area was coming back.
Bricolas said yes it is and he said hes planning
to expand the tracks to include the bar area.
For the past several months residents have been
asking if the restaurant will be rebuilt and wonder-
ing if and when they could again enjoy a pizza and
a couple of brewskis.

Playing to a house
packed with seniors may
not have been easy, but
they all agreed the se-
nior center needs to be
upgraded and expanded.
Most of those address-
ing council were mem-
bers of the Older Persons
Advisory Committee
which already has had
significant input in the
project and were center
members.
Others a few of
which could not make
the 50-year-old age re-
quirement were still
supportive.
OPEC chairwoman
Mary Cipriano said shes
supportive of the expan-
sion idea.
We have spearheaded
this for the last two
years and were asking
everybody to embrace
our vision in keeping se-
niors active and en-
gaged. Sooner or later
everyone will be come
eligible for our center,
she said. We will never
run out of people who
will be joining our cen-
ter. I believe you will find
a way to make this hap-
pen.
If you build it, they
will come.
Marianne Langlois,
administrator for the de-
partment of family med-
icine for Henry Ford
Health System and a
member of OPEC, said
Henry Ford is very in-
volved with the center.
Its near and dear to
my heart, she said,
quoting statistics indi-
cating the area is seeing
the most population
growth among those
aged 55 and up.
There is stronger
growth here than across
the country. These are
the people you need to
find a way to meet their
needs.
Langlois said at Henry
Ford, the federal govern-
ment is pushing them to
keep Medicare benefi-
ciaries healthy and out
of hospitals.
How do you do that?
Keep them physically
fit, she said, adding
mental health is also
very important and so-
cialization is a good way
to help prevent demen-
tia and other mental is-
sues.
Center member Larry
Blackwell told council
he was at the center that
morning and the exer-
cise room was packed.
Disappointed the
plans didnt include an
indoor bocce ball court,
he asked council to give
it more consideration
before finalizing expan-
sion plans.
Its up to you folks to
do something. Seniors
are living longer than
they ever have, he said.
Vince Marino shared a
story showing the cen-
ters employees really
care about the wellbeing
of members.
As a constant visitor,
he said he was away for
three days and on the
third day he received a
welfare call from an em-
ployee making sure he
was OK.
After hearing Mayor
Kip Walby mention the
city may have to money
from the raining day
fund to help pay for cen-
ter improvements,
OPEC member Maureen
Chabot OPEC said, Im
thinking its raining and
its raining seniors and
boomers. Its really time
to step up.
Koto said the program would continue, as it is al-
so financed from the general fund.
The (CDBG funds) isnt covering the price of
one street its time to reallocate that money,
Councilman John Caron said.
Councilman Chris Vitale asked if current main-
tenance issues at the senior center would be ad-
dressed during the renovation process.
He pointed to photos included in the council
packet indicating foundation and water issues im-
pacting the centers inability to use a large room di-
vider.
Are we counting on the expansion to correct
those issues, he asked.
Senior Center Coordinator Sue Ficau said one of
the damaged walls would be removed to accom-
modate Phase I of the project. Others, she said,
may be repaired with general fund dollars depend-
ing on how budget hearings proceed.
She added engineers are coming to the center to
review damage and provide estimates which she
hopes will be available during budget hearings
which begin later this month.
Other funding issues include the cost of exercise
equipment, furnishings, appliances and other inci-
dentals.
Ficau said she received a baseline quote from All
Pro Exercise for equipment to meet the needs of all
using the center which came in at $66,375.30 plus
$6,505 for flooring.
There may be better pricing available, she said.
Vitale suggested all involved review the plans
and quotes to look at ways to save. For example, he
suggested removing some of the large glass win-
dows in the planned entrance expansion plan and
questioned why Phase III is costing so much when
its a space reallocation project and no new walls
are being built.
Architect John Vitale (no relation to the council-
man) said his cost calculations were passed on cost
per square foot and details will be worked out.

