global sourcing country report
spring 2013

III

Cambodia is one of the poorest and least developed countries in the

world and also one of the superlative areas for apparel companies to
manufacture in around the globe. Due to cheap labor costs and the high percentage of garments that are successfully exported out of their country
every year, companies in the United States are constantly eager to produce their garments in this country. The purpose of this report is to demonstrate a concentrated version of a global sourcing report for producing
womens knitwear in Cambodia and exporting the products back to the United States. Cambodia is still a developing nation, so despite trade and labor
issues that may pose a roadblock, this report will determine why it is a
suitable choice to source knit tops from.

economic climate
Cambodias growth has been due to their biggest economic industries such as garments, construction,
agriculture, and tourism. They remain one of the poorest countries in Asia and their economy faces a
long-term development due to poor infrastructure, low education opportunities, endemic corruption,
poor job prospects, and high-income inequality. Their GDP has been rising by 6% each year since 2010. The
success of these industries has recently resulted in Cambodias developing economy, since 2004. About
70% of Cambodias total imports are from the garment industry. It employs over 400,000 people. The
tourism industry has continued to grow rapidly with over 2 million foreigners visiting each year since
2007, and over 3 million in just the last two years.
4 million people live on less than $1.25 per day (approx.). 37% of Cambodian children under 5 are diagnosed with chronic malnutrition. More than half of the population is under the age of 25. The country
lacks education and productive skills, and the government is currently working with donors including
the World Bank, the Asian Development Bank, and the IMF to address Cambodias needs. In 2005, oil and
natural gas deposits were discovered under the countrys territorial waters, presenting a great
opportunity for revenue if commercial extraction becomes possible. Cambodias biggest challenge in the
upcoming decade will be creating an economic environment that can create enough jobs in the private
sector to deal with their demographic imbalance.

labor & labor laws

Cambodian factory workers face difficult challenges in their daily lives due to the risks their jobs consist of. Women
make up 96% of the workforce, and strikes often pose a hurdle for business and production. Short-term contracts, working overtime, living conditions, and cost of living are the main reasons why the factory workers strike. Workers will
work a day and a half straight just to earn a few more dollars, resulting in poor health and fainting. In 2011 alone over
2400 workers fainted and were taken to hospitals, and unions state that many more go unrecorded. The fainting is said
to be due to glue, fumes, or chemical processes, but most of these incidences happened in well-ventilated areas. These
women suffer from malnutrition, and the lunch the women receive daily is scientifically analyzed and proven that the
meal contains 100-150 calories under the necessary calorie intake for an 110-pound woman to survive. Government officials
have been forced to admit that the fainting is related to insufficient wages and it results in poor nutrition and little
rest. These issues have caused the workers to perform mass-strikes from various apparel factories, which stops all
business. The solution is to increase wages for these women so they are no longer forced to work long hours struggling
to provide for their families.

unions and associations

The state of the textile and apparel industry is not held
to a high standard at the moment. Conditions are not up to
par in every factory, workers are constantly on strike, and
minimum wage is posing a huge threat and issue for companies
producing in this country. There are many hard working unions
and organizations that are assisting in the bettering of factory workers lives, which in turn result in better products
coming out of the factories. There are many labor associations and unions along with the government that have a goal
to improve the apparel factory working conditions.
Better Factories Cambodia started in 2001, following the
agreement signed between the U.S. and Cambodia. BFC works
with over 400 factories and employs over 40,000 workers,
meanwhile on the road to advancement to help raise the
countrys overall economic growth. Another initiative named
No more excuses by a group called Labour behind the Label
is currently working in Cambodia and demanding that companies provide a living salary for the factory workers. Companies and brands are also being advised to connect with local
unions and suppliers to sort out living wage demands and
increasing minimum wage for these factory-working women.
(Example- raising the wage $61USD to $131USD).

trade agreements & laws

Cambodia is a member of the World Bank, the International Monetary Fund, and the Asian Development Bank (ADB). It is the 148th member of the world trade

organization (wto).

nations and regional institutions.

