HE FINANCE
MINISTER Nam-
gay Dorji shared
that although the gov-
ernment has legal as-
sertions according to
the Supreme Court ver-
dict to buy the old taxi
parking area from Tashi
Commercial Corpora-
tion (TCC), no formal
correspondences has
been received from the
Thimphu Thromde so
far.
Even if we did so, we
cannot materialize the
plan overnight, he said
to reporters during meet
the press session on
Friday afternoon. The
nance minister added
that the propositions
from the Thromde will
have to be looked upon
from various perspec-
tives and go through a
series of consultations
between the relevant
agencies, including the
Cabinet before the nal
endorsement.
Following the Su-
preme Court verdict,
the land measuring
49.93 decimals which
was used as taxi park-
ing was handed over to
its rightful owner TCC
after almost seven years
of legal tussle. However,
this left the taxi driv-
ers without a suitable
parking as it was being
distanced away from
the main town with the
new locations at the
Changlimithang sta-
dium parking lot.
The nance minister
further reiterated that if
at all the land cannot be
purchased they would
look into other alterna-
tives and identify suit-
able government land
to relocate the parking
looking at the suitabil-
ity of the land.
According to a taxi
driver, Tandin Gyelt-
shen, the present loca-
tion is little far from
the main town and no
people would like to
come carrying their lug-
gage down, adding that
it would really hamper
their earning as it is
their only source of in-
come.
If people are to come
they would come imme-
diately as the location
of the new taxi parking
was already known as it
was broadcasted and re-
ported in print medias,
he added.
He said, If I compare
my earnings from the
past it has decreased
triple fold and now, I
cant even earn enough
to cover my fuel expens-
es.
He said there is need
for the government to
consider relocating the
taxi parking from the
present location. He
also said he is very hap-
py to learn that govern-
ment has also expressed
it a concern and will
soon take an action or
relocate them a suitable
parking.

expressed their happi-
ness that government
is taking this issue seri-
ously.

HE SEVEN MEMBER pay com-
mission which was formed
three weeks ago is still into
compiling their report through
collecting and co-relating datas
on the number of civil and public
servants, and also through under-
standing the expenses of both gov-
ernment and public servants.
According to the Commissions
spokesperson, the Managing Direc-
tor (MD) of Druk Green Power Cor-
poration (DGPC), Dasho Chewang
Rinzin, At present, the pay com-
mission is basically collecting and
co-relating data on the number of
civil and public servants, what are
the government expenses for these
civil and public servants, what are
the sizes of the government rev-
enues, and other related informa-
tion. He also said that though the
pay commission is not organized
into committees, they meet once
every week.
He pointed out that pay com-
missions task is to submit the pay
commission report to the govern-
ment within three months adding
that three weeks has gone and the
commission has still a lot to work
ahead.
Headed by Dasho Chewang
Rinzin as the chairperson, the pay
commission comprises of the secre-
taries of ministry of nance (MoF),
Lam Dorji, ministry of home and
cultural affairs (MoHCA), Tsher-
ing Dorji, gross national happi-
ness commission (GNHC), Karma
Tshiteem, national pension and
providend fund (NPPF) head,
Duptho Wangchuk, National Sta-
tistical Bureaus chief research of-
cer Ugyen Norbu, and Jajin con-
sultancys Kunzang Dechen from
private sector.
The government had promised
salary hike of civil servants and
local leaders including 20 percent
house rent allowance for civil ser-
vants. During a press conference
on November 12, the Prime Min-
ister said that the pay commission

F REPORTS were to say anything about the staggering
number of drug related problems in the country,
the countrys penitentiary camps would soon be
ooding with peddlers and abusers from a massive
background.
As the home minister justifyingly said this week during
the monthly meet the press session that the number of
drug peddlers in the detention camps is shocking and
that the government is at wits end, we can only assume
that charity indeed begins at home.
Various media reports suggest only the government
could do something to curb this social menace but at
a larger angle, it starts all at home and home is where
the necessary steps should be taken in order to stunt
the growing social problems that aggravate out of any
given quantum of stress and delusions.
The government of the day has many other things
to do and such distractions would surely impede their
modus operandi. What Bhutan and the Bhutanese
need to do is maybe adopt a homely approach towards
tackling these illegal activities.
Had it been taken seriously within the four walls of
ones home, the issue would not have escalated beyond.
And now, when it did so, it has become a national issue
and although various means and measures are being
implemented to put an end to it, the government can
only do its part.
How long will the rehab centers cater to the growing
number of abusers? Laws are all in place and even those
law enforcing individuals who are involved into these
illegal activities are seriously dealt with as per the law.
Where is the problem then? What needs to be done?
All the answers lie at the doorsteps of our own home.

