EMPLOYER / PROJECT EXECUTING AGENCY: Vodacom d.o.o. Tivat, Joint Service and Coordination Company for Water and Waste Water Service for the Montenegrin Coast and the Municipality of Cetinje; The target of the project is the improvement of the financial, economic and technical sustainability of the water supply and sewerage utility of the municipality of Ulcinj in order to ensure the reliable provision of water services for the municipality of Ulcinj and to support the regional service company Vodacom d.o.o. REQUESTED CONSULTANT SERVICES: The Project Executing Agency (PEA) Vodacom intends to engage an international consultant who should provide support to the water supply and sewerage utility of the municipality Ulcinj in order to achieve financial, economic and technical development and future sustainability of the Utility. The service will be awarded to an independent Consultant highly experienced in Institutional Projects in the water-sector who has economic as well as technical experience, especially in the fields of Accounting and Finance, Tariff Calculation, Business Planning, Cost Reduction Measures, Budgeting and NRW Reduction. The Consultant shall concentrate on Development/Update of Business Plans, Development and Implementation of Management Information and Reporting Systems, Improvement of billing/accounting and related databases, Establishment of adequate commercial and financial politics and procedures as well as operation & maintenance processes, Establishment of measures to reduce unbilled authorized consumption and apparent losses, Regulatory Management and monitoring for the utility, Tariff study and Budget preparation. The prequalification of experienced Consultants will follow the latest version of the Guidelines for Assignment of Consultants in Financial Co-operation Projects (refer to homepage of KfW development bank www.kfw-entwicklungsbank.de). The consultant shall be experienced in the region and with a minimum annual turnover of 1 million EURO within the past 3 years.
