Business system In Vietnam, there are three main public universities at three main areas South, Middle and

North which educate and train students become the coaches, professionals or managers in field of sport and physical education. Most of students in these three universities are athletes or people who love sports. The case I would like to describe is Ho Chi Minh City University of Sport where I am working. Ho Chi Minh City University of Sport was established for 35 years ago by Vietnam Government with the purpose that training and teaching potential athletes for the Northern provinces in Vietnam. During the time, the school keeps providing the qualified human resource in field of sport for the North of Vietnam. Many students have become famous coaches in different sport teams get high performance. To achieve this mission, my schools core value is quality in teaching is the first priority. Over 30-year development, today, this university has more 250 persons included staffs, and lecturers. This is not a big university but it is still in the growth stage to become the best sport university in Vietnam. Leading this university is a board of leaders who are the master professionals in teaching and researching include one principal and two vice-principals. Following the board of leaders, there are seven offices, seven faculties, while subjects are under faculties. Besides that, some separate centers are also under-controlled by school like training and researching center, data and information center. Like other universities, we always hope our students can apply their knowledge they learned into the real life. So, our school has some specific strategies to achieve this goal. First, the curriculum is continuously updated and improved. For example, the information in the lecture is no more than 3 years. Second, learners will be the center in the new teaching methodology. Encouraging the lecturer motivate student express their thinking, experience in front of class. The lecturer is also required to learn technology for making the lesson attract to students. Finally, the university always reviews the evaluation system to make sure the result is fair. Materials, documents, research journals, and equipment are essential things help lecturer increase their knowledge, while students have chance to practice, and quality of education is improving. Most of them find it difficult to store inside Vietnam but foreign universities, institutes and companies especially in the developed countries. To connect with foreign partners, my university established the Foreign Affairs Office to take responsibilities for managing this connection. As a specialist in the office, my

responsibility is to contact the old oversea partners for sending our lecturer and staff or even students training in there short-time. I also connect with some companies producing the equipment for research purpose in sport to make a deal. Students, and athletes want to go oversea for training, studying can contact our office for recommendation because we can ask our partner receive them. I also participate in some projects of Economy, Education and Culture Taiwan Office at Ho Chi Minh City to spread Chinese language through accepting Chinese volunteer teacher. As a sport university, most of our leaders or head of department come from athletes and coaches. Since two years I worked here, I realized that the board of leaders in my university lack experience in management skill even they are professionals in research. My organizational issue related to the managed development. Some projects that they planned could not implement or be fail because they do not set the rules, and predict risk management situations. They usually draw the good result but not give the solution if problems are happening. Therefore, they waste resources of school especially human resource and financial resource. My organization also deals with the conflict not only among employees but also among departments. They do not cooperate to follow the plan, so I sometimes meet unexpected circumstance when working with foreign partners visit the school. The conflict among the departments leads more procedures taking more time to do this. The poor communication is result from the poor management between employees and board members. The young employee meets difficult to work with people from past generation. They old people request more privileges than the younger who they do same work or harder. Their internal evaluation is higher performance than younger colleagues because they can receive more bonuses. This make the implementation and evaluation become incomplete or not exacted.