Esler has been with the
city, he said the center be-
gan with only one van to
shuttle seniors to doctors
appointments, dialysis
sessions and errands. It
now has four. The ages of
those using the exercise
room is between 50 and 97
and the center is the only
one in Macomb County to
offer a congregate meal
site and has its own chef.
A lot of people in the
last two years wan to use
the senior center. The
number has tripled. he
said.

said, giving a detailed list
of programs and services
offered by the center.
It was finally John
Vitales turn to unveil the
conceptual plan he pro-
poses to be built in three
phases.
Phase one ($358,926)
involved a 2,600 square
foot building addition for
a fitness center. The room
features a walking track
with exercise equipment
in the center. The current
exercise area is targeted
for a healing arts room
and space will be recon-
figured to add a lifelong
learning room and com-
puter lab (Phase II,
$249,254). The current
restrooms will be ex-
panded to include locker
rooms.
The multipurpose room,
also used for exercise pro-
grams will be reallocated
to other programs and will
open up to the fitness cen-
ter, also part of Phase II.
Phase III ($388,836) in-
cludes a remodeling of the
front entrance to accom-
modate a covered drop off
area, expand common ar-
ea, add much-needed stor-
age and add natural light.
Plans also call for the
kitchen to be modified to
add a caf- type atmo-
sphere, much like
Starbucks where seniors
can grab wraps, salads
and beverages and relax.
Also targeted is the of-
fice space which currently
is not Americans with
Disabilities Act compliant.

at the front of the space for
convenience in addition to
opening up the front en-
trance for other activities.
John Vitale estimated
the conceptual plan as
presented will cost
$997,000 for construction
alone. Equipment, fur-
nishings and other inci-
dentals are all extra.
The plan, John Vitale
said, is to complete one
phase about every nine
months and do so allow-
ing the facility to remain
open.
Council is expected to
further discuss the expan-
sion plans and financing
next month.

Winters harsh dry cold
conditions can be especially ex-
acerbating to the many middle
aged and older patients who ex-
perience skin that easily bruises
or bleeds, most especially on the
tops of hands and forearms. Tis
condition is known as fragile
skin.
Fragile skin is most frequently
the result of prolonged exposure
to harsh treatments or environ-
ments. Long term exposure to
sunlight is the most common
factor; other causes include the
use of oral and topical steroids
such as hydrocortisones, as well
as anticoagulants. Rarely, frag-
ile skin can be caused by or may
indicate internal diseases, blood
disorders or a genetic condi-
tion such as Ehlers-Danlos syn-
drome.
Once skin becomes thin, there
is no way to reverse this result.
Terefore, prevention is key.
Use sunscreens and protective
clothing to reduce further dam-
age from the sun. When using
topical or oral steroids, carefully
follow your physicians instruc-
tions regarding these medica-
tions, since misuse and overuse
will result in unintended long
term damage to your skin. Espe-
cially this time of year, keep your
skin moisturized and protected
from winters harsh elements.

While a windfall isnt
expected after selling the
last house purchased by
the city in 2012 through
the Macomb County Tax
Reversion process, break-
ing even is not out of the
question.
At the recommendation
of the citys tax foreclo-
sure subcommittee, city
council approved a con-
tract with M & K Home
Improvement to make up-
grades to 21712 Finlan es-
timated at $64,970.
Work includes adding a
new roof and gutters,
kitchen and bathroom up-
grades, waterproofing the
basement, carpeting,
hardwood floor restora-
tion, painting, upgrades
to the family room and
several other incidentals.
The property is expect-
ed to be listed in three to
four months after work
begins, which will be as
soon as possible and may
be delayed by necessary
waterproofing and drive-
way repairs.
The city purchased the
property for $11,557.47
and spent $6,308.13 on
lawn cutting services,
snow, tree and debris re-
moval and furnace re-
pairs and another
$2,731.41 in utility bills.
With $20,597.01 invested
thus far, the project is ex-
pected to cost a total of
$90,277.01.
Until the upgrades are

Vitale, who sits on the tax
foreclosure subcommit-
tee, compared the house
to one on Gaulker the city
recently sold for about
$85,000 in a weaker mar-
ket and comparable
school district.

have a basement, an addi-
tional bedroom, entirely
new remodeled open
floor plan on a nice quiet
street, Vitale said, con-
servatively estimating
the house should sell for
about $100,000.
I was not a champion
of this house, but I saw the
light, he said, adding his
first thought was to make
an appointment with the
wrecking ball.
It came down to dol-
lars and sense.
Councilman Tony
Tiseo, also a subcommit-
tee member, agreed.
Mayor Kip Walby ques-
tioned the bids which
ranged from $104,870 to
M & Ks $64,970.
Vitale said the bid was
right in line with the sub-
committees $70,600 esti-
mate.
Rayes said M & K suc-
cessfully did work on oth-
er city renos.
We are not concerned
about their performance,
he said.

