uk> Date: Wed, 16 Feb 2011 Subject: Capital Expenditure Just to make you aware that there are two pieces of expenditure required within the kitchen areas for Health & Safety requirements:

1. Argyle House Dishwasher equipment and area has been condemned therefore replacement and refurbishment required. Cost 25K - 30K to be confirmed 2. Members Club kitchen current configuration does not allow safe workflows changes required cost 10K - 17K

These two have been bubbling under for a couple of months and we have obviously been stretching out time but the works need to happen. Regards

Jacqueline

From: Jacqueline Gourlay Sent: 07 June 2011 10:48 To: Craig Whyte (ctw@libertycapital.biz); Craig Whyte Subject: CAPEX Craig Hope you are well. As briefly discussed there are a number of CAPEX requests that are outstanding and need to be taken forward. The rough details and costs for each are below. Would it be possible to meet next time you are here to discuss the process for moving these on. In addition to the list below you are also aware that we are progressing the screen deal and as soon as I have more definite information on this I will forward. Thanks Jacqueline

1. FOOTBALL SPORTS SCIENCE See below from Pip Yeates - 27K to buy, 1K per month to lease This is included in the CAOEX list sent last month to Phil. As you are aware The Alter G treadmill was on the list for Cap Ex with regard the medical department. The company supplied one to Murray Park on a four week trial early April which helped considerably in the rehab of Lee McCulloch.

Due to all the business that took place over the last few weeks with the club ownership it was difficult to gain time with Martin to authorise the purchase. He verbally approved but I do not wish to proceed on that basis. I have been in contact with the company who have been very understanding of the situation. However we have now had the machine for 7 weeks and understandably need some closure with regard buying or leasing the machine. This could be important in Kirk Broadfoots rehab and I request your help in providing authorisation to buy the machine. My last discussion with the company yesterday ,I fear they will uplift the machine rather than wait any longer. If that should occur it may take weeks to replace it even if we approve the purchase. Therefore if possible it would be better to be able to keep the one we have. The costs I have are 27,000 to buy 1,200 to lease over 12 months 1000 to lease over 24 months The company have said verbally that if we set up a lease agreement and over the course of the first few months decide to buy it they will deduct the lease payments from the cost. Obviously there are other matters with regard Cap Ex which we can discuss later, but this has become an immediate priority

FACILITIES IBROX ROOF approx. 150,000

We have recently completed a survey of the all of the stand roofs at Ibrox and the results were not positive. As a result of many years of limited expenditure the roofs are now in a dilapidated state and in places have become unsafe to the point that contractors have indicated they may not be safe enough to continue working on. This was notified to the Exec Directors on 9 May (mail attached) and again included in the CAPEX list sent last month. 3. FACILITIES HYDRAULIC RAM EAST TOWER LIFT - 23,000

Our annual lift survey has uncovered leakage in the hydraulics system at the East Tower Club Deck stand. We are currently awaiting a second opinion as to the extent of the work required but this work will need carried out in order to comply with our insurance requirements. This is a recent development hence has not been not notified previously. 4. FACILITIES DISH WASH AREA AND MEMBERS CLUB KITCHEN approx. 45,000

These two areas have been identified as failing basic health and safety requirements and need to be upgraded. This was notified in February of this year (email attached) but we were waiting until close season to carry out the works. 5. OPERATIONS CONTROL ROOM UPGRADES approx. 65,000

As David Martin intimated at our recent meeting the responsibility for safety at the Stadium passes from Strathclyde Police to the Club as of next season. To facilitate changes in the matchday regulatory framework RFC is required to have in place: A competent event manager defined as someone having completed the Level 4 safety course Appropriate resilience for such a position An appropriate control and command system for a matchday operation of the size/nature that we hold The costs to implement the control and command system comprise: a. b. c. 6. A replacement for/upgrade of Gatesafe - 14k Upgrade and expansion of CCTV system - 45k Installation of large touchscreen monitor - 3k-4k

BUSINESS WIDE - PCI DSS Compliance - 60,000 - 80,000

We have recently completed a gap analysis to understand what we need to do to become compliant for PCI purposes to enable us to continue to accept cards as a payment method. Whilst a proportion of the work relates to processes and procedures there are some items of expenditure required with the main one being an upgrade for all PCs that still operate under the Windows XP operating system. As this is no longer in support from Microsoft patching of any issues identified is not possible therefore all XP PCs are non-compliant and must be replaced. The approximate cost of this is 60K. In addition we have recently upgraded our firewalls at a cost of approx.. 6K and there may be other items that are required as we progress our compliance project.

Hi Ali Further to our meeting last night and as per your request please find attached the latest quotation from ScoMac. This is for 2 x separate jobs: AH kitchen dishwasher: Members kitchen alterations: To put this in perspective: 25 repair call outs over last 24 months Over 7K in repairs. Were also withholding another 2K+ of welding repairs given the current situation. At present the kitchen staff are having to cycle pots / pans through the machine 4 / 5 times to effect proper cleaning. 33.6K 11.9K

Furthermore please note that ScoMacs original quote was nearer 50K but we were able to barter them down given the T/Bar refurb works they are currently undertaking.

I trust this meets with your expectations. If you require any further info please do not hesitate to call. Regards Ross Macaskill | | Facilities Manager

Craig, Ali Further to the email below some of the items still remain outstanding and I wanted a steer as to how we can progress if indeed we can. 1.

Update the roofs will clearly not get any better but continue to deteriorate in the Broomloan (family) section feedback the dirty state of the roofs was noted and when asked if we could clean it we had to point out that you cant clean rust! 2. OPERATIONS CONTROL ROOM UPGRADES approx. 65,000

As David Martin intimated at our recent meeting the responsibility for safety at the Stadium passes from Strathclyde Police to the Club as of next season. To facilitate changes in the matchday regulatory framework RFC is required to have in place: A competent event manager defined as someone having completed the Level 4 safety course Appropriate resilience for such a position An appropriate control and command system for a matchday operation of the size/nature that we hold

The costs to implement the control and command system comprise: a. b. c. A replacement for/upgrade of Gatesafe - 14k Upgrade and expansion of CCTV system - 45k Installation of large touchscreen monitor - 3k-4k

Update we have carried out a and c above and have quotes in for the upgrade and expansion of the CCTV system we just await a go ahead for this work which will be required before we can achieve handover from the police.

In addition we have recently upgraded our firewalls at a cost of approx.. 6K and there may be other items that are required as we progress our compliance project. Update we have now progressed further in the project and have a clearer understanding of what is required which actually totals 100,000. As you know PCI is a must have for the business and we are now getting to the point in the project where we have completed all of the low or no cost items and investment will be required. Not all gloom and doom though as we have successfully completed: The sports science spend The lift repairs Dishwash and members club kitchen upgrade Part of the security spend As well as, of course, the PA system and the fast food refurbishment which is now nearing completion. Can you please advise on items 1,2 and 3 above as to how and when to proceed? Many thanks Jacqueline
