Minutes of the 61st Grid Co-ordination Committee Meeting held at MSETCL Corporate Office, Prakashganga, Mumbai on 5th Apr

2013 at 11.00 hrs.


The 61st meeting of Grid Co-ordination Committee was held on 5th Apr 2013 at MSETCL Corporate Office, Prakashganga, Mumbai. The list of participants is enclosed in Annexure-1.The meeting was chaired by Shri. S.T.Shinde, Chief Engineer (SLDC) MSETCL. Shri S.T.Shinde, Chief Engineer (SLDC) MSETCL, welcomed the members and participants to the 61st GCC meeting. Following agenda of the Meeting was discussed.

1.0 Confirmation of the Minutes of Meeting of 60th GCCM: The Minutes of 60th GCCM held on 06th Mar-2013 at MSETCL Corporate Office, Prakashganga, Mumbai were circulated vide email by SLDC, MSETCL. As regarding the clarification by REL-D on the 60th GCC on the following points (D) 1) Bulk Power Transmission Agreement (BPTA) Amendment for F.Y. 201213 The concluding part in the noting should be in line with the discussions i.e. as below; MSLDC referred that Transmission Open Access Regulation 2005 is not amended & hence there is no Medium Term open Access as such in InSTS of Maharashtra. DISCOM Members suggested that they are long Term Transmission System Users (LT-TSU) of the InSTS of Maharashtra and the Medium Term Power Purchase Contracts (PPAs) are approved by Hon. MERC, therefore these contracts are made part of BPTA. In view of this there is no need to book Open Access on monthly basis. The matter was discussed, deliberated and it was concluded that there is lack of clarity on issues such as Medium Term Open Access & charging principle, hence clear guidelines are required from Hon. MERC. Therefore it was proposed that STU to approach MERC for the clarification in the matter. In this regard it is to inform that the Honble Commission had issued a Public Notice on 03/04/2013 regarding inviting the suggestions / objections on the draft Transmission Open Access in InSTS once again and in which the Medium Term Open Access is included and hence, STU has not approached the Honble Commission, also all the utilities are requested to submit their suggestions / objections on the draft Transmission Open Access in InSTS.R-Infra regarding Bulk Power Transmission Agreement (BPTA) Amendment for F.Y. 2012-13. With above, the minutes of 60th GCCM were confirmed by the Committee.

2.0 Review of Maharashtra System Operation:2.1. Maharashtra System Demand & Shortfall for Mar-13:SE (Operations - SLDC) (I/C), MSETCL in the presentation indicated broadly the performance of the Maharashtra grid. On highlighting the power situation in Maharashtra state during Mar-13, he stated the unrestricted demand and availability was on higher side in Mar-13 due to start of summer season. (Relief through Load Management schemes not considered in Shortfall w.e.f. 15th Mar-12) Maharashtra System registered Peak Demand recorded as follows:18006 MW (incl. of LS of 856 MW) on 25-Mar-13 at 12.00 hrs. MSEDCL System registered Peak Demand recorded as follows:15073 MW (incl. of LS of 856 MW) on 25-Mar-13 at 12.00 hrs.

The Mumbai Peak demands (G-T interface) recorded as follows:-:2950 MW on 08-Mar-13 at 12.00 hrs.. He also stated that the per day Maharashtra state energy requirements have reached 353.7 MUs in Mar-13 for Maharashtra State. Chairman informed the committee that MSEDCLs PLR groups A, B, C, D are withdrawn in line with state policy, but as the demands are increasing, and depending on real time availability, these groups could be resorted to load shedding , if system conditions deteriorate. He asked MSEDCL to avail bilateral power mainly in day time from 09:30 to 13:30 hrs. Anx-2 Details the peak demand and energy requirement (estimated figures) for Mar-13 for the constituent members of Maharashtra State.

2.2. Voltage Profile for Mar-13:SE (Operations - SLDC) (I/C), MSETCL stated that voltages beyond the stipulated limits in IEGC were observed at many S/S, the deviations of voltages from the accepted limit on either side were recorded at the following location in Maharashtra grid which were noted by Committee. Max. voltages were recorded in off peak hours at Lamboti S/s (446 kV) and Min voltage was recorded at Lamboti S/s (382 kV). He stated that High voltages are also controlled by hand tripping of lightly loaded transmission line/ckt. if more than one circuits feeding to the network is in service. Many times the inter-state as well as intra-state transmission lines were hand tripped to control the high voltages. Chairman asked STU to shift existing 400 kV reactors from Old Koradi s/s to New Koradi s/s, before monsoon period. Also, He asked STU to monitor the progress of Reactors approved in 34th Standing Committee and submit in the next GCC meeting. Anx-3 Details the Maharashtra system 400 kV voltage profile for Mar-13.

2.3. Frequency Profile for Mar-13:SE (Operations - SLDC) (I/C), MSETCL stated that during the month , the Grid frequency profile was satisfactory. Average system frequency for the Mar-13 was 50.00 Hz. SE (Operations - SLDC) (I/C), MSETCL stated that IEGC permissible frequency range had tightened to 49.7 - 50.2 Hz wef 17.09.2012 and OD/ UD above 150 MW is not permissible irrespective of frequency. SE (Operations - SLDC) (I/C), MSETCL informed that Frequency profile above 50.2 Hz was 9.62% in Mar-13, better than Feb-13, which was 17.97%. The Committee noted the detailed frequency particulars. Anx-4 Details the grid frequency profile for Mar-13.

