Mr. Shaws election to (and subsequent resignation from) the post of Security Director and Overseer on the Republic of San Penny is a topic of interest to those of us in the intelligence community, He is obviously in a remarkable position regarding the potential wealth of secrets involving the one public incident of a First Contact Event with alien species. Were the Department in position to reliably coerce Mr. Shaw into revealing relevant topics of concern, rest assured that no expense or effort wo uld be spared. However, too many highly placed meta-human variables exist to risk such an incursion. San Pennys security protocols, location and dedicated anti -spying efforts surpass anything in any known infrastructure, and certain events have made the island too high profile to risk compromising operational statuses among any of our intelligence gathering

cells, a risk that is considered unworthy of the return of possible intelligence, a direct quote from the POTUS himself. Many operatives in the intelligence communities, on either side of the pond, have put forth the hypothesis that San Penny is being used as a birthing facility or testing ground for the development of meta-human assets. While Shaw has declined this post, sources in NASA have indicated unusually frequent air traffic originating from San Penny to Moscow (the Soviet Unions only airport capable of supporting San Pennys so called mecha and spacecraft).[The shuttle pilots on San Penny utilize a suborbital parabolic maneuver that allows them to arrive anywhere in the world in just under an hour. Perhaps it is this potential that allows Shaw to pull off some of the astounding abilities he is known for, on a subconscious level? It would certainly lend some evidence to the appearance of his alter ego {Theresa} and her ability to be seen separately from him. We have determined that she is now a complete and separate entity from Shaw, despite some commonality of DNA; as shown from samples gained during the Vault fiasco [Were still picking up the pieces from that installation; their technology is massively ahead of ours; estimated about 400 years] Such an ability to split oneself into duplicates in that fashion could be of monumental use to our branch, especially in the Black Ops division. Limited success has already been achieved in this direction (Project Athena, see appended file. EYES ONLY CLEARANCE) but anything we can utilize would pay great dividends in the future; metahumans may become the next great arms race. Steps forward in our cybernetics and bionics field have been halted, due to budget considerations; any technology we could reverse engineer from San Penny would be also be valuable. Shaw still continues to consider the government and, specifically, our branch with disdain. His retirement is still in effect, but we wonder for just how long. A man with his intelligence and adrenaline lust will soon get bored in the public sector. Hence, my little gambit to shake Mr. Shaw up, regarding the funds squandered in the latest department ops. Some recent developments have come to light, concerning Ms. Masons pet projects on the island. Certainly, things are happening on that island that can only be guessed at; many in the branch believe a wormhole exist there, with the end point being this mysterious Old Realm that we have all overheard so much about. We believe that the appearance of these so called Amazon children may also be linked. The children are all female and exhibit strong traits that indicate their fathers contributions; even those deemed incapable of reproduction. [This and other genetic abnormalities among them will definitely set them apart from the regular masses] Shaw has even been kind enough to reproduce for us; efforts will be made to contact his offspring. Surely we have a golden opportunity here, we should act quickly. If one, or all, should be indoctrinated into our programs, we could easily leap ahead of the rest of the world. Certainly, it would trump Koreas genetics edge and most certainly the Chinese and Japanese programs together; and secure our foothold as the only superpower left. Even better, using meta-human DNA would neatly circumvent the Harvard Genetics Compact, which only governs human DNA testing, in case of any legal entanglements. While on the whole distasteful, the subject of Shaws sexuality rears its head. While it is not normally an issue: a theory has been put forth that perhaps the aforementioned Ms Shaw is actually our Shaw. DNA from the Russovichs offspring has not been obtained yet, but it is only a matter of time. If the case proves to be that Shaw is Shaw (so to speak), the obvious ramifications of this are clearly in favor of mass indoctrination into our programs. As Deputy Director, I am in a position to make full use of departmental and federal resources to obtain what is hereby deemed necessary to the survival of our Sector. Such a wealth of genetics would be of inestimable value, especially a sample capable of either sexs genetic duties