Simply sharing personal
information via personal
e-mail addresses will put
an end to any further dis-
cussion.
But not everyone does
and whats contained in e-
mails that go through the
citys server have City
Attorney Robert Ihries at-
tention.
Reiterating the citys
current e-mail policy as it
pertains to council, Ihrie
said unlike the general
public, members do not
have to file a Freedom of
Information Act request to
get copies of any e-mails
even those containing
attorney-client privileged
information in regard to
city issues.
The question Ihrie
posed during an informa-
tion-only Jan. 16 study
session is, do we want to
establish a policy other
than if you are a council
person there are no re-
strictions on what you can
request or receive in a
pure form?
We do understand that
sometime council people
are permitted and even
encouraged to commu-
nicate with each other, res-
idents, administration via
e-mail. Those e-mails are
oftentimes personal in na-
ture. The city server cap-
tures all e-mails that come
through the city server.
When a city councilperson
requests the e-mails, at
this juncture, receive all e-
mails, including those
personal in nature, such as
`want to go to lunch.
Those are permissible and
are given when asked,
Ihrie explained.
The general public, he
said, cannot receive those
types of e-mails and reiter-
ated they are not permissi-
ble under FOIA.
Do we want a policy
that limits disclosure?
Ihrie asked, adding of
council prefers not to have
their information con-
tained in an e-mail shared,
he suggests making a call,
sending a letter or a mes-
sage via their own person-
al e-mail.
If council wants to
change the policy, he sug-
gests members make re-
quests through FOIA and
add exemptions, such as
attorney client privileged
information is allowed.
The easiest thing to do
is establish no particular
policy, he said, adding
hes not aware of a city
that has a policy any dif-
ferent than currently on
the books in St. Clair
Shores.
Ihrie also cautioned
council it may be a
breach of duty if they
choose to share the con-
tents of an e-mail with the
community.
The clear intention of
reasonable expectation of
privacy can bring into the
city some kind of liability,
he said, adding the level of
trust and competence sug-
gests council may not dis-
close the information to
third parties.
No councilmember
commented or asked
questions about Ihries
presentation.
The topic may come
back before council for
further discussion and a
vote.

Ihrie discusses council generated e-mails
Its been more than 50 years since the gym floor at
South Lake High School was installed. Time had taken
its toll, prompting boards to pop, warp and bend
enough to render the floor uneven in spots and in need
of replacement.
Just before the holidays, crews began removing and
replacing the floor.
Now, nearly one month later, its complete, with the
first basketball game being played on it last Tuesday
evening.
Were excited about it, South Lake High School
Principal Carmen Kennedy said. Its something that
needed to be done and it got done. Its beautiful and it
will be around for a long time.
According to the districts Director of Business
Operations, Matthew Dishman, the floor can, and
should, last for decades.
The floor is designed to last 50 or more years, really,
Dishman said. So its a good investment in the high
school.
The necessity for the new floor was clear, he said.
The old floor had been around for a very long time
and it finally just broke down, Dishman said. There
were waves and bumps and uneven parts in the floor
that really made it unsafe to play basketball on or hold a
gym class on. It had to be replaced.
The cost, paid for with bond proceeds, according to
Dishman, was a nearly month-long process that includ-
ed a company to install the new floor and another to re-
move the old one and the asbestos below.
There was asbestos beneath that old floor, so we had
a company come in and remove it properly and safely,
he said. After they were done, Varsity Flooring came in
and really did a great job with installing the new floor. It
looks really good.
The total cost of the project came to about $150,000
Dishman said, which was a good price.
We got some very good discounts on the pricing be-
cause of the timing, he said. Normally, for example, to
remove the old flooring it can be between $7.50-$8.50
per square foot. Because of the time of year we got this
done, it only ran us about $5.50 per square foot.
There was a break on the installation, also due to the
timing, he said.
I think we got a very good job done for a very reason-
able price, Dishman said.

