SCOPE:
This instruction provides information on the following: 1.1 1.2 Defines type of equipment classified under fire alarm and fixed fire protection systems. Assigns responsibilities to Saudi Aramco organizations for the testing, inspection and maintenance functions of fire alarm and fixed fire protection systems. Provides references to codes/standards for guidance on the testing, inspection and maintenance requirements of the fire alarm and fixed fire protection systems.

DEFINITIONS:
3.1 Fire Detection & Alarm System: Any device or system installed in a building, plant or facility to enhance the protection of life and property from the danger of fire. These systems and components are arranged to monitor and annunciate the status of fire alarm or supervisory signal initiating devices and are primarily intended to produce a fire alarm signal for occupant notification and/or building evacuation. Systems might also be designed to control and initiate actuation of other systems such as automatic fixed fire extinguishing systems, air handling systems, smoke control and pressurization systems, smoke doors, elevator capture and other control functions. Fire detection & alarm systems consist of, but are not limited to the following: 3.1.1 3.1.2 3.1.3 3.1.4 3.2 Control panel with its primary (main) and secondary (standby) power supply. Remote annunciators, alarm transmitters & data gathering panels. Fire alarm initiating devices (automatic fire detectors, manual alarm stations, water flow alarm devices, supervisory devices, etc.) Alarm signaling and indicating appliances (bells, horns, chimes, strobe lights, speakers and emergency voice/alarm communication systems).

Fixed Fire Protection System: Systems that are permanently installed in a building or structure and primarily intended to control and/or extinguish fires by discharging extinguishing agent on the burning material or in the area of the fire. Systems that fall under this category include, but are not limited to: 3.2.1 Water-based Fire Extinguishing Systems: 3.2.1.1 3.2.1.2 3.2.1.3 Automatic Sprinkler Systems (Wet Pipe, Dry Pipe, Preaction, Deluge, & Combined (Dry Pipe & Preaction) Systems). Proponent Organization: Any organization (or its subgroup) which has been assigned by the company to occupy and/or operate in any community/plant (industrial and non-industrial) facility or building. Maintenance Organization: Any organization (or its subgroup) which has been assigned by the company to maintain community/plant (industrial and non-industrial) facilities/buildings including their mechanical and electrical equipment. Performance & Acceptance Testing: Test conducted for the approval of new installations. This include 100% testing of new devices, equipment and their functions. The goal of this test is to determine that the system has been properly installed in conformity with NFPA standards, installation plans, specifications and manufacturer's instructions. This test must be witnessed by representatives from Loss Prevention and Fire Protection Departments. Re-acceptance Testing: Test conducted after system components are added or deleted and after any modification to existing systems. The test includes all new components and system functions affected by the change. In addition, the test covers all original functions to verify proper system operation. Annual Testing and Inspection: A thorough test of the system that is conducted on an annual basis and intended to give maximum assurance that the system is in full operating condition and that it will operate effectively for the purpose for which it was installed. It includes testing and thorough examination of all system components, functions and performance evaluation. Routine Testing: Testing of representative samples of systems components, devices and functions and conducted in accordance with guidelines and frequencies established in NFPA standards and in GI-1781.001. The object of this test is to insure that the system is in full operating condition and that there were no changes that would affect the system performance.

Routine Inspection: A quick check to give reasonable assurance that the system is operable. This is done by seeing that the system is on-line, that it has not been tampered with, and that there is no obvious reason to prevent its operation.

3.10 Preventive Maintenance: A thorough check and necessary repairs or replacement of components intended to keep the system in normal operating condition.

4.0

RESPONSIBILITIES:
4.1 Fixed Fire Systems Services Unit (FFSSU) - Fire Protection Department performs the following: 4.1.1 Plans, schedules and conducts annual testing and inspection of all fire alarm and fixed fire protection systems installed in all company facilities/buildings according to the guidelines & procedures outlined in the applicable National Fire Protection Association (NFPA) standards. Submits written Testing & Inspection schedules, including dates & times to all proponents of the facilities to be tested and inspected. Copies of schedules must be forwarded to the Area Fire Protection Division and to the Area Security and Fire Dispatcher. Upon arrival at a location to perform T&I, FFSSU representatives shall make sure that the proponent, occupants, any Remote Monitoring Station and the Area Security and Fire Dispatcher involved, are aware of the intent to test the system to prevent evacuation of premises and dispatching of emergency vehicles. Submits a written report to the proponent of the results of the test. The report shall include details of all findings and recommendations to correct any trouble or impairment. Copies of this report shall be submitted to the Area Fire Protection and Area Loss Prevention Divisions. Following completion of all remedial work, and upon receipt of a written notification from the proponent, FFSSU shall schedule and conduct a follow-up test and inspection of the system. Provides technical assistance and training to proponents and/or occupants on systems operations, limitations, safety issues and testing / preventive maintenance frequency and procedures. This will include assisting the proponents and maintenance organizations to correct deficiencies in their fixed fire protection systems that were documented in the Testing & Inspection report. Appoints representative(s) to serve on the Acceptance Committee for new projects in accordance with G.I. 2.710 - Mechanical Completion And Performance Acceptance Of Plant/Unit. Issues a report on the results of the Mechanical Completion And Performance Acceptance Testing highlighting all findings and deviations from approved plans and specifications. This report shall be submitted to the Acceptance Committee Chairman, to the