2.4 Outages for Mar-13:2.4.1 Maharashtra Systems Transmission Line Outages for Mar-13:During the month of Mar-13, Planned outages were permitted on 400 kV transmission lines/ equipments & to control the over voltages at the Akola, Dhule, Karad, Kolhapur area corresponding 400 kV transmission lines ( inter-state , intra state ) were hand tripped. Only few instances the Emergency Planned Outages ( Forced Outages) was availed for attending hot spot , and other emergency works. The details of trippings of transmission lines / equipments during the month of Mar-13 are as follows.

3.0 Operational Planning For Apr-13 :3.1 Maharashtra System Anticipated Demand & Shortfall for Apr-13: The state peak is anticipated as 18400 MW with expected shortfall of around 900 MW. Anx-5. details the Anticipated Peak Demand and Energy Requirement for Apr-13 of Maharashtra Power Grid constituent members.

Other Discussions:4. UFR & FTR Operation & Load Shedding in MSEDCL area: SE (Operations - SLDC) (I/C), MSETCL stated that system frequency not touched 48.8 Hz in Mar-13.

5. Maharashtra Transmission System Improvement: SE (Operations - SLDC) (I/C), MSETCL informed all GCC members about the commissioning of recent transmission lines / equipments. Anx-6. Major Network addition information during Mar-13

6. Occurences :Occurrences in Maharashtra Grid were discussed: A) Occurrence at 400kV Girawli s/s on 03-Mar-2013 : On 03.03.2013 at 18:05Hrs; C-Phase breaker pole of 400kV PRL-CHD-III burst and created a 400 kV bus-1 fault. The occurrence resulted while withdrawing 400kV PRL-CHD-III out of service for controlling over voltage. Due to tripping of ICT1 & ICT2 with operation of busbar protection; all the load was fed by ICT3 only. Load trimming scheme of ICT 3 operated & resulted into loss of load to the tune of 96 MW on 132kV /33 kV level . Generation affected Load affected Restoration : NIL : (96 MW) : All 400 KV Lines &220KV Lines restored by 19:44 Hrs

B) Occurrence at 220kV Padgha s/s on 26-Mar-2013 : On 26.03.2013 at 18:08 Hrs, 220 kV R-phase CT in respect of 3X200 MVA, 400/220 kV ICT IV at Padghe s/s busted & caught fire at Padghe substation resulting in to tripping of all the 220kV feeders & equipments connected to Main-Bus-II (B Bus ) on operation of Bus bar protection. This also resulted into loss of load to the tune of 334 MW on 100 kV /22 kV level . Restoration done by 18:52 hrs.

7. Additional agenda :(A). Regional Transmission Deviation Charges (RTDA):

SE (EA SLDC), MSETCL informed that the issue regarding RTDA, the details are as below: WRPC has raised RTDA bills for period July 2011 to Jan 2013. For apportioning of the same among state pool participants, SLDC had prepared a provisional bill for period July 11 to Sept 12. a. There was no 15 min accounting in July 2011 b. FBSM was started from Aug 2011, c. Till July 2011, all state UI charges were paid/ received by MSEDCL. Hence, the RTDA charges for July 2011 have been allocated to MSEDCL.

Further, RTDA charges on 15 min basis have been apportioned among State Pool Participants based on FBSM bill data. The charges have been apportioned based on Pool Imbalance in FBSM bills. This method has been in principle accepted by MSEDCL, BEST and R-Infra. TPC have expressed their disagreement as backing down of generation affects their availability and in turn causes apportionment of RTDA charges, in spite of availability of generation with them. The committee discussed about the issue and concluded that the issue is linked with FBSM mechanism and the newly committee formed by MERC to look after issues regarding FBSM will probably could find a way in this regard.
(B) Metering of wind generatorsSE (EA SLDC), MSETCL stated that the issue regarding metering of Wind Generators was discussed in the 60th GCC. It was decided that MSEDCL would expedite the work of installation of SEM meters. The status of the same may be informed by MSEDCL. Chairman insisted MSEDCL to inform the status within 10 days.

(D) COMMERCIAL & REGULATORY ISSUES:

i) Bill raised by STU to the Transmission System Users (TSUs) The representative of Reliance Energy Limited Distribution had raised the issue regarding the amount of bill raised by STU to the Transmission System Users (TSUs) and requested to revise the calculation as some of the utilities are billed more and some utilities are billed less amount even though the Monthly Total Transmission System Charges collected are same. The Representative of Reliance Energy Limited Distribution also informed that the audit section has raised the objection on this. The representative of STU informed that, the matter will be discussed in a separate meeting and will be resolved after consulting all the utilities. The meeting in this regards was held on 10/04/2013 at MSETCL, C.O., Prakashganga with all the utilities and the revised bills to the TSUs was raised on 10/04/2013 without any change in due date and utilities were requested to make the payments on time. The Committee noted as above.
