1. The peace talks for signing the nationwide ceasefire deal between Union Peace-making Work Committee and ethnic armed organizations were held in Majwel Hall in Myitkyina in Kachin State on November 4-5, 2013. It was attended by Vice-Chairman of Union Peace-making Work Committee Union Minister U Aung Min and party and leaders and reps of ethnic armed organizations. UNSGs Special Representative to Myanmar Mr Vijay Nambiar and Asian Special Representative of the Peoples Republic of China Wang Ying Fan also attended the meeting as observers. 2. The nationwide ceasefire common principles of ethnic armed groups (Laiza Agreement) drafted by Nationwide Ceasefire Coordination Team (NCCT) formed with leaders of ethnic armed organizations were discussed and transferred to the Union Peace-making Work Committee. 3. According to the police, a motorcycle driven by L/Cpl Kyaw Tun Oo, 24, of Meiktila Ground Training Base, carrying his friend Ma Sandar Win, 40, and her fouryear old daughter collided head-on with a motorcycle driven by Aung Ba Thar Kyaw, 20, near Mahlaing-Pintale Junction on Meiktila-Myingyan Road. Grenade discovered in Mayangon Tsp


YAnGOn, 5 NovA 36 grenade was found in a pit near 8th-mile junction in Mayangon Township on 3 November. U Maung San, 35, and another 12 workers found the grenade while digging a hole in the ground for repairs of ground power lines of a traffic light. Driver loses control, hits restaurant


M EIKtILA , 5 Nov A vehicle struck a restaurant in Meiktila on 31 October, leaving two injured. The Parado was travelling on YangonMandalay Road when the driver lost control. Ma Thwe Thwe Zin, 35, and Daw Khin Ohn Myint, 60, who were in the restaurant when the crash happened, got injured. Furniture worth over K 150,000 were destroyed by the crash. Plan to draw group fixtures for football event of SEA Games on 6 Nov
NAY PYI TAW, 5 NovThe opening ceremony of drawing the group fixtures of mens football event and womens event of the XXVII SEA Games to be hosted by Myanmar will be held at Wunna Theikdhi Stadium here on 6 November. A total of 11 mens teams and eight womens teams will take part in the football tournaments at the Stadiums of Thuwunna in Yangon and Wunna Theikdhi in Nay Pyi Taw and Womens Football games at Mandalay Stadium. Host Myanmar, defending Champion Malaysia, Thailand, Vietnam, Indonesia, Singapore, Laos, Timor, the Philippines, Cambodia and Brunei will compete in the mens event. NAY PYI TAW, 5 Nov According to a tip-off, the members of No (18) AntiDrug Squad (Southern Mandalay) together with witnesses searched a white van driven by Nyein Chan Aung (a) Ashaygyi (27 years old), Aungpinle Ward in Chanmyathazi Township, Khin Maung Htwe (42 years) in Kalarpyo Ward in Chanmyathazi Township and Kyaw Sein Oo (33 years old) in Kanpaing Village in Madaya Township at Padonma Hotel between 63rd and 64th Streets in Mahamyaing (1) Ward in Mahaaungmye Township in Mandalay on 31 October afternoon. They seized two heroin blocks weighing 357 grams each in the bag of Nyein Chan Aung and got informed that there was another heroin block at his house. Monetary base hits record high for 8th straight month


