SUBJECT: Meeting With Colonel Jackson, Military Aide to
President, Re Project CASPER - 23 Jan 62 (U)

l. (C) Col Jackson indicated that the had - read
the letter forwarded to him by the President, iii! that the Vice President
was aware of the contents of a paper which Col Jackson had concerning
Project CASPER. (Since the paper was not read, or furnished DA, its
exact content or action proposed is unknown. )
2. (S) In discussion, Col Jackson indicated he was seeking to set
up a small organization to be responsible for CASPER, and talked in terms
of this being an Army mission. Col McWade pointed out that the Army did
not consider-that complete responsibility for implementation of Project
CASPER was a proper A:rmy mission. Among other reasons, the channel to
Congress concerning action that body must take is dit'ficul t for mill tary,
notification action cannot realistically occur below the Office of the
President, and, further, the Army has many other tasks to perform in the
event activation o Project CASPER occurs so that assuring success of the
many actions would be difficult under present capabilities.
3. (S) Col McWade's concept was for one civilian tQ lo>e respoaaii.Q.;ke /-'
at the Project CASPER site to be responsible for planning. He further
indicated the Arrrry could furnish technical data to this individual. so
he could accomplish planning if such action were directed.
4. (S) Col Jackson maintained his position on the requirement for
a small military organization to be responsible for ProJect CASPER, and
thought the Army should so volunteer. Col McWade stated that the Army
was inclined to avoid volunteeri.ng. Col Jackson left the meeting and
indicated he would discuss the matter w1 th Col Hoskot/S<E since the Navy
was willing to assume the mission if the Arrrry was reluctant to volunteer
to assume full responsibility.
