on information and communication in May 2009

I. General Assessment:
In May, Ministry of Information and Communication keeps all activities
in right track. The Ministry actively and closely cooperate with Ministry of
Justice, Government Office in preparing and submitting the government legal
documents related to information and communication; quickly reviewing and
completing legal documents; enhancing the development of post,
telecommunication and information and technology; boosting the management
of journalism, publishing; promoting state management in the localities and
developing human resources according to plan, program and missions in 2009.
In this month, the Ministry actively directs the preparation and launch
of legal documents applied for its industry; instruct journalism agencies to
celebrate big holidays such as Reunification Day, Dien Bien Phu Victory, Ho
Chi Minh’s Birthday and other Vietnam’s achievements; popularize state and
party policies and the government’s directions to complete socio-economic
target and missions in 2009 and disseminates Vietnam – China’s completion
of border demarcation. The network of postal and courier services is
satisfying people’s increased needs. Telecommunication and internet facilities
are impoved considerably. Capability to deal with troubles is increased.
II. The implementation of major missions in May 2009:
1. Some directions provided by Leaders of Ministry of
Information and Communication:
The Ministry conducts major missions set in the first months of 2009 as
follows:
Attending meetings of Secretariat and regular meetings of the
government; meeting and working with Leaders of National Assembly an its
Committees and Leaders of people’s committees of such provinces as Hanoi,
Can Tho, Bac Ninh, Vinh Phuc and Ba Ria – Vung Tau; hosting meetings of
Compiling group to perfecting draft Laws on Post, Telecommunication and

Radio Frequency; directing the implementation of mission in 2009 of agencies and
departments under the Ministry.
Leaders of the Ministry has made field trips in international cooperation
program and met representatives of over 10 countries and global companies in
the field of information and commnunication.
2. The preparation of legal documents and direction
2.1. The preparation of legal documents:
The Ministry submitted the government the draft on May 25th, 2009. The
government passed Decree No. 50/2009/ND-CP as supplement to provision 12a
in Decree No.142/2004/ND-CP dated 08 July 2004 on financial penalties for
violations of prepay package management related to Post, Telecommunication
and Radio Frequency.
In this month, the Ministry passed 5 legal documents and 133 decisions
under its authority (Appendix I). The Ministry received and handled 1,625
documents, including 5 legal documetns, 133 particular decisions, 897 official
documents, 17 notices and 4 reports.
2.2. State management and direction
- Post:
The Ministry completed documents and submit Draft Law on Post to
National Assembly’s Standing Committee and accomplished draft Circular
guiding Decision No. 65/QD-TTg on identifying output and average cost for
public postal services for approval.
The Ministry directed the organization of Summarizing Ceremony and
Awarding national prize for winners in 38th International Letter-Writing
Competition; passed decisions to print postage stamps; instructed the launch of
stamps on the occasion of 50th Aniversary of the opening of Ho Chi Minh Trail
- Tranditional Day of Truong Son soldier (19/5/1959 - 19/5/2009); opened an
exhibition of postage stamps in Ho Chi Minh City in 2009; prepared contents
and draft reports on transportation of state credential objects and documents;
made field trips to produce actual statistics of output of public postal services
and activities of commune post offices of VNPost in Hoa Binh province; issued
letter delivery service business certificate to Noi Bai Airpot Services Joint-Stock
Company, Kim Ma Commercial and Express Joint-Stock Company.
- Telecommunication, Internet and Radio Frequency:

