Myanmar to implement water resource management system to achieve sustainability within 10 years

NAy PyI TAW, 4 Nov Myanmar should set its aim of achieving sustainability and effective management of utilizing its water resource within ten years by implementing the multi-purpose water utilization management system, said Vice-President U Nyan Tun. In his address at the meeting 1/2013 of the National Level Water Resource Committee at Ministry of Transport here today, Vice-President U Nyan Tun called for systematic management of water utilization to ensure improvement of socio economy of the people and greening and stability in the country. He also stressed the need for systematic utilization, finding new resource, balancing the land utilization and water utilization and considering the water as a main factor for the economic sector. The national level committee was formed to implement the multi-purpose water management system which guarantees the equity and transparency of water utilization among the people by managing and conserving the water resource carefully in the country. The vice-president also stressed the need for transparency in writing rules and regulations of the water management system, the national water resource utilization policy and framework. In his address, he urged the ministries concerned to formulate the rules and regulations to ensure environmental conservation, sustainability and equity and safety of water utilization for the future generation in terms of social, environment and economy needs. For the management of the countrys water resource, the national level water resource utilization committee is obliged to closely work together with the international non-governmental organizations, experts, social organizations and the people, he added. The participants of the meeting discussed the tasks of the committee, technology and experiences and issues related to development of water resources. MNA

They found Ma Maw Ni Ka (a) Mukale (38 years old), wife of Nay Lin Aung in her bedroom and seized one .22 long barrelled gun, one hand-made gun, a long barreled shotgun, one air gun, one grenade, magazines, ammunition and 1 kilo of raw opium. LOS ANGELES, 4 Nov The suspected gunman in last weeks deadly attack at Los Angeles International Airport wrote a note saying he intended to die after killing at least one security officer, the chairman of a key US security committee said on Sunday. Twenty-three-yearold Paul Anthony Ciancia also discussed weaknesses in airport security in the suicide note before Fridays attack, Michael McCaul, the Republican chair of the House Committee on Homeland Security told CNN. Ciancia is accused of shooting dead a Transportation Security Administration officer, the first employee from the agency to die in the line of duty since it was created after the September 11 attacks in 2001. Airport police shot and wounded the gunman, ending the rampage.

In a criminal complaint filed on Saturday, investigators said they found a handwritten letter signed by Ciancia in his bag that addressed TSA officials, writing that he wanted to instill fear in your traitorous minds.It was not immediately clear whether McCaul was referring to the same note mentioned in the complaint. BEIJING, 4 Nov A Shanghai-made lunar rover is all set to land on the moon with the Change-3, Chinas third lunar probe that is set to be launched next month, local officials said on Friday. The moon rover has been taken to the Xichang Satellite Launch Centre with the Change lunar probe on the Long March III carrier rocket. Inspections and preparatory work are going on to get the launch ready about a month later. BAGHDAD, 4 Nov At least nine people were killed and 15 others wounded in violent attacks in Iraq on Sunday, police said. T O U N G O O , 4 Nov Heavy rain hit Toungoo, Yedashe and Ottwin townships of Toungoo District in Bago Region and set the new record of rain fall. Due to heavy rain, local people suffered floods in the region. On 1 November, a total of 31109 people of 7711 households became flood victims. During the period from 28 October to date, 11898 people from 2951 households from six wards and 10 village-tracts in Toungoo Township, 17619 people from 4481 households from 15 villagetracts of Yedashe Township and 1592 people from 279 households of one villagetract in Ottwin Township are being accommodated at 56 relief camps. Bago Region government, Southern Command Headquarters, local authorities, political parties, social organizations and wellwishers donated cash and kind to the flood victims. Due to raising the water level at Sittoung River, two people in Yedashe Township and one in Toungoo Township drowned in the flood water. Yangon-Mandalay Highway was covered with three feet deep water. So, vehicles small and large run along the detour. On 31 October, Ma The The, 20, of Ward 19 in Toungoo who stays at the relief camp in Toungoo Basic Education High School No. 5 gave birth to a baby. The midwife took care of her. We are now in the process of changing our media landscape in all spheres beginning from its very foundation so that it can have the capacity to incorporate into global media mainstream. In so doing, we will surely need assistance from countries at the forefront in economic, media and technical development. Myanmar a country in democracy transition is extending cordial relations with all the global countries whether they are from the East or the West. Because of this new international relations policy, even the countries which had icy relations or downgraded their relations with us in the past are willingly re-engaging with our country now. Thanks to the adoption of market economy and Investment Law that meets the prevailing conditions, companies from global countries are putting more and more investments in our country. Now we are transforming the media of our country into people-centred industry. We understand that in certain democratic countries, the social responsibility-based media industry is flourishing together with media freedom. So we need to study the Press policy, the interpretation of the media, media development, and the cooperation of the government, organizations and people in those countries. The Fourth Estate of Myanmar is in the mission of amending or substituting media laws that are not in conformity with the provisos of the Constitution. There is only Press freedom in Myanmar and no more pre-publication censorship at all. State-run dailies are introducing public service media as per the democracy. As the foundation of the new system that focuses on majority interest is public aspirations, the dailies will become people-centred newspapers.

