Bem-vindo
Os negcios inclusivos, as PMEs e um Prmio que move o Pas
oje em dia, o desenvolvimento sustentvel surge associado ao conceito de negcios inclusivos. Negcios inclusivos so iniciativas empresariais de negcio sustentvel que, mantendo de perto o objectivo do lucro, contribuem para a reduo da pobreza com a incluso das comunidades de baixa renda na sua cadeia de produo de valor. Ou seja, as comunidades ao serem integradas como parceiras e beneficirias dos negcios inclusivos, obtm diversas vantagens. Se por um lado, existem mais-valias em termos de emprego e de renda, atravs da venda dos produtos produzidos no meio comunitrio, por outro lado, as comunidades podem adquirir uma participao no capital social das empresas investidoras e mais recursos para os agregados familiares. Por outro lado, os negcios inclusivos tambm trazem benefcios s empresas. A melhoria do fornecimento de matrias-primas; a promoo da inovao; o reforo das capacidades locais e a abertura de perspectivas de novos produtos e mercados so apenas algumas das vantagens. Alis, este modelo de negcios considerado particularmente interessante por conseguir motivar as empresas a trabalharem com as comunidades de baixa renda, e por conduzir as regies a um crescimento scio-econmico sustentvel. A Organizao Holandesa de Desenvolvimento (SNV), com o apoio da Fundao Ford, concebeu um Mapeamento de Negcios Inclusivos que indica a existncia de um notrio interesse por parte das grandes empresas em desenvolver parcerias com as PMEs e as comunidades, enquanto fornecedoras de produtos e servios. O que um indicador francamente positivo. Foi justamente daquele Mapeamento que se extraram as recomendaes para um ambiente de negcios propcio e para o estabelecimento de um Conselho de Negcios Inclusivos como forma de garantir o desenvolvimento e a coordenao das polticas pr-negcios inclusivos, das estratgias e do conhecimento. Depois, e com o objectivo de divulgar o conceito de negcios inclusivos e as suas boas prticas, o Conselho de Negcios Inclusivos envolveu-se directamente na concepo do concurso 100 Melhores PMEs, em parceria com o grupo SOICO, IPEME, SNV, BDO, o banco BCI, CPI, CTA e DNPDR. A primeira edio do concurso 100 Melhores Pequenas e Mdias Empresas de Moambique 2012 premiou a serigrafia RJM Produes com o principal prmio, numa disputa que contou com um esprito de competitividade saudvel e com a participao de 139 PMEs. O Prmio tenciona difundir o novo modelo de negcios a mais de 28 mil PMEs; estimular e promover as suas prticas e providenciar a assistncia tcnica s melhores PME identificadas no mbito do projecto. Os organizadores pretendem ainda que os negcios de cerca de 4.700 PMEs possam ser melhorados.c

Welcome
Inclusive businesses, SMEs and an award that moves the Country
owadays, sustainable development becomes associated to the concept of inclusive businesses. Inclusive business initiatives are sustainable enterprise business, keeping a close eye on profit, contribute to the reduction of poverty with the inclusion of low-income communities in its chain of production. Ie, the communities are integrated as partners and beneficiaries of inclusive business, and get several advantages. On one hand, there are gains in terms of employment and income through the sale of products produced in the community environment, on the other hand, communities may acquire an interest in the capital of the investing companies and more resources for households. On the other hand, inclusive deals also bring benefits to the companies. Improved supply of raw materials; promoting innovation, strengthening local capacity and opening up prospects for new products and markets are just some of the advantages . Incidentally, this business model is considered particularly interesting for managing to motivate companies to work with low-income communities, leading regions to a sustainable socio-economic growth. The Netherlands Development Organization (SNV), with support from the Ford Foundation, has designed a Mapping of Inclusive Businesses which indicates the existence of a noticeable interest from large companies to develop partnerships with SMEs and communities as providers of products and services. That is a very positive indicator. The mapping was precisely what drew the recommendations for a conducive business environment and the establishment of an Inclusive Business Council in order to ensure the development and coordination of inclusive pro-business policies, strategies and knowledge. Then, with the aim to promote the concept of inclusive business and its practices, the Board of inclusive businesses directly involved in the design of the 100 Best SMEs awards, in partnership with the SOICO Group, IPEME, SNV, BDO, BCI, CPI, CTA and DNPDR. The first edition of the 100 Best Small and Medium Companies in Mozambique 2012 awarded silkscreen producers RJM with the main prize in a contest that featured a healthy spirit of competitiveness and with the participation of 139 SMEs. The Award intends to spread the new business model to more than 28 000 SMEs, stimulate and promote their practices and provide technical assistance to SMEs better identified within the project. The organizers also intend that the business of about 4,700 SMEs can be improved.c

Its operation is likely to allow the reduction of the price of building materials in the country. One of the units is already under construction, a partnership between Chinese and Mozambican investors. Meanwhile, investors in the second plant are still in the process of acquiring the title of Right to Use and Exploitation of Land (DUATs) as well as the environmental permit.

