Dear Partners,
Safi Airways has come a long way in establishing its
mark in the aviation industry of Afghanistan. It has not
been an easy task, taking into consideration what
Afghanistan has gone through in recent decades. We
have been resilient and have made good progress in the
last six years in building a reputed airline and its
infrastructure.
We believe in forward thinking, innovation and a
constant want to achieve. We rely on our in-depth
knowledge of the local market, and the ability to
forecast and respond to customer expectations, which
will lead us to high levels of customer satisfaction. We
currently operate a mixed fleet of modern Boeing and
Airbus aircraft. Our employees have been patient and
have gone the extra mile in building Safi Airways as a
force to be reckoned with today, which we highly
appreciate.
Safi Airlines was established to fill the market gap for a safe reliable commercial carrier to operate out of Kabul,
Afghanistan. We have plans in expanding our route network and putting ourselves on the global map. We operate a two
cabin service, Business & Economy class. Our fleet expansion is in process. Two Airbus 319 200 aircraft have been
inducted to our existing fleet of Airbus 320 and Boeing 757. The A319 aircraft are fitted to offer the very best in-flight
comfort and style. The aircraft are environmentally-friendly and will provide the highest degree of operational flexibility
along with passenger comfort. We have enhanced our catering service and our cabin crew now have a stylish new look.
Preparations are under way in providing our valued customers a new service standard and a pleasing ambiance on
board our fleet of aircraft. Today we operate scheduled flights from Kabul to Dubai, Delhi and Islamabad on the
international route and from Kabul to Herat on the domestic route. From the 1st of December 2013 we will operate
direct flights between Kabul and Mazar-e sharif. Other new domestic and international destinations are on the cards,
which will be announced Insha Allah soon. To ensure our continued success, we are in the process of enhancing our
service portfolio to ensure we achieve service excellence in our day to day dealings with our customers. Our business
vision is to implement human capital and state of the art technology so that our growing number of customers may

Hello Friends, Local and Foreign Entourages of Safi Airways!


I am happy to have your accompanying with me in publishing another issue of Safi Airways In-flight
Magazine. In this issue we have tried to compile and categorize different informative, readable, cultural,
social and historical topics and themes as well and present them to you; dear readers. Our beloved country
has been in special social and political situation and our society needs to prepare itself according to todays
standards by coming across with development of region and the world. Therefore, securing political stability
and continual peace in the country in the radiance of democracy and freedom of speech is the main issue
that we must pay serious attention to. Our country is on the threshold of holding a great exam which is the
presidential and provincial council elections. Although less than six- month is left to hold the presidential and
provincial council elections, but preparations to hold elections has began and also solicitudes are debated at
political and media assemblies at the present time. Any way in political scene of Afghanistan different groups
and circles have participated in electoral campaign and event the president of our country had asked the
opposition groups to participate in elections, but Taliban rejected Hamid Karzais request. But Islamic party
leaded by Gulbuddin Hikmatyar had started its consultations for the elections and we saw the candidate of
this party entered the initial list of possible candidates of presidency. By paying attention to the matter that
Afghanistan elections in the past few years has been a good and positive experience, this time it is thought
that it has a different feature and it seems that the future elections is important for Afghanistan from different
aspects. According to election affair experts and some candidates, most of the solicitudes are not because of
foreigners interfering, but it is because of likely interference of the government in the elections.
Any way we are optimistic that by holding fair and transparent elections, the context is provided for
Afghanistan people who are thirsty for peace, tranquility and development. We as Afghans whether in this
country or based in foreign countries have the responsibility to struggle for securing social justice which is
provided by fair elections only. Stakeholders of Safi Airways hope that the nation goes towards the ballet
boxes in millions and elect their future leader with complete tact. And without doubt the role of youngsters
especially ladies will be outstanding and determining.

the privately owned international airline of Afghanistan
has taken delivery of two modern Airbus 319 - 200 aircraft. Safi Airways is in the process of modernizing its fleet and
enhancing its onboard and on the ground service offerings to its
valued customers.
The A319 aircraft are fitted to offer the very best in-flight comfort and style. The two new aircraft are environmentally-friendly and will provide the highest degree of operational flexibility
along with passenger comfort. The aircraft come equipped with
a two cabin configuration, with 12 Business Class seats and 108
Economy Class seats, providing the latest in comfort and style
with our new catering services.

inauguration ceremony held at the Safi Land Mark Hotel in
Kabul on the 3rd of September;
We are in the process of modernizing our fleet. Two Airbus 319 aircraft have been commissioned in order to give us
the flexibility and range necessary in expanding our reach
to other destinations. We have enhanced our catering service and our cabin crew; now have a stylish new look on
board. Preparations are under way in providing our valued
customers a new service standard and a pleasing ambiance
on board our fleet of aircraft.
Safi Airways business class passengers will be welcomed
with our very own Safi Airways signature drink. They will

be able to enjoy a selection of carefully prepared canaps with


refreshing beverages and tempting appetizers, local and international main courses and a choice of delectable desserts served on
fine China and glassware. Passengers seated in economy class
will enjoy the best of local and international cuisines, made fresh
and prepared to the highest standards.
Our Business Class product is carefully tailored to meet the
modern business travelers needs. Business Class passengers
will also be entitled to use the business class lounges on our
network. The Economy Passengers will enjoy a 32-33 inch seat
pitch.
Naeem Mahamoor, Manager Marketing stated; Domestic and
international air travel has a key impact on the social and economic development of Afghanistans autonomous region. The
A319s high altitude flight performance, range options, versatility, seat layout flexibility and being the proven wide single
aisle fuselage is an ideal choice for Safi Airways which will
provide with an edge over our competition. Our fleet enhancements and route development for the future will be spearheaded
with A319s in anticipation of the growing demand for air trans-

port in the region. We constantly review our fleet requirements

With the addition of the two A319s, Safi airways aircraft fleet
will comprise of A319, A320 & Boeing aircraft. The A320 Family (A318, A319, A320 and A321) is recognized as the benchmark single-aisle aircraft family. The A320 Family has the lowest operating costs of any single aisle aircraft. Uniquely, the
A320 Family offers a containerized cargo system, which is compatible with the worldwide standard wide-body system.
Safi Airways is committed in maintaining uncompromising international safety standards. We are the first Afghan carrier to
operate in compliance with EASA (European Aviation Safety
Agency) requirements and also the first Afghan carrier certified
as complying with the strict ICAO (International Civil Aviation
Organization) and IATA Operational Safety Audit (IOSA) regu-

lations. We operate a modern fleet of Boeing and Airbus aircraft.


