PROGRAMME OBJECTIVES

The General Authority for Standardization and Quality

Control of the Ministry of Planning in Kurdistan Region
Government and according to the authority given by the
President of the Council of Ministers of Kurdistan Region,
Iraq by the letter numbered (1674) on (7/7/2011), KSQCA
has launched the program with the aim of protecting
consumers, producers, environment, public safety and
national economy from using substandard products as well
as to restrict the importation of inferior, debased and fake
products.

VERIFICATION PROCESS

Exporter submits to SGS following documents:

Request for Certification (indicating the Point of Entry in Kurdistan
Region) and confirming the final destination of the consignment.
Proforma invoice;
Letter of Credit (where applicable)
Conformity documents (test reports, quality certificates, analysis
reports, etc.)
Companys Quality Management System documents (ISO
9000, ISO 22000, ISO/TS 16949, etc.).
If final destination of goods is Kurdistan Region, and the consignment
is going to enter through a Kurdistan Region Border, SGS can asses
the conformity of the product versus approved international standards
provided seller indicates in the RFC the final destination of the cargo or
sends a letter with such information.
Based on the documents, SGS will:

Verify the conformity of goods to the applicable Iraqi standards

(IQS) and Technical Requirements (TR) or Approved International
Standards

Perform a physical inspection of the cargo (whenever applicable)

and, if necessary, take samples for testing.
After verification process completed with satisfactory result; including
the physical inspection exporter will have to provide following
documents to allow the issuance of the CoC:
Final Invoice
Transport Document (BL, AWBetc)
A Certificate of Conformity (CoC) is issued to evidence the
compliance of the shipment.
If the reports from the verification activities such as testing or
inspection show discrepancies versus the Iraqi standards / Technical
Requirements and/or Approved International Standards, exporters will
be informed accordingly to make the necessary corrections; if those
are not done a Non Conformity Report (NCR) will be issued
The Certificate of Conformity (CoC) is a necessary document to import
goods into Kurdistan Region and to clear goods through Customs.
SGS will perform verification at the border point of entry in Kurdistan
Region to authenticate the CoC, to check the condition of the
shipment, the consistency between the CoC and import documentation
and to visually check the packages or goods whenever customs opens
a container. Upon completion of the verification SGS will issue a
Release Document which will be provided together with the CoC to
Customs.

- The instruction manual should be at least in
understandable Arabic language.
- Markings should be on the pack or cover and on
the product itself in Arabic or English language at

Halal butchery: A certificate issued by an Islamic
Organization or Council or any Accredited Body in the
country of supply has to be provided certifying that the
butchery has been done pursuant to the Islamic Sharia
regarding meat. All meat entering Kurdistan Region must
be Halal
Health Certificate: A declaration by the manufacturer
confirming that product only contain authorized materials
as per the EU Directive or US FDA, when the standard
requires it.
Melamine: Companies will check that testing has been
done on milk powder and milk for babies. Melamine
contents shall not exceed 1mg/kg.