he Impala Project was recently recognized at the Beverage Innovation Awards along a special awards ceremony that happened at DrinkTeck (largest fair of the beverage industry
in the world), in the city of Munich, Germany. This award, created in 2003 by Food Beverage Media (world-leading publisher of magazines issues related to the global food and beverage indus-
try) is one of the most internationally recognized globally in the industry of food and beverages. The jury of the prize committee examined over 370 entries, divided into 29 categories, from more than 40 countries. Among the nominees for the award, Project Impala of Cervejas de Moambique, a subsidiary of SABMiller, stood out as a winner in the category of Best Corporate Social Responsibility Initiative. The Impala project falls under the agricultural initiative by SABMiller Farming Better Futures which focuses on the local economy of developing countries through support given to small farmers. In the case of Mozambique, the Farming Better Futures initiative has inspired the design of the Impala project that turned the cultivation of cassava into a profitable business for small local farmers that provide the raw material for the production of the Impala beer.c

The Asian countrys central bank, which is now headed by Raghuram Rajan, decided to raise the rate repo 7.25% to 7.5%, when expectations were that the percentage retained unchanged. This is the first increase in the repurchase rate in India since 2011 and, according to analysts, the way found in the country to control inflation. Besides to this decision, the Indian central bank opted to relax some limits to liquidity in the banking system. In this case, the aim was to stem the appreciation of the rupee. Analysts point out that the monetary options by Rajan were justified because of the decision of the U.S.

The report Transatlantic Trends 2013 also highlights the opinion of Europeans about the importance of being a member of the European Union (EU). ecorreu a 1 de Outubro, a cerimnia de assinatura de um Protocolo Financeiro e de Cooperao entre o BCI e o Ministrio do Trabalho, que visa aprofundar e melhorar o relacionamento entre as duas Instituies. A cerimnia decorreu nas instalaes do MITRAB, em Maputo, tendo o Protocolo sido rubricado pelo Dr. Paulo Sousa, Presidente da Comisso Executiva do BCI, e pela Dra. Marta Isabel Mat, Secretria Permanente do Ministrio do Trabalho, em acto presenciado por diversos Quadros superiores de ambas as instituies. Com a assinatura deste Protocolo, ser permitido ao Ministrio do Trabalho, a todos os seus rgos e Instituies tuteladas, assim como aos seus Funcionrios, dispersos por todo o Pas, ter acesso a uma vasta gama de servios
e produtos financeiros em condies verdadeiramente especiais. Entre os benefcios, destacam-se o Limite de Crdito Ordenado nas Contas Ordem; o Crdito Pessoal BCI, o Leasing Auto BCI e o Crdito Habitao BCI, para finalidades to diversas como a aquisio de imveis, a construo e a realizao de obras; assim como os Cartes de Dbito e de Crdito do BCI. BCI and the Ministry of Labor and Financial Protocol signed Cooperation
Minister of Labour and said that this Protocol is praising the long existing partnership between the two institutions, and increase access to major advantages offered by the Bank in compliance with its products and services.
t took place on October 1st, the signing ceremony of a Financial Protocol on Cooperation between the BCI and the Ministry of Labour, which aims to deepen and improve the relationship between the two institutions. The ceremony took place at the MITRAB in Maputo, with the Protocol having been initialed by Dr. Paulo Sousa, Chief Executive of the BCI, and Dr. Marta Isabel Mat, Permanent Secretary of the Ministry of Labor, in an act witnessed by many Frames top of both institutions. With the signing of this Protocol, it will allow the Ministry of Labour, for all its Organs and subordinate Institutions, as well as their employees, spread across the country, to have access to a wide
range of financial products and services in truly special conditions. Among the benefit, we highlight the Credit Limit Sorted on Current Accounts, BCI Personal Loans, the BCI Auto Leasing and BCI Mortgage, for purposes as diverse as real estate acquisition, construction and completion of works, as well as Debit and BCI Credit. Speaking on the occasion, BCIs Chief Executive recalled that the interest in the partnership with MITRAB did not derive only from the commercial advantages that it provides. Atingir o Ensino Primrio Universal Em Setembro, o balano do Plano Econmico e Social do primeiro semestre retirou a esperana de sucesso que ainda havia em relao a este indicador. O relatrio indica que a taxa bruta de concluso baixou ligeiramente no ensino primrio, ao passar de 48% em 2009 para 47,3% no ano passado, o que revela que a eficcia interna do sistema educativo baixa. A meta passa por garantir que, at 2015, todos os rapazes e raparigas concluam um ciclo completo do Ensino Primrio. 3. Promover a Igualdade do Gnero e a Autonomia das Mulheres A meta que a de reduzir as disparidades de gnero em todos os nveis do ensino at 2015, priorizando os nveis primrio e secundrio poder vir ser concretizada. De 2001 a 2012, o rcio de raparigas por rapazes cresceu de 0.71 a 0.89%. A este ritmo, daqui a dois anos, Moambique alcanar 0.97%. Quer dizer que no ensino primrio de 1 grau, haver quase uma menina por cada rapaz a estudar. O desnvel prevalece no
ensino superior: em 2010, de um total de 103.850 estudantes, havia 62.558 do sexo masculino e 41.292 do sexo feminino. 4. Reduzir a mortalidade infantil Aqui, o pas encontra-se bem encaminhado, facto que leva o Governo a acreditar no cumprimento da meta, que passa pela reduo em dois teros, at 2015, da taxa de mortalidade de crianas menores de cinco anos. Dados publicados pelo Ministrio da Sade em Maio, indicam que a mortalidade infantil passou de 106 para 64 bitos por cada mil nascimentos vivos, graas aos avanos alcanados na rea da sade infantil, atravs de diversas campanhas e iniciativas de vacinao e ateno integrada s Doenas da Infncia. 5. Melhorar a Sade Materna Este mais um indicador considerado promissor. O objectivo reduzir em trs quartos, at 2015, a taxa de mortalidade materna, e at ao primeiro semestre de 2012, a cobertura de partos institucionais era de 68%, ultrapassando a meta prevista de 63%. Prev-se, em 2013, a formao de 75 profissionais de Sade Materno e Infantil em parto humanizado; coordenar formaes provinciais de

