The Major Projects Management Office Initiative was established by the Government of Canada in order to improve the performance of the regulatory system for major resource projects by creating a more efficient, effective, predictable, accountable, and transparent regulatory review process. In addition, twelve projects for which the reviews have been completed are also included in this report. Three of these continue to be subject to a follow-up program pursuant to the former Canadian Environmental Assessment Act (CEAA), and are thus still being tracked under the MPMO Initiative. The MPMO is also engaged in providing advice and guidance on many projects where a formal project proposal has not yet been submitted by the Proponent or that do not require a federal EA. It is important to note that the phases outlined above are described as being separate and distinct in order to provide a clear means of reporting on the status and progress of each project. However, on a project-by-project basis, certain activities or processes can occur simultaneously between phases.
Projects by Province Major resource projects are undergoing federal reviews in all regions across Canada representing over $231.1 billion in capital investment and over 100 000 jobs. 55% of MPMO projects are located in western provinces; the remaining 45% are located in eastern provinces (see Fig. 2).

Investment by Province Currently, western provinces account for 75% of projected capital investment; eastern provinces account for the remaining 25% (see Fig. 3). This is in large part due to the high capital investment required for oil and gas projects, which have an average investment of $16.1 billion per project. Thirty six percent, or approximately $83.2 billion, of the projected capital investment for major resource projects is in British Columbia. Alberta follows closely with approximately $74.2 billion in projected capital investment. Ontario and Newfoundland and Labrador follow with approximately $24.4 billion and $21.2 billion respectively.

Projects by Sector The mining sector accounts for 69% of all MPMO proposals in Canada 53 proposed projects (see Fig. 4). The energy sector accounts for the other 31% of MPMO projects. More than half of these are related to oil and gas development 7 oil and gas production proposals and 8 pipeline proposals. The remaining projects are related to electricity production 1 wind power proposal, 2 nuclear project proposals1, 4 hydroelectricity proposals, and 2 electricity transmission proposals.
Investment by Sector The disclosed capital investment for MPMO projects is more than $231.1 billion (see Fig. 5). Although the energy sector accounts for 31% of MPMO projects, this sector accounts for 78%, or approximately $183.9 billion of the overall projected investment. The mining sector accounts for the remaining $47.2 billion in projected investment. These projects account for 22% of total projected investment; whereas they represent 69% of the total number of major resource projects.

Ajax Copper-Gold Mine

The project consists of the construction and operation of the Ajax Mine located partially within the City of Kamloops, British Columbia. The Ajax Mine Project is an open pit copper/gold mine and is expected to process 60,000 tonnes of ore per day for export over a mine life of 23 years. The project consists of the construction, operation and decommissioning of an anthracite coal mine in northwestern British Columbia, approximately 90 kilometres southeast of Iskut. The proposed project would produce 3 million tonnes per year of anthracite coal over a 25 year mine life. The proposal also includes constructing a 147 kilometre extension to an existing railway from its current terminus to the mine site. The project consists of the construction, operation, and decommissioning of an open pit and underground coal mine located approximately 21 kilometres north of Elkford, in southeastern British Columbia. As proposed, the project would produce 2 million tonnes of coal per year over a mine life of 20 years. The project consists of the construction, operation, and decommissioning of an open pit gold and silver mine located approximately 100 kilometres south of Vanderhoof, British Columbia. As proposed, the project would produce 60,000 tonnes per day of gold and silver ore, over a mine life of 17 years. The project consists of the construction, operation and decommissioning of a goldsilver underground mine located approximately 65 km north-northwest of Stewart, B.C. The proposed project would produce approximately 16 million tonnes of mineralized material at a rate of up to 2,700 tonnes per day over a minimum 16-year mine life. The project (formerly the McNab Valley Aggregate Project), consists of a sand and gravel mine located on the northwest shore of Howe Sound, approximately 22 kilometres southwest of Squamish, British Columbia. The proposed project has an expected mine life of 20-30 years with a production capacity of approximately 1-1.6 million tonnes per year.

The project consists of a 20 million tonnes per year potash export terminal and rail/road/utilities loop proposal on Ridley Island. The proposal consists of a deepwater marine wharf, potash storage sheds, a railcar unloading and conveyor system and a rail, road and utilities corridor transmission line that connects to the British Columbia grid. The project consists of the development and operation of an open pit metallurgical coal mine located approximately 60 kilometres northwest of Chetwynd and 40 kilometres west of Hudson's Hope, in northeast British Columbia. The production rate would be 4.1 million metric tonnes of metallurgical coal per year, over 20 years. The project consists of the construction and operation of an approximately 650 km pipeline to deliver natural gas from the area near the community of Groundbirch, B.C. to a proposed liquefied natural gas (LNG) facility near Kitimat, B.C. The project will initially have the capacity to flow approximately 1.7 billion cubic feet of natural gas per day and could deliver up to approximately 5.0 billion cubic feet per day of natural gas after further expansion. The project consists of the construction, operation and decommissioning of a coal mine located 44 kilometers north of Tumbler Ridge, British Columbia. The proposed project would produce 1 to 1.5 million tonnes of thermal coal per year for a mine life of 10 to14 years. The project consists of the construction and operation of the Harper Creek Mine 90 kilometres northeast of the District of Kamloops, British Columbia. The production rate would be 25 million tonnes per year for export over a mine life of 18 to 24 years.