The airline currently operates two flights a day from Kabul to Dubai and four flights a week from Kabul to New Delhi on the international route network, along with daily flights from Kabul to Herat on the domestic sector. Safi Airways will operate direct flights
from the 1st of October 2013 between Kabul and Islamabad.
More new destinations will be added to the route network soon. Currently our commercial team is working on obtaining the required government approvals, stated Mr. Mahamoor.
Safi Airways was incorporated in the year 2006 to satiate the demand for a safe and reliable full service airline, linking Afghanistan
to the rest of the world. The airline is owned by the Safi Group of companies. The Safi family hails from the province of Herat and
is renowned for trade and commerce, and has diversified into many industries in the UAE.

soul and bestow peace and it is about
thirty years that I have the responsibility of protecting musical instruments at
national institute of Afghanistan music.
Therefore, I feel that I am a lucky person
in my life.
What is seen around him are different
musical instruments and what echoes
in the corridor space of this building is
the sound of music and as much we are
bored and affected by chaos of time; by
listening to these sounds we feel that our
world is changed and love and affection
are convolved in our breath in place of
hatred and fear. On the corridor walls of
this institution; tableaux of great orchestras are seen and seeing these tableaux
also invites the soul of human to the land
of peace and love.
But the one who has worked for nearly 34 years in such environment; has
memories and lots of talks to express
and we can say that he has come across
with challenges and tragedy less than the
other people who are facing these matters daily in Afghanistan society because
Mr. Abdul Muhammad in place of listening to affecting news has listened to
the voices of students at professional art
school which now the national institute
of Afghanistan music.
Basically I hadnt gone to interview
Mr. Abdul Muhammad at national institute of Afghanistan music, but I was
searching such theme for this edition of
in-flight magazine so I faced him in the
corridor of this institution and at first
meeting I felt that he is not only his appearance manner was in contrast with
others but he is also a calm person psychologically and his words were associated with smile. I decided to have an interview with him and at first I asked him
how long has he been working and what
jobs has he done at national institute of
Afghanistan music?
He replied, I have been working at national institute of Afghanistan music for
34 years. It was professional school of

arts at first, then it changed to professional music school and now it is promoted to national institute of Afghanistan music. At first I was a cleaner, but
since the year 1984 I have had responsibility of protecting eastern and western
musical instruments.
The students take musical instruments
to classes from him to practice daily
and put their identity cards on his table.
When they get through the practice, they
return the instruments and submit him.
Daily work of Mr. Abdul Muhammad is
this. Feeling always plays important role
in daily life of human and what feeling
we have in our working environment
about the life or about the others; is a
matter that has its effect on life and behavior of human in the society. I asked
Mr. Abdul Muhammad what is his feeling about working in such environment?
He replied, I always feel relaxed, I always listen to the soul touching and impressive sound of music and on the other
hand, co-workers and teachers that work
here are kind and sympathetic and these
two specialties exist in my working environment. I think I is an exception comparing with the other places and may be
one of the reasons of my soul relaxation
is this matter.
He expresses his memories; the memories of famous artists and caravan lords
of the first caravan of music in Afghanistan who were the first founders of music school in the framework of education
ministry of Afghanistan and who worked
as the first teachers at this institution.
One of the people whose existence was
felt as a mountain at music school was
Ustad Nangyalai, the deceased.
Mr. Abdul Muhammad expresses the
facts about the past. Despite working
as hireling at music school, he is proud
of being co-worker with teachers such
as, Faqir Muhammad Nangyalai and
enumerates this matter as happiness for
himself because Ustad Nangyalai was
the most elite trumpet musicians in Afghanistan. He was with Ahmad Zahir,

the famous artist of the country from


the beginning of his work and was accompanying him in each of his concerts.
Now it reaches nearly five decades and
his art and voice still rule the heart of so
many people.
The melodies that Ustad Nangyalai
played for Ahmad Zahir and the form
of orchestra which was developed by
Ahmad Zahir at that time was a sample
of European type of that time which
had unmatched glittering in our beloved
country Afghanistan. Therefore, we can
say Ustad Nangyalai had main and basic role in making Ahmad Zahir famous.
Now being a co-worker with such people is really the place of luck and happiness.
Many memories come out of the mind
and conscience of people by passing the
time, but it is impossible to forget the
memories with an artist or of a place
where art is produced. As Mr. Abdul
Muhammad says by listening to Ahmad
Zahir songs or other artists, the music of
whom was palyed by the teachers of music school all the memories from the period of starting his duty at music school
till now are reflected in his mind.
May be most of the age people is passed
in daily work or the duty or employment
which they have in their social life, but
what the reflection of daily work or the
employment of human is; may be some
people are not satisfied with this working section, but Mr. Abdul Muhammad
is the opposite; he has complete satisfaction from the reflection and outcome of
his work in both physical and intellectual aspects.
He says, I am happy that I am liable of
musical instruments and protect these
instruments because the sound of each
instrument alone or when it is mixed
with the voice of a singer bestows comfort to the human. Therefore, this comfort takes the human from the world of
difficulties, sorrow and pains to the land
of imagination and relaxation for some
moments, so protecting such things is

in fact love for me and most important


is that tens of youngsters of the country
who are students at this institution use
these instruments daily and in fact they
are the future of music art of Afghanistan. Therefore, I feel responsible in
this important matter and that I perform
my duty well and honestly I think I am
luckier.
Although he says that he is 62, but his
appearance is younger than what you
think that so many years has passed
from his age. His every sentence begins
with a smile and ends his talks with the
same smile. May be one of the reasons
that he has remained so young and fresh
is optimism for the life and his nice be-

havior towards the people. I ask him if


he knows the ones who were graduated
from this institution and what position
they have in this field.
He replies, Many people have graduated from this place and some of them are
famous and well-known artists in country level and countries in the region such
as, Nazir Khara, Tahir Shubab, Salam
Javed, Abdul Hai Wafa and tens of others graduated from this institution and
some of them teach here and in fact they
are the intellectual and cultural wealth of
Afghanistan.
At the end I ask Mr. Abdul Muhammad
if he has a message for the countrymen
especially the readers of Safi Magazine.

