Review and update of the Philippine Sports Commission Charter sought


Congress is now reviewing the current charter of the Philippine Sport Commission (PSC) to make it a more unified and integrated national sports policy making body. There is an imperative need to attune the current conditions of the PSC to the present needs and re uirements of Philippine sports brought about by the continuous changes in the landscape of sports! both foreign and domestic!" #ep. $nthony %. &el #osario ('st &istrict! &avao del (orte) said. &el #osario is author of )* +,-, entitled $n $ct promoting the development of sports in the country! revising for the purpose #epublic $ct (o. ./01! otherwise known as the 2Philippine Sports Commission $ct3 and for other purposes." The &avao del (orte lawmaker noted that the bill was forged through the consolidation of prior proposed measures in the past Congresses which sought to amend the charter of the PSC contained in #.$. ./01. 4nder the bill! the PSC shall be reorgani5ed and strengthened to promote sports development in the country and shall remain a national governmental regulatory agency attached to the 6ffice of the President. The bill also provides for an additional function of the PSC in coordination with the Philippine 6lympic Committee (P6C) relative to the adoption of a more comprehensive performance revaluation of national athletes for selection and ade uate preparation for international competitions! among others. $nother salient feature is to address the limited funding for the plans! programs and sports pro7ects currently being and to be implemented by the PSC by clarifying uncertain provisions in the present law with regard to the 7ust share of the Commission from government allocation that constitutes the (ational Sports &evelopment 8und. $n ade uate fund allocation would ultimately redound to the benefit of 8ilipino athletes and propel Philippine sports to greater heights in the pursuit of e9cellence and achievements!" &el #osario pointed out. The bill also provides that! notwithstanding any e9isting law to the contrary! the President may grant by donation! sale! lease or otherwise! to the PSC portions of the land of the public domain as may be necessary for the establishment of sports training centers in the country and such other facilities that may be maintained and used by the Commission for the training and development of athletes and for the accomplishment of any of its purposes."

:ikewise! the bill provides that the PSC may call upon any government entity for assistance in the performance of its functions and duties and all heads of departments! agencies! corporations and offices of the government are hereby en7oined to render full assistance and cooperation to the Commission to ensure the attainment of its ob7ectives and the success of the national sports development program. The measure also clearly provides for the sources of funding for the PSC and any deficiency in the financial re uirements of the Commission for its sports programs shall be covered by an annual appropriation passed by Congress under certain conditions as provided for in the proposed $ct.
