The Green Capital of the World

3. The BJP will initiate a series of Green initiatives. From solar power to water conservation, and similar other measures will be taken across sectors to realize our dream of making Delhi the Green Capital of the World.

1. Global Standards
Our government will take path-breaking measures in every sphere to ensure that Delhi in recognized as the Green Capital of the World by 2020. We will set global standards in cleaning our water, our air and our river. In meeting our needs, we will ensure that we dont sacrifice those of future generations. In all decisions taken by our government, sustainability and green technologies will be our yardsticks.

2. Every House a Power House

Under our Every house a power house scheme, we will ensure 100% funding for solar roof-top installations, of which there will be a subsidy of 60%. A law will be enacted to enable every home to sell excess power to the grid and instead of paying high electric bills, actually earn revenue.

3. Switch on the Sun

All government buildings will switch on the sun and be powered by solar energy by 2015.

4. Boost to Industry Manufacturing Solar Devices

Our government will empower Delhi State Industrial Development Corporation to swiftly establish dedicated units with renowned private sector partners for the manufacture of the hardware requirements such as solar panels, mirrors, wires, batteries, inverters, and transformers. All locally manufactured hardware for Delhis consumption will enjoy sales tax holiday for 10 years.

5. Employment to 50,000 in Green Energy Sector

Our government will create 50,000 new jobs for our young men and women in green, high technology businesses such as the production of solar panels and hardware, nanotechnology and biotechnology.

6. Electric Vehicles in Public and Private Transport

Our government will incentivize the use of electric vehicles for public and private transport. New autos will be required to be battery-operated. Three-wheel battery operated rickshaws and solar-powered battery rickshaws will be introduced on a large scale as a last mile vehicle for metro commuters.

7. Electric Charging Network

Delhi will set up a city wide electric charging network for electric vehicles.

8. Change the Bulbs Program

Through our program called Change the bulbs, we will replace all energy-inefficient lighting in public areas and buildings with the most energy-efficient ones, particularly LED. This will save upto 80% electricity. All existing public buildings shall be audited for energy consumption and optimized. A law will be passed to mandate that all new public buildings must be at least Silver-LEED (Leadership in Energy and Environmental Design) certified.

9. Change the Fuel Program

Through our program called Change the fuel, we will encourage the use of clean, alternative fuels such as biofuels. We will launch a new program to generate energy from waste, including waste and rotting vegetables and bio-waste in mandis, restaurants and households. Bio-CNG and carbondioxideshall be generated from agro-waste.

10. Bio Waste Fuel Initiative

Fuel pellets will be made from bio-waste as an alternate fuel for the large scale consumption in commercial establishments.

11. Incentivized Green Building Certification

Incentives, such as additional Floor Area ratio, will be given for the construction of private Green buildings that have Platinum, Gold, or Silver Leed Certification.

12. Re-energize Yamuna

Delhi cannot be the worlds green capital if the river at its heart is dirty. We will launch a massive program to clean and re-energise the Yamuna and restore it to its former glory. We will develop the riverbank and ensure that it becomes a tourist attraction of international standards. We will also ensure that no untreated sewage flows into the river.

13. Waste Water Harvesting

Wastewater recycling projects will be initiated across the city on a massive scale. All public parks shall have water recycling. Rainwater harvesting will be made mandatory and will be strictly enforced. Wastewater shall be used to generate methane for commercial use.

14. Ban on Plastic Bags

Our government will impose a comprehensive ban on the use of plastic bags, promote the use of jute bags and the use of bamboo as a construction material. A program shall be launched to generate petrol from plastic waste.

15. Pride of Delhi Award

Our government will institute a Pride of Delhi award to be given to an individual or an organization that promotes the best Green Initiative in the year. The award will carry a cash prize of Rs. 1 crore.

16. Dustbins Across the City

Dustbins to be placed around the city with separate dustbins for re-cyclable waste.

17. Plant a Tree Program

Under our Plant a Tree program we will plant 1 tree for every citizen of Delhi a massive plantation program of planting 1.25 crore trees in 5 years. Under our Adopt a Tree program, our government will plant a tree for every new born in our city. All future citizens and their parents will be encouraged to adopt the tree planted in his name.

18. Boost to Solar Powered Pumps

Interest free loans shall be used for those using pumps operated using solar energy.