285 profissionais de Sade em prticas de Planeamento Familiar; expandir as unidades sanitrias que oferecem assistncia materna e neonatal humanizada de 57, em 2012, para 79, em 2013, e aumentar a cobertura do Planeamento Familiar de 23%, em 2012, para 26%, em 2013. 6. Combater o HIV/SIDA, Malria e outras doenas At 2015, j no ser possvel travar e iniciar a inverso do alastramento do HIV/SIDA e deter a incidncia da malria e de outras doenas importantes. A seroprevalncia em Moambique est em 11.5%, segundo dados de 2010, uma das taxas mais altas da frica Austral. A taxa de incidncia da Malria tambm um problema
grave, apesar da diminuio do nmero de casos. Dados indicam que, h cinco anos, eram notificados cerca de seis milhes de casos por ano, que baixaram para os actuais cerca trs milhes. 7. Garantir a Sustentabilidade Ambiental Um dos pressupostos deste objectivo melhorar o acesso das populaes gua potvel. S 57% dos moambicanos tm acesso gua potvel. Apesar disso, h um esforo reconhecido pelas Naes Unidas no sentido de combater o problema. No meio rural a situao pior: a gua potvel cobre apenas 30% da populao. Criar uma Parceria Mundial em Prol do Desenvolvimento Moambique integra um conjunto de 50 pases seleccionados para o processo de consultas a nvel internacional, com vista a estimular debates inclusivos e participativos no desenho da Agenda de Desenvolvimento do Milnio Ps-2015. A janela contempla, entre outros pontos, executar projectos de investimentos das Misses Diplomticas e Consulares (MDCs) da China, Portugal, Tanzania, Gr-Bretanha, EUA, entre outros pases.c convey positive indications.

Promote Gender Equality and empower women The goal - which is to reduce gender disparities at all levels of education by 2015, prioritizing the primary and secondary levels - is likely to be realized. From 2001 to 2012, the ratio of girls to boys increased from 0.71 to 0.89%. At this rate, in two years, Mozambique will reach 0.97%. I mean that in primary 1st degree, there will be almost a girl for every boy studying. Develop a Global Partnership to Promote Development Mozambique integrates a set of 50 countries selected for the consultation process at the international level, to stimulate inclusive and participatory discussions on the design of the Millennium Development Agenda post -2015. The window includes, among other things, implement investment projects of Diplomatic and Consular Missions (MDCs) of China, Portugal, Tanzania, United Kingdom, United States, among other countries.c

e as Naes Unidas. Apesar do Exterior conseguir completar o pedao em falta para conduzir o pas ao desenvolvimento, h constrangimentos que se prendem com a eficcia da ajuda. Ou seja,
desconhece-se em que medida os crditos e donativos que Moambique recebe contribuem de forma efectiva para o desenvolvimento. O ltimo boletim sobre a transparncia da ajuda em Moambique, da Declarao de Paris, sugere que no h como saber se os recursos que aqui entram so utilizados com eficcia. O mesmo docmento aponta pormenores interessantes sobre o assunto, como a ausncia de elementos (importantssimos) para medir a qualidade da utilizao dos fundos de ajuda que o pas recebe.

