JOB TITLE: Policy Specialist JOB LEVEL: P4 REPORTS TO: Genevieve Boutin, Chief, Humanitarian Policy Section, EMOPS LOCATION: NYHQ

BACKGROUND UNICEF integrates approaches to emergency programmes and policies throughout all its Divisions, but concentrates co-ordination within the Office of Emergency Programmes (EMOPS) in New York and Geneva. EMOPS is the institutional focal point for emergency assistance, humanitarian policies, staff security and support to UNICEF offices in the field, as well as strategic co-ordination with external humanitarian partners both within and outside the United Nations system. UNICEF is structured so that EMOPS reports to the Deputy Executive Director (External Relations), and coordinates its work closely with other divisions and institutional entities. The incumbents work will be informed by the broad goals of the Humanitarian Policy Section (HPS) which fall under the following Programme Component Result: Timely, effective and reliable humanitarian action to be undertaken by UNICEF in accordance with the Core Commitments for Children in Humanitarian Action (CCCs), the UNICEF Strategic Plan and inter-agency commitments. More specifically, it contributes to the Intermediate Result: UNICEFs capacity to respond to complex humanitarian situations and emergencies is strengthened through the development and dissemination of consistent, practical and applicable humanitarian policies, technical and strategic guidance products and tools which are informed by global developments, inter-agency policy discussions, lessons learnt and best practices; with COs supported to operationalize these policies and guidance, and through a sustained positioning of UNICEF as a voice in humanitarian policy debates and on advocacy on childrens and womens rights in global for a. SPECIFIC AREAS OF WORK The scope of work will cover the following areas of future HPS work listed below: UN Integration and Coherence Represent UNICEF in UN system wide discussions on integration and coherence policies/tools/guidance on behalf of UNICEF to bring the perspective of multi-mandated agencies and the needs of children to the fore in these system-wide improvement initiatives; Work with the Field Support Section to provide support to Country Offices in understanding and operationalizing the UNs policy on integrated presences; Help define and promote the humanitarian perceptive and concerns in the post-2015 agenda through UNICEF specific and system-wide mechanisms and frameworks; Support the Section Chief in coordinating UNICEFs engagement in the Action Plan in response to the Sri Lanka Internal Review Panel;

Coordinate UNICEFs engagement in the UNDG-ECHA Working Group on Transition Issues; Follow-up on the To do the above, collect, compile and consult the perspectives of all relevant COs, ROs and Division whose work is affected by UN integration and coherence; Ensure effective dissemination of major policy changes, new tools and guidance in this area to relevant COs.

Capacity Development for the CCCs Oversee the continued application of the tools/guidance on capacity development in humanitarian action through indirect support to RO and colleagues in other divisions who will directly support COs as part of the joint inter-divisional resilience workplan; Represent UNICEF in relevant inter-agency for a on capacity development in humanitarian action and fragile states - including the Civilian Capacities Initiative - and align UNICEF tools and guidance to best practices in the humanitarian system. Humanitarian Assistance in Urban Environments Collaborate with DPS and EMOPS Geneva to conduct a mapping of ongoing UNICEF humanitarian action in urban contexts; Work with DPS and the IASC Working Group on Meeting Humanitarian Challenges in Urban areas; Collect 5 good practices and lessons learn applicable for humanitarian action in urban contexts, with emphasis on slum areas and incidents of localised civil unrest. Other tasks as required by the Section Chief and/or the Division Director and Deputy Directors.

QUALIFICATION and COMPETENCIES Education Graduate University degree in social sciences, relevant humanitarian sector, conflict studies, or an appropriate sector. Work Experience 8 years of progressively responsible professional experience in policy, planning or programming in humanitarian action. Demonstrated experience design and implementation of quality humanitarian programmes and response plans. Some exposure to/knowledge of UNICEF or UN work in the humanitarian sector (directly or as a partner), human rights, political affairs, peacekeeping and/or peacebuilding is a requirement. Prior experience working in an integrated UN presence context would be an asset.
