ECC RECOMMENDATION (08)01 USE OF THE BAND 5855-5875 MHz FOR INTELLIGENT TRANSPORT SYSTEMS (ITS) Recommendation adopted by the Working Group Frequency Management(FM)

INTRODUCTION This CE T!ECC Recommendation addresses "requency usage "or non#sa"ety app$ications o" %nte$$igent Transport &ystems (%T&) in the band '(''#'()' M*+, This "requency band is a$$ocated to the Mobi$e &er-ice. the Fi/ed &er-ice and the Fi/ed#&ate$$ite &er-ice (Earth#to#space) on a primary basis in %T0 Region 1 and in accordance 2ith the European Common 3$$ocation Tab$e (EC3), %t is part o" the %&M band in accordance 2ith RR ',1'4, The "requency band is a$so part o" the "requency a$$ocation in the 0&3 ('('4#'56' M*+) "or 7edicated &hort Range Communications (7&RC) pro-iding %T& app$ications simi$ar to the European %T& app$ications, %n accordance 2ith ECC!7EC!(4()41 the "requency band '()'#'56' M*+ is designated to Road &a"ety app$ications in Europe and the ob8ecti-e 2ith the non#sa"ety app$ications 2ithin the same "requency range in the band '(''#'()' M*+ is to pro-ide non#sa"ety communication ser-ices that 2ou$d enhance the %T& concept in particu$ar "or %nter 9ehic$e Communication (%9C) but a$so the re$ated Roadside to 9ehic$e (R69) communication, The non#sa"ety "requency band "or %T& has been identi"ied by ET&% 2ithin the system re"erence document TR 146 :56#part 6 and 2i$$ be based on the same technica$ parameters as %T& sa"ety app$ications but on a non#protected and non inter"erence basis, The use o" the band '(''#'()' M*+ "or non#sa"ety %T& app$ications has been considered 2ithin the genera$ compatibi$ity studies "or %T& app$ications in the band '(''#'56' M*+ in ECC Report 141, The compatibi$ity studies conc$ude that %T& is compatib$e 2ith the Fi/ed#&ate$$ite &er-ice (Earth#to#space); %T& is compatib$e 2ith the Radio$ocation ser-ice be$o2 '('4 M*+ pro-iding that the un2anted emission $e-e$s are $ess than #'' d<m!M*+ e,i,r,p, be$o2 '('4 M*+ ; %T& is compatib$e 2ith the Fi/ed &er-ice abo-e '56' M*+ pro-iding that the un2anted emission $e-e$s are $ess than #=' d<m!M*+ e,i,r,p, abo-e '56' M*+; %T& is compatib$e 2ith RTTT app$ications pro-iding that the un2anted emission $e-e$s "rom %T& app$ications is $ess than #=' d<m!M*+ e,i,r,p, be$o2 '(1' M*+; %T& is compatib$e 2ith the Radio 3mateur ser-ice; %T& in the band '(''#'()' M*+ is compatib$e 2ith &hort Range 7e-ices and <roadband Fi/ed Wire$ess 3ccess ( <FW3) app$ications 2ith additiona$ mitigation techniques,

The %9C non#sa"ety %T& app$ications 2ithin the band '(''#'()' M*+ are typica$$y short range communication bet2een -ehic$es on the roads and thus the inter"erence potentia$ 2ith &R7 and <FW3 app$ications are $imited by the operationa$ conditions o" the %T& app$ications, &R7s 2ithin this band 2ou$d typica$$y be used indoor "or de-ices such as home automation systems and <FW3 used 2ith high$y directiona$ antennas 2hich 2ou$d pro-ide "urther mitigation o" potentia$ inter"erence prob$ems, The non# sa"ety %T& app$ications 2ou$d not su""er "rom e/tensi-e inter"erence "rom &hort Range 7e-ices or <FW3 2ithin the band as there is no need "or $o2 $atency communication "or the non#sa"ety app$ications, ECC Report 145 conc$udes that the e/isting ser-ices 2i$$ not be signi"icant$y changed by the aggregate impact o" <FW3. <roadband 7isaster Re$ie" (<<7R) and %T&, ECC Report 114 conc$udes that. i" the band '(''#'()' M*+ is used "or <<7R radio app$ications. protection distances bet2een %T& and <<7R cou$d e/ceed se-era$ ki$ometres in both directions in rura$ areas but $imited to hundred o" metres in urban and suburban cases, Mitigation techniques integrated in <<7R de-ices may impro-e the compatibi$ity "urther in that case, The European Con"erence o" osta$ and Te$ecommunications 3dministrations. considering a) that %T& non#sa"ety app$ications in the "requency band '(''#'()' M*+ can pro-ide ser-ices that 2ou$d enhance the %T& sa"ety concept "or in particu$ar %9C communication but a$so "or the re$ated roadside to -ehic$e (R69) communication;

b) that CE T administrations ha-e agreed to de-e$op an ECC 7ecision "or %T& (road sa"ety app$ications) 2ithin the "requency band '()'#'56' M*+; c) that a harmonised approach to the a-ai$abi$ity o" the band '(''#'()' M*+ "or non sa"ety ser-ices 2ithin the CE T administrations is bene"icia$;

d) that the "requency band '(''#'()' is a$$ocated to the Mobi$e &er-ice. the Fi/ed &er-ice and the Fi/ed# &ate$$ite &er-ice (Earth#to#space) on a primary basis in %T0 Region 1 and in accordance 2ith the European Common 3$$ocation Tab$e (EC3); e) ") that the "requency band is a$so part o" the %&M band ')6'#'()' M*+ in accordance 2ith the %T0 Radio Regu$ations "ootnote ',1'4; that the "requency band ')6'#'()'M*+ is designated "or non#speci"ic &R7s by CE T!ERC Recommendation )4#4>;

g) that the "requency band ')5'#'(1' M*+ is designated "or Road Transport and Tra""ic Te$ematics (RTTT) app$ications by ECC!7EC!(46)41; h) that the "requency band ')6'#'()' M*+ has been identi"ied "or <FW3 in accordance 2ith ECC!REC! (4=)4:; i) that ECC Report 141 detai$s spectrum sharing studies bet2een %T& systems 2ithin the "requency band '(''#'56' M*+ and the other ser-ices and app$ications in this "requency range and identi"ies conditions "or %T& app$ications that "aci$itates spectrum sharing 2ith the abo-e ser-ices and app$ications; that a harmonised standard has been de-e$oped by ET&% (E? >46 ')1) containing technica$ requirements "or %T& systems in this "requency band;

recommends 1) that administrations shou$d make the "requency band '(''#'()' M*+ a-ai$ab$e "or %T& non#sa"ety app$ications in order to support and enhance %T& a$$ o-er Europe; 6) that the ma/imum spectra$ po2er density "or %T& stations shou$d be $imited to 6> d<m!M*+ e,i,r,p, 2ith a Transmit o2er Contro$ (T C) range o" >4 d<; >) that CE T administrations shou$d permit "ree circu$ation and use o" %T& equipment sub8ect to the pro-isions o" this Recommendation; :) that CE T administrations shou$d e/empt in#-ehic$e %T& equipment "rom indi-idua$ $icensing; ') that. a$though %T& roadside units are designed to be se$"#coordinating. CE T administrations may. i" necessary. impose an authorisation process; =) that non#sa"ety %T& app$ications shou$d be dep$oyed on a non#protected and non#inter"erence basis,@