4.1.10 Maintains up-to-date records on all fire detection & alarm and fixed fire protection systems installed in all company facilities. These records shall include, but are not limited to, the following: Building/Plant facility name & number. Type, manufacturer's name, model and/or part number of all components and quantities of extinguishing agents (Halon and CO2) of all fixed fire protection systems. Historical T&I reports and listing of all impaired systems. Brief description of each system and its sequence of operation. Name, telephone number(s) and address of proponent and maintenance organization contact personnel.

4.2

Proponent Organization performs the following functions: 4.2.1 4.2.2 Informs FFSSU of the scheduled dates & times of planned Mechanical Completion and Performance Acceptance Testing of their new projects. Conducts routine weekly visual inspection of all fire alarm and fixed fire protection systems installed in their facilities to ensure that systems are on-line and operating properly at all times. Makes sure that all personnel working in any area protected by fire alarm or fixed fire protection system are informed on the sequence of operation and are trained regarding extinguishing agents safety issues. Fire Protection and Loss Prevention Departments will provide this training when requested. Arranges with other organizations for routine testing, inspection and preventive maintenance functions as outlined in GI-1781.001, Supplement 01. This includes issuing Work Orders and / or Service Orders in accordance with Saudi Aramco procedures. Upon receipt of T&I schedule from FFSSU, the responsible proponent shall confirm the schedule or suggest alternative dates. The proponent shall make necessary arrangements and notify all affected facility occupants of the dates and times of the T&I. Upon receipt of FFSSU T&I report, the responsible proponent shall immediately take all necessary actions to correct any deficiency and restore the system to full operational condition. This includes contacting the responsible maintenance organization to carry out the needed repairs.

Whenever a fixed fire protection system is returned to service following completion of any remedial work, the proponent shall submit a written request to the FFSSU for a follow-up test and/or inspection to verify job completion and restoration to normal. Ensures that all planned or proposed alterations within a plant/building or structure that could affect the design, and/or operation of the fire alarm or fixed fire protection system(s) are reviewed in advance by the area Loss Prevention Division, and the area Fire Protection Division. Maintains "As-Built" drawings, specifications and technical manuals of all fixed fire protection systems installed in their facilities. Such documentation must be made available to the FFSSU and the Responsible Maintenance Organization upon their request.

4.2.10 Maintains a "Log Book" near the control & indicating equipment for each fire alarm or fixed fire protection system. This Log Book should be used to document all testing, inspection, maintenance, activation and any other function associated with the Fixed Fire Protection System. 4.3 Area Fire Protection Division - Fire Protection Department performs the following: 4.3.1 4.3.2 4.4 Maintains T&I records and monitors the status of all impaired fixed fire protection systems installed in their area of operation. Informs FFSSU of any malfunctioning fixed fire protection system that was discovered during their routine inspection.

Area Loss Prevention Division - Loss Prevention Department performs the following: 4.4.1 Coordinates with FFSSU in reviewing the specifications and design drawings of all new, and proposed modifications to, fire alarm and fixed fire protection systems located in their area. Makes sure that deficiencies noted by FFSSU as a result of the participation in the Performance Acceptance Testing, are included in their list of the Mechanical Completion Certificate (SA-7213) - Exception Items List.

Maintenance Organization. The responsible maintenance organization performs the following functions: 4.5.1 4.5.2 Conducts routine monthly preventive maintenance on all fire alarm and fixed fire protection systems in accordance with the applicable NFPA standards. Upon receiving a Maintenance Work Order or a request from a proponent of any facility requiring work on a fixed fire protection system, the responsible Maintenance Organization shall give this highest priority and carry out the required repairs as soon as possible. Coordinates all scheduled dates and times for conducting preventive maintenance on any fixed fire protection system with the proponent involved.