Asean china third biggest free trade area in the world. Asean and peoples republic of china agreed on agriculture, info and communication technology, human

development, development of the Mekong basin, foreign direct investment, foreign trade, energy, international transport, culture, public health, tourism, and the
environment. It includes 30% of the worlds population with two trillion gdp.
asean united states agreed on the international trade and investment framework agreement in august 2006 which intensifies economic ties.
asean japan signed the japan trade exhaustive economic partnership in 2008 continuing to be important foreign trade partners.
asean russia russia business forum and the asean trade, business, and foreign direct investment summit agreed on total bilateral trade.

trade between asean and south korea despite global economic and financial crisis.
asean european union promotes international trade and foreign direct investment between asean and the eu who both signed the trans-regional asean-eu

trade initiatives (treati). the eu is the top export destination of asean economies.
asean australia/ new zealand in 2010 the agreement entered enforcement excluding cambodia, indonesia, and laos pdr. the objective is to create a

trans-pacific free trade zone.

asean canada asean and aceca agreed on industrial and trade cooperation as well as technical cooperation.
asean india asean and india signed the india trade in goods (tig) agreement in 2009 and enforced in 2010. it facilitates the path for creating one of the major free

trade agreements of the world.

asia-europe economic meeting (asem) is an unofficial process of cooperation and communication bringing 27 members of the eu with 19 countries in asia

and the asean secratariat to address political, economic, and cultural topics with the goal of strengthening the economic relations between asia and europe.
headquarters are located in singapore and topics are discussed at the summits of asem.

Cambodia is trying to include trade volume while reducing trade barriers with several other countries worldwide. The us-asean agreement is working on diversifying their relationship with free trade
and expansion. The united states and cambodias trade laws are currently limited to importing garments from Cambodia into the states. Upcoming agreements will be beneficial to the progression of importing and exporting through Cambodia and having them as a viable source to manufacture garments.

vI

business etiquette

business etiquette
Business etiquette follows formal strategic rules in Cambodia; if unaware or oblivious to these customs then problems will most
likely arise. Southeast Asians are most of the time very introverted people; they will not act out in your face or be overly energetic at a first meeting. You have to understand that their actions are just their ways of life, and to not take any situation
personally. It is first and foremost extremely formal and polite to be invited to a Cambodian home for a meal. If offered this invitation, which is considered lucky and treasured, then the meeting will most likely follow a home cooked meal. Social things will
be discussed at the table during a meal, as it is completely rude to discuss business at that time. When you enter a home for any
reason you must bring a small gift to show thanks and gratitude.
since cambodia is a polychronic culture, meetings tend to be flexible without following any specific schedule or agenda. meetings
will last long enough to satisfactorily cover every issue whether handled altogether or one at a time. the crucial aspect of a
business meeting in cambodia is to develop a trusting relationship with your business partners and ample time should be invested
to get to know them so that both parties become comfortable. arrive to a meeting on time, late arrivals show a lack of respect.
When entering a business meeting, formally bow (place both palms together at your chest) or shake hands (not too firmly), and if
you do not know which then it is safe to just mimic what the local does first. If entering a home or a restaurant you will most
likely have to remove your shoes. Greet the eldest person in the room first, and follow through with the others in order of age
rank or professional seniority. Greet them formerly with the title Lok meaning Mr., and Lok Srey for Mrs. Men do not shake hands
with women, unless the woman initiates the greeting first.
start the meeting with small talk before getting down to business. Eye contact is an important factor to be remembered, as the
Cambodians do not stare or keep direct eye contact for longer than a few seconds. Cambodians respect privacy, and this is a way
to practice that custom for them. Smiling may mean a number of things or emotions, and silence is usually given when disagreement
develops. The most essential part of this etiquette to remember is to always perform everything in order of hierarchy and rank to
respect your elders. Several meetings will be required to arrive at a point that would take a single meeting in a devel- oped country. Cambodian decisions are made slowly and the locals often take advantage of a visi- tors pressing travel schedule to extract
concessions. Arrive prepared for long meetings and come equipped with a mutually agreed upon agenda.

culture

male dominant
dress

men business pants, collared shirt. jackets and ties are not required but recommended. proper grooming is expected.
women ankle length skirts and blouses, or pantsuits. avoid short or tight fitted clothing and sleeveless tops.
jeans are never recommended, but will deem appropriate in more rural areas or casual settings.
greetings

vary based on age and social status, not sex. proper som pah is expected for first meetings (bow with hands held together
as in prayer, and slightly bow your head.)
the higher the hands are held, and the lower the bow, the greater the degree of respect. hands held at the level of the
mouth for addressing a social equal, held in front of the nose for a person of higher social standing (monks), and held at the
chin for a younger/socially inferior person.
greet elders first and remember to smile.
acceptable to shake hands, but som pah beforehand. do not shake too firmly or it will seem aggressive, and do not linger for
too long.
communication

verbal communicating is non-confrontational and indirect, yes does not always mean yes, as for no.
pay attention to body language and facial expressions since cambodians will most likely always just tell you what you
want to hear.
an intermediary is often used to address a conflict, and the two parties can meet after the situation is resolved.
cambodians have different types of smiles, the two that are mostly received indicate pleasure or embarrassment. this is why
foreigners may have difficulty understanding a laugh or grin in reaction to receiving bad news. periods of silence are acceptable and expected. always be patient and avoid interrupting or talking over someone.