TOKYO, 5 Nov Japans monetary base grew 45.8 percent in October from a year earlier to 186.87 trillion yen, hitting a record high for the eighth straight month as the Bank of Japan kept pumping money into the financial system to beat deflation under its ultraloose monetary policy, the central bank said on Tuesday. The average daily balance of liquidity provided by the central bank consisting of cash in circulation and the balance of current account deposits held by commercial financial institutions at the bank increased for the 18th consecutive month. The countrys monetary base at the end of October stood at 189.81 trillion yen, the highest level ever, the BOJ said. The balance of current account deposits the sum of funds the institutions can use freely more than doubled to 98.76 trillion yen, with the BOJ injecting more liquidity into the banking system by buying a large number of financial assets from banks. SEOUL, 5 Nov Two South Korean companies in the Kaesong industrial complex have decided to close operations due to the unfavourable business conditions, sources said on Tuesday. A textile manufacturer and an electronic parts producer have signed related contracts to sell their factories and land in the industrial complex, Yonhap news agency quoted the unification ministry and corporate insiders as saying. They added that another small company that makes stuffed goods at a factory apartment run by the Korea Industrial Complex Corp is also planning to abandon its Kaesong operations considering the increasing financial difficulties. Concerns caused by a cooling off of cross-border relations after the Kaesong complex reopened are making it hard to secure orders, and there are growing fears that things will not improve in the near future, Yonhap quoted a corporate source as saying, who declined to be identified. He said there are other companies who may decide to leave Kaesong if things dont improve soon. Entrepreneurs said companies in Kaesong are currently operating at just 50 percent capacity since the park resumed operation on 16 September. Three out of the 123 companies in the complex have not restarted their factories. Many companies are unsatisfied with the chaotic management in terms of travel, communications, customs and protection of South Korean workers. It is reported that other companies decided to leave because they are unable to payback 176.1 billion won (165.8 million US dollars) in insurance payments received from Seoul and the Democratic Peoples Republic of Korea (DPRK)s demand of supplemental security income, equal to 60 percent of its workers monthly pay starting this month.Xinhua

UN committee passes Japan-led nuke elimination resolution


NEW YORK, 5 Nov A Japan-led resolution calling for the elimination of nuclear weapons was approved on Monday by the UN General Assemblys First Committee on disarmament with endorsements by 164 countries, marking the 20th year in a row that such a resolution has been passed.The resolution, which is expected to be approved by the General Assembly at a meeting in early December, drew a record 102 co-sponsors. North Korea was the only country to vote against it. The resolution condemned in the strongest terms the nuclear test conducted by North Korea in February this year and called on Pyongyang to abandon all nuclear weapons and existing nuclear programmes. Fourteen other countries including China, Russia, India, Pakistan and Israel abstained. Nokia says Samsung extends patent license deal


HELSINKI, 5 Nov Finlands Nokia on Monday said Samsung Electronics has extended a phone patent license agreement between the two companies for five years. According to the deal, Nokia will receive additional compensation from Samsung, starting in the beginning of 2014. Apps pair with smart pens to bring digital handwriting


AMSTERDaM, 5 Nov Writing with pen and paper is entering the digital world thanks to new apps that work with smart pens to capture the written word and share and edit the content. New apps take what people write or sketch on paper with a smart pen and enhance it with highlights, graphics and text. The written word can also be shared by email or to other apps such as Dropbox, for cloud storage, or Evernote for archiving. EquilNote, an app for the iPhone and iPad, is paired with a smart pen called the Equil JOT. Its creators said the appeal is to preserve the art of writing, while updating it with digital enhancements. The best ideas often start on paper, said Greg Appelhof, president of the Americas for Equil, a South Koreabased company. But people use all sorts of ways of capturing notes, from sheets of paper to very expensive journals. We wanted to create something that could capture it all, regardless of where it was written, he said in an interview. As a note is written with the smart pen, it is simultaneously visible in the app and accurate to a pixel, according to Appelhof. The app communicates via Bluetooth with the smart pen and a receiver that sits at the top of a piece of paper. The receiver determines the smart pens position using infrared and ultrasonic waves.Reuters

Indian scientist claims to have found true origins of life on Earth


NEW DELhI, 5 Nov An Indian American scientist has claimed that he has found the answer to the question about how life on earth began more than 3.8 billion years ago. Sankar Chatterjee, professor of geo-sciences and curator of paleontology at the museum of Texas Tech University, has claimed that meteor and comet strikes likely brought the ingredients and created the right conditions for life on our planet. Chatterjee said that regular and heavy comet and meteorite bombardment on earths surface during its formative years, nearly four billion years ago, created large craters that not only contained water and the basic chemical building blocks for life, but also became the perfect crucible to concentrate and cook these chemicals to create the first simple organisms. After examining the environments of the oldest fossil-containing rocks on earth in Greenland, Australia and South Africa, Chatterjee came to the conclusion that these could be remnants of ancient craters and may be the very spots where life began in deep, dark and hot environments. When the earth formed some 4.5 billion years ago, it was a sterile planet, inhospitable to living organisms, Chatterjee said in a Press statement. It was a seething cauldron of erupting volcanoes, raining meteors and hot, noxious gasses. One billion years later, it was a placid, watery planet teeming with microbial life, he said. Chatterjee said life began in four steps of increasing complexity cosmic, geological, chemical and biological. He claimed that the earths perfect proximity to the sun provided an appropriate environment to begin life. The geological stage provides special dark, hot, and isolated environments of the crater basins with the hydrothermal vent systems that served as incubators for life, he said. PTI

