WHY POVERTY?

BACKGROUND
Human poverty is much more than income poverty. From the human development perspective, poverty is regarded as a state in which the opportunities and choices most basic to human development are denied (UNDP 1 !". #n the $1st century, a billion people still live in poverty. %s the world community engages in a global debate on poverty, one o& the greatest challenges o& our time, Nepalese should not be le&t out o& this discussion. 'he &ilm competition (hy Poverty) has been organi*ed to aid this discourse and to engage the Nepali public on the issue o& poverty and its wide reaching impact on the individual, on society, and the nation.

CRITERIA
#n the lead up to +athmandu #nternational ,ountain Film Festival $-1. (11/10 December" where a special section o& &ilms will &ocus on (hy Poverty), Himal %ssociation and 1teps #nternational encourage individuals to share their stories on (hy Poverty). 2ou are invited to ma3e short, sharp, and provocative &ilms o& up to 0 minutes on the theme 4(hy Poverty)5. 'he submitted &ilms should be original in concept, innovative and highly motivational ( no restrictions have been set in terms o& discipline or genre. 'he entries can be documentaries, &iction, animation or e6perimental art &orms."

ENTRYCONDITIONS
7ntry is &ree o& cost. Films must be o& broadcast 8uality and will be accepted only in D9D &ormat. 7ntries without the duly &illed/in entry &orm will not be considered. Films once entered cannot be withdrawn. 'he cost o& mailing the &ilms to the competition organi*ers must be covered by the entrants themselves. 'he organisers will not be responsible &or any loss, damage, and:or delay o& &ilms in transit. Films must be original wor3 and must not in&ringe upon copyrights, trademar3s, rights o& privacy, publicity or other intellectual property or other rights o& any person or entity. #& the &ilm contains any material or elements that are not owned by the entrant and:or which are sub;ect to the rights o& third parties, the entrant is responsible &or obtaining prior consent to the submission o& the &ilm. (hile, submitting the &ilm, please give due credit to the story source:persons: institutions, etc. 'he &ilm must not contain any obscene, unlaw&ul or ob;ectionable material. 'he &ilm should not be discriminatory towards any religion, community or individual.

<y submitting their &ilms, &ilmma3ers agree to broadcasting:screening o& their &ilms by the organisers o& the competition, during and a&ter the competition, as and when re8uired, &or non/commercial purposes. 'he dispatching o& any &ilm to the competition implies acceptance o& the competition regulations. #n case o& any controversy on a matter not mentioned in the regulations, the competition organisers, will decide on appropriate action. 'he organiser5s word shall be &inal. 'rophies, along with citations, will be awarded &or overall e6cellence to the winners o& the three best &ilms, which can demonstrate originality and topical relevance on the theme. % three member ;ury will ad;udge the &ilms. 'op three &ilms will receive e6posure on (hy Poverty) 'he top ten &ilms in the competition will be screened at +athmandu #nternational ,ountain Film Festival (+#,FF" $-1., 11/10 December.
