As momentum builds for comprehensive health care reform, there is one thing that virtually all 2009
parties agree on – the need for more primar y care. Currently, 60 million Americans lack access to
primar y care, and that number is growing at a rapid and over whelming rate.
But we are here tonight to celebrate the beginnings of a revolution in health care. From federal stimulus dollars
suppor ting community health centers, to Ne w York State’s historic investment and expansion of primar y care
ser vices, to health insurance companies and providers working together to develop Medical Homes, we are seeing
a level of attention and investment that seemed impossible just two years ago.
Tonight we honor four outstanding individuals from four different sectors for their unique and exemplary contributions
to advancing primary care. They not only share a stage, but a commitment to the ongoing expansion of primary
care that will continue to improve the health of communities, reduce health care disparities, and lower health care
costs for everyone.
As we celebrate our achievements tonight, we also look ahead toward ne w oppor tunities to strengthen primar y
care , not only as a core element of health care reform, but for the promise it holds to improve the economic
viability and health of underser ved communities throughout the nation.
We extend our grat itude to those who have made this an incredible year for PCDC and to those who have made

Governor David A. Paterson

avid A. Paterson became New York’s 55th Governor on March 17,
2008. Since that day, Governor Paterson has been outspoken about
the challenges New York faces and his plan for New York’s future.
Governor Paterson has been ser ving the people of Ne w York for nearly a quar ter-centur y. At the age of 31 in
1985, Governor Paterson was elected to represent Harlem in the Ne w York State Senate, becoming the young-
est Senator in Albany. In 2003, he became the minority leader of the Ne w York State Senate, the first non-
white legislative leader in Ne w York’s histor y. He made histor y again in 2004 when he became the first visually
impaired person to address the Democratic National Convention. He became Ne w York's first African American
Lieutenant Governor in 2007 and is now Ne w York's first African American Governor.
Governor Paterson was born May 20, 1954 in Brooklyn, N.Y., to Por tia and Basil Paterson. He earned his bach-
elor’s degree in His tor y from Columbia University in 1977, and completed his J.D. at Hofstra Law School in
1982. Governor Paterson lives with his wife, Michelle Paige Paterson, and their two children, Ashley and Alex.
Michael A. Stocker, M.D.

ichael Stocker, M.D. is Chairman of Ne w York City Health and
Hospitals Corporation. Previously, Dr. Stocker ser ved as CEO
of Empire BlueCross BlueShield from 1994-2006. Before join-
ing Empire, Dr. Stocker ser ved as President of CIGNA Health Plans and as
Executive Vice President and General Manager for the Greater Ne w York
Region for U.S. Healthcare.
He began hi s career as a family physician and worked for five years in the
Depar tment of Family Practice, including ser ving as Associate Chairman of Family Practice, for Chicago’s Cook
County Hospital. Dr. Stocker was also Medical Director for five years at ANCHOR, a staff model HMO at
Rush-Presbyterian-St. Luke’s Medical Center in Chicago.
Dr. St ocker earned his undergraduate degree from the University of Notre Dame. He received his Medical
Degree from Medical College of Wisconsin and his residency training from the Mayo Clinic and the University
of California. He received a Masters in Public Health from the University of Michigan and was Board Cer tified
in Internal Medicine and Family Practice.
Dr. St ocker sits on the Boards of the Ar thur Ashe Institute for Urban Health and the United Hospital Fund. He
is also a member of the Ne w York State Stem Cell Research Funding Committee and the Ne w York Stem Cell
Foundation. He previously ser ved on the boards of the Ne w York City Par tnership and Chamber of Commerce
and the Alber t Einstein College of Medicine. From 1972-73 he was president of the Physician’s National House
Staff Association.
Dr. St ocker currently lives in Manhattan with Louise, his wife, and son Luke. He is also the proud father of
Molly Marino and John Stocker, and has six g randchildren.
Steven M. Safyer, M.D.
President & Chief Executive Officer, Montefiore Medical Center