Rocky Earth-like planets are hard to spot, leading to uncertainty about how many Earth-like planets may exist. Researchers from University of California, Berkeley, and University of Hawaii, Manoa, used data from the Kepler space telescope, now crippled with its four-year mission at an end, to search for planets with radii one to two times that of Earth and receiving between one and four times the stellar irradiation received on Earth. Stellar irradiation may determine whether water could exist as a liquid on these planets surfaces. Researchers have previously combed through more than 42,000 stars that are like the Sun or slightly cooler and smaller, and discovered 600 likely planets, including 10 with radii and stellar irradiation similar to those of Earth. Accounting for missed planets, the researchers concluded that about 22 percent of all Sun-like stars in the galaxy may be orbited by Earth-size planets receiving Earth-like levels of stellar energy, within the so-called habitable zone. ECB may soon join the flight of the doves


LONDON, 5 Nov Even as the euro zone economy shows faint signs of stirring, the European Central Bank is likely to send a dovish message this week that more monetary help will be on the way before long. After a plunge in inflation to 0.7 percent in the year to October, well below the ECBs target of just under 2 percent, UBS and RBS are among those who reckon a rate cut could come as soon as Thursdays policy-setting meeting. At the very least economists expect ECB President Mario Draghi to indicate that the balance of risk has tilted toward further easing, partly because the recent strength of the euro will hurt exports with a lag. But many believe it would make more sense for the ECB to hold fire until December, when the banks staff updates its growth and inflation forecasts. There is a growing trend towards online application. The number of Internet users in the IT Age has increased all the more with wider online application. As computer, e-mail and Internet are at the forefront of daily activities, the role of e-Government has become increasingly crucial. The word of e-Government has become popular day by day based on different dimensions. Whatever it is, e-Government needs to be introduced through wider application of ICT in order that functions of governmental departments are swift, workable and effective. And a step-by-step approach should be taken towards achieving this long-term goal. The e-Government is a scheme in which most of the functions of governmental departments are undertaken swiftly and effectively through online. The scheme could make timeconsuming and labor-intensive departmental functions more applicable, effective and swifter. The extensive introduction of e-Government contributes not only to government departmental functions but to companies and social organizations that are related to the government, thereby improving socio-economic status of the people. Nowadays, the government in cooperation with computer professionals associations and entrepreneurs in regions and states has constituted regional e-Government committees in order to implement the e-Government scheme. As part of the scheme the e-Yangon Website of Yangon Region Government has been posted on a trial basis. Efforts are being made to bring about a complete and better e-Government before 2015. At a time when we need to reflect on what more we can do to realize our vision for a better world the e-Governments role is beyond question, for our urgent development challenge is to make sustainability a reality.

FSA investigates 3 megabanks over measures against criminal groups


TOKYO, 5 Nov Japans Financial Services Agency on Tuesday started investigations into the countrys three major banking groups, including scandal-hit Mizuho Financial Group Inc., focusing on measures to prevent ties to criminal groups. The FSA will additionally examine whether Mizuho deliberately submitted an incorrect report to the financial watchdog over the scandal involving loans made by Mizuho Bank to people linked to criminal groups that came to light in September. Finance Minister Taro Aso, concurrently serving as financial services minister, expressed displeasure that Mizuho made incorrect claims to the FSA, saying it was extremely undesirable. We will carefully consider how to deal with the issue, Aso said at a press conference, indicating his agency would impose an additional punishment on the bank. China needs 7.2 percent GDP growth for employment: premier