 On May 5th, 2009, in Ho Chi Minh City, National Assembly’s Science,
Technology and Environment Committee held 6th plenum to verify project on
Telecommunication Law and Radio Frequency Directorate Law. Mr. Nguyen
Duc Kien, National Assembly’s vice-chairman, participated in the plenum. After
hearing reports, the vice-chairman asked Standing Science, Technology and
Environment Committee to complete verification report on the two law projects
and cooperate with Compiling Group and related state agencies to receive and
study opinions proposed by participants to adjust and perfect law projects. On
May 11th, 2009, Mr. Nguyen Duc Kien and Science, Technology and
Environment Committee visited and worked with Radio Frequency Directorate
and some technical facilities of telecommunication company in verification
program for projects on Telecommunication, Post and Radio Frequency Laws.
Ministry of Information and Communication made comprehensive report and
received opinions to submit the two projects to National Assembly’s Standing
Committee.
The Ministry drafted opinions of National Radio Frequency Committee
on amendment to Planning of national radio frequency spectrum; verified draft
planning of frequency channel allocation (30-30.000)MHz; collected opinions of
solution providers to prepare adjustment to planning of IMT2000 frequency
band (1900-2200)MHz; prepared contents to cooperate with Laos and Cambodia
in the allocation of frontier frequencies; gathered opinions of companies on draft
Circular as substitute for Decision No. 03/2007/QD-BTTTT on regulations on
prepay package managemen; held telecommunication infrastructure
development meeting and implemented survey plan to assist Laos in hosting
SEAGAMES.
The Ministry reviewed project on issuing permit to Vietnam Multimedia
Corporation to establish network and supply MVNO virtual mobile services;
examined and supported Dong Duong Telecommunication Company in
executing MVNO virtual mobile network; allocated 12 millions mobile
subscriber numbers to Viettel, VMS and VinaPhone; granted internet supply
permit and provided permit instructions to 5 companies; changed internet supply
permits for 11 companies; issued and extended 3,600 radiotelegraphy permits;
controlled 76 radiotelegraphy stations; discovered 57 violations and settled 56
violations of information mechanism; issued 256 standard certificates, 40 import
permits and 26 permits for recognition of standard satisfaction; certified 2
import documents of synchronous devices; granted 121 results of
telecommunication product verification and 915 BTS verification certificates.
- Information technology:

 The Ministry passed draft “Project on developing Vietnam into leading
country in information and technology and telecommunication”; completed
drafts of Decree on regulations on management of information and technology
application investment funded by state budget; planned specialized industrial
zones; established BST and TBT and built national program on information and
technology application in state agencies in period 2011-2015; collected opinions
on drafts of Circular guiding information supply and access guarantee for state
websites, Circular on management, operation and use of specialized data
transportation network of state agencies; continued to complete Circular guiding
licensing, register and recognition of digital signature verification service
providers.
The Ministry held meeting of Directing Group of project “Development
of internet for rural community”; collected information about implementation of
office software copyright of Microsoft in units after one year of execution;
established draft mechanism of working and execution progress of projects
funded by WB. Interdisciplinary Working Group made survey on information
and technology companies; verified technical design of project “Building
infrastructure for National Register System of Safeguarded Transaction” funded
by National Register Bureau of Safeguarded Transaction (Ministry of Juustice);
approved draft and estimate of project “Piloting investigation of and survey on
statistic data collection and assessing the development of information and
technology”.
- Journalism, radio, television and electronic information:
The Ministry completed journalism status to serve project
on newspaper planning; granted operation mechanism of
Journalism Bureau; established Circular guiding the
implementation of newspaper order funded by state budget;
well prepared contents for State management meeting on
journalism held in Da Nang; holding 2 courses of journalism
management in Hue province for Leaders of journalism
agencies within the scope of project on training and improving
Vietnam’s journalism sponsored by SIDA; made correspondent
cards and assigned correspondents on duty in National
Assembly’s Journalism Centre (the 5th session, the 12th
National Assembly); dealt with 15 petitions against
information in newspapers of organizations and individuals;
held working sessions with Tourism Newspaper to tackle with
petitions; withdrew journalist card of Deputy Editor of Tourism

