We Decide
We announce the scholarships granted by the Ministry of National

Education and Religious Affairs to foreign citizens, who wish to
attend undergraduate or postgraduate studies at Universities of our
country or a research project at Universities or Research Centres of
our country during the academic year 2009-20010, as well as the
summer seminars in Greek Language and Civilization for the summer
of 2009, as follows:
A. Scholarships granted per country
1. Two (2) scholarships for attendance of a summer seminar in Greek

AZERBAIJAN language and civilization.
2. EGYPT Two (2) scholarships for research of up to ten (10) months duration
each.
3. ETHIOPIA a) Two (2) scholarships for postgraduate studies or research of up
to ten (10) months duration each. These scholarships refer to
continuation of the scholarship of those who are already scholars
and have not completed their studies or initial granting of
scholarship.
b) Three (3) scholarships for full course of undergraduate studies

of up to twelve (12) months duration each. These scholarships refer
to continuation of the scholarship of those who are already scholars
and have not completed their studies, who precede the others, or

4. ALBANIA a) Two (2) scholarships for postgraduate studies or research of up
to ten (10) months each. These scholarships refer to continuation of
the scholarship of those who are already scholars and have not
completed their studies or initial granting of scholarship.
b) Two (2) scholarships for a full course of undergraduate studies

of up to twelve (12) months each. These scholarships refer to
continuation of the scholarship of those who are already scholars
and have not completed their studies or initial granting of
scholarship.
c) Two (2) scholarships for attendance of a summer seminar in

Greek language and civilization.
5. ARMENIA a) Two (2) scholarships for postgraduate studies or research of up
to ten (10) months duration each. Renewals are also included in
these scholarships.
b) Three (3) scholarships for attendance of summer seminar in

Greek Language and Civilization.
6. BELGIUM
(a) Flemish Community Three (3) scholarships of ten (10) months duration each for
postgraduate studies. One of these scholarships shall be granted for
studies in the Greek language and civilization.
(b) French Community One (1) scholarship for attendance of a summer seminar in Greek
language and civilization.
7. BULGARIA a) The scholarships for undergraduate and postgraduate studies
concern renewals for those scholars already studying in Greece.
b) Six (6) scholarships for attendance of a summer seminar in

Greek Language, History and Civilization.
8. FRANCE Six (6) scholarships of ten (10) months duration each for
postgraduate studies or research.
9. GERMANY a) One (1) scholarship for a full course of undergraduate studies in

sectors of Greek Language and Literature the duration of which

shall be ten (10) months per year.
b) Up to fifty (50) months scholarship for postgraduate studies or

research, which may be respectively allocated to candidates.
c) Three (3) scholarships for attendance of a summer seminar in

School of Arts of the University of Jordan. The Ambassador of

Greece in Jordan or his/her representative will participate in the
procedure of the candidates’ selection.
d) Two (2) scholarships for a full course of undergraduate studies,

of twelve (12) months duration each to Jordan citizens of Greek
descent. These scholarships include the renewals of those already
studying.
The candidates will be selected by the relevant authorities of the

Jordan Ministry of Higher (University) Education. The
Ambassador of Greece in Jordan or his/her representative will
participate in the procedure of the candidates’ selection.
e) Two (2) scholarships for a full course of undergraduate studies,

of twelve (12) months duration each to Jordan Christians. These
scholarships include the renewals of those already studying.
The candidates will be selected by the relevant authorities of the

Jordan Ministry of Higher (University) Education. The
Ambassador of Greece in Jordan or his/her representative will
participate in the procedure of the candidates’ selection.
f) Three (3) scholarships of ten (10) months duration each for

postgraduate studies or research during the program for
specialization of professors/ teachers in the sector of new
technologies and teaching (didactic) methodology.
14. IRAQ a) Two (2) scholarships for postgraduate studies leading to the
award of a doctoral degree, of up to two (2) years each. These
scholarships include the renewals of those already studying.

15. IRAN One (1) scholarship of up to ten (10) months duration for

16. IRELAND One (1) scholarship of ten (10) months duration for postgraduate
studies or research at a Hellenic University or other University
Education Institution.
17. ISRAEL a) Two (2) scholarships of up to ten (10) months duration each for

research or preparation of a diploma thesis. The duration of each
scholarship may be from one (1) up to ten (10) months. Two (2) of
these may be awarded to Archaeologists and two (2) to Architects -
Restorers or Preservers of works of art, Museum employees, for a
maximum period of two (2) months.
19. CHINA a) Two (2) scholarships for undergraduate studies of twelve (12)
months duration each at University Departments. These
scholarships include both the initial ones and the renewals. It
should be noted hereto that the Chinese are obliged to complete
their undergraduate studies in Greece and that they should
choose in advance the Department of the university in which
they are interested after the first year of the Greek language.
b) Two (2) scholarships for undergraduate studies of twelve (12)

months duration each at Departments of Technological Educational
Institutions (TEI). These scholarships include both the initial ones
and the renewals. It should be noted hereto that the Chinese are
obliged to complete their undergraduate studies in Greece and
that they should choose in advance the Department of the
university in which they are interested after the first year of the
Greek language.
c) Three (3) scholarships for postgraduate studies or research of ten

d) Five (5) scholarships for attendance of a summer seminar in

exclusively renewals of those scholars already studying.