business cards

titles are important, so it is best to address people by their professional title followed by their surname. begin with lok for
a man, and lok srey for a woman. only use your right hand when handing out a business card, and if given to a person of higher
social standing support your right elbow with the fingers of your left hand. avoid writing on or folding a business card.
space and touch

in a business setting stay at an arms length distance for any sex. physical contact may be inappropriate, especially between
a man and a woman. hand holding and hugging are considered acceptable nonsexual displays of affection. friends of opposite
sex and partners should always be careful, public displays of affection are culturally inappropriate and offensive.
eye contact

the norm is using indirect eye contact, and when interacting with a socially superior elder it is best to follow their lead.
unless first receiving direct eye contact, do not initiate. when men speak to women the women will avoid making direct eye
contact and keep their eyes focused on the ground.
puncuality

timeliness is expected upon arrival, and the view of time varies between the countryside and the city. in the country someone
may be busy and choose to finish the activity later or arrive late to a meeting based on payment. allowances are made and
time can be flexible because of unreliable transportation, weather, health services, etc.
gestures

to beckon someone, hold you hand palm downwards with the fingers pointing towards the ground and move them loosely as
if in a scratching motion. beckoning with the palm upwards is considered rude, as in western style. it is courteous to remove
your shoes before entering a home and required when entering a buddhist temple.
law and order

there is no legal drinking age. severe penalties are given for the possession, acquisition, and trafficking of drugs including mandatory life imprisonment in jail and death.

taboos

it is rude to point directly at someone, to touch somebody on their head or hair, unless it is a small child. never point the soles
of your feet at someone (especially a monk or someone representing buddha).
do not throw things or behave in an aggressive or violent manner.
enter a temple wearing long pants a shirt if you are a man, and women should avoid anything exposing the leg or shoulders.
never use your left hand to give something to someone, and if handing something to a monk or elder, hand it over palm up with
your left hand on your right elbow.
pda is frowned upon and disrespect to the buddhist faith.
many cambodians do not appreciate tourists giving money to beggars, they consider this a reward for laziness,
negotiations

cambodians value relationship building and harmony so avoid conflicts or confrontation.

saving face is vital.
bargaining is expected,
do not get too emotional as it is viewed as a sign of weakness.
cambodians will avoid saying no when answering questions.
most vendors charge foreigners several hundred times the cost of an item, but will give you a fair price after some bargaining.
a good rule to go by is to try and pay half of two thirds the price quoted.
gift giving

very simple gifts are sometimes exchanged after a first meeting, flowers or fruit baskets are common.
if you are invited to a cambodian home it is appropriate to bring sweets, pastries, or good quality fruit- nothing too elaborate.
gifts should be wrapped (not in white because it is a sign of death) and presented with the right hand only. if gifts are large
they may be given with both hands.

cambodians do drink alcohol, but expensive liquor and wine is

mostly only served in top rated areas of major cities and
hotels or restaurants. beer is the common choice for alcoholic
drinks, and cambodians usually drink due to the heat and humidity in the climate. tea is the most common drink along with soft
drinks and bottled water. tap water is ill advised and unacceptable to drink due to severe health risks. stick to bottled
water and if asking for ice cubes learn to pronounce som teuk
koh meaning ice cubes please. tea and bottled water is served
at meetings, and toasts are expected at successful meetings
or bars. the local wine is generally spoken rice wine. it is rude
to decline an invite to a gathering in a minority village. There is
still minor taboos against women drinking and smoking, although
having one drink at a social gathering is acceptable. Avoid showing off any type of wealth, and keep expenses discreet. cambodians are impressed and pleased with more sincere actions and
gestures regarding extravagance and money.

cambodians take much pride in their dishes and cuisine. it is a key part of their native culture,
and cooking at home is a normalcy. multi course meals are common for lunch and dinner with
seating arrangements similar to business meetings where seating follows hierarchial ranking.
the most common dish consists of fish or seafood, and many spices are included in all cambodian
cuisine. chicken, pork, and beef are also common dishes along with ramen noodles, soups, and rice.
breakfast usually consists of soup, and lunch and dinner include more carbs in their dishes.

