1. Summary:
The day long brain storming and focused discussion by the working officers, experts of Livestock and Dairy Development Department on Strength, Weaknesses, Opportunities and Threats being faced by the livestock sector yielded some concrete steps to move on the road of livestock development in Punjab. The participants discussed (in groups) on assigned topic at length and presented their findings with proposed measures in the house for further calcification and agreement. To be with the member of global community in veterinary services, the ground limitations were realized by the participants with the concern that the Veterinary Public Health services are the ignored segments of veterinary structure in Punjab. It was observed that the global concept ONE WORLD and ONE HEALTH has triggered the need to institutionalize Veterinary Public Health sector under Livestock and Dairy Development Department in parallel with existing livestock services sector under public entity by involving academia and research institutes. The duplicate execution of livestock services by different new establishments, projects, organisations, companies has confused the existing human resource infrastructure, working under public sector. The situation could be cleared by describing the ToRs and area of jurisdiction as well as the limits of coordination between different livestock development projects working under public and private sector. The importance of legal frame work for efficient execution of livestock services was highlighted by the participants to establish Livestock Development Authority in Punjab. The value addition in veterinary services could yield remarkable increase in production of milk and meat as whole. The integrated market linkages for domestic and international trade would lead to food security for human population. To this end standardization and certification covering SPS, IFS, GlobalGAP, ISO, Codex and Halal is essential to implement under political will and workable strategy. The Strength, Weaknesses, opportunities and Threats being described / discussed by the participants clearly indicates the importance to reframe / reorganize the livestock services structure in Punjab. The induction of functional wings of Research & Development, Livestock marketing, Veterinary Public Health and Laboratory accreditation may be the ultimate solution of SWOT findings.

2. Why SWOT?
Livestock and Dairy Development Department is progressing forwards for the capacity building of officers in their service delivery mechanism through series of mandatory trainings at University of Veterinary and Animal Sciences (UVAS) and Management and Professional Development Department (MPDD), Lahore. Livestock sector of Punjab is contributing more than 60 % share in economics of province as well as national level with 4.5% - 5% growth. The sector services are well appreciated and acknowledged at policy formulation level with more concepts to improve at grass root level. The valuable presence of experienced livestock professional gathered under one roof was considered to have SWOT exercise on Livestock Sector of Punjab. A group of officer having responsibilities of work with Grade 18 was exercised with the techniques SWOT analysis with following main objectives: To understands the Strengths, Weakness, Opportunities and Threats for livestock sector in Punjab. To analyze SWOT in terms of advantages and disadvantages; and the internal and external factors being faced by the Livestock sector. To discuss and agree on the measures to deal with the SWOT being observed by the participants. To develop strategy to overcome everyday problems and traditional working with a fresh perspective. To put the livestock sector under the magnifying glass for the development of sector with better impact of services by public sector. To discuss and frame opportunities with concepts for new potential areas of Livestock sector in the future.

3. Proceeding: Prior to start SWOT exercise, presentation on the concept was delivered to participants to have active and valuable inputs. The participants were divided in to 4 groups (7 -10 brains in each) having multi disciplinary responsibilities in Livestock department. Groups were assigned the task to discus, list and present the Strengths, Weakness, Opportunities and Threats for Livestock sector with relevant measures. 1. Group (A): 2. Group (B): 3. Group (C): 4. The groups were facilitated with the Key Question as well as other secondary questions to be focused on the assignment. The groups were given time with relevant material to work for 1:30 hours. The groups presented their findings as under;

8. Looking Forward in line with Livestock Strategy: The preparation of proposal, plans and projects for Annual Development Program of L&DD department may be prioritise on the concept / measures being discussed and agreed by participants of SWOT analysis. The implementation phase of these concepts, measures or interventions varies from 1 year to 5 years. When making the decision on the concepts, the department may initiate the schemes in the current year where that project planning and gestation will not take much time and planned expense can be made immediately like hiring experts, situational studies, benchmarking and creating cells. Other proposals, where immediate funding is needed, may be requested on priority from donors or government agencies. All other projects that are approved conceptually should then be spread for implementation over the next years by preparing PC-1 having Logical Framework and activity plan. This will give time for the department to start from implementation of projects from day one of the financial year by considering the Key Thematic Areas of Livestock Strategy (April, 2010) being articulated by Crown Agents for Livestock and Dairy Development Department, Government of the Punjab.

Measures in line with the Recommendation by Department Strategic Review: Strategic review of the Livestock & Dairy Development Department (L&DDD) was conducted by consultants from 8 December to 27 January 2010 under the auspices of the Punjab Government Efficiency Improvement Programme (PGEIP). Their main concern was to review the policy making, monitoring and evaluation capacity of the L&DD Department with utilization of allocated budget under Medium Term Budgetary Framework (MTBF). Based on requirements of the sector, the DSR suggest some recommendations to improve the departments capacity to transition for better medium term budgetary planning with future planning for its budgetary requirements under the

MTBF. In document, PGEIP have identified some issues indicating that lack of results based monitoring and evaluation of expenditures and functional classifications under the prepared budgets are unclear. Document described that due to the lack of coordination between the provincial initiatives and the federal level initiatives, duplication of services indicate that there is no approved policy on the livestock that exists. DSR document suggest recommendation for development of budgets and allocations be made against key strategic functions such as 1) disease control, 2) productivity improvement, 3) food safety, and 4) research & development. DSR also recommend that budgetary allocation to L&DD Department may have to be doubled over the next 5 years to implement its strategic plan. 9.1. Disease control,