Ajuda em queda
Actualmente, o pas debate-se com a queda do fluxo de ajuda externa, face crise econmica que a maioria dos pases que financiam o Oramento do Estado atravessam. A situao pressiona o Estado a redobrar esforos para se auto-financiar, e afinar os mecanismos de controlo da qualidade da utilizao da ajuda que ainda entra para o pas. Excluindo os Parceiros Associados, o volume total (dos 19 parceiros) aumentou de 1.156 mil milhes de dlares, em 2011, para 1.264 mil milhes em 2012 (9%). De uma maneira geral, houve queda da contribuio providenciada pelos Parceiros Associados de 572 milhes (em 2011) para 465 milhes (em 2012), o que corresponde a 19% do total da ajuda. Pases como Portugal, Espanha, Alemanha, Noruega, Holanda e Finlndia, afectados pela crise da dvida soberana, reduziram derasticamente a ajuda a Moambique. Entre 2011 e 2012, os donativos tambm tiveram tendncia a cair, mas foram compensados pelo aumento dos crditos e pelo aumento das receitas internas, que crescem acima de 100% ao ano, segundo dados reportados pela Autoridade Tributria. c

Several billions of dollars to fund the development of Mozambique come from outside. More than 30% of national needs are covered by external resources, we are assured by 19 Programme Aid Partners (between countries and multilateral organizations), two Associate Partners, including the United States and the United Nations. Despite the fact that the exterior can complete the missing piece to lead the country to development, there are constraints that relate to the effectiveness of aid. Ie, it is unknown to what extent the credits and donations Mozambique receives actually contribute effectively to the development. The final report on the transparency of aid in Mozambique, the Paris Declaration, suggests that there is no way to know if the resources that come here are used effectively. The same document shows interesting details about it, such as the lack of elements (very important) to measure the quality of the use of aid funds that the country receives.

It appears, however, that most donors - also committed to the PD and AAA - do not improve their performance, particularly when it comes to multilateral institutions such as the UN, World Bank and African Development Bank.
Help in decline
Currently, the country is struggling with a declining flow of foreign aid, due to the economic crisis that most countries who fund the state budget are going through. The situation pushes the state to redouble efforts to self-finance, and fine-tune the mechanisms of quality control for the use of the aid that still goes into the country. Excluding the Associate Partners, the total volume (of the 19 partners) increased by 1,156 billion dollars in 2011 to 1,264,000 million in 2012 (9%). In general, there was a decrease in the contribution provided by the Associated Partners of 572 million (in 2011) to 465 million (in 2012), which corresponds to 19% of the total aid. Countries like Portugal, Spain, Germany, Norway, Holland and Finland, affected by the sovereign debt crisis, drastically reduced their aid to Mozambique. Between 2011 and 2012, donations also tended to fall, but were offset by the increase in credits and by increasing domestic revenues, growing over 100% per year, according to data reported by the Tax Authority.c

