Solve the problem that radio link setup failed
Descriptio In Singapore, there is radio link setup failed problem appear in three NodeB
Site. When NodeB Received radio link setup request, it replied radio link

The removal of cells and other triggering conditions leads to the old
configured data reserved in the RAM, Cause the MTRUs slot number is not
equal to ID of the CPRI cable, which connects the MTRU to the HBBI.
HBBI logic query the cell number index is by TRU Id and RTWP sub
channel, but drive software configure it by CPRI Id and RTWP sub channel,
so the 2ms RTWP must be wrong or cant be reported, and cause the HSUPA
rate abnormally.
Impact
The reporting of the 2ms RTWP for the HSUPA is incorrect, which leads to
fluctuation of the HSUPA rate.
Solution
Modify the software and FPGA. Use the configuration mode of direct
address for the FPGA by the configuration parameters so that the original
configuration data can be read and data can be updated when configured.

The original trigger is that the system exceeds the configuration of License
file, which can result in the alarm of License File Illegal. Once the alarm
appears, NodeB will send M2000 with the PA control items which are
valued 0xFFFFFF. M2000 receives the value, it considers the PA control
items are unsupported, So the M2000 interface will change the value to
unsupport.
Impact
M2000 can not modify the status of PA control items, and can not send
them to NodeB.