41. TURKEY a) Four (4) scholarships for research, of up to ten (10) months
duration each. These scholarships include the renewals of those
already studying.
b) Six (6) scholarships for attendance of a summer seminar in

ten (10) months.

43. TUNISIA a) Two (2) new scholarships for a full course of undergraduate
studies of ten (10) months duration each.
b) One (1) scholarship of ten (10) months duration for postgraduate

studies or three (3) scholarships for research of three (3) months
duration each.
B. Financial allowances to undergraduate and postgraduate

scholars
a) Monthly allowance:
· 500 Euros for the scholars who attend undergraduate studies and
· 550 Euros for the scholars who attend postgraduate studies or

research.
b) Lump sum for installation expenses:
· 500 Euros for those who shall settle in Athens and
· 550 Euros for those who shall settle in the province.
The scholars whose scholarship is being renewed are not entitled

to this amount.

c) A lump sum of 150 Euros for the coverage of transportation

expenses inside the country to those students or researchers who
are obliged to travel from their place of residence in order to carry
out the approved by our Service research program and as long as
there is a justified proposal by the supervising Professor.
d) Exemption from tuition fees for postgraduate studies.
e) It is clarified that the scholars for postgraduate studies or

research, in case that they wish to attend also courses of Greek
language are not exempted from the tuition fees. They are also
obliged to choose postgraduate programs offered without
tuition fees from the list they will find at www.ypepth.gr/en ec
category1126.htm with the indication State Budget. In case

that their choice is not included in the free programs they

should cover their tuition fees themselves.
f) Free of charge medical care in case of emergency and only in

Public Hospitals.
C. Scholarship Terms
1. General
The persons concerned should address themselves to the authorities

of their countries that are competent to collect the applications
and to select the recommended candidates.
The recommendations of the competent authorities of each country,

together with the recommended candidates' files, should arrive to our
Service until 30th April 2009 the latest possible.
Our Service shall notify to the competent authorities the decision of

approval of the scholarship for the recommended persons until 30th

June 2009 the latest possible. (on condition that the candidates’ files
are complete).
The candidates who were accepted, as soon as they arrive in Greece,

should immediately present themselves to our Service in order for
their scholarship to begin and – on condition that they live in the
province – should inform about their arrival, their postal address and
their telephone number in Greece. They are also obliged to
communicate with our service by phone or via e-mail
(foitmer.yp@ypepth.gr) not less than one (1) month before their
arrival and to inform about the accurate date of their arrival.
We emphasize that the payment of the allowances shall begin on the

date when the candidates appear before of our Service and not
retrospectively.

Our Service has every right to interrupt or not to renew the

scholarship in case that its terms are not complied with.
2. Terms of scholarships for postgraduate studies or research
These scholarships are meant for University graduates who wish to

attend postgraduate studies or conduct a research project in Greek
Universities or in Greek Research Centres of recognized level.
The scholars may use their scholarship only for the period of the
specific academic year for which the scholarship is granted.
The above scholarships may not be renewed for a period longer than
one (1) year for the same scholar, for postgraduate studies, and two (2)
years when it is about the award of a PhD Degree.
The renewal of the scholarship of the already scholar is made upon

application of the interested party to his country, which is competent

to recommend the renewal for the said scholar to our Service in due
time.
The renewal of the scholarship does not have as a result the increase
of the total number of scholarships offered by Greece, as fixed by the
cultural programs.
Each scholar shall be obliged, during his entire scholarship, to be in

Greece and devote himself exclusively to the carrying out of the
program of studies that he has submitted and was approved of by our
Service.
After the end of the scholarship, every scholar shall submit to our
Service a detailed report on his studies or the research that he
conducted, as well as a certificate by the supervising professor

concerning his research. In the opposite case a refund of the

scholarship money shall be demanded.
The candidates for postgraduate studies in Greece should also:
• without fall know the Greek language and have been

accepted in a postgraduate program of studies.
• be informed on whether the Postgraduate Program that they

have chosen to attend requires recognition of their degree in
our country or not. In case that their degree is NOT included
in the list of recognized degrees the candidates should
address themselves to D.O.A.T.A.P. (Interuniversity Centre
for Recognition of Foreign Certificates of Studies, No. 54
Aghiou Konstantinou Str., 104 37 – Athens) for its
recognition, so as to be accepted in the Postgraduate
Program each time.

The candidates for research should know in a satisfactory degree the

Greek or the English or the French language. The term “research”
includes also the carrying out of a doctoral or post-doctoral thesis, and
also every other form of scientific research apart from the medical
education.
3. Terms of scholarships for undergraduate studies
For the scholars who are about to attend a full course of undergraduate
studies in Greece it is justified the granting of scholarship for one (1)
academic year initially, in order to attend courses of Greek language,
and to be prepared for the final exams of language learning, which
they have to pass successfully. In case of failure in the exams, the
scholarship is interrupted automatically and the scholar is obliged to
return to his country of origin. In case of successful examinations, a
scholarship for a full course of undergraduate studies is granted
renewed annually.