Rebecca Palen tendered her resignation as executive
director of The Lake House effective Feb. 1.
According to a press release penned by president Ted
Huebner, after much careful consideration, Rebecca
has decided she needs to focus all of her energies on de-
veloping her private practice as a clinical therapist.
I believe I can speak for each of us in saying that we
appreciate all that Rebecca has done for The Lake
House, Huebner said. Program participation and
membership grew on her watch. She also developed
the foundation for many of our processes. Rebecca
served the organization well during her tenure and we
wish her all the best as she moves into a new phase of
her career.
The Lake House Executive Committee has developed
a strategic plan for finding a new executive director. A
Search Committee led by board member Sharon Maier
was formed and includes members Deanna Deldin and
Ted Wahby, Jr. and is actively evaluating candidates,
Huebner added/
We want to assure you that throughout this transi-
tion The Lake House will continue to operate as sched-
uled and there will be no interruption of programming,
he said, adding Kelsey Golan is the daily onsite contact
to ensure a smooth transition.
A reception for Palen is from 5 to 7 p.m. Tuesday, Jan.
28, at The Lake House.

Tonight is a great way for us to show off
our great new jazz band program, our
wonderful culinary arts program and our
wonderful art department, South Lake
High School Principal Carmen Kennedy
said. So we said why not have an Arts,
Beats and Eats festival. And thats what to-
night is all about.
Hundreds of students, family, friends
and neighbors attended the Thursday, Jan.
16, event at the school and the reactions
were positive.
I think this is really cool, said Denise
Jacques. Its actually way better than I ev-
er thought it would be. These kids are real-
ly talented.
Along with an art show that featured a
graffiti wall where patrons could cut out
pieces of art from the wall banner and take
it home, the event also gave the culinary
arts program a chance to show off its skills
by serving patrons a wide range of food in-
cluding pulled pork, shish-kabob and other
culinary delights.
Its a great thing for the students to be a part of, Culinary Arts Program instructor
Chef Daryl Shepard said. And its another opportunity for them to get some experi-
ence cooking for a large amount of people.
Its also a way for the school to reach out to the community in a positive way,
Kennedy said.

doing everything here,
Kennedy said. I believe
this is another opportunity
for us to celebrate what
these students can do and
to celebrate it with the
community.
The schools new jazz
band capped off the festiv-
ities with a concert in the
auditorium.
In previous years, there
was a class here called
choir, Kennedy said. But
honestly, that needed to be
revamped a bit. So, now
its called jazz band. This
great jazz band here is the
result of changing and lis-
tening to what kids want
to do. They wanted some-
thing different, something
more upbeat, and Joe
Verbeke, the band director,

First it was ice chests
and then home-based
businesses, now neon
signs are being targeted.
For the last few months,
city council has been grap-
pling with code enforce-
ments decision to issue ci-
tations for ordinances
council thought had been
addressed long ago.
And council wants to
know why.
Most recently, Jerry Bs
Cycle Works on Harper
was targeted again after
council, about a year ago,
thought the issue with his
neon sign was rectified
and the sign met code.
Now, according to admin-
istration, a permit is re-
quired. To avoid additional
complications while the
matter is again being re-
searched, store owners
with neon signs were ad-
vised to keep them turned
off.
That idea left
Councilman Pete Rubino
shaking his head.
This is most disturb-
ing, he said. (City
Attorney) Mr. (Robert)
Ihrie pretty much told us
last year that a certain
store was not in violation
for neon lights. I think
there might be some divi-
sion on council how they
feel about certain things,
but I thought this was put
to rest. But it came back
up.
Instead of administra-
tion coming to council,
they went right back out
and started giving viola-
tions for something that
they were told was OK,
Rubino continued.
I want to know why this
happened. The supervi-
sors are all the same, how
does this happen thats
what I want to know.
He did not get an an-
swer.
Councilwoman Candice
Rusie shared Rubinos an-
noyance.
Its just like groundhog
day up here.
A lot of these signs have
been up for quite some
time on business on
Harper. They need to let
people know they are
there and were telling
these businesses you cant
have these signs on,
Rusie said.
And whats disturbing
to me is that we have
( C o m m u n i t y
Devel opment and
Inspection) and code en-
forcement doing this with
administration backing
them up, she said.
Council has to deal with
these problems and were
not the ones going out
there and causing them
and its not helping the
business environment and
the impression we leave
on businesses who might
want to come here.
City Manager Phil
Ludos said he met with
Ihrie a few hours before
the Jan. 6 council meeting
to discuss the sign issue
and among other things,
discussed the administra-
tions interpretation of lan-
guage in the ordinance
that may be somewhat
vague and may give (the
city) the ability to go in
path A or path B, he said,
adding his plan is to have
council resolve the lan-
guage issue.
Until then, enforcement
action will not be taken.
Rusie called on adminis-
tration to notify affected
businesses.
We have these up and
down Harper. We have
these all over the city and
now its an issue, just like
the ice chests.
The ordinance language
is expected to be discussed
at a yet to be scheduled
study session.
Rusie makes history
For the first time in city
history, a woman ran a St.
Clair Shores city council
meeting if only for
about five minutes.
During the Jan. 6 meet-
ing, Mayor Kip Walby
passed the gavel to Mayor
Pro Tem Candice Rusie
while he stepped away
from the table.
Rusie pointed out while
she isnt the first female
mayor pro tem, she is the
first to hold the gavel
and use it not to silence
members, but to signify a
vote was taken.
No raises for council
While recommended by
the citys Compensation
Committee, city council
unanimously refused a 1.5
percent wage increase.
The raise would have
meant a raise of $151.01
for Mayor Kip Waklby and
$119.02 for the council.
The council and mayor
have not seen a raise in
nine years and took a five
percent pay cut in 2005 to
coincide with a 5 percent
cut in other areas of the
city budget.
The mayor is paid
$10,070.76 and council
$7.934.88 annually for
their service.
Precincts realigned
In a cost-cutting mea-
sure, City Clerk Mary
Kotoski asked city council
to approve eliminating
voter precinct No. 2.
Kotoski said the city
could do away with that
precinct in the south end
of the city and realign
boundaries, moving some
voters to the precincts at
St. Lucys and St. Joan of
Arc.
In addition, the
Elmwood Elementary
School site would be re-
named precinct 2 from
precinct 24 to keep the
numbers consistent.
Kotowski said the law
requires the city to notify
affected residents via mail
of the change anticipated
to cost the city about
$1,500 mostly in post-
age. Overall, eliminating a
precinct will save the city
about $2,000 annually.

