Spotlight on local government audits and performance

The poor state of local government in Limpopo came under the spotlight this week during a provincial oversight meeting held in Polokwane on Tuesday under the auspices of CoGHSTA CoGHSTA MEC Ishmael Kgetjepe said after the meeting the government was committed to achieve clean audits in all spheres of government by the 2014, stating this commitment has been hard to achieve and it is a concern for everyone as municipalities are a strategic sphere of government focused on growing local economies, providing infrastructure and basic services delivery. Our municipalities have the highest backlogs in basic services, are financially distressed and some have the highest number of informal settlements and are underspending on their infrastructure grant. As a department responsible for providing support to municipalities, we needed to gather and engage both the political and the administrative leadership of our municipalities. We needed to present to ourselves as leadership facts as to the state of affairs in our municipalities, bleak as it is and deliberate that a lot has to change, wrongs must be made right and that issues of concern must be addressed as a matter of urgency. The implementation of Local Government Turn Around Strategy is something that must be pursued with vigour and purpose with special emphasis to service delivery, governance, financial management, infrastructure development and most importantly fighting corruption. We are saying that the strategy implementation must be a priority because it is a blueprint for better service delivery aimed at achieving a responsive, accountable, effective and efficient local government. In our quest to help municipalities that are experiencing undesirable audit outcomes and financial problems, the Department has commissioned over a three year period the services of Financial Accounting Firms under the Resident Accountant Project to provide technical financial management and hands on support to municipalities. These Accounting Firms assist municipalities to address audit issues while building sufficient capacity to improve and stabilize financial management. We acknowledge that we still have challenges: Our municipalities have regressed and this is a matter of great concern. We have identified the challenges that gave rise to the poor performance by our municipalities. He said in addition to unique problems such as little or no control over fiancial affairs, municipalities are also indebted for water and electricity, have no effective debt collection policies or rewvenue base and received negative audit outcomes due to lack of internal controls, lack of basic skills and non-compliance with relevant legislation. The MEC said the department will continue to ensure that municipalities improve their record management, conduct frequent bank reconciliations and also improve compliance with Supply Chain management. A Provincial Audit Outcomes Oversight IGR Forum has been established and nincludes all five District Mayors and twenty five Local Mayors. The primary mandate of this structure is to provide political leadership and guidance towards achieving clean audits in all municipalities with the MEC stating we have a firm believe that, with all the efforts put on achieving clean audits, we will able to overcome all these challenges.

Crime Awareness at Maila Mapitsane
Dwarsrivier Mine joined forces with the Sekhukhune Police to host a Crime Awareness Day at Moleshatlou Secondary School last week Thursday. The Sekhukhune SAPS area is divided into three sectors. The event was held in section 3. During the 2012 festive season this area was a problem area with crimes such as robbery, drug dealing and burglary as some of the common offences. This year the station with the assistance of Dwarsrivier Mine and some other stakeholders made the community aware of their rights, but also encouraged them to report crime and have a zero tolerance towards criminal activities in their area. The programme was lightened with music and dance. A host of guests attended the day in an effort to stop crime. Mr Remember Mmbengwa from Dwarsrivier Mine told the crowd that the safety of communities in the area is important to them. That is why they attended the day, but also invested in repairing and doing some maintenance on high mast lights in various villages within Greater Tubatse. The central message of the event was: Zero tolerance to crime this festive season. Be aware, take care and report any suspicious or criminal activities.

Road hazards ...

The cattle are to be expected on the (newish) tarred road between Penge and Mankele. Not the large rock. Unexpected when going around a corner of the scenic Olifants River route. It does not seem that the rock above the road has been stabilised / are stable and can be a real hazard. Next to this big one, another boulder has bounced on the road surface and came to rest on the other side of the road. It broke through the top layer of the road surface where it hit, and will lead to potholes if not repaired.