He pauses a little and after some seconds replies like this, As the sound of
musical instruments gives relaxation to
our mind and soul if my countrymen are
always friendly and kind to one another, their mind and soul will find peace
and this causes the peace in the country
and without doubt peace in the country
causes happiness of life and progress in
the country. If we want we can get happiness and if we dont want, we will
never get it because we drive it away
from us. I hope all of us stay as brothers beside one another and the sound
of each word would be likeable as the
sound of musical instruments for each
of us.

The area of Nowruz like Persian-Dari


literature, Islamic theosophy and silk
route is wider than a country, pedigree
and region and the mystery of lasting
Nowruz is latent in its naturalism and
constructive essence. Although it is said
that Nowruz the greatest celebration of
nature came into being the same time as
humankind was created, but the history
of this celebration reaches to more than
5000 years in civilized areas of PersianDari countries.
In the last years celebrating Nowruz as a
cultural occasion has become more
among the countries of Nowruz region
and this celebration has provided the
chance of scrutiny and interaction about
the challenges and chances of co-operation and convergence among the people
of Nowruz region and the way of culture
relation, politics, economy and their
connection with the past and future.
For the past four years many Asian
countries that enumerate celebrating
Nowruz as part of their culture celebrate
it together and periodically with participation of country representatives on
specific matters. Iran was the host of celebrating Nowruz in the year 2011.
In the year 2012 this celebration was

held in Tajikistan and in the year 2013


Turkmenistan was the host of international celebration of Nowruz, but Afghanistan is scheduled to be the host in
2014.
At the end of Nowruz celebration of
2013 the representatives of the participant countries that had gone to Ishqabad
agreed that Kabul should be the host of
international Nowruz celebration next
year. Therefore, officials of Afghanistan
government talk about preparations of
this celebration for the coming spring so
that they can welcome the foreign guests
who participate in this grand and national occasion in a better way.
The government of Afghanistan has began construction project in the verdurous and beautiful area of Paghman district in west of Kabul and officials of
this project say approximately 80% of
the work has been completed and they
try to complete the work entirely before
the winter and cold weather.
Emal Shams officer of Paghman hill
project said to the reporter of Safi Magazine, Eight million American dollars
has been allocated from the government
budget for preparation of this area to
celebrate Nowruz. Paghman with its

beautiful specialties is famous as a verdurous resort of Kabul and by imminent


Nowruz of next year it is scheduled that
tens of high rank officials of Nowruz
area countries celebrate the international
Nowruz celebration on this verdurous
and attractive hill.
Executive of Paghman hill project says,
The project contains two sections; reconstruction section and renovation section. Reconstruction section includes
repairing and fixing the broken and
damaged parts of Paghman palace which
were destroyed during the civil war and
reconstruction of it has been time consuming, but with day and night attempt
we have tried to complete this section up
to the end of October in the current year.
The second section which is renovation
includes building hospital, many waterfalls, entertainment park, Buzkashi field,
greenhouse, and many pools and by preparing this place the government of Afghanistan can be good host of participants
at
international
Nowruz
celebration. But the main work of this
project is constructing a three-flour
building, the work of whose walls and
coverage is on the verge of completion.
This luxurious and beautiful building is

designed and built to welcome 600 foreign guests. Constructing a road with
the length of 1/8km is also another section of this project. According to the executives, constructing this road is enumerated one of the most complicated
work of this project.
The area of this project is 355 meters
square which occupies 385 acres of
land. Besides buildings it contains verdurous area of bushy threes that is enumerated another specialties to host
Nowruz celebration. The work of Paghman project started in the month of
April. Executive of this project says,
About 700 workers, the majority of
whom are residents of Paghman district,
are busy working in the site.
The government of Afghanistan has appointed a commission by chairmanship
of Farooq Wardak Minister of Education
to organize the work of commission
members for the purpose of better celebrating Nowruz and welcoming the foreign guests. The work of Paghman hill
project is important for the residents of
Paghman from the point of economy.
One of the residents of Paghman district
who works in this project and gets wage

by expressing happiness says, I am


happy that my country is being rebuilt
and I am taking part in its rebuilding. On
the other hand, I earn Halal (lawful) living for my family. But this is not the
end; the residents of Paghman are optimistic that Paghman not only hosts
Nowruz celebration of 2014 but also
their products will find proper marketing and it is possible that foreign tourists
will be attracted to this eye-catching and
verdurous site. Some of the experts in
cultural affairs believe that the main
concern of participants in Nowruz international celebration as national tradition
is that it should be changed to platform
of co-operation convergence among
these countries.
Daud Muradian, researcher and head of
strategic study institute of Afghanistan
says, Countries of Nowruz area still
have scrimmage in one dimension identities based on language, pedigree, sect,
gender and nationality and multi-dimension identities based on universality,
equality, cultural plurality variability,
rationalism and mutual respect. But
Nowruz as the heritage of thousand
years for the residents of these countries

that everyone claims to be its inheritor;


has its special position and its celebration brings all the people closely together. The area of Nowruz like PersianDari literature, Islamic theosophy and
silk route is wider than a country, pedigree and region and the mystery of lasting Nowruz is latent in its naturalism
and constructive essence. The success of
Nowruzyan (Nowruz celebrants) belongs to their ability of dominance up on
self-made, artificial boundaries such as,
nationality, pedigree and gender.
Celebrating national and international
ceremonies is the responsibility of all
human beings, but the governments and
statesmen are more responsible as the
government of Afghanistan has gotten