To the Editor:
In reference to the Jan.
16, story, Residents say
city not animal friendly, I
would like to provide clari-
fication of the issues and
actions.
In June, 2013, in an ef-
fort to reduce the number
of cats being euthanized
in the Macomb County
Animal Control Shelter,
the new chief implement-
ed a policy which dictates
all cats brought in by ani-
mal control officers and
citizens would be neu-
tered/spayed, vaccinated,
and returned to the area
from which they were
found otherwise known
as trap/neuter/release
(TNR).
The assumption was
that all cats were feral (al-
though they are not) and
as such, had only two op-
tions be euthanized or
be put back outside. At
that time, there were five
cities, St. Clair Shores,
Roseville, Eastpointe,
Sterling Heights and
Warren who could not al-
low TNR because of ordi-
nances which restricted
unleashed, roaming ani-
mals. Fast forward to
January, 2014 and the only
solution developed by the
five cities, after almost six
months of meeting, was to
contract with the Animal
Care Hospital of Sterling
Heights to accept cats
brought in by their animal
controls officers and euth-
anize them no shelter-
ing, no adopting.
As president and co-
founder of 4 Paws 1 Heart
and an active animal advo-
cate, I have been in close
contact with the new
Macomb County chief and
have been writing letters
to our St. Clair Shores city
council and administra-
tion to alert them to the
fact that all cats brought to
the shelter from the five
cities were being eutha-
nized and encouraged St.
Clair Shores to consider
adopting a TNR program
and to help stop the kill-
ing. I have also actively re-
ported the situation on
Facebook pages and I
spoke at two council meet-
ings. My concern is that
the residents of all of these
cities are unaware of the
current situation involving
all cats found in their cities
feral cats (wild) and
adoptable cats (pets who
have been abandoned,
thrown out or lost).
After the council meet-
ing of Jan. 13, the founders
of Paws For The Cause
Feral Cat Rescue and I
were asked to meet with
councilmembers Chris
Vitale, Ron Frederick,
Mayor Kip Walby and City
Manager Phil Ludos to
provide further informa-
tion that could be shared
with others. We had a pos-
itive discussion about the
benefits and the processes
of a trap/neuter/release
program in St. Clair
Shores. We also discussed
the fact that grants were in
place or would be in place
to cover the costs of TNR.
In conclusion, we were
told that the issue would
be on the agenda for the
Jan. 20 council meeting.
At this meeting, I also ex-
plained, as Ive done at the
council sessions, that the
feral cat issue is just one
piece of the total issue.
The city would still need to
address the issue of do-
mesticated cats who are
rescued by animal control
and/or citizens because
these cats could not typi-
cally exist on their own in
the wild or in cat colonies.
It was agreed that further
discussions would be held
after the Jan. 20 meeting
to determine ways we
could progressively ad-
dress the needs of the
stray domesticated cats.
The solutions may include
communicating with the
residents, offering oppor-
tunities for education, re-
visiting ordinances and
determining if changes
could be made which
would encourage foster-
ing abandoned cats and
working closely with local
rescue organizations.
There is still much work
ahead, but we have had
many offers of help and