Newspaper; answered in writing Tourism Newspaper’s Labor
Union on proposal for reviewing temporary publication
suspension for Tourism Newspaper; issued permits to 12
newspapers, magazines, special issues and bulletins; assigned
17 editor-in-chiefs and deputy editors for journalism agencies.
The Ministry submitted report to Prime Minister on the organization of
Vietnam’s radio and television festival; completed draft Circulars on guiding
Decree No. 97 on internet information management; specified signal technical
quality of cable television and established missions for draft on planning of
nationwide radio and television.
The Ministry submitted draft report to Secretariat on information in the
article “China expressing Dự thảo báo cáo Ban Bí thư về thông tin trong bài viết
“China objects to joint Malaysia-Vietnam submission on outer limits of
continental shelf” posted on website under the management of Commercial
Promotion Bureau and Information and Technonoly Bureau.
The Ministry reached an agreeemnet with Central Propaganda Department
on the addition of television football program on pay-TV channels of Vietnam
Television and supplementation of television channels for satellite digital
television of Vietnam Multimedia Corporation; granted permit to cable
television of Bac Giang Radio station and Television and continue to issue
permit to cable television of Gia Lai Radio station and Television.
The Ministry reviewed technical documents of DTH satellite broadcasting
project proposed by Vietnam Multimedia Corporation; examined technical
documents of television digitalizing project of HTV; reported and proposed
opinions on investment project “Building digital transmitting and broadcasting
infrastructure and developing pay digital entertainment television activities” of
AVG Company and Binh Duong Television; assessing documents of HTV’s
network infrastructure digitalizing project; summarized reports on status of radio
stations and television in localities and reviewed pilot results of IPTV services
of FPT.
The Ministry granted operation permit to Binh Phuoc Newspaper’s
website; issued 5 electronic pages; approved one online game and amended and
supplemented permit to Today Countryside Electronic Newspaper.
- Publishing and printing:
The Ministry completed joint Circular on cooperation in prevention of
and fight against smuggling. On May 12th, 20009, Leaders of Ministry of
Information and Communication and Ministry of Public Security signed and

passed Circular No.16/2009/TTLT-BTTTT-BCA. The Ministry cooperated with
related state agencies under Ministry of Finance in establishing interministerial
Circular on “Policy on publication order and newspapers funded by state budget
as substitute for joint Circular No. 11/1993/TTLB-BTC-BVHT. The Ministry
held conference to collect opinions on Draft “Guiding Circular on the
enforcement of some regulations of Law on Publication dated 03 December
2004, which amended and supplemented some provisions of Law on Publication
dated 03 June 2008, Decree No. 111/2005/ND-CP dated 26 August 2005 and
Decree No. 11/2009/ND-CP dated 10 February 2009” in the north; guiding
Circular on the implementation of Decree No.11/2009/ND-CP and Planning of
Publication Development by 2020; project “Building particular mechanism of
and policy on publication activities”. The Ministry built draft interministerial
Circular on policy on publication order and newspaper funded by state budget as
substitute for join Circular No. 11/1993/TTLB-BTC-BVHTT.
The Ministry cooperated with Ministry of Finance in reviewing
publication sponsoring situation in 2008 and sponsoring plan in 2009 of
publishing houses and collaborated with Vietnam’s Books Corporation in
organizing book street on the occasion of Hanoi’s Liberation Day and
Anniversary of the founding of Publication, Printing and Publishing Industry on
October 10th, 2009.
The Ministry confirmed 81 official documents proposing publication
import for publishing book companies and 73 publication plans for publishing
houses; issued 2 non-business publication import permits, 2 permits for
processing printing for foreigners and 5 permits for importing color photocopies;
verified 14 publication plans; collaborated with Thanh Hoa province People’s
Committee in enhancing activities of Thanh Hoa Publishing House; warned
some publishing houses of incompletion of publication plan and violations of
copyright; treated documents and some publishing houses due to violations of
registered publication plan such as change of book title and author name and
infringement of copyright.
In this month, the whole publishing industry published 1,665 books with
7,249,458 editions, including 1,322 books with 6,437,563 editions of central
publishing houses and 337 books with 798,445 editions of local publishing
houses. 6 books were temporally published with 13,450 editions.
- Plan, finance, investment in basic construction and costs:
The Ministry completed the collection of opinions from agencies,
summarized and submitted Prime Minister draft Decision by Prime Minister on