Safi Airways, the privately owned international airline of Afghanistan started
operations from Kabul to Islamabad
yesterday. The inaugural flight took off
from Kabul international airport at 13.00
hrs and landed at Islamabads Benazir
Bhutto International airport at 14.45 hrs.
The aircraft was welcomed with the traditional water cannon salute and red carpet welcome. The government and airline officials were met by their
counterparts on arrival and a reception
was held at the Rawal VIP lounge followed by hi tea.
Safi Airways has been in operations for
the last six years. Safi airways was incorporated in the year 2006 to fill the
market gap for a safe and reliable full
service airline in linking Afghanistan to
the rest of the world by the Safi Group of
companies, a diversified conglomerate
based in Dubai, United Arab Emirates.

years and this company competes in international level in this field and owns the first position in
Afghanistan. Officials of chamber of commerce and industry say, Although less attention has been paid to leather industry and leather
products in Afghanistan, but in the present time
more than hundred big and small producing factories are active only in Kabul City. At the exhibition of local products especially leather industry which was held with participation of hundred
big and small factories in Kabul some time ago,
the celebrants mentioned that the purpose of exhibition was to draw the attention of responsible
government institutions for the support of this
historical and ancient Afghan art. Muhammad
Hassan Sepahi, chairman of central council of
craftsman union says, The leading board in
central council of craftsman union of Afghanistan realizes holding such exhibition as an important and historical step towards supporting
handicraft art. He expressed the hope that holding such exhibitions will provide the tendency
of wide negotiation of craftsmen and the government towards solving the existing problems
for the purpose of activating and better expanding of handicrafts. Meanwhile Anwaarulhaq
Ahadi, minister of commerce and industry of
Afghanistan, who was talking at the inauguration ceremony of this exhibition said, We are
optimistic that holding such exhibitions can
help the expansion of leather art and leather industry. Mr. Ahadi emphasized that middle and
small industries are the base of economical expansion of Afghanistan society. According to
minister of commerce and industry, the main

Afghanistan, 2000 small shoe factories, 400

the year 1981. Most of them closed during the
civil war of 1992 and they havent been opened
yet or the owners of them have turned to other
professions. Meanwhile chamber of commerce
and industry says, Before 1992 more than 3600
leather factories were active in Afghanistan.
Also the minister of commerce and industry
said to the media, The government of Afghanistan tries to support the growth of local productions by increasing income tax on imported
merchandise. Even though the economical system of Afghanistan is free market system, the
government wont prevent supporting local productions and will try to provide the tendency of
marketing for the leather productions of Afghanistan. In the past, leather bits and pieces
caused building capacity of artisans and craftsmen and most of economical income of Afghanistan settlers was generated by handicrafts after
agriculture and livestock. At the present time,
Afghanistan is enumerated amongst the countries that own most of raw materials in the field
of leather industry. From the past until now, the
leather is used in Afghanistan to make purse,
belt, bag, shoes, footwear, jumper, vest coat, fur
coat and some other items needed by the people.
But due to inexistence of facilities inside the
country, the hide must be exported to Pakistan
and it should be imported back to Afghanistan.
Craftsmen and the other people who work in
leather factories struggle day and night to present remarkable achievements to the market in
this field. These struggles not only cause the
growth and expansion of economy of the country but also play an important and basic role in
introducing cultural industry of the country because handicraft industry can introduce part of
cultural values of Afghan People to the world.

Kabul, October 10th: Safi Airways,


the privately owned international scheduled airline of Afghanistan announced
that it has successfully transported
10,000 hajj pilgrims from Kabul to Jeddah as part of phase one.

stated Phase one went of well without a
hitch, the operations were executed with
Boeing 757 aircraft with a capacity of
216 passengers. A total of 48 flights
were operated in carrying the pilgrims.
The last flight left Kabul on 7th of October at 16.20 hrs, local time. The deadline
for transportation of pilgrims to Saudi
Arabia was October.9, ahead of the October 14 Arafat day. Overall so far the
hajj operations have gone on smoothly
into Jeddah. This year in response to the
decision of the government of Saudi
Arabia for bringing about a 20 percent
reduction on worldwide pilgrim quota,
due to the on-going expansion of
Kaabah in Mecca. The challenge will
be on the return with Jeddah airport being one of the busiest airport in the
world as hajjis from around the world
will start their journey back to their respective countries. Congestion in the

Muslims from across the world are converging on the holy city of Mecca to undertake this years Hajj rituals, with
Masjid al-Haram (the Grand Mosque)
being their focal point. The Masjid al
Haram is the holiest Islamic site and
houses the Kaabah, the point toward
which all Muslims face when praying.
Muslim pilgrims of all walks of life
have traveled thousands of miles to perform the Hajj rituals in the same manner
as Prophet Mohammed (PBAH) did almost 14 centuries ago.
When the pilgrims arrive at the Masjid
al-Haram, they perform Tawaf, which
requires them to walk seven times
around the Kaabah. Next, they walk between mountains of al-Safa and al-Marwa seven times to reconstruct the desperate search of Prophet Abrahams
(PBAH) wife, Hagar, for water. Although she could not find it, God al-

mighty caused the spring of Zam zam to


gush out of the Earth under the feet of
her child, Ismail alaihi was all (PBAH).
The Hajj is performed during a five-day
period from the 8th through the 12th of
Dhu al-Hijjah, the last month of the
Muslim lunar calendar. According to the
holy Quran, the Hajj pilgrimage is
obligatory for all Muslims once in their
lifetime, if they are able both physically
and financially. The teachings of Hajj
are also very significant. Muslims remember that they are not joined together
on the basis of color or race. But they
are joined on the basis of his or her piety
belief in the oneness of God almighty
and his last messenger prophet Mohammed (PBAH).