y the end of the first half of 2014, Anadarko and partners will have been awarded projects to prepare studies for the engineering and construction of refineries of Liquefied Natural Gas (LNG) in the Rovuma Basin (Cabo Delgado), after eight years of hydrocarbon exploration. However, several companies have submitted proposals to this effect. The LNG project is designed for an area of 7000 acres, and after
being authorized, will resettle 733 families corresponding to 2,740 people in the district of Palma. The U.S. multinational Anadarko submitted its environmental impact study to representatives of government, public and private companies, and civil society. This may be the largest investment project in the country and with great impact on employment, since before the final investment decision two billion dollars have been spent. After
making the decision on investment and the approval of the environmental license, the value will amount to 20 billion dollars. For the use during construction, it is expected that the development will employ between 7000 and 1000 people. O Prmio 100 Melhores Pequenas e Mdias Empresas foi lanado com o objectivo de transformar a forma como os negcios so feitos em Moambique. A que nvel essa transformao pretendida? O prmio foi concebido com o objectivo de transformar o modelo de fazer negcios mudando a forma como a actividade econmica desenvolvida no Pas e, ao mesmo tempo, promover um crescimento sustentvel da nossa economia, melhorando as condies sociais existentes. Acreditamos que a competitividade ser impulsionada atravs de um tringulo formado pelo incentivo adopo das melhores prticas de gesto, estmulo inovao e maior exposio das actividades empresariais como estratgia de acesso ao mercado. O crescimento s poder ser sustentvel se as pessoas e comunidades de baixo rendimento forem includas na cadeia de valores das empresas porque nas comunidades onde estas PMEs encontraro elementos essenciais para o seu crescimento como colaboradores, fornecedores e, inclusive, consumidores. O que ganham as PMEs candidatas? Sendo um prmio, lgico que o maior incentivo o pacote de premiao em si. E neste caso a melhor PME receber um pacote avaliado em 1 milho de Meticais, o que significa cerca de 40% da receita mdia mensal mxima tendo em conta o volume de facturao anual de uma PME no Pas, que inferior a 30 milhes de Meticais. De realar que as PME candidatas, mesmo que no sejam classificadas entre as vencedoras oficiais, tero entrado no esprito de competitividade, podendo isto ser uma vantagem pois ao perceber melhor a lgica competitiva estaro mais aptas para responderem s mudanas que vo emergindo na envolvente contextual. Alm dessa vantagem, as empresas tero o acesso
informao privilegiada e integraro um grupo de potenciais beneficiadoras de condies especiais oferecidas pelos parceiros desta iniciativa, com destaque para o apoio na estruturao do negcio e o acesso ao crdito. A iniciativa comporta trs tipos de prmios distintos. O que de facto os distingue? O que os distingue so os objectivos e os critrios usados para avaliar cada uma das categorias. O primeiro lugar percence ao prmio da Melhor PME, onde se avalia o crescimento e o rendimento total agregado pelas empresas. O crescimento destaca a variao positiva do volume de negcios das participantes, ao longo do tempo, e o rendimento agregado procura destacar a transformao do referido crescimento em gerao de valor, atravs do alcance de resultados consistentes, assegurando o aumento de valor tangvel e intangvel de forma sustentada para proprietrios e para a sociedade, atravs do peso dos benefcios totais concedidos aos colaboradores e o rendimento directo criado para o Estado, atravs de impostos, no total dos encargos das empresas. O segundo para a PME Inclusiva que ser entregue empresa que apresentar melhor as iniciativas que resultaram no aumento do volume de negcios, aumento da produtividade e novas oportunidades para as empresas, ao mesmo tempo em que geram riqueza e bem-estar para as populaes de baixa renda intencionalmente integradas na cadeia de valor das respectivas empresas. Por ltimo, mas no menos importante, teremos a PME Inovao que ser atribudo quela que tenha experimentado um conceito novo ou forma diferente de fazer negcio, com impacto visvel no sector de actividade, nvel de empregabilidade, ou que tenha potenciado outras externalidades positivas.
Quais so as entidades parceiras do prmio? Alm da Soico e do IPEME que so os promotores do prmio, esta iniciativa conta com um grupo alargado de parceiros que integra o BCI, a Intellica, a SNV, a BDO, a Primavera e conta com o apoio da CTA. Que detalhes positivos registou na primeira edio do Prmio? Um aspecto positivo, que ficou notrio na primeira edio do prmio, foi a forma como este foi acolhido pelos actores da economia nacional. O interesse pela iniciativa foi manifestado de forma clara, o que evidencia a ansiedade que as PMEs tm em perceber o que o mercado espera delas e, por outro lado, o consenso existente a nvel nacional de que o crescimento e sustentabilidade econmica do pas passa pela emergncia de PMEs fortes e competitivas no mercado. Esperamos que essa evidncia pressione, ainda mais, os vrios actores no sentido de procurarem perceber melhor a realidade das PMEs para que se possa, efectivamente, impulsion-las noutras dimenses com iniciativas complementares a este prmio. A segunda edio trouxe algumas novidades como uma maior abrangncia. De que modo contribui para a melhoria do ambiente de negcios? A maior abrangncia geogrfica, concretizada pela apresentao do prmio em todas as capitais provinciais, permitiu que um nmero maior de PMEs tivesse o conhecimento do prmio, suas vantagens, formas de inscrio, critrios de avaliao e outras informaes. Esse facto resultou numa amostra mais representativa das PMEs nacionais quando se olha para a origem das empresas inscritas, se comparadas com a edio passada. Outro dado relevante a troca de experincia entre a equipa de gesto do prmio, as PMEs e outros intervenientes relevantes de todo o

Pas, o que permitir, naturalmente, a melhoria do prmio ao nvel conceptual. As PMEs formam uma unidade representativa de 98,6% do tecido empresarial, contudo lutam com srios desafios que se prendem com a gesto e o acesso ao crdito. De que modo esta iniciativa pode ajudar a ultrapassar esses obstculos? A abertura de uma linha de financiamento de 500 milhes pelo BCI, com condies e preos bastantes atractivos, efectivamente uma novidade com enorme interesse para as PME, pois evidencia o esforo dos parceiros em quebrar todas as barreiras e colocar a disposio das PMEs, recursos, conhecimentos e outros tipos de apoio para que elas possam melhorar a sua competitividade. Ao concorrer para o prmio, as PME entram para um grupo privilegiado que ter a partir da facilidades no acesso ao financiamento, entre outras condies especiais oferecidas pelos parceiros.
Existe uma plataforma de assistncia tcnica, que prestada s PMEs. A mesma funciona apenas para as premiadas ou tambm para todas as empresas que se candidatam ao Prmio? A divulgao, inscrio, seleco e entrega do prmio fazem parte da primeira grande etapa desta iniciativa. A segunda consiste em tomar a lista das inscritas, como base de dados, para um posterior diagnstico das necessidades e definio de apoios a serem prestados, tendo em conta o objecto e competncias dos parceiros da iniciativa. Ou seja, a partir desse diagnstico, os parceiros oferecem apoio e servios a um leque mais alargado entre as empresas que se candidatam, e no apenas aos trs premiados. Neste sentido, o Prmio uma oportunidade excelente para os pequenos e mdios empresrios terem uma maior exposio no mercado, alargarem a sua rede de contactos e estabelecerem parcerias estratgicas com outros agentes econmicos no nosso Pas. O casting feito por provncia, mas de que modo o equilbrio das oportunida-
des de concorrer garantido, quando a capital do Pas que concentra a maior parte das PMEs? Nas capitais provinciais fizemos a apresentao do prmio e procuramos clarificar, ao mximo, as dvidas existentes, assim como evidenciar as vantagens que as PMEs tm ao aderir a esta iniciativa. A seleco nacional e nica, no discriminando, por exemplo, os sectores de atividade. A lgica para isso que cada vez mais os mercados esto integrados e, com o desenvolvimento infraestrutural em curso no Pas, mesmo a distncia logstica, entre os mesmos, vai-se encurtando, pelo que as empresas devem ser educadas a viver num ambiente competitivo alargado para que possam sobreviver face s adversidades prprias de um mercado em integrao. De realar ainda, que se trata de uma iniciativa que pretende distinguir a qualidade relativa, tendo como factores subjacentes indicadores totalmente indistintos localizao ou sector de actividade. The 100 Best Small and Medium Enterprises Award was launched with the aim of transforming the way business is done in Mozambique. At what level is this transformation desired? The award was designed with the aim of transforming the model of doing business by changing the way economic activity is developed in the country and at the same time promote sustainable growth of our economy, improving social conditions. We believe that competitiveness will be driven through a triangle formed by encouraging the adoption of best management practices, encouraging innovation and greater exposure of the business strategy and market access. Growth will only be sustainable if people and low-income communities are included in the value chain of companies because it is in the communities where these SMEs will find essential to
their growth such as employees, suppliers and even consumers. What are the winning candidate SMEs awarded with? As an award, it is logical that the biggest incentive is the prize package itself. And in this case the best SME will receive a package valued at one million Meticais, which means about 40% of gross monthly average maximum taking into account the annual turnover of an SME in the country, which is less than 30 million MT. Note that SMEs candidates, even if they are not classified among the winners officers, have entered into the spirit of competitiveness, and this can be an advantage because by better understanding the