Samancor ECM donated 100 blankets to the annual Winter Warmer project of Friend in Need. Friend in Need is a nonprofit organisation operating in the Steelpoort/Burgersfort and Lydenburg region. The vision of Friend in Need is to reach the multitudes by serving the community in various facets and in so doing be active partakers in the great commission. The blankets were distributed to local Crches within the Eerstegeluk and Mampuru village areas. Each child received a blanket, and the non-perishable food was donated to the crches for their respective feeding schemes.

The Samancor Eastern Chrome Mines Golf Day raised funds for much needed projects. Grade R learners of Itireleng Primary School, Mangabane Primary School, Boerboomkraal Primary School and Dithamaga Primary School were all smiles when they received new back packs as part of this years Back to School project made possible through the golf day.

67 Minutes on Mandela Day

The Mandela Day campaign message is simple: Mr Mandela gave 67 years of his life fighting for the rights of humanity. Mandela Day is a call to action for individuals for people everywhere to take responsibility for changing the world into a better place, one small step at a time, just as Mr Mandela did. Samancor Eastern Chrome Mines did some repair work and painting at the Mangabane Creche with the help of ECM contractors. We would like to thank everybody who gave 67 minutes of their day for this good cause.

In the last quarter of 2013 a project to encourage recycling was launched at Mogolo Secondary School. This project is a joint effort between Samancor Eastern Chrome Mines and the New Reclamation Group (Reclam). Through this initiative learners will not only generate an income through recycling for their school, but also become more aware of waste management. The school received four recycling stations for papers, glass, tins and plastic. Additional skips were also provided for scrap metal objects for recycling. The idea is to grow the project so that it can overflow to more

schools in the area. Through monthly competitions in 2014 the learners will be encouraged to participate in the project and thus ensure sustainability and continual environmental awareness.

Itirele Primary goes all the way with ECMs support

Samancor ECM sponsored cricket gear for Itirele Primary Schools cricket teams. In 2014 the school showed that they are worthy of the support and trust ECM has given them. Their teams progressed up to provincial level and reached the finals where they made not only ECM proud, but the whole district.

New computers for Mangabane Primary School

Mangabane Primary School benefitted from the upgrading of their computer centre. The children use the computers for research and computer skills development and the old computers were outdated. ECM donated 11 new computers and a printer to the school.

Renovations at Boerboomkraal Primary School

Boerboomkraal Primary School at De Bad has approximately 40 learners and two teachers. This school was in dire need of renovations as walls, roofs and floors were falling apart. ECM received a request for assistance and completed renovations in February this year. The school is now a safe place of learning again. The principal, Elina, thanked ECM for their contribution to achieve this.

Womens Day at ECM

Wildevy 4x4

In July ECM participated in the Wildevy 4x4 day. Through this day funds for charity is raised to support local initiatives. ECM participated in manning a stand and the potjiekos competition. The teams went o to win the following prizes: Best Potjiekos, Best Team Spirit, Best Theme, Most Original Theme and Best Obstical Point. The theme of this year was Breast Cancer Awareness.

On 24 August 2013, ECM hosted a Womens Day lunch at Winterveld Rec Club. Some of our employees showed their talents by reading their own poems. The motivational speaker for the day was Amanda van Zyl. She again made the ladies aware of their importance in society. She said Beautiful people do not just happen...They have bloomed through heartache, defeat, suffering and loss. Like a pearl, a womans true beauty is reflected by the light from within.

The annual casual day was celebrated on 06 September 2013. The HR team showed their support by dressing up and going BIG. The theme this year was GO BIG. Casual Day is celebrated too raise money and awareness for people with disabilities.