approval for project on self-control, self-responsibility for finance of the
Ministry; fulfilled draft project for submission to Prime Minister on piloting the
implementation of policy on the collection of business rights in
telecommunication industry.
The Ministry collected opinions from Government Office and completed
draft guiding Circular on the implementation of Decree by the Government on
investment activities in post and telecommunication industries and built draft
guiding Circular on the implementation of bid and public services order in
information and communication industry.
The Ministry cooperated with companies in public telecommunication plan
in period 2009-2010; reported on building maritime information project;
submitted the government the partial privatization of VMS Company and
investment project on Information and technology and communication school and
specialized industrial zone; collected opinions on capital investment in the
founding of VietnamNet Joint-Stock Company; expressed opinion on VNPT
becoming strategic shareholder of Vietinbank; assigned rate-of-return plan to
VTC according to owner’s capital; surveyed units and prepared meeting on
norms.
- International cooperation and foreign information:
The Ministry submitted frequency control device aid for Laos’s
telecommunication agencies funded by Vietnamese government’s ODA;
completed statement for submission to Prime Minister on the establisment of
Decree on the management of foreign information of the government and
amended and supplemented project “Publications used for foreign information
missions”.
The Ministry held International Telecommunication Conference, Vietnam
2009 with subject “Building a mobile future and sustainable bandwidth for
Vietnam”; approved the organization of opening session, event packages of
Security – Reception – Delegation Subcommittee and plan to finance WITFOR
2009.
Leaders of the Ministry met Chairman of USA – Asean Business Council;
Chief Executive Officer of The Cable & Satellite Broadcasting Association of
Asia; Czech Republic’s Television; ViĐoàn Truyền hình CH Séc; Deputy director
of NTT Docomo.
The Ministry continued to build and implement: Information portal for
foreigners through Contact Center; project on foreign channel; project on the
enhancement and promotion of information and popularization for overseas

Vietnamese under the instruction No. 19/2008/CT-TTg by Prime Minister;
addition to sub-projects in general Project; making films in response to wrong
arguments; cooperation with Information and Communication Publishing
House, Border Committee and Vietnam’s History Association in writing draft of
book about Vietnam – China Borders.
- Inspection, petition and denunciation:
The Ministry built draft to guide Investigation Departments in publishing,
printing and publication nationwide; established BST and TBT, creating Decree
of the government on the treatment of financial penalties for violations in
journalism and publishing; drafted report for submission to Prime Minister on
the treatment of violation of VietnamNet newspaper due to posting the
article“Bauxite conference: concerns over economic and environmental risks”;
contents on the website www.vietnamchina.gov.vn under the authority of
Electronic Commerce and Information and Technology Bureau ( Ministry of
Trade and Industry); asking Electronic Labor Newspaper to withdraw incorrect
contents and adjust the information in the article: “Withdrawal of domain name
www.vietnamchina.gov.vn”. The Ministry offered People’s Newspaper to give
accountability for some inappropriate contents in the article: “Russian president
Dmitry Medvedev willing to fight back plots aimed at distorbing the nature of
Great Victory on May 9th”.
The Ministry reviewed petition submitted by One Connection Internet
Joint-Stock Company for conclusion made by Ho Chi Minh City Department of
Information and Communication on phone-to-phone service supply in
international – dosmestic direction and established working group for
investigation and examined permit use and grant of radiotelegraphy frequency
and television orientation for VTC.
The Ministry sent documents about the treatment of Ho Chi Minh City
Publishing House and Thanh Hoa Publishing House with the book “Common
medical knowledge – giving baby in wish” containing violations of Population
Ordiance; reveiewed violations of the searching website www.baaboo.com
under the authority of Vietnam Communications Corporation; drew a report on
financial penalty for violation of Saigon Maketing Newspaper because of
posting too much advertising in the article; made a report on Administrative
office of Economic Times; prepared investigation delegation for Nhan Van
Cultural Joint-Stock Company; made decision on financial penalty for Thang
Long Bookstore due to purchase of 21 pirate Doremon books; receieved 5
petitions for submission to related state agency; withdrew and sealed off the
book “ Vietnam – change and happiness” published by Tri Thuc Publishing

House and investigated the implementation of law on quality assurance in 6
companies based in Ho Chi Minh City.
- Other tasks:
The Ministry held the 3rd Congress of Labour Union (2009-2013 term).

