• Determined staffing, budget and timeline for 2 grant-funded elections research projects with budgets over $100,000
• Hired and managed dozens of research assistants and one attorney to conduct research on 4 election law projects
• Coordinated team of 4 individuals to interview dozens of elections officials in 5 states under challenging time
constraints to prepare for writing a book
• As litigation associate, managed a 40-case load, attended all pretrial hearings and prepared and filed all motions and
pleadings promptly. Planned for and conducted four depositions.

Richmond Journal of Law and the Public Interest, Fall '08
An article describing how states use database technologies to attempt to confirm the accuracy of information
contained on voter registration applications. Argues that federal law does not require this confirmation
process for most states.
2007 From Registration to Recounts: The Election Ecosystems of Five Midwestern States
Steven Huefner, Dan Tokaji, and Edward Foley with Nathan Cemenska
Election administrators and others in the policy community praised the book and it is now used as a textbook
at George Washington Law School.