Be aware of crime to prevent it

The message is spread all over
On Friday 29 November the Tubatse police and community stakeholders held a function at Mantopi Primary School in Ga Malepe Village. The SAPS, Victim Empowerment Programme representatives and the Department of Health addressed the community and learners on the prevention of domestic violence, the prevention of sexual abuse against women and children and also on drug abuse as part of the 16 days of activism on No Violence against women and children. On Thursday 28 November a similar event was hosted at Ga Motodi Village. Some of the days participants included the Department of Justice, Love Life and the Department of Health and Social Development. The campaign was led by the Tubatse SAPS social crime prevention commander Capt Chipishi Justice Moraba. Pamphlets with crime prevention hints were also distributed during the campaign. 2 Million Fatality Free Shifts Celebrated
Dwarsrivier Mine was honoured on Wednesday 4 December 2013 for reaching 2 million fatality free shifts on 2 October this year. At the function two trophies were presented to the mines general manager, Mr Mthi Mtshengu. The one is the Mine Health and Safety Council trophy that was handed to Mr Mtshengu by Ms Rene Joubert. The second trophy is the St Barbara Trophy. This was handed over by Mr Andr Joubert. Mr Joubert welcomed Mr Mtshengu into the symbolic family of millionaires. This is a special honour reserved for mine managers whose leadership guides their mines and teams to reach the millions milestone. He also encouraged Dwarsrivier Mine to continue on their safety at work to follow in the footsteps of mines that have not had a single fatality in 10 years of operation. Mr Mthi Mtshengu assured the guests that included representatives from the Department of Mineral Resouces (DMR), politicians, board members and executives from the various Dwarsrivier Mine shareholders that they are determined to reach the 3 million fatality free shifts milestone. He also gave honour to those were not able to attend the formal function, but is a cardinal part of the achievement - the employees working underground. A special celebration will be held at the mine for these employees. Congratulatory messages were also delivered by the National Union of Mineworkers (NUM) and the Department of Mineral Resources (photographs directly below). The Dwarsrivier choir provided the entertainment on the programme and sang songs they composed for the occasion. It was the first time in Dwarsrivier Mines existence that theyve reached 2 million fatality free shifts.

HIV/Aids and Wellness Day celebrations at ASA Metals

At Dilokong Chrome Mine and Smelter employees celebrated World Aids Day with a complete wellness day. They could have their blood pressure, blood sugar and eyes tested. They could also find out their HIV status. Employees received HIV/Aids tokens in the form of water bottles and caps. Different shifts were targeted to ensure that the message of hope and encouragement to know your HIV status is spread to all employees. The days event culminated into a special programme with guest speakers, municipal councillors, union representatives and ASA Metals employees. Ms Mauny was the keynote speaker and lighted the symbolic candle in remembrance of the fight against HIV/Aids. She brought a message of hope to the employees attending the function. She stressed that uprotected sex should not be allowed by women. The choir also performed various items to augment the programme.

2013 Christmas message

As another year draws to a close we as Management from Two Rivers Platinum would like to extend a word of thanks to everyone that contributed towards making this another successful year. TRP invests in communities

Mr Sam Manana (right) is a member of a Co-operative funded by Two Rivers Platinum (TRP) in partnership with the Thaba Chweu Municipalitys LED department. The Co-operative consists of people with baking skills who were unemployed but keen to start their own business. Through TRPs assistance a building provided through the municipality was upgraded and start up stock provided. TRP also assisted with mentorship to ensure sustainability of the project. The bakery started operating early in October 2013 and it is doing well. This is part of TRP Enterprise development initiative aimed at creating the much needed jobs in the communities in which it operates as well as in its labour sending areas.

Best Water Point for the 3rd year running!

On 30 November Two Rivers Platinum Mine manned a water point during the Eastern Limb Mines and Sekhukhune District Executive Mayors Road Race. For the third consecutive year Two Rivers Platinum was chosen as the best water point. One of their secrets? Cold water! The team had some of the coldest water around and with fast and friendly delivery to the runners a winning combination was secured.