have no option but to dump the burden on the
tenants.
It is therefore farfetched and a tad unreasonable for
us to expect the Tenancy Act to rein in the skyrocketing
house rents. Thats a little too much to ask for. However,
what the Tenancy Act can and should surely do is curb
exploitation, especially of the poor and vulnerable
sections of our society.
On the other hand, the government can separately
look at controlling ination, through review of both
monetary and scal policies. Perhaps, it should also
review the ceiling on the number of laborers permitted
to each private construction. Limited number of laborers
mean longer construction period, which indirectly
shoots up the price ultimately increasing the rents.
The problem with the Tenancy Act has been ineffective
implementation. But even if we give fangs to the Act,
it can only do so much. Rents will keep rising. People
will still be complaining. Unless the ongoing housing
boom reverses the demand-supply dynamics, the
situation will remain the same for a long time to come.
The government must address other related issues that
affect housing sector.

Thimphu.
The next question was,
What is volunteerism?
Volunteerism is a
powerful tool for maxi-
mizing the potential of
youth and transforming
society, the UN resident
representative Christina
Carison responded to the
crowd, although they had
their own version of what
volunteerism actually
meant.
On this International
Volunteer Day, I encour-
age all young people to
consider applying their
energy and talents to vol-
unteering in Bhutan as
well as in the world, she
added.

year, the volunteer day
was organised in such a
big manner in Bhutan. I

Lhaden, as a Bhutanese,
I am very grateful for
the skilled professionals,
no matter which country
they come from, who give
their time with friends
and families back home
in the hope of seless ser-
vice to a people and coun-
try they may have never
known before.
She said, We hope that
in the spirit of volunteer-
ism, both young and old,
locals and internationals,
nd in each other the com-
mon grounds of altruism
and the hope to become a
happier people.
In 2012-2013, alone
AVID mobilized a total
of 1849 volunteer assign-
ments worldwide, with 58
percent of the assignments
based in Asia, 27 percent
in the Pacic, 2 percent in
Latin America, Caribbean
and the Middle East, and
11 percent in Africa.
I am proud of the tre-
mendous contribution of
volunteers to work for in-
ternational development,
and I am inspired by their
dedication and commit-
ment, said the UN resi-
dent representative.
A young volunteer of
Go Youth Go (GYG), Ken-
cho Dorji, told The Jour-
nalist that in his years of
involvement as a volun-
teer, it has been a terric
experience, and it has not
just helped him to under-
stand the society, but also
to nd himself.
It made me realize
who I really am and what
service I have to offer
Inspiration
in Action- Volunteerism
to the society. So I have
been doing that. It is a
wonderful experience. In
the years to come, I have
always known and feel
that I will always be vol-
unteering. I urge every-
one to volunteer as well
because it is a precious
thing to keep your society
and they would always
benet from your small
work that you offer, said

Regional Seminar on Inclusive
Education
Ministry of Education drafts a special education policy, which has been submitted to the government for its
endorsement

