STATUS OF CARP IMPLEMENTATION


January to June 2012

HIGHLIGHTS OF PERFORMANCE
A. Land Tenure Improvement (LTI) 1. Land Acquisition and Distribution (LAD) 1.1 Land Distribution From January to June 2012, DAR acquired and processed a total of 32,404 hectares or 18 percent of the gross target1 for the year of 180,000 hectares. Of these, 2,092 hectares were found to be either landowners retained or non-CARPable areas This leaves DAR with a net area of 30,312 hectares distributed to 13,566 ARBs. The total net area distributed during the period under review comprised 14,768 hectares (49%) private agricultural lands (PAL) and 15,544 hectares (51%) non-PAL. Government-owned lands account for the biggest share of the land distribution accomplihsment from the period under review with 14,101 hectares (46 percent). Private lands distributed through the voluntary land transfer (VLT) scheme (8,279 hectares) account for 27 percent.2 Aggregate area of private lands distributed under the voluntary offer to sell (VOS) and compulsory acquisition schemes (CA) stands at 5,123 hectares (17 percent). settlement areas (16,937.04 hectares 15 percent). Aggregately, land distributed through these land type and schemes totaled to 27,503 hectares or 91 percent of the total area distributed during the period. As of the end of June 2012, DAR has already distributed a total of 4,415,404 hectares to 2,574,792 ARBs. IN terms of area, this is

equivalent to 82 percent of the DARs land distribution gross scope of 5,366,4433 hectares. Private agricultural lands (PAL) comprise the bulk of the lands distributed---2,478,024 hectares or 56 percent. Non-PAL, on the one hand, account for 44 percent (1,937,381 hectares). 2. Leasehold Operation For the first semester of 2012, a total of 4,229 hectares of tenanted retained lands and yet to be acquired and distributed lands were placed under leasehold. Leasehold contracts for these lands were registered benefiting a total of 2,051 tenant-tillers. Region XII (843.59 hectares) placed the largest area under leasehold, followed by Region VIII (793.79 hectares), Region V (524.79 hectares), Region XI (345 hectares), and Region I (278.97 hectares).

In terms of area covered vis--vis targets, seven regions exceeded their targets. These are Region II (259 percent), Region III (180 percent), Region IV-A (169 percent), Region VI (136 percent), Region I (127 percent), CARAGA (118 percent), and Region IV-B (106 percent). As of the end of June 2012, a total of 1,730,383 hectares have been placed under leasehold benefiting 1,212,344 tenant-tillers.

DARs revised Land Acquisition and Distribution Scope of 5,366,443 hectares is derived by adding the validated LAD balance of 981,974 hectares as of end of 2011 and the cumulative land distribution accomplishment as of end of 2011 of 4,441,086 hectares.

3. Other LTI Services 3.1 Subdivision of Collective CLOA As of the end of 2011, total area covered by Collective CLOAs stands at 2,115,332 hectares. Of these, 966,210 hectares or 46 percent are covered by mother titles issued to farmers organizations and cooperatives, and are co-owned under the voluntary land transfer scheme, and therefore, not prioritized for subdivision. This leaves DAR a net area for subdivision of 1,149,123 hectares. For the period under review, DAR moduled for survey a total of 24,686 hectares covered by Collective CLOAs. Of these, 5,966 hectares or 24 percent have been completed and forwarded for review and approval by LMS-DENR. For the same period, survey plans of 3,879 hectares have been approved by the LMS-DENR. As of the end of the reporting period, the DAR has so far subdivided 850,271 hectares of lands covered by collective CLOAs. This is 74 percent of the net area prioritized for subdivision of 1,149,1234 hectares. This leaves DAR a total of 298,852 hectares still for subdivision. 3.2 Installation of Uninstalled ARBs A total of 1,020 ARBs who were previously denied occupancy and tillage of lands awarded to them were finally installed by the DAR during the period under review. The installation involved 1,181 hectares in Regions VI, X, and XI specifically in the provinces of Capiz, Iloilo, Negros Occidental-North, Negros Occidental-South, North Bukidnon and Davao. In terms of area, the accomplishment is 11 percent and 23 percent of the targets for CY 2012 and the period under review, respectively. As of to date, the total number of hitherto uninstalled ARBs stands at 34,546 ARBs or 79 percent of the magnitude (43,894 ARBs). These ARBs are now freely cultivating 55,420 hectares of previously contentious private agricultural lands. However, the number of uninstalled ARBs still stands at 9,348 involving 16,612 hectares. The bulk of these uninstalled ARBs are in Regions VI (3,818), VII (1,890) and VIII (1,365).