Baubu Transport is a shining star for the Platinum City

A complex deal between Two Rivers Platinum Mine and Baubu Transport Services involving eight (8) locally-based and historicallydisadvantaged South African business individuals, has finally delivered a fleet of 10 brand new luxury coaches. Today, the TRP workforce is being transported safely to and from work. This partnership which was established five years ago, was initiated by Two Rivers Platinum (Pty) Limited in consultation with the recognised trade unions and its employees. It was not a rags to riches kind of story for us. It was hard but necessary. It is very rare for new comers with different business and life background to sustain a project for more than a year. We were lucky to immediately gel from the beginning as business partners, hence the Baubu Transports success story. When we faltered, Two Rivers Platinum chipped in and rescued whatever the situation. They have been patient with us, said Mr Segweka Riba the managing member of Baubu Transport. Baubu members were also truly committed to the course and have also made sacrifices to achieve this fit. In addition to ensuring that these opportunities are awarded to local SMMEs, Two Rivers Platinum also ensures that there is proper skills-brush off. They also ensured that the entities are allocated a business mentor relevant to their specific business. We would like to thank Two Rivers Platinum for their leadership and for not only talking about local economic empowerment and enterprise development, but practising it. Baubu and other SMMEs from the local communities are testimony to TRPs single handed efforts. When we started the business, our confidence level and professionalism was not up to scratch. Today we run a well-oiled business operation which is customer-focussed and safety conscious, concluded Mr Samuel Maphanga a member of Baubu Transport Services. The reviewed contract enabled them to upgrade their initial assets by procuring four new luxury coaches as well as increase their initial fleet of fifteen seater and twenty-three seater coaches accordingly. As a result, they were also able to create fifteen new permanent jobs opportunities for the local communities. Today Baubu Transport Services is generating over R10 million per annum from its partnership with Two Rivers Platinum Mine and is now looking forward to a new contract which was recently signed with the Mine. When we conceptualize business opportunities, we aim to achieve two objectives in mind, namely that we walk the talk in line with our Transformational agenda, of ring-fencing certain business opportunities within our operation, including core-business, for the local HDSAs, thereby ensuring creation of real wealth for our communities and sustainable job creation; Secondly, ensuring that our safety principles are extended to our external environment safe transportation of our employees to and from their place of work, said Mr Adriaan de Beer, the Business Leader at Two River Platinum Mine. Two Rivers employs just over 2400 employees, excluding contractors, 66% of which are sourced from its host communities and labour sending areas within the Greater Tubatse Municipality and Sekhukhune District Municipality. Busy week for Tubatse Masters

On Monday 2 December the Tubatse Masters hosted Dilokong ASA Metals Mine FC in Praktiseer for a friendly soccer game. During the first half the Tubatse Masters Dolphin Ngele and Jerial Movundlela scored a goal each to make the half time score 2-0. The visitors created scoring opportunities but were denied by the great saves of Masters keeper, Derrick Phokane. A third goal by Jury Semono for Tubatse Masters ensured the final score was 3-0. The Tubatse Masters played agains Tubatse Chrome at Winterveld Recreational Club on last week Wednesday. Once again the Masters dominated the game, but failed to prevent the hosts from taking the first goal. In the second half both teams worked hard to create scoring opportunities. Tubatse Chrome managed to score three more goals. Louis Matuludi and Tebogo Letsoalo from Tubatse Masters were able to also put the ball in the back of the net. The final score was 4-2 in favour of Tubatse Chrome. On Thursday 28 November they played again. This time against Wonderers FC. The game was played in Bothashoek at Mokgabudi Primary School. Both teams played hard but failed to score during the first half. In the second half the hosts scored their first goal, but Aubrey Malindisa.made sure that his goal even the board out again. Close to full time the hosts managed to net another goal to win the game 2-1.

Danil Makua, a local marathon runner known for his colourful attire during races has a special festive time message for the people of Tubatse. Dont drink and drive, watch out for pedestrians and arrive alive this Christmas. People must be vigilant on the roads and obey the law so that everyone can have a safe, peaceful and happy Christmas.

races were run. A 5km fun run also took place. All the races ended at the Sekhukhune FET College in Praktiseer. Young and old participated in the event with the eldest participant being 89 years old (photograph left - with Sekhukhune Executive Mayor, David Mogobo Magabe and GTM Mayor NJ Mahlake). This annual race is growing in popularity and the large amounts of prize money at stake makes it a must-run for the professional athletes.