the five cities to actually
look at ways to be a more
caring city and one who
recognizes that to attract
residents and businesses,
we need to take a close
look at the quality of life
we provide our citizens.
Proving our respect for
animals and pets is criti-
cal.

The North American International Auto Show 2014 Charity Preview Party held Friday, Jan. 17, at Cobo Center in
Detroit, welcomed many local, national and worldwide celebrities the largest crowd in years. Guests donned

Getting home care for parents

Wherever I go, I meet
people who are either car-
ing for an aging loved one
or know someone who is.
And they need help.
The details of their sto-
ries are unique. But their
pain and frustration are
not. It is all so familiar.
Not so long ago, that was
me on the other end of
the conversation.
Theres a process we
all go through before the
caregiver knocks on the
door. For some, the pro-
cess takes longer than it
does for others. It often
starts with an internet
search or a newspaper
article that catches our
eye. We do considerable
research to learn what
kind of care is available
and who provides it.
During the research
phase, we go back and
forth. Do we really need
to hire someone to come
and do what we can do,
what we should do?
Here was how my sis-
ters and I thought for
almost two years: They
just need a little com-
pany, I can stop in after
work on Tuesday. Dad
needs a ride to his doc-
tors appointment. I can
take a long lunch next
Wednesday. Mom
needs a reminder to take
her insulin. Ill tape a
note to the refrigerator
door and call every morn-
ing.
In time, the facts
become all too clear: a
little company came to
mean Mom cant give
herself a shower. A ride
to Dads doctor really
meant setting up a series
of blood tests and follow-
ups for his out-of-whack
Coumadi n l evel s.
Reminder to take her
insulin really meant we
need to be there every
morning to hand her the
syringe.
I went from internet
searches and newspaper
clippings to phone calls. I
gathered facts. I did the
math. I called family
meetings. I advocated for
outside help.
Then I went home and
tried to imagine what it
would be like to open the
door to a stranger - com-
ing to do what I can do,
what I should do.
Even after winning
agreement from my fru-
gal Depression-era dad
and my reluctant sib-
lings, I had a hard time
taking that final step.
Inviting someone into my
parents home to take
care of them was one of
the most difcult, emo-
tional decisions we adult
children will ever have to
make. But once we do, it
can be a good thing not
just for them, but for us.
Good professional care
by someone they actually
look forward to seeing
and peace of mind for us
thats a real good thing.
Once we decide to hire
outside help, its impor-
tant to interview several
agencies. All reputable
home care agencies have
a similar set of screening

agencies apart: accredita-
tion and RN oversight.
Accreditation is espe-
cially important in states
that do not require pri-
vate duty home care
agencies to be licensed.
Michigan is one of those.
Therefore, no regulatory
body overlooks their
business practices and
the quality of care being
provided in the home.
Three national organi-
zations provide this
accreditation: The Joint
Commission, Community
health Accreditation
Pr ogr am and t he
A c c r e d i t a t i o n
Commission for Health
Care.
While a lack of accredi-
tation does not mean the
agency offers poor qual-
ity care, accreditation
shows the public that the
agency has a commit-
ment to high standards,
Amy Goyer, of AARP, told
the New York Times in a
recent article.
An agency is probably
not going to be accred-
ited if they arent at least
striving to be a cut
above, Goyer said.
RN oversight means
every caregiver on every
case is supervised by a
nurse. The nurse makes
regular supervisory visits
to the home and reas-
sesses your parent while
checking on the quality
of care. He or she reads
care notes and regularly
communicates with the
families.
Hiring an agency with
a nurse on staff also gives
you the option of having
the nurse communicate
directly with your par-
ents doctor if you desire.
With our aging popula-

home care needs are also
growing.
But its important for
consumers to demand
the highest quality of