competitive logic, they will be more able to respond to the changes that are emerging in the surrounding context. Besides this advantage, companies will have access to insider information and integrate a group of potential hulling special conditions offered by the partners of this initiative, highlighting the support in structuring the business and access to credit. The initiative has three different types of awards. What distinguishes them? What distinguishes them are the objectives and the criteria used to evaluate each of the categories. The first belongs to the Best SME Award, which assesses the growth and yield aggregate by companies. The growth highlights the positive variation of the turnover of the participants, over time, aggregate income and seeks to highlight the transformation of that growth in value creation through the achievement of consistent results, ensuring increased value of tangible and intangible form sustained for owners and society, through the weight of the total benefits granted to employees and created direct income to the state through taxes, the total burden on enterprises. The second is for the Inclusive SMEs that will be delivered to the company that presents the best initiatives that resulted in increased turnover, increased productivity and new opportunities for businesses, while generating wealth and wellbeing for populations with low income intentionally integrated into the value chain of their respective companies. Last but not least, we have the SME Innovation that will be assigned to that concept has experienced a new or different way of doing business, with noticeable impact on
the sector of activity, employability, or has boosted other positive externalities. What are the partner organizations of the Awards? Besides Soico and IPEME who are the promoters of the Awards, this initiative has a wider group of partners that includes the BCI , Intellica, SNV, BDO, spring and has the support of CTA. What positive details were recorded in the first edition of the
Awards? A positive aspect, which was notorious in the first edition of the Awards, was the way this was welcomed by the players of the national economy. The interest in the initiative was expressed clearly, highlighting the anxiety that SMEs have to realize what the market expects of them and, on the other hand, the existing consensus nationally is that the growth and economic sustainability of the country involves the emergence of strong and competitive SMEs

indicated by the presentation of the award in all provincial capitals, allowed a greater number of SMEs to have knowledge of the prize, its advantages, registration forms, evaluation criteria and other information. This has resulted in a more representative sample of the national SMEs when looking for the origin of the companies listed, compared with the previous edition. Another relevant fact is the exchange of experience among the management team of the award, the SMEs and other relevant stakeholders throughout the country, which will, of course, improve the award at a conceptual level. SMEs form a unit representing 98.6% of the business, but struggle with serious challenges that relate to the management and access to credit. How can this initiative help overcome these obstacles? The opening of a credit line of 500 million by BCI with conditions and prices attractive enough, is actually a novelty with great interest to SMEs, as evidenced by the efforts of partners to break all barriers and make available to SMEs, resources, expertise and other support to enable them to improve their competitiveness. To compete for the prize, SMEs come to a privileged group who will thereafter have facilities with access to finance, among other special conditions offered by partners. There is a platform for technical assistance, which is provided to SMEs. The same works only for winning or also to all companies who apply for the Prize? The disclosure, application, selection and award ceremony are part of the first major step in this initiative. The second is to take the
list of those enrolled, as a database, for further needs assessment and definition of support to be provided, taking into account the purpose and responsibilities of the partners of the initiative. That is, from this diagnosis, the partners provide support and services to a wider range between the companies who apply, not only to the three winners. In this sense, the award is an excellent opportunity for small and medium entrepreneurs to have greater market exposure, expand their network of contacts and establish strategic partnerships with other economic agents in our country. The casting is done by province, but how is the balance of opportunities to compete guaranteed, when it is the capital of the country that concentrates most of the SMEs? In the provincial capitals we made the presentation of the prize and tried to clarify as much as possible over the existing doubts as well as highlight the advantages that SMEs have in joining this initiative. The selection is done once and nationally, not discriminating, for example, sectors of activity. The rationale for this is that more and more markets are integrated with the ongoing infrastructural development in the country, even the distance to logistics, among them, will be shortened, so companies should be educated to live in a competitive environment extended in order to survive in the face of adversity own a market integration. Is also worth noting that this is an initiative that aims to distinguish the relative quality, with the factors underlying indicators totally indistinct location, or industry. Em apenas um ano, a organizao conseguiu atrair pouco mais de 20 associados moambicanos, tendo formado alguns subcomits de gesto da instituio, que vo dirigir os debates especficos com outras entidades. Agora, mais do que debates a ideia do LIDE garantir que haja realizao de investimentos nos pases onde actua e facilitar a realizao de parcerias entre os investidores de diferentes pases que sejam membros da organizao. Se uma empresa membro do LIDE (num outro pas) e pretende investir em Moambique, ns damos a indicao das entidades que se deve dirigir e fornecemos dados sobre os sectores que mais oportunidades de negcios possuem, disse Ana Paula Figueiredo. A presidente executiva do LIDE Moambique disse ainda que tem orientado as empresas no sentido de investir no sector industrial, na medida em que este sector o que representa riqueza para os pases, ao

