Mayor Shing-Fu Hsueh says it
is not only a matter of law, but a
matter of principle.
At the West Windsor reorgani-
zation meeting on Jan. 1, the
tense topic of professional serv-
ice appointments was on the
agenda.
The mayor and council have re-
cently been at odds when inter-
preting the implications of the
Faulkner Act, which provides the
mayor-council form of govern-
ment.
The issue at hand is that town-
ship attorney Mike Herbert is not
in-house and is a member of a
legal firm, and since the town en-
gages the services of a firm not
only from Herbert, but also for
other municipal work, the coun-
cil is required to vote on the con-
tract because it involves the ex-
penditure of funds. Appoint-
ments are done on a one-year
basis under the professional serv-

Students in the West Windsor-
Plainsboro Regional School Dis-
trict know the importance and
value of community service.
First-grade students at Mau-
rice Hawk Elementary School
were in the holiday spirit and
worked with Meals on Wheels, a
nonprofit organization that pro-
vides home-delivered hot meals
on a daily basis to residents who
are unable to leave their homes.
These grade one students had the
opportunity to help provide
meals for individuals who are
homebound in our local area
while making their holiday sea-
son brighter.
The Maurice Hawk Elemen-
tary School grade one students
raised $2,014 for Meals on Wheels
by performing a task or a chore
over a two-week period, with
parental approval. The money
raised will be used by Meals on
Wheels to prepare 403 meals for
local families. In addition, the stu-
dents brought in canned goods
that were donated to HomeFront.
Hawk students have been
learning about the various chores
that the pilgrim boys and girls did
many years ago to help out their
families. Each grade one class dis-
cussed how different life is today
compared to years ago.

the Beth El Stars.

The resolution reauthorizing
the appointment of an attorney
on Jan. 1 was denied by the coun-
cil by a 3-2 vote.
However, Herbert is serving at
the pleasure of the mayor, and
Hsueh is steadfast in his appoint-
ment.
Council members noted that
the action took place on the first
day of the reauthorization term,
Jan. 1-Dec. 31 of this year. There-
fore, they have asked that the
township make a request for pro-
posal.
We have had the law firm rep-
resenting the town for well over
15 years. In light of how high the
legal fees are year in and year out,
it is only prudent to go out to an
RFP and see what kind of servic-
es are available for the amount
they are being charged, Town
Council President Brian Maher
said.
I believe this is good business
practice every four to eight years,
not just for legal representation
but also for audit and every other
type of service. Whenever we are
presented with a contract, I have
a personal concern over whether
or not we are getting the best
service. It is a large amount of
money relative to our budget, and
it has not been done for many
years.
Maher explained that the ma-
jority of the council is extremely
fiscally conscious and desires as
flat of a budget as possible. Addi-
tionally, he would like to see more
information presented to the
council about potential candi-
dates when an appointment is
being made that requires its ad-
vice.
Hsueh reflected on the towns
history, and said this is not the
first time this position has been
challenged.
We were in the same situation
four and a half years ago with
council members voting against
the township attorneys 3-2. But it
is clear in the West Windsor ordi-
nances that it is within the
mayors right to appoint the attor-
ney in this mayor-council form of
government, he said.
Residents chose the mayor-
council form of government
through referendum more than
20 years ago, but the current dis-
crepancies have Town Business
Administrator Marlena Schmid
questioning the need for change.
Does this lead to a larger ques-
tion of whether or not another
form of government needs to be
considered? That would have to
be done through referendum,
she said.
Herbert was unable to com-
ment further than confirming he
is still working for West Windsor.
The topic will be up for discus-
sion again later this month.

O
verall, New Jerseys schools
are excellent. Thats not in
question. A recent study
ranked New Jersey second in the na-
tion in student achievement and
chance for success.
Thats impressive.
The Garden State ranked second on
The Quality Counts report, which the
publisher of Education Week con-
ducts. Only Massachusetts ranked
higher than New Jersey in the Chance
for Success Index, which measures the
role of education in an individuals
life.
The states B+ grade was much high-
er than the national average of C+, and
also bested the grade for nearby states
Maryland (B), Pennsylvania (B),
Delaware (B-) and New York (B-).
Yay for us.
With every positive seems to come a
negative, though, or, in this case, an
area in need of improvement.
The same Quality Counts report
ranked New Jersey below average in
the categories of standards, assess-
ments and accountability (C 44th
overall) and teaching profession (D+ -
38th).
It has been widely reported, both
here and elsewhere, that our school
districts are actively working to im-
prove their accountability and assess-
ments, so lets leave that one alone for
now. The concerning aspect of this
study is, without a doubt, the teaching
profession.
According to the report, New Jersey
has no incentives for teachers or prin-
cipals working in hard-to-staff disci-
plines or schools, no salary parity with
other occupations, and no financial in-
centives for teachers to earn national
certifications.
This needs to change.
As we wrote some time ago, our stu-
dents and, therefore, our schools are
only as good as the teachers and ad-
ministrators we hire; ergo, we need to
ensure that our teachers and adminis-
trators are not only well qualified at
the time of hiring but are also incen-
tivized to grow professionally within
our system as well.
Our schools are great now, but lets
make sure they continue to be great.
Lets find a way to incentivize our
teachers and administrators to work in
difficult subjects, in difficult schools
and earn bigger and better certifica-
tions.
Our students are the ones who will
benefit the most.
