What is a City Cluster?

An individual, organization, business, or governmental unit may join CEOs for Cities, but the greatest value of membership is as a City Clu ster. A CEOs for Cities City Cluster is a group of cross-sector, cross-generation leaders who join the CEOs for Cities network together as a group or team. No city lacks talent, but most cities lack a vehicle for regularly connecting with smart ideas and effective cross-sector talent in other cities. Who Are the Cluster Members?

With regard to the composition of your Cluster, our only requirement is that it be crosssector. We strongly recommend including, but not limiting Cluster members to leaders from the public, business, higher education, philanthropic, and nonprofit sectors. We also encourage a cross-generation mix of established and emerging leaders.

We Already Have Cross-Sector Groups and Initiatives in Our City. Why Do We Need Another one?
First, we want to be clear about we are not. A City Cluster is not a new organization in your city. A City Cluster is a vehicle for connecting leaders and ideas between cities but not providing services in Cluster cities. Each City Cluster chooses how the City Cluster will operate (or not) in their city. In other words, what your Cluster does in your own city, if anything, is really up to the Cluster. CEOs for Cities will provide suggestions for maximizing the effectiveness of your at any local Cluster meetings. CEOs for Cities also offers facilitated conversations between city clusters on topic-specific matters so that cities can share best practices and lessons learned. However, we can only convene meetings/workshops and/or provide other services in Cluster cities for an additional fee above and beyond annual membership dues. The Cluster model helps cities maximize the impact of ongoing local and regional initiatives with the research, network, and framing CEOs for Cities can offer. In conversations with our Cluster leaders, we have identified the following models for Clusters. The most common model is the City Learning Network model , which means that the Cluster focuses on connecting with leaders and ideas in other cities and meets only on an as needed basis, most often after a CEOs for Cities convening because participating in our national meetings and workshops as a group significantly enhances explore ways to take some new ideas and customize them to your city. Some Clusters meet on an irregular basis for the purpose of bringing in a guest speaker on a particular subject of interest to the Cluster. CEOs for Cities will assist in securing speakers. Other cities choose the City Initiative Supporter or Mobilizer model, which means that they choose to utilize the Cluster as a cross-sector vehicle in their city for meeting regularly to explore how they can work together to accelerate work on an existing initiative and/or to launch a new initiative. See the below page for the City Cluster Framework.

Why Has CEOs for Cities Lowered the Cost of Forming a Cluster?
For the past 5 years, the cost of forming a CEOs for Cities Cluster has been $25,000 in annual dues. In exchange, our Clusters received 12 free registrations to the Spring and and grateful that a dozen cities have formed Clusters, it has become increasingly apparent that the annual cost was too high and the value proposition, while strong, was insufficient. Our national meetings uniformly are praised as unique and outstanding, but we did not also offer highly interactive, in-depth opportunities for City Clusters to meet and learn from each other. In 2014, we will. As an organization, we have been overly dependent on foundation grants since our to build a more sustainable model that diversifies our sources of revenue, lowers the cost of joining our network, and increases the value that CEOs for Cities provides our members. We believe that our greatest value is the depth and breadth of our cross-sector learning network, so in 2014 we intend to deepen and expand our network. We are significan tly lowering the annual cost of forming a City Cluster to $10,000 for 10 memberships and the cost is even lower as you increase the size of your Cluster ($500 per additional member.) W as a Cluster by adding two annual City Cluster Workshops ( highly interactive deep dives into an issue of common concern), as well as other new benefits such as webinars, a member -only website, and a national Cluster Advisory Council. All Cluster members would have free registration to the Fall National Meeting, and would pay a modest registration fee ($250 -$500) for the two Cluster Workshops. The first Cluster workshop would be in the Spring; the second Cluster Workshop would immediately precede the Fall National Meeting. Our goal is to wina win for our City Clusters not only because the cost of entry is low and the value is high, but also because the more Clusters in our network, the deeper and more diverse the opportunities to learn from and share with in for CEOs for Cities because membership revenues are now far more important to our financial sustainability. What dollars we lose up front by lowering the cost of Cluster membership, we believe that we will more than make up for by significantly expanding our Cluster membership network.

How Do Most Cities Pay for a City Cluster?

The funding structure varies city-to-city. Below are two of the most common models: Single-funder approach : An ideal model is to have a single funder, such as a community foundation, university, or business pay the entire $10,000 minimum. The other 9 members pay no dues unless one or more members want to pay dues in order to subsidize the dues of additional members beyond the first 10. Multiple-funder approach: Another model is having 2 or more entities raise the dues, fostering a broader sense of ownership and financial stake in the membership. Recommended Cluster Fund : To facilitate a diverse cross-sector and crossgenerational City Cluster, Clusters should consider the option of establishing a City Cluster Fund. We recommend any funds raised other than dues go into a locally maintained Cluster Fund account. Controlled by the Cluster, these res ources can be used to offset travel costs to workshops and national meetings, and/or administrative support for the Cluster if needed.

How Much is an Individual/ Organization/Business Membership in a City with a City Cluster?

How Do I Develop a CEOs for Cities Cluster?

1. Identify 2-3 City Champions. The best City Champions are mayors, community foundations, university presidents, and business or economic growth organization leaders because of their unique ability to bring leaders from all sectors together. However, passion often trumps titles and positions, so a respected leader from any sector with passion can make an effective Champion. 2. Schedule a conference phone call, video conference, Skype with Lee Fisher, President and CEO of CEOs for Cities. Lee and members of the CEOs team will present the benefits of City Cluster membership and answer questions . 3. Brainstorm the Other Founding Members. As one of the first steps, City Champions should create a list of potential members of the City Cluster. For each individual or organization, identify whether they are a potential funder and if so, how much they will be asked to contribute. Also identify an action plan for follow up. 4. Begin to Shape Your Vision. With your founding partners in place, start formulating a vision for the City Cluster and its value to your city. CEOs for Cities will provide the Champions the tools they need to communicate the value of CEOs for Cities and will provide the opportunity for the Champions to speak with one or more current City Cluster leaders in other cities. 5. Submit Your Application 6. Cluster Funding: CEOs for Cities will send an invoice for dues within 30 days of receiving your application and your commitment to pay dues. Cluster dues must be paid in full within 30 days of commitment to form a Cluster. We recommend, but do not require, that cities who are using a multiple-funder approach establish a single fiscal agent to collect the money locally so CEOs for Cities can issue one invoice for your City Cluster membership dues annually and we receive one check.

7. Cluster Kick-Off: Within 30 days of receiving full payment, CEOs for Cities staff will publicize the formation of the City Cluster across the CEOs for Cities network via social media and an article in ReThink.