House of Representatives held a session and by extending an appeal entitling Role of Youngsters in Elections asked the young generation to
participate in the process of future
presidential elections. These young
representatives also pointed to the
existing challenges on the way of
young generation activities in the
country and asked the statesmen and
politicians to consider the youngsters partaking in social and political
fields. They say future presidential
elections can be the key of overcoming the crisis and menace that the
country is confronting and they feel

of youngsters in holding transparent
and fair elections is important. Afghanistan is a country, the majority
of whose population and also its
working and active force is formed
by youngsters. Based on unofficial
statistics presented by youngsters

youngsters. In civil society and media sector 85% of working and active force is formed by the people

issues of the country was ignored by
both the government and politicians
of Afghanistan. In some cases it has
been seen that politicians use youngsters as a tool for the purpose of
reaching their political goals as well.
Dr. Usman Sharifi, journalist and
civil activist believes that the youngsters of Afghanistan were used as
tool both in trenches of war and political conflicts between politicians,
groups and political parties, Taliban

terrorists and even statesmen of Afghanistan. They have been victimized and harmed a lot. Although Mr.
Sharifi says dispersion and politicization amongst the youngsters remained as the heritage of past policies of Afghanistan, he believes due
to these traumas in the last twelve
years, the youngsters have had lots
of achievements in the fields of literature and culture, media, education, higher education, new technology, and sports with their struggles
and hardship. Tens of cultural, social, educational and athletic institutions developed in Kabul and other
provinces of Afghanistan by the initiative of youngsters and most of
these institutions are active with corporeal and intellectual force of officials. Mr. Sharifi believes that role
and position of youngsters in political and social fields of Afghanistan
is felt and they have their effectiveness in big national processes. In the
event that the youngsters are united,
they can overcome the critical situation of the society and with deep understanding of the situation and
learning new instructions they can
create organized system and management, but provision of this process can be possible only through
professional instructions and boosting democratic values. Therefore, to
apply the organized, professional
and working system democratic values should be boosted, the most basic of which in democratic system is

elections. As a result, participation


of citizens especially youngsters in
future presidential elections and supervising the process of holding
elections and transparency and fairness of elections can provide the
context for all these and the youngsters can have active and authorized
role in this process. Based on statistics presented by the independent
commission of elections of Afghanistan, more than 60% voters in presidential elections of 2009 in the country were youngsters and the number
can be more in the future elections.
Noor Muhammad Noor, speaker of
independent commission of elections says, More voters of the country are youngsters. In addition, more
than 80% of employees in election
commission are youngsters including girls. The heads of most institutions that work due to growth and
institutionalization of civil values in
Afghanistan are youngsters and they
are enumerated as the staminate in
the field of independent and civil society. Rahmatullah Ahmadi, head of
public relations at cultural center of
Hakeem Nasir Khusraw Balkhi
says, Because youngsters form the
most literate population of Afghanistan and believe in civil and modern
values, they should support the process of elections responsibly for
more growth of democracy and institutionalization civil values and
also making a responsible and accountable government in the future.

Naheed Farid, representative of Herat people in the House of Representatives was one of the participants at
this meeting in her talks she deemed
the role of youngsters important and
valuable in the future elections of
Afghanistan and said, Participation
of youngsters in presidential elections is a responsibility and attention
of youngsters in voting the person
whose schemes can bring prosperity
to the people in the future is another
responsibility because the youngsters of Afghanistan are more aware
and literate than the previous generations. If they vote for their favorite
person and besides that they convince the people to participate in the
process of elections, we can say such
emprise by the youngsters can guarantee more transparency of elections. Yet the young representatives
in the House of Representatives emphasize that the youngsters should
have needed accuracy in voting and
inform the other individuals of society not to be double crossed by opportunist people and vote the ones
who believe in democracy and modern values. Farkhunda Zahra Naderi
is another young representative in

deems supporting democracy is the
responsibility of youngsters. Besides
she emphasizes that the ones who
dont believe in democracy and take
the power, they wont give opportunity for the youngsters who are patrons of democratic values. Therefore, participation of youngsters in
presidential elections and provincial
councils means underlying and participating in the future regime of Afghanistan, which will be formed
based on the elections. It is worth
mentioning that in spite of threats in
the insecure provinces of Afghanistan, most of the youngsters have
registered for nomination in provincial council elections and names of
girls can also be seen in list of the
ones who have registered.

affron the magical herb which is famous as red gold is


well-known in international markets. Many years ago most
of the farmers even werent familiar with its name, but in
the past decade this herb was added to agricultural products of
Afghanistan and today most of the farmers in provinces of Herat,
Kandahar, Ghor, Baghlan, and Kunduz grow saffron on hundred
acres of their agricultural lands. Cultivation of this herb began
from a small field in Herat province a decade ago and as officials
of agriculture department in Herat say at the present time farmers
in this province cultivate saffron on thousand acres of land yearly and their initiative has caused the farmers in other provinces
of the country to proceed saffron cultivation.
Majeed Qarar, speaker in ministry of agriculture and livestock
said to the reporter of Safi Magazine, This act of farmers in the
country has made us optimistic that saffron will take the place of
poppy in Afghanistan in the near future. From one aspect the
country will get rid of narcotics and from the other aspect the
farmers and national traders in the country will gain great profit.
Based on statistics presented by chamber of commerce and industry of Afghanistan, only in Herat province the products of
saffron reaches to more than two and half tons yearly and this
amount has been increasing every year. Khan Jan Alokozay operative board in chamber of commerce says, Although saffron
can play key role in the future economy of Afghanistan, but to
increase this work the farmers of Afghanistan need help and the
government of Afghanistan especially ministry of agriculture
and livestock should have big schemes in this field. Mr. Alokozay emphasizes, To increase the products of saffron yearly,

ministry of agriculture should organize programs for the farmers


on the method of cultivation and utilization of this product so
that the farmers can learn how to cultivate this herb professionally and get more product.
Yet speaker in ministry of agriculture says that they have
launched training programs of cultivation and protection of saffron for the farmers for two years now in Herat and Kunduz
provinces and many of the farmers have been able to increase
saffron yield by passing the training sessions. These needs have
been resolved by distributing saffron bulbs, different tools of
cultivating saffron and passing training sessions. In the past
years in addition to distributing tens of metric tons of saffron
bulbs to the farmers in the provinces that cultivate this herb the
method of cultivating saffron has become more professional, but
this isnt enough for agriculture ministry and struggles are in
progress to help the farmers more. On the other hand, officials in
ministry of agriculture say they have plans with coordination of
commerce and industry ministry to train the farmers and traders
in the field of packaging and processing of saffron so that they
can pack the products of this herb with standard and offer them
to the market.
Although the government of Afghanistan hasnt presented cultivation presentation of alternatives to the poppy to clearly become effective in struggle against narcotics, but the speaker in
agriculture and livestock says they have proper plans with the
ministry of counter narcotics so that they can persuade the farmers to cultivate saffron in place of cultivating poppy from now
onwards.