LIDE Mozambique, an organization of business leaders, arrives in the country with the aim of bringing solutions from the debate on how to facilitate the conduct of business, away from the usual criticisms of the reforms of the Executive. In Brazil, where the organization was founded a decade ago, LIDE is already the leading voice of the local business community in Mozambique and the organization intends to achieve the same feat. Inflao Em Setembro, a inflao manteve uma tendncia ascendente, ainda assim, fixando-se muito abaixo dos valores esperados a seguir ao choque provocado pelas cheias do incio do ano. Aps descidas mensais de preos nos ltimos quatro meses, o IPC (ndice de Preos ao Consumidor) Moambique registou uma inflao mensal de 0.24% m/m (ms a ms) e anual 4.52% a/a (ano a ano), 0.19pp (pontos percentuais) superior do ms anterior, com a mdia anual a aumentar 0.25pp para 3.78%.

Os ganhos do Metical face ao Rand que se registam desde o incio do ano (14.2% a/a em Setembro), associados recuperao da produo agrcola e a estabilidade dos preos administrados, incluindo o dos combustveis continuaram a permitir que a inflao se mantivesse benigna. A cidade da Beira continuou a apresentar a inflao mais baixa do pas, de 1.84% a/a em termos anuais e uma mdia
Inflation Inflation maintained an increasing trend in September but remained well below expected levels, following the floods recorded at the beginning of the year. Prices measured by Mozambiques Consumer Price Index (CPI) increased 0.24% m/m (month on month) after four consecutive monthly deflations. As a result annual inflation increased 0.19pp (percentage points) to 4.52% y/y (year on year) with the average up 0.25pp to 3.78%. The Metical gains to SA Rand since the beginning of the year (14.2% y/y in September) together with the stability of administered prices, including fuel prices and the recovery of agricultural output helped to contain inflation. Beira city recorded the lowest inflation of the country, at 1.84% y/y and an average of 2.67%, followed by Maputo with 4.25% y/y and an average of 3.85%. Nampula remained the most expensive city with annual and average inflations of respectively 6.24% y/y and 4.2%. Food and non alcoholic beverages price increases; an item that accounts with 47% of CPI basket was the main driver of inflation increase across the country. Government is targeting a decline in inflation to 5.6% in 2014 after a projected level of 7.6% for 2013, subsequently revised downwards to 6.6%. One of the biggest risks for inflation in the short-term lies with the possible negative impact on agricultural output and food prices of a forecasted heavy rain season, with possible floods. Another risk that shouldnt be neglected is the Mozambiques current political uncertainty, with possible negative impact on output, business, circulation of goods and people and foreign direct investment. The main opposition party maintained its decision not to participate in municipality elections and negotiations for a peaceful solution as

O aumento de preos na classe de alimentao e bebias no alcolicas, com um peso de cerca de 47% no cabaz do IPC foi determinante para a tendncia ascendente da inflao no pas. O Governo prev para 2014 uma descida da inflao para 5.6% aps ter projectado um nvel de 7.5% para este ano, posteriormente revisto em baixa para 6.6%. O principal risco para a inflao a curto prazo deriva da previso de uma poca de chuvas intensas, com a possibilidade de cheias e impacto negativo sobre a produo agrcola e preo dos alimentos. Outro risco que no deve ser negligenciado resulta do impasse poltico que o pas atravessa, e dos possveis efeitos negativos sobre o escoamento da produo, comrcio, circulao pessoas e bens e investimento directo estrangeiro, num cenrio em que o maior partido da oposio manteve a sua deciso de no participar nas eleies municipais, e parecem ter fracassado as negociaes que privilegiavam uma soluo negocial ao invs de uma confrontao militar. Mercado Monetrio Num contexto de inflao relativamente controlada e benigna, o Comit de Poltica Monetria do Banco de Moambique (CPMO) cortou na reunio de Outubro, em 50pb (pontos base), a sua taxa de juro de emprstimos overnight aos bancos comerciais, FPC para o nvel de 8.25%, mantendo inalterada a taxa de juro da facilidade de depsito, FPD em 1.5% e o coeficiente de reservas obrigatrias em 8%.