HE SPECIFIED objec-
tives of the seminar
will enhance knowl-
edge and understanding
of inclusive education in
Bhutan and the south
Asia region. It will also
provide the platform for
key stakeholders to share
and exchange their inclu-
sive education initiatives
and future plan of actions
for better networking and
collaboration in achiev-
ing inclusive education
goals.
This will also sensitize
policy makers, govern-
ment leaders, legislators,
politicians, educationists,
teachers, parents and the
larger Bhutanese com-
munity about the rights
of the persons with dis-
abilities and their funda-
mental rights to quality
education.
In spite of the political
will expressed by the gov-
ernment and the concom-
itant initiatives taken by
public entities such as the
ministry of education and
non-governmental orga-
nizations to make educa-
tion more accessible and
effective for all the chil-
dren, inclusive education
is still a fairly new concept
in Bhutanese society.
The number of Bhu-
tanese nationals or pro-
fessionals trained in the
inclusive education for
children with disabili-
ties is scarce and there
are very few Bhutanese
teachers or professional
with adequate knowledge
and training.
There are very small
groups of professionals
and stakeholders who are
aware about the respon-
sibilities of various stake-
holders in lacking orga-
nization and resources
for optimizing the use of
both human and materi-
als resources.
Therefore, a regional
seminar on inclusive edu-
cation for children with
Disabilities (CWD) would
not only help in bring-
ing quality education, but
also advocates and pro-
fessionals on a common
platform to share good
practices of the education
reforms towards equality
and inclusion from the re-
gion, creating opportuni-
ties for Bhutanese teach-
ers and professionals to
deliberate on issues and
concerns related to spe-
cial education programs
in Bhutan. Crucially, such
seminar will help foster
the development of a dy-
namic and supportive
network, which is neces-
sary for ensuring that all
children are meaning-
fully included in quality
education.
According to a press
release from the Paro Col-
lege of Education, the ob-
jective of this seminar is
the rst regional seminar
on the inclusive education
for children with disabili-
ties that Bhutan has ever
hosted in the history of the
Bhutanese education sys-
tem. Especially at a time
when inclusive education
for the children with dis-
abilities is beginning to
gain greater impetus and
momentum, the signi-
cance of the educational
discourse would really
help Bhutan in designing
education programs that
that are culturally rel-
evant and contextual to
the ever changing needs
of the Bhutanese society,
the release said.
The Prime Minister
Lyonchhoen Tshering
Tobgay spoke to the par-
ticipants about the im-
portance of higher access
to inclusive education
and emphasized on the
signicance of quality
education.
We must be prepared
to ensure that children
with disabilities have
the foundations to enjoy
lifelong education, fulll
their education and be-
come productive citizens
by engaging in gainful
employment, Lyonch-
hoen added.
He further added that
people with disabilities in
Bhutan have been ben-
etted due to a close soci-
ety where they are loved
and are being taken care
of by their families and
where they are not ex-
cluded but included. The
Prime Minister attributed
the successes and bettered
life of these individuals to
the noble efforts and hard
work of our monarchs
and the Royal Family.
Six speakers from Bhu-
tan and outside present-
ing papers, 16 teachers
and students from eight
schools that have adopt-
ed inclusive education,
along with the trainees at
the Paro College of edu-
cation are also attending

practices of employing can-
didates into a job on the
basis of the past experiences
are the most challenges that
the youths are facing in the
labour market.
The highest numbers of
registered jobseekers are
graduates with 2028 in per-
cent 50.2 percent, second the
class XII and X are around
1600 in percent is 49.9 per-
cent and others is 311 with
7.75 percent.
Labor secretary Pema
Wangda said that basically
as a ministry which is re-
sponsible for promoting em-
ployments and also required
employers to recruit or em-
ploying the fresh graduates
against the vacancies.
Corporations say that
they have to survive on the
prot making business un-
like the government agen-
cies and that they required
experienced graduates.
A corporate employer
said the agencies cannot
afford to train the fresh
graduates with the required
skilled because they have
to survive on their business.
He said that they dont have
the luxury of taking fresh
graduates or inexperienced
candidates and train them
because their business and
the vacant position required
the employee to functional
immediately.
Despite the ministry ask-
ing them to consider recruit-
ing fresh graduates or fresh
recruits, they dont want to
train the particular candi-
date to operate the work in
that particular job because
the job requires the certain
qualication and work ex-
perience.
The ministry has put in
lots of programs like pre-
employment engagements
programs and launching of
the Technical and Vocation-
al Education and training
(TVET) for the non gradu-
ates, and for the university
graduates there are gradu-
ates internship programs.
With this program, the
ministries attach them with
the agencies but are a cost
shared by the agencies that
are half paid by the ministry
and half paid by the agen-
cies, in which the jobseekers
can gain some experiences
or skills that the agencies
and enterprises were look-
ing for.
According to Ofciating
Chief HR Ofcer of Royal
Civil Service Commission
(RCSC), Namgay Wangchuk,
experience is not required
to join the civil service. He
said, All a graduate needs
to have is an authentic
Bachelors Degree and get
selected through the BCSE
in order to join the civil ser-
vice.
The Government has
been running well until now
and there has not been any
major setback due to civil
servants. Civil servants are
capable and well equipped
and its only a matter of
whether or not they will do
what they are required to
do. The RCSC believes that
each civil servant is trying
and doing their best to live
up to their entrusted role,
he said.
He further added that the
civil service has limited in-
take every year compared
to the amount of supply in
the market. The country
will never advance through
the civil service alone, he
reminded.
He also said the country
will advance through pro-
ductive participation of all
citizens in various capaci-
ties. It is not necessary that
everyone works in the gov-
ernment sector, but instead
the government has to be
small and but efcient.
So, petitioning for em-
ploying all the unemployed
in the government would
be counter-productive,
he said, adding that there
would be more people than
required. On the contrary,
there would not be suf-
cient number of qualied
and capable people to fuel
the private sector which the
government has always em-
phasized as the engine of
growth.