teven M. Safyer, MD, is President and Chief Executive Officer of
Montefiore Medical Center in New York City. Montefiore is the
University Hospital and Academic Medical Center for the Albert
Einstein College of Medicine (AECOM) and a full-ser vice, integrated deliver y
system caring for patients from the New York metropolitan region. An
accomplished physician leader and highly respected healthcare executive, Dr.
Safyer has been at Montefiore for 25 years, most recently as Senior Vice
President and Chief Medical Officer.
T h r o u g h o u t h i s m e d i c a l c a r e e r a t Mo n t e f i o r e , D r. S a f y e r h a s b e e n a s t r o n g
advocate for underser ved populations, includi ng those incarcerated and those affected by the publi c health
crises of HIV and tuberculosis. He has built extensive primar y care networks in poorly-ser ved areas, developed
innovative business and clinical strategies to manage care and assume risk, championed the adoption of
cutting-edge clinical information systems and created nationally recognized quality and safety programs.
Dr. Safyer received his Bachelor of Science degree from Cornell University and his medical degree from the Al-
bert Einstein College of Medicine. He did his internship and residency in Social Medicine at Montefiore. He is
board certified in Internal Medicine and a Professor of Medicine in the Department of Medicine and Professor of
Epidemiology and Population Health in the Department of Epidemiology and Population Health at AECOM. He
is a fellow of the New York Academy of Medicine and founding member of The Health Management Academy.
Dr. Safyer has been a member of numerous panels and committees for regional and national organizations,
including the Hospital Association of Ne w York State, the Greater Ne w York Hospital Association (GNYHA)
and the Association of American Medical Colleges. He currently ser ves on the GNYHA executive committee and
governing board. He was named Chair of the Bronx Regional Health Information Organization, an independent
organization for health information sharing. Dr. Safyer has authored and co-authored numerous ar ticles in
peer-revie wed journals, covering subjects ranging from electronic medical records to managing the health of a
population, to tuberculosis in prison populations.
Karen Nelson, M.D., MPH
Chief Executive Officer & Medical Director, UNITE HERE He alth Center

aren Nelson, M.D., MPH, has been the CEO/Medical Director of the
UNITE HERE Health Center since 1999. The Health Center -
begun by the International Ladies Garment Workers Union at the
turn of the 20th centur y - is a central provider of primar y and specialty care
for 15,000 of the predominantly immigrant and low-income active and retired
members of the UNITE HERE union and their family members who live in
the greater metropolitan area.
With the assistance of PCDC, Dr. Nelson and her staff have been involved in multiple redesign projects of the
Health Center’s operational and clinical processes and it has become recognized as a model primar y care center.
The Health Center has built a medical home model of care and engages non-physician staff to teach patients
self-management techniques, which has led to reductions in overall health costs and improvements in clinical
outcomes. Dr. Nelson is now working with other groups across the countr y to replicate this health center
model for low wage workers, specifically in Atlantic City and Las Vegas.
Prior to 1999, Dr. Nelson was Vice Chair of Medicine and a consultant to the Executive Office at Maimonides
Medical Center in Brooklyn, NY where she helped expand the hospital’s ambulator y network and e stablish
a community-based training program for the internal medicine residents. She was the Medical Director of
Dorchester House Community Health Center in Boston from 1988 to 1995, a multi-ser vice center in one of
Boston’s poorest neighborhoods.
Dr. Nelson received her MPH from Boston University School of Public Health through a grant from the Robert
Wood Johnson Foundation, following receipt of her M.D. degree from Mount Sinai Hospital in Ne w York. Her
primar y research interests have been in developing customized screening protocols for ne w immigrants and
providing academic oppor tunities for career community health center physicians. Dr. Nelson ser ves on the
Board of Directors of PCDC and Housing Works.

coverage ser ving more than 5.4 million Ne w Yorkers. Empire
BlueCross BlueShield is a subsidiar y of WellPoint, Inc., and offers health care
coverage for groups and individuals.
As an officer and director in public, private and charitable organizations, Mark currently suppor ts a number
of community organizations. He ser ves as a m ember of the board of directors for the Par tnership for Ne w York
City, The Ne w York Academy of Medicine, American Red Cross of Greater Ne w York, The Committee for
Hispanic Children and Families, Batter y Park Conser vancy of Ne w York and the BCS Financial Corporation.
Mark also ser ves as a member of the Executive Committee of the Citizens Budget Commission, the Steering

ne w facilities, leading to better ser vices for more patients. PCDC is the only nonprofit in Ne w York State, and
the largest of only a handful in the U.S., specializing in primar y care financing. PCDC has mobilized over
$240 million to finance nearly 80 primar y care projects that have a direct impact on the health and economy of
communities. This investment has created 2,200 permanent jobs and built or renovated 630,000 square feet of
space. As a result, these facilities now ser ve an additional 550,000 patients and can now accommodate 1.7
million medical visits annually. PCDC’s successful model for financing primar y care expansion is highly replicable
and adaptable in states and localities throughout the U.S.