Sher Ahmad Herawy, who is a trader of the country, has done saffron business
for many years. He says, In addition to gaining great profit by business of this
herb, I am proud of my work because saffron isnt a disgraceful herb like
poppy, but it is the pride of Afghanistan and the country can both improve its
economy and gain proper position and name in international markets through
this product. Therefore, I am proud of being saffron trader.
Saifuddin Saihoon, lecturer of economics faculty at Kabul University says, If
the government supports cultivation and business of saffron, this herb can
improve the economy of Afghanistan, on the other hand, it can save the country from the disgracefulness in cultivating poppy. This initiative of Herat province farmers has caused the farmers to avoid cultivating poppy in some districts of Kandahar that poppy was grown and now they grow saffron in place
of poppy and officials of agriculture ministry are optimistic that in the future
they can persuade the farmers to completely grow saffron instead of poppy
which has financial profit and which is lawful work as well.
Officials of chamber of commerce and industry say only supporting the farmers in increasing the cultivation of saffron isnt enough, but the government
should also support the businessmen who do saffron business so that they can
provide suitable market at international markets by selling their products. Saffron, which is famous as red gold, is sold about three thousand American dollars per kilo at international markets. It is said that there are six saffron processing private companies in Herat province and the farmers and traders of
neighboring provinces bring their saffron for processing to this province. To
cultivate, produce and pack saffron products, a great deal of human force is
needed. At the present time, more than thousand people are working in the
fields of cultivation, production and packing saffron in Herat province. Officials of chamber of commerce express their happiness that by increasing saffron cultivation in Afghanistan the context of work is provided for a number
of citizens in case the government should support the farmers to increase cultivation of this herb and provide marketing context for the businessmen as
well. Saffron herb is cultivated by using its bulbs in both flat and rough fields.
This herb is irrigated once at the beginning of autumn season and in spring
season it is grown by spring rains and blooms. Its blooms are picked at the
beginning of May.
Saffron herb is medical and industrial plant. In industry it is used to dye cloth
and to color foods and in medical it is used to make anti-diabetic medicines.
It is thousand years that saffron is cultivated and in addition if an average of
three kilo grams of saffron is produced in each acre, more income will be
generated to the farmers comparing with poppy.
Ghaffar Hameedzai, head of Afghan saffron company is the main producer
and exporter of saffron in the west of Afghanistan. He says the farmers were
able to make the production of their saffron better every year, but if the government pays more attention to this field, the quality of Afghanistan saffron is
in the level of international standards and the price of Afghanistan saffron will
still increase. The international level and scent of world saffron is between
20-50 degrees, while Afghanistan saffron is always more than 40 degrees and
it has caused this product to find special position in international market. Although Spain is the main producing country of saffron, but it is said that due
to excellent quality of Afghanistan saffron, tens of kilos of saffron are exported to that country yearly and Spain exports Afghanistan saffron to France,
Holland and Italy.
Afghanistan is an agricultural country and based on statistics of agriculture
and livestock ministry, eighty percent of citizens in this country are busy in
agriculture and livestock vocations. Therefore, if the government supports agriculture sector, in belief of experts in economy affairs, we can decrease the
level of poverty and unemployment to minimum.

Afghanistan is a country, most of

youngsters. Based on unofficial statistics by the central statistics bureau, most of the youngsters are
school and university students.
Over the past twelve years the government of Afghanistan struggled
for improvement and expansion of
education and higher education in
the country and always has asked
co-operation of supporting countries
in these sections. Based on attempts

of Afghanistan and big universities
of the world; this ministry finally
succeeded to include eleven universities of Afghanistan in membership
of international world universities.
In a two- day- joint session of higher
education officials and Afghanistan
university teachers with seventy-individual-panel of international community of world universities who
had come to Kabul; matters such as,
improvements, challenges, and overcoming present problems in higher
education of Afghanistan were discussed and finally eleven universities of the country succeeded to get
the membership of this community.
Instructor Abdul Azim Noorbakhsh,
speaker in ministry of higher educa-

tion of Afghanistan said to the reporter of Safi Magazine, Universities that got the membership of this
community are; Kabul university,
Kabul medical university, education
university of Ustad Rabbani, polytechnic institute, Herat university,
Balkh university, Nengrahar university, Paktia university, Khost university, Kunar university and Kandahar
university. Mr. Noorbakhsh also
said this chance facilitates the context for more development and capacity building at educational institutions of Afghanistan by applying
experiences of universities that have
the membership of international
community of universities and ministry of higher education by benefiting this chance sends its cadre to the
programs such as after graduation

and apprenticeship graduation and it


has its effectiveness with no doubt.
Meanwhile, Aziz Oghlo head of international community of universities entitled inclusion of Afghanistan
universities to this community an
important step towards improving
human resource in the country. He
said, Afghanistan universities can
utilize the technical facilities and
new technology of this community
as needed and then they can convey
them to the students. One of the
main and fundamental aims of Afghanistan universities joining this
community is to utilize the facilities
of this institution for the purpose of
capacity building of universities.
Therefore, the chance is given to the
universities that have gotten the
membership of this international
community of universities newly so
that they can utilize the technical facilities and technology of this community as needed. In international
community of universities; 26 different countries and 150 universities
have membership and by joining 11
universities of Afghanistan it reaches to 161 universities.
Based on information by the speaker
of higher education ministry, at the
present time 31 governmental universities and 75 private universities
are active throughout Afghanistan
having 250,000 students and 4000
teachers. Meanwhile, Obaidullah
Obaid, minister of higher education
of Afghanistan informed about
pledge of 342 million American dollar aid by assisting countries and organizations in higher education sector of Afghanistan. He said, After
the year 2014, these aids will be consumed in human resource development sector, equipping universities
with advanced equipment and new
technology and also launching research section at the universities.
Statistics presented by higher education ministry shows that at the present time 51000 students are acquir-