ice breakers at a lunch or dinner table may include asking about someones family, home, or business as well as discussing
traveling around their local towns and overall country. you may ask how they are doing or what they would like to eat or
drink. refrain from asking their age. learn to observe their body language since communication is often indirect. learn to read in
between the lines. it is acceptable to use humor and make jokes, but do not be sarcastic since it is often misunderstood. a loss
of respect, face, and business would include a display of negative emotions or acting out in anger or frustration. visitors should
try asking about a topic in different ways if they think they have stumbled upon a problematic issue and need more information
on the subject. remember to be sensitive as far as topics about politics and history. avoid discussing topics about the khmer
rouge and the killing fields which is still very vivid and raw to some cambodians.

It may be difficult to accept all manufacturers in Cambodia to be able to follow and comply to all of our sourcing
guideline rules. It is possible to find smaller factories that surpass the standard working conditions with reasonable hours and sufficient pay, but that is more difficult to find and requires careful research. These tend not to be
in the major cities but in more remote parts of Cambodia therefore it is difficult to transport products especially
due to the poor infrastructure of the areas. The way of travel in the countryside is mostly on and through dirt
roads that pose as barriers for efficient travel and transportation to the ports. Cambodias economy is slowly
climbing as their government and donors keep donating money and as construction steadily progresses. The apparel
industry is gaining more attention because of workers unions and civil rights activists, so this will continue to help
the opportunity to successfully produce and manufacture in the country. The biggest concern still remains as the
factory workers fight for more pay and less hours to support their families and stay well fed. Our responsibility
is to avoid this at all costs for our company and remain socially responsible for proper working conditions for
these women. Trade unions and agreements are a huge aid in this area of concern, and hopefully these issues will
start to resolve and change in the upcoming decade as the economy continues to rise.

IMPORT CLASSIFICATION

import classification
harmonized tariff schedule (hts code)

this is a mechanism by which international tariffs ARE STANDARDIZED. IN ORDER TO SHIP ITEMS OVERSEAS IT IS REQUIRED TO CLASSIFY
THEM ACCORDING TO THE HARMONIZED SYSTEM. THE FIRST SIX DIGITS ARE THE SAME FOR EVERY COUNTRY WORLDWIDE, AND THE DIGITS BEYOND
THAT LEVEL IS INDIVIDUAL TO EACH COUNTRY ALONG WITH DIFFERENT RULES FOR CLASSIFICATION. THE DESCRIPTION AND CODING SYSTEM OF GLOBAL TARIFFS IS AN INTERNATIONALLY STANDARDIZED SYSTEM OF NAMES AND NUMBERS FOR CLASSIFYING PRODUCTS. IMPORTERS AND EXPORTERS
GLOBALLY MUST CLASSIFY ALL GOODS MOVED ACROSS INTERNATIONAL BORDERS USING THE HARMONIZED SYSTEM OF THE COUNTRY OF IMPORT.
EVERY ITEM SOLD MUST BE ASSIGNED A CODE ACCORDING TO THE CUSTOMS TARIFF SCHEDULE OF THE COUNTRY FROM WHICH YOU ARE SELLING.
THE HTSUS IS ORGANIZED INTO 22 SECTIONS AND 99 CHAPTERS WHERE APPAREL IS DESCRIBED IN THE 60S. IT IS ACCOMPANIED WITH GENERAL
RULES AND EXPLANATORY NOTES.
our company will be importing knitwear tops from cambodia into the united states. in order to do this each product leaving the
country to be imported back to the states needs to follow the classification system of a harmonized tariff schedule code. for
knit tops containing cotton and polyester the code will be as follows: 6206.30.00 (cotton) and 6206.40.00 (man-made.). these
products require a 10% tax added to the value. The United States is the largest overseas market for Cambodian goods, mostly
in textiles and apparel. Cambodia and other neighboring non developed countries are insisting the United States to grant their
garment exports preferential treatment.

