CNA’s Associate Standard Water


Limited’s Joint Venture Company
secures RMB400 Million Working
Capital Loan from Bank of China
SINGAPORE, 17 September 2009- SGX-Main-board listed CNA Group Ltd. (“CNA” or “the
Group”), an award-winning enabler of intelligent buildings and facilities, announced today
that it’s 49.9%-owned associate, Standard Water Limited’s (“SWL”’s) joint venture
investment company Crystal Water Company Limited (“CWL) has secured a RMB400
million loan from Bank of China.

The 10-year term loan will be used by CWL to finance SWL for the construction of 17 of
CWL’s Build-Operate-Transfer (“BOT”) projects located in Shandong, Shaanxi, Zhejiang,
Jiangsu and Hebei provinces in the People’s Republic of China (“PRC”).

Commenting on the working capital injection, CNA’s President and Chief Executive Officer
Mr Michael Ong said, “These funds will bridge CWL’s working capital requirement so that
SWL and CWL can continue to leverage on the vast waste water opportunities in the PRC.
Despite an increasingly competitive operating environment, SWL and CWL’s substantial
operating experience and track record of reference projects continue to add momentum to
their market expansion plans.”

“We are confident that our investment in SWL will continue to pay off,” he added.

Presently, eight BOT projects have been completed and in operation. Another six BOT
projects are at an advanced stage of completion. It is expected that the total treatment
capacity of all 17 BOT projects when they are fully operational, will be more than 400
kilotonnes per day.

With the loan in place, CWL and SWL are also negotiating and finalising several new BOT
projects in Shandong, Jiangsu and Hebei provinces that will collectively add another 200
kilotonnes of treatment capacity.

Separately, SWL has entered into another agreement for a 60 kilotonnes treatment
capacity Transfer-Operate-Transfer project in Guizhou province. The investment is funded
by a RMB62 million term loan of 8.5 years from the Construction Bank in Guizhou. The
project is currently in a testing and commissioning phase and is expected to be operational
before the end of 2009.

SWL is a specialist engineering, procurement and construction (“EPC”) contractor for the
municipal waste water treatment projects in the various provinces in China. It also provides
operation and management (“O&M”) services to the treatment plants.

BOT project is a form of project undertaking by the Group where CWL finances and owns
the concession of the waste water treatment plants and SWL constructs, operates and
maintains the waste water treatment plants on behalf of CWL.
For the first half ended 30 June 2009, SWL continued to contribute strongly S$2.3 million to
the Group’s bottomline.