The Pacific Northwest LNG facility would be located on Lelu Island. The proposed project would convert natural gas to LNG for export to Pacific Rim markets in Asia. The project consists of the construction and operation of a liquefied natural gas (LNG) facility on Ridley Island at the Port of Prince Rupert, British Columbia. The proposed project is to be developed in two phases, reaching a nominal capacity of up to 21 million tonnes per annum.

The project consists of the construction and operation of the Spanish Mountain Gold Mine, approximately 70 kilometres northeast of Williams Lake, British Columbia. The project is anticipated to process 40,000 tonnes of ore per day and is expected to produce approximately 116 metric tonnes of gold dor over 10 years. The project consists of the development and operation of coal mine located approximately 55 kilometres south of Chetwynd and 40 kilometres west of Tumbler Ridge, in northeast British Columbia. The proposed project would initially produce 1.5 to 2.5 million tonnes per year increasing to 6 million tonnes per year over a mine life of 20 years.
The project consists of a 525,000 barrels per day petroleum export pipeline connecting Edmonton, Alberta to Kitimat on the northcentral coast of British Columbia. The proposal consists of a 1,170 km-long petroleum export pipeline, a condensate import pipeline, and a marine terminal.

The project consists of the expansion of the Jackpine Mine located about 70 km north of Fort McMurray on the east side of the Athabasca River. The expansion project would increase bitumen production by 100,000 barrels per day. The project consists of the construction, operation, and reclamation of an oil sands surface mine and bitumen extraction facilities located approximately 90 km north of Fort McMurray on the west side of the Athabasca River. The project is designed to produce a total of 200,000 barrels of bitumen per day. The project consists of the expansion of its existing coal mining activities in the Coal Branch area of Alberta. The project is located near the community of Robb, is approximately 37 km in length and the Pembina, Embarras and Erith Rivers are within the proposed development area.
The project consists of a 529 km oil pipeline Keystone XL that would originate in Alberta and traverse southwestern Saskatchewan before entering the US. The proposal will require 69 km of new, non-contiguous rightof-way.

The project consists of the constuction and operation of an uranium mine and mill in northern Saskatchewan. The proposal is to develop the Midwest ore deposit by way of an open pit, transport the ore along a new haul road linking the Midwest site to its existing McClean Lake Operation, and mill the ore at its on-site mill. The project consists of the development an underground uranium mine located in the southeastern part of the Athabasca Basin in northern Saskatchewan, approximately 600 km north of Saskatoon. The proposed Millennium mine would produce 150,000 to 200,000 tonnes of ore annually for six to seven years. Ore and associated waste materials would be transported to a licensed mill along a new 21 km access road that would connect to the existing road network. The project consists of the construction, operation and decommissioning of a potash mine approximately 100 km north-northeast of Regina, Saskatchewan. The project would comprise a solution mine producing approximately 2.8 million tonnes of potash per year for a predicted mine life of 50 years. The project consists of the construction, operation, maintenance and eventual decommissioning of an open-pit diamond mine, processing facilities and associated infrastructure in the Fort la Corne Provincial Forest located approximately 60 km east of Prince Albert, Saskatchewan.

The project consists of the construction, operation and eventual decommissioning of a chromite ore mine located approximately 540 km north of the City of Thunder Bay, Ontario and 240 km west of James Bay in an area known as the "Ring of Fire". The predicted extraction rate is 6,000 to 12,000 tonnes/day over 30 year mine life. The project consists of the development, construction, operation, and remediation of a gold mine and associated infrastructure located 20 kilometers southwest of the community of Gogama in northeastern Ontario. The project consists of the 60,000 tonnes per day of ore, with a mine life of approximately 15 years. The project consists of the construction and operation of up to four new nuclear reactors at the Darlington nuclear site for the production of up to 4,800 megawatts of electricity located in the regional municipality of Durham, 70 km east of Toronto.

Ct Gold Mine

The project consists of the Deep Geologic Repository, a below-ground facility for the long-term management of low-level and intermediate-level radioactive wastes currently stored on the Bruce site and from the continued operations of nuclear generating stations at Bruce, Pickering and Darlington. The facility would be located on the Bruce Power Nuclear site in the municipality of Kincardine. The project consists of the construction and operation of a gold mine approximately 185 km northeast of Cochrane. The extraction is evaluated at 40,000 to 50,000 tonnes per day.
