Comments/Remarks:

We met with Jim Hayes to ask him what INS investigators had discovered about seven individuals
from the Condor 105 list who had entered the United States. Mr. Hayes said that two have been
located in the U.S.; one left the U.S. and is in Canada; and that agents are still attempting to locate
the other four (they have good leads on all of them).

J He has nojjieen located. He was supposed to have gone to school in _
Alabama. INS investigators did not find him in Alabama. They learned that he had gone to
school in Oklahoma City, married an American woman, abused this woman, and has been in
Oregon for the past four or five months.

he is not at the address. INS thinks he might be a Kuwait Airlines employee.
4/1 | He was located in Syracuse. He is a Jl and he is in status and INS has no basis
on which to put him into removal proceedings. He has not been notified that his visa was
A revoked. INS investigators learned that he is teaching in Syracuse and that he is a respected
>v /member of his community.
I | This Iranian man entered the U.S. and departed to Canada on July 13, 2002.
He is now in Canada where he is a student.
I | He has been located in California. He is "in status" and is a professor at a
\y in California. He has applied for adjustment to legal permanent resident; INS has
^placed that application on hold. They have not notified him that his visa has been revoked.

INS Does Not Inform Individuals of Visa Revocations

Mr. Hayes said that when INS investigators locate these individuals, they do not tell them that their
visas have been revoked (these people would not know that unless State was successful in its
attempts to notify them, or, until they tried to enter the U.S. again).

INS has No Derogatory Information on any of the Condor 46

On January 1, 2003, the INS vetted the list of 46 Condor names that the INS received. They did third
agency checks with the CIA and the FBI on the names and did not find any derogatory information.
None of the seven that they are attempting to locate are listed in SEVIS. Mr. Hayes told us that his
office and his field investigators do not have, and cannot locate, any information on why these
individuals might be linked to terrorism.

Mr. Hayes said the only reason he is attempting to locate the seven individuals is because there is a
Congressional investigation on them and he was told that it should be handled urgently. He said
that if Congress weren't involved, he would not necessarily be looking for these people.

We asked Mr. Hayes if State sent revocation notifications to INS investigations.