BEIJING, 5 Nov China needs to sustain economic growth of 7.2 percent to ensure a stable job market, Premier Li Keqiang said in remarks published on Monday, one of the few times a top official has stated the minimum level of growth needed for employment. Official calculation showed the worlds second-largest economy needs to grow at a rate of 7.2 percent annually to ensure 10 million jobs are being created each year, Li was quoted by the Workers Daily as saying. This would cap the urban unemployment rate at around 4 percent, he said. We want to stabilize economic growth because we need to guarantee employment essentially, Li said at a national workers meeting two weeks ago. His remarks were published in full for the first time on Monday. The government has said the slowdown has been partly engineered to make room for retooling the economy to ensure future growth is cleaner, more sustainable, less dependent on heavy investment and more reliant on consumption. Chinas economy is set to grow at its slackest pace in 23 years this year, at 7.5 percent, as its export sales falter on fragile global demand. Li reiterated that the 7.5 percent growth target for 2013 remains intact, but noted that weak exports sales were a risk. If the exports drop sharply, it would bring employment problem, Li said. As part of fiscal 2014 tax reform, the Japan Tourism Agency has proposed the addition of foodstuffs, beverages, tobacco, pharmaceutical products and cosmetics to a list of tax-exempt items for foreign travelers who have fill out necessary documents at duty-free shops in the country. The proposal is aimed at attracting travelers and mitigating the negative impact of the sales tax hike to 8 percent from the current 5 percent next April.In many parts of the world, including member nations of the European Union, all products bought by foreign travelers are tax exempt and tax refunds are made on departure, the agency said.Kyodo News

One million Cambodian children received new measles, rubella vaccine


PHNOM PENH, 5 Nov The total number of Cambodian children immunized in the nationwide campaign with measles and rubella vaccines has already reached one million, the Ministry of Health announced onTuesday. Health Minister Mam Bunheng launched the campaign against these two childrens diseases on 21 October, aiming to vaccinate all children in the country, totaling over 4 million, between 9 months of age and 15 years with the measles and rubella. To date, Phase I with 9 provinces is nearing completion with one million children already vaccinated, the Ministry said in the statement, adding that Phase II will run through November, followed by Phase III in December. The demand for measles and rubella vaccine has been almost overwhelming. Every school is having its scheduled vaccination session, thanks to great cooperation between health and school authorities, Mam Bunheng said in the statement. I urge every family in the country to bring their children to join in this campaign as it continues across the country in the next two months. MEXICO CITY, 5 Nov Mexican armed forces have taken charge of security in the Pacific port of Lazaro Cardenas, a major cargo hub in a part of the country struggling to contain violent drug gangs. The government said on Monday that units of the army, navy and federal police were moving in to oversee access to and around Lazaro Cardenas, one of Mexicos principal gateways to trade with Asia on the southern flank of Michoacan state. Michoacan has been a regular flashpoint for shootings and attacks on officials since President Enrique Pena Nieto took power 11 months ago pledging to bring an end to widespread violence stemming from warring drug cartels. Government spokesman Eduardo Sanchez said the decision to replace local police in Lazaro Cardenas was part of a series of measures aimed at restoring stability to Michoacan. The specter of terrorism was conjured up by some security experts when various installations belonging to Mexicos state-run electricity company were temporarily knocked out in a series of attacks in Michoacan last weekend. Throughout the year, serious gunfights have broken out in the state and Pena Nieto himself admitted this summer that gangs had taken control of parts of Michoacan. NAy PyI TAW, 5 Nov Additional Budget Allocation Bill for 2013-2014 FY was discussed at 9th day session of Pyidaungsu Hluttaw here today. Deputy Minister for Border Affairs Maj-Gen Maung Maung Ohn replied that the budget earmarked for 2013-2014 FY for Shan State (north, south and east) and self-administrated regions is K 41920.123 million. Its budget is much more than other region/state as Shan State is the largest state in Myanmar. of DaikU Constituency on upgrade of roads, Deputy Minister for Livestock, Fisheries and Rural Development U Khin Maung Aye replied that the budget request for upgrades of the entrance road to Aye Thu Kha Village is K 425.935 million.