ing education in the countries such


as, India, Iran, Pakistan, Malaysia,
Germany and France. Yet thousands
of youngsters who graduate from
twelfth class annually, dont have a
chance to get higher education, but
speaker in higher education ministry
points; this ministry tries to expand
the schemes for the ones wishing to
get higher education and discussion
about this matter is in progress with
government officials and assisting
countries so that the capacity and
level of acceptance are increased at
Afghanistan universities and intermediate education institutions.
In addition, members of international community of universities emphasize that their purpose of developing
such community is getting experiences, information and academic
skills for the members of this community so that they can utilize experiences of one another and facilitate
the context for new knowledge development in the world. Therefore,
Afghanistan universities have serious need of utilizing the experiences
of world universities that are the
members of this community.
Speaker in ministry of higher education of Afghanistan also talked about
what standard is considered by the
ministry of higher education in order
to be admitted to international community of universities; he said,
Based on survey done by the ministry of higher education, in the last
twelve years the universities that got
membership in the community of
universities had lots of achievements. Eleven years ago only six
universities were active throughout
Afghanistan, but now in most provinces of Afghanistan besides governmental universities private higher
educational institutions are active
and about seven thousand students
are busy learning new knowledge at
these centers and five hundred teachers of these universities are serving
the youngsters of the country.

One of the standards to get membership in the international community


of universities is having more students. According to the speaker in
ministry of higher education, at the
present time 250000 students are
busy studying at governmental and
private universities throughout Afghanistan and four thousand teachers are teaching at these universities.
Approximately 31 governmental
and 70 private universities are active
throughout Afghanistan. Speaker in
ministry of higher education claims
that they have been able to co-ordinate all the professional fields such
as, medical, engineering, agriculture, pharmacy, education, economics, computer science and other
fields of natural sciences including
some fields of human sciences by
needed planning so that they can tie
scientific and academic relations
with reliable Asian and Western universities.
Although there is much to do and a
lot of shortages are felt in higher education section, these weak points
must be changed to strength. After
coming to Kabul and visiting Afghanistan universities, the 15-individual-evaluation panel of ICU from
Turkey finalized that the eleven universities of Afghanistan which have
done more work in teaching section
can get the membership of community.
Dr. Aziz Oghlo, chairman of ICU
who had come as the head of this
academic panel to Afghanistan acclaimed 12-year-struggles of higher
education ministry of Afghanistan
and certified membership of eleven
universities of Afghanistan in ICU.
Mr. Oghlo said lack of equipment
and new technology technique are
the main problem of Afghanistan
universities and he promised that
ICU will help higher education ministry so that the problem is solved to
some extent.

senders for the expansion of literacy
and awareness of the citizens in 34
provinces of Afghanistan. At the present time, educational radio and television is the only media that broadcasts and telecasts educational
programs to 12 provinces of the
country from this ministry.
Muhammad Kabir Haqmal, head of
publication in ministry of education
said to the reporter of Safi Magazine, Ministry of education had
hold this program in the past years
but due to economical problems; it
has not been implemented yet. But
the authorities of this ministry have
persuaded Italian government to
help education ministry in this field
financially.
Up to now six educational radios
have been launched by financial aid
of Italy and their experimental publications have started. According to
saying by head of publication in
ministry of education, Italy has aided one and half million American
dollars to this ministry for establishment of these radio transmitters and
the transmitters and their technical
features have been bought for 34
provinces of Afghanistan and work

of planning and publication of these


radios is in progress.
Most of the schemes and programs
of the Afghan government in each
section are not implemented due to
lack of budget in proper time; according to Afghan government officials inexistence of financial facilities in many sections causes the
delay of implementing the programs.
Developing educational radios is
one of the urgent needs not only for
school students but also for most of
the country citizens in the present
situation because most of elder population of the country is deprived of
reading and writing literacy. Therefore, we can convey problems and
matters through radio learning programs easily, the knowing of which
is necessary in daily life of human
beings. But launching radio especially in the remote areas and provinces of the country needs necessary
budget and facilities that the government of Afghanistan doesnt have
capability of paying the cost entirely.
Rahmatullah Begana, head of Amozgar local radio in Kabul says, Radio
is the most effective media in the
field of learning and reporting in Afghanistan because in most of remote
areas of the country the people dont
have access to electricity, but all of

them can use radios.


Therefore, radio is not only the
means of reporting to the citizens of
Afghanistan and all have access to it
but also people can use it in the field
of learning in a better way. Yet the
ministry of education has the intention not only to convey report to the
citizens of the country but also cooperate them in increasing the level
of literacy by launching and broadcasting learning programs through
local radios.
Based on unofficial statistics presented by international institutions
and officials of education ministry
up to now, about 60% of people
whose ages are above 15 are deprived of literacy in Afghanistan.
The head of publication in ministry
of education also says, Our survey
shows that 35 percent of population
of the country is literate and this
ministry has some plans and by implementing these plans the number
of literate people will be increased to
50% in the coming ten years.
Mr. Haqmal pointed even though
Germany and cultural section of
United Nations or UNESCO are the
financial supporters of literacy program in Afghanistan, the aids by
Germany and UNESCO are not sufficient for this section because for

the fulfillment of infrastructure and


reduction of illiteracy in Afghanistan
more than seventy million American
dollars budget is needed.
The head of publication of education
ministry emphasizes that the ministry made about four million citizens
literate who were illiterate in Afghanistan through literacy and vital
literacy in the last a few years and
this ministry has different programs
for the expansion of literacy, but the
number of illiterate is more than the
present budget of education ministry
to provide the facility of learning
and literacy courses for all the people. Vital literacy department of education ministry has launched more
than thirty thousand literacy courses
throughout Afghanistan and the citizens of Afghanistan who are aged
14-30 years can join these centers
and seven thousand teachers have
been hired for this section.
Yet it seems facilities and accessibilities to learn the preliminary lessons to become literate in Kabul and
other big provinces are more favorable than remote provinces and villages because in most regions of Afghanistan the people even dont have
access to primary learning and syl-