The Union minister said that the meeting aimed at promoting SMEs with added momentum. Arrangements are being made to submit SME Law to the Pyidaungsu Hluttaw and suggestions are invited to establish SME Agency as an independent agency, he said. The work committee members will make field trips to the industrial zones in December in order to fulfill the requirements and review land issues in the zones, he added. The proprogress reports are to be submitted in the first week of December and the groups are to implement duties assigned and responsibilities to be able to achieve dynamic result, the Union minister said. Deputy Minister for Agriculture and Irrigation U Ohn Than replied that the work on granting land ownership certificates to farmers launched on 1 Jaunary, 2013 and the work has been completed by 86.91 percent so far. Ten sets of RTK-GPS (1Base+1Rover set) and 25 sets of Total Station have been bought and supplied to region/state land survey departments, he added. According to the deputy minister, the ministry has planned to buy 260 sets of RTK-GPS and 100 sets of Total Station through the tender system in the 201314 FY. So far, 1600 staff have been assigned at the Land Survey-5 positions as from 1 March, 2013 and 3775 have been hired as daily waged labourers as from 1 August for three months, the deputy minister said. Lt-Gen Myint Soe from Commander-in-Chief Office (Army) said he was glad to see ethnic armed groups sitting around the
negotiation table and the army is committed to take part in peace process and so are the president and the commander-in-chief of Defence Services. He said no one should doubt that the army would undertake whatever duty assigned to it. He said the military represents the State, people, sovereignty and territory. Now, the ceasefire has achieved certain progress. He said he believed that the negotiation would lead to further stage toward ceasefire and peace, aspired by people and national brethren. General Saw Mutu Sae Poe said that he was glad to meet with armed ethnic groups and responsible persons from Union Peace-making Work Committee. KNU had accepted the governments peacemaking process, many lives and households were destroyed by over 60year long conflicts. Thus, he said, they had realized that the conflicts cannot be solved on battle ground at the 15th KNU Conference but through political means at negotiation table. He said KNU leadership has made
clear their positions in meeting with the President and the Commander-inChief and was completely honest in peace process. He said that KNU wanted to make further discussions to achieve internal peace. After that, the state chief minister and leaders of the armed ethnic groups discussed matters relating to ceasefire and peacemaking processes. At the conference, members of the work committee of the armed ethnic groups U Naing Han Tha of New Mon State Party (NMSP), U Kun Okkar of United Nationalities Federal Council (UNFC) and Major Gun Maw discussed the agreements of the Laiza conference and ViceChairman U Aung Min and Lt-Gen Myint Soe explained and discussed over the proposals. The deputy minister said that this course is the fruitful result of meeting between the President and EU's officials during the President's visit to European countries. EU conducts the course aiming at building capacity of Myanmar Police Force. He thanked EU for their supports of body armour to Myanmar and for lecturing police officers and other ranks of MPF. He urged those present to concentrate on their learning to be able to engage in crowd management internationally and carry out police duties for prevailing law and order. MORIOKA, (Japan), 4 Nov Kunie Kudo, who has been selling sea urchin boxed lunches to railway passengers in northeast Japan for 30 years, is said to be one of the models for the charismatic grandmother of the main character Aki Amano in NHKs hit drama Amachan. Business has been booming for the 74-yearold Kudo ever since the morning drama began in April, with about 10 times as many customers as before flocking to buy her lunches at Kuji Station in Iwate Prefecture. Theyve remained just as popular even after the drama ended in late September. Thanks to Amachan, I get to know a lot of people, Kudo said in a recent interview. It is the greatest honour of my life. SINGAPORE, 4 Nov Singapore is using an antistick paint to tackle the sticky issue of illegal ads at train stations, along the roads and on pillars and lamp posts, local media reported on Monday. The Land Transport Authority has called a tender to apply the solution at 367 locations on the island by 2017 after finding that anti-stick paint is effective in licking the problem, the Straits Times said. The tender also calls for anti-stick clear coating with high transparency that can be applied to glass or plastic panels. It is illegal to paste the advertisements, which can range in size from Post-It note to A4, on undesignated places such as the subway stations, pillars and lamp posts. They also leave unsightly stains after being removed, especially when strong adhesives are used. The Land Transport Authority began a trial of anti-stick paint in 2009 at a sheltered linkway leading to
an MRT station. It proved a success. Since then, the anti-stick paint has been applied at 252 locations. The authority previously said that the move would help it save about 100,000 Singapore dollars (80,000 US dollars) a year. The latest tender will expand the coverage to most places here where complaints about illegal ads are common. Besides applying anti-stick paint, the authority has, since 2010, introduced 27 notice boards at 21 subway stations with heavy pedestrian traffic to give people a better option. It costs 50 cents a day to put up an A5-size ad. A spokesman for the Land Transport Authority said there were fewer illegal ads at areas which have notice boards, and anti- stick paint. These initiatives together with regular enforcement and public education have been effective in preventing the pasting of illegal advertisements on street infrastructure, he explained.Xinhua

With regard to the bill amending the allowance, expenditure and insignia law for Union level persons, member of Bill Committee U Saw Maw Tun said that the main amendment of the law is to cancel the provision of tax exemption. In accord with the guidance of the President and agreement of the Union government, those at the Union level, region or state level, chairman and CEC members of self-administered division or zone leading body, the chairman of Nay Pyi Taw Council and members are enjoying the salaries and allowances that are lower than they really are till today. However, the provisions of the respective laws have not been amended yet. That is why it is necessary to amend the provisions in legislative, executive and judicial sectors if necessary. Bill Committee member U Sun Doke Ciint discussed matters related to the bill amending the salaries, allowance and insignia law for region or state level persons. He said that MPs have understood to pay tax dutifully and serve the interest of the State. Therefore, it needs to revoke but also to amend necessary laws.