- State management practices in the localities:

Leaders of the Ministry met and worked with Leaders of People’s
Committees of such provinces as Hanoi, Can Tho, Bac Ninh, Vinh Phuc, Ba Ria –
Vung Tau and Departments of Information and Communication and Post and
Telecommunication companies in localities; provided instructions to dealing with
troubles in the localities; worked with Leaders of Quang Binh province People’s
Committee on the project funded by WB; collected opinions from Department of
Information and Communication and telecommunication companies on the
management and development of telecommunication infrastructure in the
telecommunication infrastructure development conference on May 28, 2009.
Departments of Information and Communications acted as counsellor for
provincial and municipal People’s Committees in the granting of state
management documents in information and communication industry. Quang
Ngai’s Department of Information and Communication officially received results
of project 112. Nghe An’s Department of Information and Communication
popularized State ordiance on radiotelegraphy frequency for Information and
Culture Offices in districts, towns and city. Phu Yen’s Department of
Information and Communication granted permit to wireless broadcasting devices
using Units in the province. Bac Giang’s Department of Information and
Communication finished the building of “Electronic one gate” of the Department
and organized the training of other departments, industries and districts in
administering website. Quang Ngai’s Department of Information and
Communication held conference on 10-year implementation of Commune Post
and Culture Facilities. In addition, Departments of Information and
Communication continued to act as counsellor for provincial and municipal
People’s Committee in passing legal documents to enhance the application of
information and technology in state agencies; promoted use of electronic
mailbox in state agencies; oriented journalism and publication activities and
organized periodical hand-overs.
The Ministry cooperated with and directed Can Tho’s Department of
Information and Communication on allocating staff into telephone service
quality assurance delegation for ground mobile network of Viettel in Can Tho;

Ca Mau’s Department of Information and Communication on adjustment to
investment items and disbursement under the Decision No. 43/2008/QD-TTg;
Hanoi’s Department of Information and Communication on the investigation of
the business of mobile wave intervention devices. The Ministry cooperated with
Departments of Information and Communication of such provinces as Tra Vinh,
Thai Nguyen, Long An, Soc Trang, Quang Ninh, Nghe An and Ben Tre in the
implementation of frequency management, inspection and contro in the
localities.

2.3. The development of post and telecommunication network and

services:
Telecommunication network and services, domestic and international
internet, maritime information and delivery operate and develop sustainably.
Telephone subscribers now are 99 million including 88% mobile, . Tổng số thuê
bao điện thoại có 99 triệu, trong đó: di động chiếm 88%; mật độ 108 máy/100
dân. Toàn quốc có trên 21,1 triệu người sử dụng Internet, đạt mật độ 24,6%.
Tổng số thuê bao băng rộng đạt 2,3 triệu thuê bao, đạt mật độ 2.7%.
2.4. Progress of preparation for projects submitted to the government
(Appendix II)
III. Main missions in June 2009
- Making report on Law on Telecommunication and Law on
radiotelegraphy frequency at the 5th session, the tenth National Assembly and
completing Law on Post.
- Rapidly completing draft and submitting the government, Prime
Minister projects, plans and plannings of fields in June (the second quarter) as
mentioned in mission program (Appendix II).
- Guilding the implementation of Decree No. 50/2009/ND-CP dated 25
May 2009 as substitute for provision 12a of Decree No.142/2004/ND-CP dated
08 July 2004 on financial penalties on violations of prepay package mobile
management in fields of Post, Telecommunication and Radiotelegraphy.
- Directing to popularize contents of the fifth session, the 12th national
Assembly; agreeing with Conclusion 245-TB/TW made by Political Bureau on
exploratory zoning, exploitation, processing and use of bauxite in period 2007-
2015 toward 2025; improving awareness of prevention against diseases;
- Holding meeting of journalism managemetn in Da Nang.