B. Agrarian Justice Delivery (AJD) 1. Agrarian Legal Assistance 1.1 Resolution of Agrarian Law Implementation (ALI) Cases

1.2 ARB Representation Before Judicial and Quasi-Judicial Courts During the period under review, DAR lawyers represented ARBs in 10,495 cases before judicial and quasi-judicial bodies and were able to dispose or submit for resolution 4,916 cases (47 percent). Representation before quasi-judicial courts account for most of the accomplishment with 4,648 cases (95 percent) submitted for resolution. Against the funded target for the period of 7,912 cases, the DAR posted a rate of 62 percent. Pending Cases As of the end of June 2012, the DAR has yet to resolve a total of 11,251 cases. These consist of 5,672 ALI cases, 4,473 quasi-judicial cases and 1,106 judicial cases. 1.3 Mediation and Conciliation Alternative dispute resolution services, or mediation and conciliation are likewise provided by DAR legal and para-legal officers. DAR exhausts all efforts to persuade contending parties to settle their disputes amicably primarily to reduce the number of agrarian-related conflicts maturing into court cases. During the period under review, a total of 21,527 agrarianrelated conflicts were settled through DARs conciliation efforts.

2. Adjudication of Cases From January to June 2012, the DAR Adjudication Board and its salas have a total caseload of 16,389 cases. These include the 8,147 pending cases as of end of 2011 and the 8,242 cases received during the period under review. Of the total caseload, 7,903 cases were resolved for a resolution rate of 48 percent. Against the funded target for the year of 20,144 cases, the accomplishment is equivalent to 39 percent. The accomplishment brings to 391,853 cases the total number of cases adjudicated as of June 2012. This accounts for 98 percent of the cumulative caseload of 400,339 cases. Pending Cases The number of pending cases as of end of June 2012 stands at 8,486 cases. A mere 4 percent reduction rate compared to 8,147 cases pending end of 2011. Most of the cases pending are lodged at the DAR Central Office and Region III. C. Program Beneficiaries Development (PBD) 1. Social Infrastructure and Local Capacity Building (SILCAB) 1.1 Community Mapping Community mapping aims to come up with profiles of the ARB community as a whole, the ARB organizations (ARBOs) in particular. For the first semester of CY 2012, the Department was able to assess 420 barangays or 119 percent of the targeted 353 barangays for the same period. This also constitutes 61 percent rate of assessed barangays out of the targeted 685 barangays for the year. In terms of profiling of ARB Organizations (ARBOs), the DAR was able to profile 677 ARBOs or 86 percent of the targeted 786 ARBOs for the period under review. This is 77 percent of the targeted 875 ARBOs to be profiled for the year. 1.2 Development of Agrarian Reform Communities (ARCs)5 A total of 4 regular ARCs were confirmed during the period under review. These communities involve 1,954 ARBs that are now in the position to have access to and avail of development interventions from DAR and other relevant government agencies.

The accomplishment brings to 2,188, the total number of ARCs confirmed since 1993 and has further expanded the reach of the ARC program to 9,596 barangays nationwide and benefiting 1,428,122 ARBs and nonARBs. 1.3 Gender Responsive Organizations Capacity Development of ARBs/ARB

Gender Responsive Training For the period January to June 2012, DAR conducted a series of trainings on capacity and entrepreneurial skills which were participated in by 95,113 ARBs6. The trainings aim to build the capacity of the ARBs to improve their productivity and increase their incomes. As of to date, a total of 3.06 million ARBs have undergone various gender responsive trainings conducted by DAR and other government and private institutions. ARB Membership in Organizations For the period January to June 2012, 23,568 ARBs became members in organizations bringing to 491,430 the total number of ARB-members in 6,509 organizations. ARB membership in organizations now account for 54 percent of the total membership in organizations (914,267 members). These farmers organizations/cooperatives already have an accumulated capital build-up amounting to PhP3.002 billion and savings amounting to PhP1.801 billion---a 5 percent increase on both capital build-up and savings since 2011. 1.4 Complementary Support Services to ARBs outside the ARCs Support services are likewise given to ARBs in non-ARC areas to demonstrate the governments resolve that interve ntions cut across communities. Services in these areas focus on capacity training, enhancement of access to credit and facilitation of membership in organizations. From January to June 2012, services were provided to 78,260 ARBs.

