For the 2013-2014 school year, ELANCO School District is excited to welcome 32 new faculty members to our educational family. Crystal received her RN from the Reading Hospital School of Nursing; her BSN from Kutztown University; and her Certified School Nurse certification from Alvernia University and serves as a School Nurse for Garden Spot High School while providing services to middle school students as well. She believes that a great teacher is one who was called to the profession and believes that teaching is what they were destined to do so that they can share their knowledge with anyone who is willing to learn. Sherry received her undergraduate degree from the University of South Dakota and teaches 4th Grade. Rebecca received her undergraduate degree from Millersville University and is a school psychologist at New Holland and Blue Ball. Ashley Rutchauskas
Ashley received her undergraduate degree from Lafayette College and teachers 9th-12th Grade Business Education; Personal Finance, Careers and Financial Management, and Accounting I specifically. She believes that a great teacher is supportive and understands that every class is diverse and unique, so support is what allows each student to continue on the journey. Integrated Pest Management Notification


Integrated Pest Management Notification Letter for District Residents The Eastern Lancaster County School District uses an Integrated Pest Management (IPM) approach for managing insects, rodents, and weeds. Our goal is to protect every student from pesticide exposure by using an IPM approach to pest management. Our IPM approach focuses on making the school building and grounds an unfavorable habitat for these pests by removing food and water sources and eliminating their hiding and breeding places. We accomplish this through routine cleaning and maintenance. We routinely monitor the school building and grounds to detect any pests that are present. The pest monitoring team consists of our building maintenance, office, and teaching staff and includes our students. Pest sightings are reported to our IPM Coordinator who evaluates the pest problem and determines the appropriate pest management techniques to address the problem. The techniques can include increased sanitation, modifying storage practices, sealing entry points, physically removing the pest, etc. From time to time, it may be necessary to use chemicals to manage a pest problem. Chemicals will only be used when necessary and will not be routinely applied. When chemicals are used, the school will try to use the least toxic product when possible. (Applications will be made only after normal school hours.) Notices will be posted in these areas 72 hours prior to application and for two days following the application. Parents or guardians of students enrolled in the school may request prior notification of specific pesticide application made at the school. To receive notification you must be placed on the school notification registry. If you would like to be placed on the registry, please notify the District in writing to the attention of Neal Walsh. Please include your e-mail address if you would like to be notified electronically or a telephone number where you can be reached between the hours of 8:00a and 4:00p. If a chemical application must be made to control an emergency pest problem (e.g. stinging insects), notice will be provided by telephone to any parent or guardian who has requested such notification in writing. Exemptions to this notification include disinfectant and antimicrobial products; self-contained baits placed in areas not accessible to students; and to get the bait placed in cracks, crevices or voids. Alex Goodman
Alex received his undergraduate degree from Millersville University and is a K-6 music teacher. He believes that a great teacher is someone who not only helps a student grasp difficult concepts but is also someone who inspires and motivates students to make connections between what they are learning and where they want to go in life. His favorite quotation is by Billy Joel who said, I think music in itself is healing. Its an explosive expression of humanity. Its something we are all touched by. No matter what culture were from, everyone loves music.

Michael Lewis
Michael received his undergraduate degree from Millersville University and teaches 5th Grade. He believes that the most important characteristic of a great teacher is to truly care about the students, be real with them, and teach in the ways that they learn best. S ecial Ed$ca#ion
(Individuals with Disabilities Education Improvement Act of 2004) If you believe your school-age child may be eligible as a child with a disability and in need of special education and related services, screening and evaluation processes are available to you at no cost upon written request. These processes are designed to assess your childs needs and determine eligibility. You may request screening and evaluation at any time, even if your child is not enrolled in the Districts public school program. Requests for evaluation and screening should be made in writing to the building principal. Individualized services and programs are available for children who are determined to need specially designed instruction due to the following conditions: autism, deafness, deaf/ blindness, emotional disturbance, hearing impairment, mental retardation, multiple disabilities, orthopedic impairment, other health impairment, specific learning disability, speech and language impairment, traumatic brain injury, and visual impairment. Children age three through the age of admission to first grade are also eligible if they have developmental delays and as a result need special education and related services. Developmental delay is defined as a child who is less than the age of beginners and at least three years of age and is considered to have a developmental delay when one of the following exists: (i) The childs score, on a developmental assessment device, on an assessment instrument which yields a score in months, indicates that the child is delayed by 25% of the childs chronological age in one or more developmental areas, or (ii) The child is delayed in one or more of the developmental areas, as documented by test performance of 1.5 standard deviations below the mean on a standardized test. Developmental areas included cognitive, communicative, physical, social/ emotional and self-help. Zachary Fulmer

Asbestos Hazard Emergency Response Act (AHERA): Notification for ELANCO


In accordance with AHERA, we are purveying notification of the presence of asbestos containing building materials in our schools. The District is complying with all regulations in regard to the Asbestos Containing Building Materials (ACBM) and there is no need for safety or health concerns relative to asbestos exposure. Copies of the Asbestos Management Plan and Inspection Reports are available at the District Office and can be reviewed by contacting Neal Walsh at (717) 354-1596.

Carol Williams
Carol received her undergraduate degree in elementary education from Lancaster Bible College and teaches 4th Grade. Brittnie Frey
Brittnie received her undergraduate degree in Early Childhood/Special Education from Millersville University and is a learning support teacher. Senior Citizen Courtesy Card


The Eastern Lancaster County School District will issue a senior citizen courtesy card to any resident of the school district who is 65 years of age or older and who completes this application. The pass will remain valid for as long as the person is a resident of the school district unless otherwise revoked by the Board of Directors. The pass may be used to provide free admission to all athletic contests, plays, and musical events sponsored by the Eastern Lancaster County School District and its school, except commencement. Where reserved seats or limited admissions are sold, it will be necessary to obtain tickets in order to secure admission.