Strengthen . . . We help providers use ne w technologies,
streamli ne operations, and implement patient-centered approaches that
strengthen their businesses and improve and expand care. Our Patient-
Centered Per formance Improvement has helped more than 300 primar y
care teams at more than 100 health centers build stronger, more responsive
operations that improve patient access and increases productivity, revenue,
and patient and staff satisfaction. PCDC’s Health Information Technology
helps providers prepare for and adjust to the challenges of implementing
Electronic Health Records in primar y care settings. A founding member
of the Primar y Care Health Information Consor tium, PCDC has helped
more than two dozen health centers choose and implement their electronic
medical records, and works in par tnership with the Ne w York City
Depar tment of Health and Mental Hygiene on EMR adoption. PCDC’s
Emergency Preparedness training program has helped 70 of Ne w York’s
primar y care centers better ser ve their communities in the event of emergencies – from blackouts and floods,
to pandemic flu, to biochemical attacks. The health centers PCDC has worked with are now among the most
prepared in the countr y.

The Empire State places a high priority on quality healthcare for its citizens and appreciates
resources that expand the availability of medical services for people of all means and backgrounds.
Realizing this important goal has been the mission of PCDC for more than ten years, as it works to
bring primary and preventive care to underserved communities across New York State through
innovative programs and strategies.
Supporting regional facilities that are a vital component of New York State’s comprehensive
healthcare system is an important means by which to ensure availability of the most effective medical
treatment for residents of underserved communities. The PCDC is a testament to New York State’s
commitment to making these critical services available to all people, especially those who are most
vulnerable and in need of assistance. I commend the board members, staff and all affiliated with

Assembly Committee on Health.

It is a great pleasure to welcome all those attending the Primary Care Development
Corporation’s Spring Gala Dinner.
The nation’s first and largest primary care financing institution, PCDC has done so much
to ensure that all New Yorkers receive the high-quality medical care they need and deserve. To
date, this exemplary organization has provided more than $240 million in funding to dozens of
community health center projects around the country, including here in New York City, where
their efforts have created jobs, improved facilities, reduced wait time, and more. Tonight’s event
offers us an opportunity to celebrate the organization’s achievements while recognizing some of
the individuals whose efforts have helped advance its vital mission.
On behalf of our City, I join in applauding all of tonight’s honorees: Governor David A.
Paterson, Dr. Michael A. Stocker, Steven M. Safyer, and Karen Nelson. Each of these
individuals has been a tremendous champion of health care in New York, working tirelessly to
improve the health and well-being of our communities. In addition, I am pleased to recognize

Dear Friends,
Greetings to each of you gathered here tonight at the Primary Care Development
Corporation’s (PCDC) Annual Spring Gala Dinner.
In this city of enormous wealth and opportunity, there are far too many neighborhoods
where you can’t find a primary care doctor or a full service clinic. The Council and I
have made access to quality primary care one of our highest priorities, and we are deeply
fortunate to have partners in this effort like PCDC.
For more than 15 years, PCDC has worked closely with government and business leaders
to expand the availability of primary and preventive care in underserved neighborhoods
throughout our City. Driven by the fundamental belief that everyone, regardless of age or
income, deserves to receive the best health care possible, PCDC has led a massive
campaign to expand the availability of primary care. Thanks to these efforts, valuable
resources have been poured into the communities where they are most needed, enabling
countless New Yorkers and families to lead healthier, stronger lives.
On behalf of the Council, I would like to commend the hardworking men and women of
PCDC for all that they are doing to help improve the health of our City. I would also like
to take this opportunity to congratulate tonight’s honorees: Dr. Michael A. Stocker,
Steven M. Safyer, Karen Nelson, and our Governor David A. Paterson.