During the first year of his/her stay here the scholar is placed at a
Department of a Greek University or TEI (Technological Educational
Institution), according to the list of preference he/she has filled in, in
his application of scholarship (see a) Supporting documents for
undergraduate studies). The application is equivalent to a solemn
declaration. Therefore no change of Department is allowed by a
new application of the scholar during the period of his/her studies,
unless particularly serious reasons occur and if these reasons are
ratified by a relevant document of the competent services of the
sending part.
It should be noted that after the first year of successful attendance

of the subjects of Greek language, the scholar files personally the

required supporting documents for his enrolment with the

Department of his choice, and for this reason he should carry with
him certified copies of all original and translate supporting
documents that he will file with our Service. Our Service approves
the granting of the scholarship and – in communication with the
Directorate of Exams Organization and Conduct – ensures
positions at the university departments having as criterion the
scholars’ preferences and the existing vacant positions. The
Directorate of Exams Organization and Conduct issues a decision
with the names and the Departments of enrolment of the foreigner
scholars’ (usually in October) which is sent to the universities and
fixes the dates of enrolment of the above named foreigners with
the universities.
A scholarship for a full course of undergraduate studies shall be

granted for a period of time equal to that required according to the
program of studies of the school of attendance, as minimum duration

for the award of the degree. The scholar has the potentiality to apply
for extension of his scholarship and beyond the provided time limit of
attendance, but not for a period of time more than one-half of the
minimum duration for a degree to be awarded. The application is
filed annually from May till the end of June directly to our Service,
which decides for the approval or dismissal of the application for
renewal.
Each scholar student, is obliged to file until 30th April 2009 to our
Service a detailed certificate of studies (“transcript”) from which
to ensue that the student has passed a sufficient number of
courses, in accordance with the program of studies of the department

that he/she attends. In case of non-satisfactory progress his

scholarship shall not be renewed. More particularly, as satisfactory
performance is meant the successful examination of the 50%
minimum compulsory or elective subjects required by the detailed
program of Studies of the Department or of the School of
Attendance.
4. Scholarships for summer seminars in Language and

Civilization
a. The place and time of the seminar shall be notified until the end
of April 2009 by a new document of ours.
b. The scholarship shall cover all the expenses (for tuition fees,
accommodation, boarding of the scholars, as well as their
participation in cultural events), except for traveling expenses to
and from the country. These expenses shall be paid to the
organizers of the seminar directly by the State Scholarship
Foundation.

5. Supporting Documents
a) SUPPORTING DOCUMENTS FOR UNDERGRADUATE

STUDIES
- Application (relevant form of our Service) with marked five (5) at

least preferences of particular Departments of universities or of
TEI (Technological Educational Institutions).
- One (1) photo of identity card type, affixed on an application of

our Service.
- A photocopy of ID Card or passport

- Qualifications (titles) of studies (At least a Certificate of

graduation from a Secondary Education School)
- A certificate of knowledge of the language or of the languages

that the candidate declares that he is aware of.
- Certificate from the Ministry of Education of the relevant

country from which ensues that the Certificate of Secondary
Education the candidate holds, grants him the ability to enter a
University of such country.
- Curriculum vitae
- A recent health certificate from which ensues that the candidate

does not suffer from a contagious disease.
- A solemn declaration, which should mention that the candidate

does not intend to receive a scholarship of another carrier of the
Greek Government during the period of his scholarship. In case
that, false particulars have been submitted, the scholarship will be
revoked or interrupted and the scholar will be called to return the
whole granted amount.

All the supporting documents shall be submitted officially

translated into Greek or English, in two (2) certified copies. In
case that false, forged or not sufficiently filled in supporting
documents have been submitted, the scholarship will be dismissed.

subject, when it is about a research.
- A solemn declaration, which should mention that the candidate

does not intend to receive a scholarship of another carrier of the
Greek Government during the period of his scholarship. In case
that, false particulars have been submitted, the scholarship will be
revoked or interrupted and the scholar will be called to return the
whole granted amount.

- A certificate of acceptance by a Greek University when it is

about postgraduate studies and a certificate of acceptance by a
Greek University or Research Educational Centre, when it is
about a scientific research. In case that such certificate has not
been sent to our Service within the prescribed term (30th April
2009) the candidates shall have the possibility to submit it within

two (2) months from the above mentioned date (until the end of
June 2009).
In case of renewal of the scholarship, it is not required the submission again

of the above mentioned supporting documents, except for the certificate of
acceptance (or continuation of studies/research) by a Greek University or a
Research Educational Centre.

6. CLARIFICATIONS
It is clarified that in case that during the period until the beginning of
the academic year 2009-2010 (1st September 2009) a cultural program
is renewed which regulates in a different way the granting of
scholarships, our Service will decide according to each case if those
determined in the new cultural program will start to be valid as of the
academic year 2009-20010 or from the next academic year.
We assign the execution and implementation of this program to the

Directorate of Studies and Students' Welfare, Department of Students'
Welfare, which is competent for the solving of any issue that will per
chance arise.