HE SUSTAINABLE
and Efcient Indus-
trial Development
(SEID) Bhutan organized
four days training of
trainers (TOT) in College
of Science and Technolo-
gy (CST) at Phuntsholing
from December 4 to 7.
It was organized by
Bhutan Chamber of
Commerce and Industry
(BCCI) and the trainers for
the ToT program were in-
ternational experts from
Austria, Nepal, India and
Bhutan.
According to the proj-
ect coordinator, Kesang
Wangdi, SEID project
is funded by European
Commission (EU), and
implemented in Bhutan
and Nepal by consortium
of partners.
He also added that the
Center for appropriate
technology is the lead
partner supported by GiZ,
Federation of Nepalese
Chamber of Commerce &
Industry (FNCCI), Austria
Recycling (AREC), STE-
NUM, ASSIST and BCCI.
BCCI is the local part-
ner and responsible for
facilitation and coordi-
nation of project events
in Bhutan, said Kesang
Wangdi, adding that the
capacity building of local
people to ensure resource
efciency in the industries
has been one consistent
activity of the project.
He also added that
through ToT program, the
project provides knowl-
edge transfer, showcase
best practices, introduc-
tion to appropriate tech-
nologies and the proven
approaches to address
several issues faced by in-
dustries.
Further he added that
the main objective of the
SEID project is to improve
the resource efciency in
industries in terms of us-
ing water, electricity, raw
materials which would
ultimately reduce cost of
production, maximize the
prot, reduce waste, and
improve health and the
safety performance of the
companies.
However he said that as
of date there are 26 Micro,
Small and Medium Enter-
prises (MSMEs) based in
Thimphu and Paro, pro-
moting resource efcien-
cies in these companies.
In Phuntsholing, we
have signed with 25 com-
panies to work with the
project in promoting re-
source efciencies in their
business, he said.
Over 55 participants
from the Department of
Renewable Energy, City
Corporation, Industries,
and CST attended the pro-
gram.

One of the graduates said
that the ofcials from the
Ministry of Labor and Hu-
man Resources (MoLHR)
said that there are oceans
of jobs left in the Bhutanese
job market and the youth
are not willing to shoulder
the responsibilities. But in
the cold light of the day, at
this juncture we just can-
not come down to the level
where no qualication is
needed to do the available
job.
He further added that the
practice of employing an in-
service candidate astonishes
him so much so that he feels
very much stigmatized as
there are no platforms left
for him to show case his
skills that he has been de-
veloping so far.
Similarly, another gradu-
ate, 23 year old Tshering
said that fresh graduates
does not possess any expe-
riences and without oppor-
tunity there is no point of
gaining experience, if every-
one is looking after experi-
enced candidates. It is high
time to look into appropri-
ate measures as every year
the numbers of graduates
are increasing, she said.
Some graduates told this
paper that given the op-
portunities every graduate
can work in different de-
partments as far as they are
having related subjects or a
course for job.
Samten, a graduate from
India said, It happens so
that in job market, fresh
graduates are not given op-
portunity with the reason,
lack of experience but this
alone cannot be a reason
that we can hold on for so
long. Government must nd
ways to give the graduates
with experience that really
works in the real grounds in
the job market.
The country

tunity for new political parties to govern our
country it would be a dynasty for the old same

It will be all same as before unless they bring
new changes and development in the coun-
try. They give full support only to the civil
servants despite them having the privileges of
allowance and other remuneration. But we,
private employee are ignored and left behind.
I want the government who can support the
private employee.
I dont nd any other party more capable
then DPT and the people have chosen the
right party.
I was expecting PDP to lead the election but
however I am happy with the result.
Although away from home, I keep myself up-
dated with everything happening in my coun-
try through social media and other sources.
And I was eagerly waiting for the result to be
updated on the social media.
I am very happy to know that DPT won the
primary election. And for me both the leading
parties are very good.
I am happy that the former party won the
vote. I will feel secure only if the country is
ruled by an experienced party. The former
government have left unachieved work so
they need to come back to continue with what
they have started.
Sad! A new government should have come in.
Bhutanese people dont trust female leader
going by the NC result and primary result. If
DNT had a prominent gure or a male leader
then they might have had a chance. There are
chances that even in the next election the two
old parties will still win.
The saddest part is despite the civil servants
supporting for DNT they still voted for DPT in
the end according to the postal ballot. Bhuta-
nese dont want change they want to stick to
their old thing that they are used to.
I was sure that PDP and DPT will be leading
the election.I watch television every time and
I found the two leading parties more capable
then the other two. While her 69-year-old
husband interrupts the conversation and said,
I was expecting Druk Nyamrup Tshogpa to
be one of the leading parties.
Then the two goes on debating over the result
both trying to convince each other over their
view.
I was pretty sure that the DPT will be leading
the election from the start. I dont mean the
other parties are not worth but DPT and PDP
are much better.
I am really overwhelmed with the result and
satised indeed. The result is because of the
people who have voted and the people have
decided for the right party. Even though there
had been two new political parties not one
of them could make it to the general round
of election. It will discourage the new parties
from coming up in the future.