2. Sustainable Agribusiness and Rural Enterprise Development (SARED) 2.1 Development of lands into Agribusiness For the period under review, the Department was able to facilitate the preparation of 66 agribusiness plans involving an aggregate area of 7,136 hectares and benefiting 5,092 ARBs. As of the end of June 2012, 828 agribusiness plans have been prepared involving 193,907 hectares. Likewise, 832 agribusiness ventures are now operational benefiting 104,241 ARBs and 15,234 non-ARBs. 2.2 Development of Gender-Responsive Agri and Non-Agri Enterprises During the semester, a total of 276 products7 and services were developed nationwide. Of these, a total of 147 products and services (53 percent) were launched in commercial markets. This brings to 4,019 and 1,715 the total number of products and services already developed and launched commercially, respectively. 2.3 Marketing Assistance Program During the period under review, trade fairs, exhibits and other relevant activities have resulted in the signing of 827 new marketing contracts expected to benefit 314 farmers organizations. 2.4 Provision of Credit and Microfinance Assistance Among the current credit and microfinance programs of the DAR are: Credit Assistance Program for Program Beneficiaries Development (CAP-PBD) Window III, Microfinance Innovations in Cooperatives in Agrarian Reform Areas (MICOOP @ ARAs), Micro-Agri Loan Product (MALP) and DAR-Center for Agriculture and Rural Development (DARCARD). For the period under review, a total of PhP1.046 billion in agri-credit and microfinance assistance were availed by 502 organizations benefiting 70,118 ARBs. The amount was utilized to finance 29,905 projects. As of June 2012, a total of 3,364 organizations have availed of agricredit and microfinance assistance amounting to PhP6.47 billion. These monies have funded 104,343 projects and benefited 469,819 ARBs. 2.5 Job Generation

Jobs are mostly generated from establishment of rural enterprises, development of lands for agribusiness, and construction of physical infrastructure facilities. 2.6 Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) As of to date, the Department has already identified 98 business development services (BDS) that would involve and benefit 735 ARB Organizations (ARBOs). A total of 72 business units have also been developed. Further, the Department identified 697 CSFs to be provided to selected ARBOs.

3. Access Facilitation and Access Enhancement (AFAE) Services 3.1 Provision of Physical Infrastructure (Both Locally-Funded and Foreign-Assisted Projects) From January to June 2012, the Department in collaboration with other National Government Agencies (NGAs) facilitated the construction and rehabilitation of a total of 524 physical infrastructure projects nationwide. These projects are: a. 105 irrigation systems servicing an aggregate area of 5,852 hectares; b. 328 farm-to-market roads with a total length of 573 kilometers; c. 25 bridges with a length of 680 linear meters; d. 18 pre-and-post-harvest facilities with 531 units; and e. 48 multi-purpose pavements with an aggregate area of 12,534 square meters. As of June 2012, cumulative accomplishment has reached 11,526 projects facilitated by the Department, to wit: 8,812 farm-to-market roads (20,835 kilometers) 405 bridges (16,082 linear meters) 1,373 irrigation systems (267,079 hectares) 633 of pre-and-post-harvest facilities (2,919 units)

303 multi-purpose pavements (103,424 square meters). 4. Foreign Resource Mobilization Under the program, the Department tapped foreign resources to augment scarce resources available to implement identified development projects in the Agrarian Reform Communities (ARCs). These development projects provided to the ARCs involved physical infrastructure and non-physical infrastructure that promote economic growth, poverty reduction, job generation, environment protection, health care and enhancing the role of women in development to name a few. As of June 2012, the Department generated a total amount of Php84.381 billion for 65 foreign-assisted projects. The bulk of the amount of Php63.118 billion in the form of loans and grants came from multi-lateral and bilateral donors, the remaining Php21.263 billion served as the government counterpart. At present, DAR implements seven projects. assistance projects, to wit: These include four capital

5. Support Services for Rural Women The DAR establishes and maintains womens desks primarily to serve as venues for formulating and implementing programs and projects for women. For the period under review, a total of 1,165 womens desks were established nationwide, serving 12,276 women. While 658 projects have been implemented, serving 13,948 women. For the last two and a half years, a total of 3,005 womens desks have been established nationwide. These served a total of 57,176 women. 6. Support Services for Landowners The provision of support services for landowners is also undertaken by the DAR in coordination with other relevant government agencies. The services include investment information and marketing of agrarian reform bonds.

For the period under review, 12 landowners desks have been established nationwide. These had served 3,589 landowners. As of June 2012, 365 landowners desks have been established and served 10,650 landowners. 7. Programang Agraryo Iskolar (PAI) This is another support services delivery program implemented by DAR in partnership with state colleges and universities. The program provides scholarship grants to deserving children, grandchildren and wards of ARBs, who in the future are expected to manage or help in managing the lands awarded to their ascendants. As of June 2012, a total of 4,184 deserving descendants of ARBs have benefited under this program. Of these, 2,452 or 65 oercent have already graduated from different partner state colleges and universities nationwide. A total of 1,307 are enrolled during the semester.