logistics & transportation

phnom penh port

we have chosen to ship our products through a sea freight service through the main port in cambodia. the port our company
has chosen is in the capital city of phnom penh. the port is located directly in the mid-southern central part of the country where 80% of the garment factories are positioned. it is cambodias traditional river port accessible to ships from the
south china sea. the ships move from the sap river that is directly connected to phnom penh and junctioned with the mekong
river about 3-4 kilometers away. the exports move through the river that is shared with the bordering country of vietnam.
vessels and boats can pass through this channel without any difficulty on favorable tides. there are 3 ports of call in the
country until arrival in phnom penh. the port works with around 150 ships yearly.
the port was first founded in 1434 as the khmer empires capital, and abandoned several times afterwards until the japanese emigrated over in the 1600s and reestablished the port. king norodom I declared phnom penh the permanent capital in
1865 and in the mid 19th century the port was primarily used as a processing center for manufacturers of textiles, machines,
rice mills, and pharmaceuticals. many improvements were made at this time such as filling in lakes, building roads, and extending the canal system. the french established the port in 1905 and the concrete pier was built in 1952. the pol pot regime
closed the port from 1975-1979, as well as the khmer rouge taking over in 1975. two piers were restored in 1980 and in 1995
the floating terminals became equipped with fresh water supply and lighting.
the main cargo port consists of two main ports. port no. 1 has a 184 meter long pier made of concrete, and three pontoons
for ship vessels. there are 12 depots that carry almost 6,000 tons of storage capacity. port no. 2 consists of two steel
pontoons that is about 1 kilometer south of port no. 1. this port is more susceptible to traffic due to the long narrow bridges and unpredictable water levels underneath them. the main port (no. 1) has an estimated yearly capacity of 150,000 tons
that has already been exceeded. a japanese grant has recently been arranged to rebuild the port. improvements are set to
improve the annual capacity by approx. 556,000 tons. port no. 2 will also be rebuilt, but instead from world bank credit.

Environmental Issue & POLICY

Concerning to environmental protection in the port area, PPAP has already created a proper system for truck operation aiming to reduce negative impact to air,
noise and traffic congestion in port area as well as in the city. Moreover, PPAP also took some actions to reduce solid waste from port and ship as well. In line
with our Mission to create sound economic growth through maritime commerce and related development, Phnom Penh Autonomous Port wants to ensure the sustainable development of the port by making efforts to foster the growth and to protect the environment by minimizing the environmental impact on air, land, water,
traffic congestion and noise from port activities.

conclusion

although Cambodia has clearly had their fair share of economic and industrial problems, this report is a guide to show that
manufacturing and producing our product here will be a successful and efficient process. It is not only an obvious choice for
cheap labor, but also because there are no major disagreement between Cambodia and the united states. The downside of inadequate living wages and society corruption need to be addressed and continue to have efforts made in favor of changing these
issues and lead the country towards positive progress. Donors and government have been making major recent changes to
support Cambodia with money as well as overall aid for the countrys infrastructure. Tourism has boosted the economys gdp
and foreign investments are looking up as an opportunity for a promising future. There is an obvious amount of work to be done
to bring this country to become more developed, but we cannot ignore the fact that there are several efforts happening to
improve Cambodia as a whole. Our company has complete confidence in the fact that we will be able to happily connect with
Cambodia to source our knit tops without any failure or loss.

contributing factors

climate
monsoons dominate the climate in cambodia in mostly tropical wet and
dry seasons. the temperature ranges from 70 to 95 degrees fahrenheit.
monsoons bring heavy winds inland from the gulf of thailand and the
indian ocean. the dry season lasts between november and march, the wet
season (heavy rain) lasts from september to october and the dry season
lasts between january and february. flooding can become disastrous.

superstition
superstitions are a key part of cambodian culture, as the county is one
of the most superstitious in all of southeast asia. examples include tiger
whiskers being known for carrying poison, having three or seven people
in a picture is bad luck, plants and trees that grow taller than houses
resemble death and bad luck, finding butterflies and grasshoppers inside
a home resembles good luck, hanging a basket filled with small red toys
and clothing wards off illness to children, and filling containers with
red dyed water (resembling blood) wards off evils called pree-yay.
khmer rouge regime
the khmer rouge started in phnom penh in 1975 led by pol pot and changed
the name of the country to democratic kampuchea. they began to
evacuate cities and forced the entire population to work on projects
in rural areas. temples, libraries, and anything seen as western was
destroyed and the estimated number of people killed during this time was
somewhere between one and three million (two average). this is about a
quarter of the population. this regime began the killing fields and mass
killings history. ethnic groups were targeted and more than half the
cham muslims were killed. thousands of people fled across the border to
thailand during this era. by the late 1960s the chinese in cambodia were
reduced from 425,000 to 61,400 and vietnamese from 250,000 to 56,000. most
victims were ethnic khmer.