to lead his country out of decades
of apartheid.
He died Thursday night at age 95.
His message of reconciliation, not ven-
geance, inspired the world after he nego-
tiated a peaceful end to segregation and
urged forgiveness for the white govern-
ment that imprisoned him.
As I walked out the door toward the gate
that would lead to my freedom, I knew
if I didnt leave my bitterness and hatred
behind, Id still be in prison, Mandela
said after he was freed in 1990.
Mandela, a former president, battled
health issues in recent years, including
a recurring lung infection that led to nu-
merous hospitalizations.

HE DEPARTMENT of
Human Resources
(DHR) under the
Ministry of Labor and Hu-
man Resources (MoLHR)
will be sending seven in-
service private and corpo-
rate sector employees for
internships in Seoul City,
North Korea, commenc-
ing from February next
year.
According to the pro-
gram ofcer of DHR, Jit
Bahadur Bhandari, the
expectation from the
Ministry is to upgrade the
Human Resources in the
vocational trade through
the Seoul City scholar-
ship.
He said, As such
MoLHR didnt face any
difculties since the trades
or slots are identied and
determined by the Seoul
Metropolitan Govern-
ment, but the challenge
for the Department is to
get relevant candidates
for some of the courses/
trades.
The round trip Air
fare, tuition fee, food, ac-
commodation, miscella-
neous expenses incurred
for training, medical
checkups and casualty
insurance premium, and
nancial support for ba-
sic commodities will be
borne by Seoul City Met-
ropolitan Government
and apart from that,
the interns will be paid
a monthly Training al-
lowance of USD 100 per
month, he said.
Till date, the scholar-
ship training programs
outside country is being
provided only to pre-
service candidates and
to the general graduates,
but the Seoul City Schol-
arship is being provided
to in-service private and
corporate sector employ-
ees.

ity Managing, Welding,
and Cooking.
The training duration is
for 10 months, from Feb-
ruary last week to mid-
December every year.
The DHR is coordinat-
ing one month basic Ko-
rean language training
before departure to Korea.
The interns are expected
to learn advance skills in
respective trade and later
apply in their work place
to do things differently
using the knowledge and
skills they gained from
the training.
The interns are expect-
ed to apply the knowledge
and skills learnt in Korea
at their work place, im-
prove their performances
and productivity after the
training. After complet-
ing the course, the train-
ees are expected to come
and work in the same or-
ganization.

satised indeed. The result is because of the
people who have voted and the people have
decided for the right party. Even though there
had been two new political parties not one
of them could make it to the general round
of election. It will discourage the new parties
from coming up in the future.

This is what the people are saying
about the primary election result
Any party that can give me 5 acres of govern-
ment land & transfer it to my name ASAP gets
my vote, so my rst option is DPT, but if other
party give me good offer I am ready to Listen.
I wanted at least one new political party to
win but it is the same old two political parties
again. If people of Bhutan do not give oppor-
tunity for new political parties to govern our
country it would be a dynasty for the old same
political party.
It will be all same as before unless they bring
new changes and development in the coun-
try. They give full support only to the civil
servants despite them having the privileges of
allowance and other remuneration. But we,
private employee are ignored and left behind.
I want the government who can support the
private employee.
I dont nd any other party more capable
then DPT and the people have chosen the
right party.
I was expecting PDP to lead the election but
however I am happy with the result.
Although away from home, I keep myself up-
dated with everything happening in my coun-
try through social media and other sources.
And I was eagerly waiting for the result to be
updated on the social media.
I am very happy to know that DPT won the
primary election. And for me both the leading
parties are very good.
I am happy that the former party won the
vote. I will feel secure only if the country is
ruled by an experienced party. The former
government have left unachieved work so
they need to come back to continue with what
they have started.
Sad! A new government should have come in.
Bhutanese people dont trust female leader
going by the NC result and primary result. If
DNT had a prominent gure or a male leader
then they might have had a chance. There are
chances that even in the next election the two
old parties will still win.