labus and this challenge has caused


the individuals who are interested in
learning lack the favorable context;
the matter that the head of publication of education ministry accepts it,
but he claims as people in the cities
have interest in learning of reading
and writing, in the remote areas especially villages this interest is less.
Another section of literacy an awareness facility through local radios is
that in some parts of Afghanistan inexistence of security is a big challenge on the way of literacy courses
especially for the women, but broadcasting learning programs through
local radios can help in this section
because the women who cannot attend literacy courses due to security
inexistence can increase their information and day by day become literate by listening to learning programs
of radios. Even though inexistence
of security is a threat for women
who are interested in participating
literacy courses, but according to
survey done by the education ministry, the number of learning women
and girls is more than men. Head of
publication in ministry of education
says at present time 32% teachers,
41% students and 62% of partici-

pants in literacy courses are women.


Learning through mobile phones:
Ministry of education also works on
a scheme so that the women and
girls whose families dont let them
go to school or participate in literacy
courses learn through mobile
phones.
Mr. Haqmal says, This is a scheme

learners and there is software in the
phone and the learners can find their
lessons from it and can contact the
teacher. Mr. Haqmal also said this
program is running in experimental
period and it is being implemented
in some areas of Kabul and in case it
gives an outcome, it will be effective.
Right now the ministry of education
is facing financial problems and in
case of solving the problem, it is decided that the program be implemented throughout Afghanistan.
Head of publication in ministry of
education also informed of turning
the educational television of education ministry into a nationwide TV
and said this learning network is on
the verge of starting its telecasting in
all provinces of the country.

rights and a struggle against violence
and injustice by the means of cinema.
Human rights is enumerated a holy phenomenon and urgent need in social life
of all human beings throughout the
world. In the notion of some civil society activists the value and need which
Afghanistan needs more than the other
countries in the world.
Over the past years civil society and human rights activists in Afghanistan have
tried to institutionalize this phenomenon
among the civilians from different
points so that Afghanistan can enjoy human rights like other countries and all
people live under the shelter of understanding and accepting each other. For
the last two years some cinema activists
who have responsibility of cinematic
club of Afghanistan struggle to petition
for securing social justice and institutionalizing the values of human rights
by holding a festival entitling Film festival of Afghanistan human rights.

human rights was held in Kabul and
Bamyan provinces for five days. Among
380 films introduced to the festival 70
films with human rights matters including 24 Afghan films and neighboring
countries were selected for competition
in the festival and were exhibited.
The holders of this festival say, The
films which were exhibited were collected from all over the world and Afghanistan in documentary, feature and
long and short animation genres and
were categorized in three sections of national, international and educational.
Diana Saqib, executive head of Afghanistan cinematic club and one of the
organizers of this festival said to the reporter of Safi Magazine, Holding this
festival with human rights matter in fact
discloses the pains, sufferings, and hidden obscenities of society and through
this draws public attention to the evils
which are still obscene. Afghanistan is
enumerated amongst the countries
which has seen violation of human
rights in the past four decades and still

some of the citizens scrimmage with lots


of injustice and inequality.
Organizers of this festival say, The purpose of showing human rights films is
depicting the situation of human rights,
social injustice and violence which still
exist in many countries especially Afghanistan and a lot of humans face violence and violation of rights.
To petition against injustice and institutionalize human rights values in Afghanistan, the films were shown in this
festival that had human rights theme and
by showing such films institutionalizing
human rights was petitioned in reality.
Miss Saqib pointed that in the second
film festival of Afghanistan human
rights the films which were shown in the
matters of human rights included documentary, feature and long and short animation with every kind of human rights
orientation such as, petition for the
rights of women and children, struggle
against war and violence, immigration
and homelessness, identity killing, racism, discrimination, smuggling, exploitation, dictatorship, deprivation, pover-

ty, addiction, capitalism, militarism,


assault and etc
The films that were produced after 2005
and were not included in the first turn of
this festival were collected from every
part of the world and after scrutiny by
the panel of organizing committee of the
festival; some of them were selected for
the festival and were exhibited for five
days so that the people can be aware of
securing social justice and violation of
human rights in Afghanistan.
The films which were exhibited at the
international human rights film festival
included two sections of national and international and were judged by jury
committee whose members are film
makers and local and foreign activists in
human rights section and at the end of
festival prizes were given to 15 best
films. Although Afghanistan passes war
-torn situation, but freedom of speech is
role played in reality.
Therefore, one of the other purposes of
Afghanistan human rights film festival

is to give a chance to the foreign film


makers who made films about human
rights and didnt have permission to
publish them in their own country, but
they are able to exhibit them in Afghanistan. Organizers of this festival say by
launching such festivals they try to urge
the film makers to struggle for securing
interim justice and institutionalizing human rights values.
Human rights film festival is a chance of
listening to the voices marginalized by
dictator governments, depicting sad stories, tragedy and pain of humans who
still come across violence, untold pains,
destroying and destructive fighting, violence against women and children, discrimination and injustice. Sahra Musawi, another organizer of Afghanistan
human rights film festival says, We
hope that by organizing such festival we
take a step on the way of securing human rights and interim justice in Afghanistan and this work can persuade
other citizens of Afghanistan who are

busy working in every part of the country to struggle for human rights values.
Officials of Afghanistan cinematic club
say, The second international film festival of human rights was held by the help
of United Nations office (UNAMA),
Holland embassy in Kabul, Afghan film
and a number of other local and foreign
institutions that are active for human
rights.Autumn film festival of human
rights is the first festival which is held in
Central Asia and Middle East.
The first turn of this festival was held in
Kabul and Balkh two years ago for a
week by showing 18 films from different countries and 32 films from Afghanistan. In addition to organizing festivals
and film making, the cinematic club of
Afghanistan has training workshops and
trains the ones who are interested in the
field of cinema especially film making
in human rights section. This emprise
can be a good context for the film makers and artists in Afghanistan.
