EXPLANATORY NOTES
This report describes the palay and corn crop situation for
January-September 2011 using the estimates for the recent quarter. It
also discusses the outlook for October-December 2011 and JanuaryMarch 2012 using the forecasts based on farmers standing crop and
planting intentions, respectively. The estimates and forecasts are based
on the results of the October 2011 Palay and Corn Production Survey
(PCPS) which is conducted nationwide by the Bureau of Agricultural
Statistics (BAS).
The report also presents pertinent information on monthly
prices of palay, rice, corn and fertilizer; and cumulative actual and
normal rainfall. Data on prices are the results of the Weekly Cereals
and Fertilizer Price Monitoring (WCFPM) of the BAS. Rainfall data
are sourced from the Philippine Atmospheric Geophysical and
Astronomical Services Administration (PAGASA).

Weather Situation and Outlook1


July-September 2011
Neutral El Nio Southern Oscillation (ENSO) conditions prevailed across
the tropical Pacific Ocean as shown by most of the atmospheric and oceanic
indicators during July and August 2011. Numerical models showed trend of
further cooling during September 2011 in the Central and Eastern Equatorial
Pacific (CEEP) as negative sea surface temperature anomalies increased with
consistent positive values of the Southern Oscillation Index (SOI), an indication
of a developing La Nia. The weather systems that affected the country during the
period were Southwest (SW) monsoon, ridge of High Pressure Areas (HPAs),
Intertropical Convergence Zone (ITCZ), Low Pressure Areas (LPAs) and the
passage of 11 tropical cyclones in the Philippine Area of Responsibility (PAR),
namely; Tropical Depression (TD) Goring (July 9-10), (TD) Hanna (July 1516), Typhoon (TY) Ineng (July 17), Tropical Storm (TS) Juaning (July 2528), (TD) Lando (July 31-August 1), (TY) Kabayan (July 28-August 4), (TY)
Mina (August 21-30), (TS) Nonoy (September 8), (TD) Onyok (September
12-13) and re-entered as (TS) Onyok (September 17-18), (TY) Pedring
(September 24-28) and (TY) Quiel (September 29-October 2).

October-December 2011 Outlook


This period covers the first half of the Northeast (NE) monsoon season.
The recent La Nia-like conditions in the tropical Pacific are predicted to
strengthen based on the majority of the leading statistical and dynamical climate
models. Weather systems likely to affect the country during the period are the
Intertropical Convergence Zone (ITCZ), tail-end of the cold front, easterlies, ridge
of high pressure areas (HPA), Low Pressure Areas (LPAs) and three (3) to six (6)
tropical cyclones. Tracks of tropical cyclone during this period are likely across
central and southern parts of Luzon and Visayas with secondary tracks over
Northern Mindanao.

HIGHLIGHTS
Palay and corn outputs of the country for calendar year 2011 would be higher
than their respective 2010 levels. The significant gains in production during the
first half of the year would offset the reductions in the July to December harvests
resulting from damages on standing crops brought about by typhoons Mina,
Juaning, Pedring and Quiel.
Output increases are foreseen for palay and corn crops for the first quarter of
2012.
1.1 PALAY
Calendar Year 2011 Forecasts
x

Palay production for calendar year 2011 is forecast at 16.68 million MT,
5.7% higher than the 2010 output of 15.77 million MT. The increase is
mainly attributed to the significant gains in production during the first half
of the year as the country recovered from the adverse effects of the El
Nio phenomenon.

Harvest area may expand by 4.2%, from 4.35 million hectares last year to
4.54 million hectares this year. Yield for the year is forecast at 3.68 MT
per hectare, 1.5% higher than in 2010.

The probable reduction in corn output during the 4th quarter is largely
attributed to the adverse effects of typhoons Pedring and Quiel. A
remarkable decline in corn output is expected in Cagayan Valley, Bicol
Region, Western Visayas and Caraga.

Farmers in Ilocos Region, ARMM, Davao Region and Central Luzon are
optimistic that favorable weather will prevail, thus significant production
gains are expected in these regions.
2.0 Prices

2.1 Palay/Rice

Average farmgate price of palay for January to September 2011 was


P15.69/kg, 0.8% higher than last years P15.56/kg. The 2011 prices
peaked in July at P16.04/kg and was lowest in January at P15.14/kg.

3.0 Rainfall
x

The accumulated rainfall for January to September 2011 was 40,215.9


millimeters. This was 51.3% above the 26,584.8 millimeters normal
rainfall condition and 65.8% more than last years precipitation of
24,262.3 millimeters.

Except Western Visayas, all regions received above normal rainfall


conditions. Eastern Visayas received the highest accumulated rainfall at
3,929.5 millimeters followed by Caraga and Bicol with 3,600.9
millimeters and 2,879.8 millimeters, respectively.