Money Market With inflation under control and benign, Central Banks Monetary Policy Committee (MPC) decided to cut at October meeting by 50bps (basis points) Bank of Mozambiques overnight lending facility interest rate, FPC to 8.25%, keeping on hold their deposit facility interest rate, FPD at 1.5% and reserve requirements ratio unchanged at 8%. Data reported to August indicates a 20bps decline in average commercial banks lending interest rate to 19.97%, with private sector credit extension expanding rapidly at 33% y/y, higher than money supply (M3) growth of 22% y/y. This has resulted in a conversion ratio of deposits into lending, in local currency, of 88%, which could add pressure to money market liquidity, a trend we expect to be maintained in coming months.

A robustez das Reservas Internacionais Lquidas (RILs) que se saldaram em U$2877.5 milhes em Setembro, fixandose 9.6% acima da meta para o perodo e correspondendo a 6.5 meses de cobertura de importaes pelas reservas brutas, tem permitido ao Banco Central manter o cambio do Metical relativamente estvel, uma moeda que no curto prazo no tem sido sensvel a instabilidade poltica que o pas atravessa. A recente estabilidade macroeconmica, em grande medida resulta da continuidade da ajuda externa para o financiamento do dfice do Oramento Geral do Estado (OGE) e do forte crescimento do Investimento Directo Estrangeiro (IDE), que tem permitido financiar o dfice da conta corrente da balana de pagamentos. Se a instabilidade poltica se mantiver a mdio prazo, muito provavelmente ir influenciar negativamente o OGE e o IDE, comprometendo a actual estabilidade cambial e de preos. Actividade Econmica Dados recentemente divulgados pelo INE (Instituto Nacional de Estatstica) indicam um crescimento do PIB de 6.6% no primeiro semestre do ano em curso. Mozambiques recent macroeconomic stability has resulted in large scale from the financing of the countrys twin structural deficits (fiscal deficit and balance of payments current account deficit) through a combination of donor funding/ aid and strong foreign direct investment (FDI) inflows. If current political instability prevails, in the medium term its likely to impact negatively on the fiscal deficit and FDI, compromising currency and price stability. Economic Activity National Statistics Institute (INE) has recently published half-year real GDP figures, indicating an expansion of 6.6%. The quarterly data, y/y non-seasonally adjusted, indicates an acceleration of GDP growth to 8.7% during Q2 2013, from 4.3% in the first quarter. This was mainly attributed to the strong growth in primary activities, which represents 33% of GDP, with mining and agriculture expanding

No entanto, verificaram-se diferenas de pas para pas. O optimismo maior no Brasil e na ndia. Os executivos no Reino Unido mostraram-se menos optimistas este ano face ao ano passado.

Independentemente de terem uma viso geral mais optimista, os executivos financeiros dizem que a incerteza econmica, os preos dos bens, a volatilidade e a mudana das expectativas dos clientes esto a ter um grande impacto nas suas capacidades de prever o desempenho dos negcios. E de acordo com 82% dos executivos financeiros, eles tm acesso a apenas metade ou menos da informao de que necessitam
para fazer essa previso do desempenho dos seus negcios. Muito embora os CFOs tenham expressado optimismo sobre as perspectivas de crescimento, ele minimizado pelas suas incapacidades preditivas face ao desempenho, sobretudo tendo em conta a economia e outros drivers de mercado que tm as suas consequncias, referiu Don Schulman, managing director da Accenture, responsvel global pela
rea de Finance & Enterprise Performance. Mas como arquitectos desse crescimento, os CFOs procuram optimizar e flexibilizar o timing de transformao do negcio; todas as empresas podem beneficiar do facto dos CFOs disponibilizarem dados em tempo adequado, melhorando os processos de tomada de deciso num ambiente de incerteza.

medida que os executivos planeiam quais devero ser os seus investimentos de funes financeiras num prazo de dois ou trs anos, a sua prioridade principal passa por baixar os custos e melhorar a sua produtividade, como mostrado na tabela em baixo. Note-se especificamente nos 64% de executivos financeiros que referem a inteno em investir em conhecimento e/ou sistemas de suporte ao planeamento, oramentao e criao de previses. 37% procuram melhorar a visibilidade das receitas e despesas e 35% ir investir em sis-
temas de suporte rea de business analytics. Quando questionados sobre o que fariam com o capital, menos de um em cada quatro executivos inquiridos (23%) disse que as reservaria. Os executivos mostraram-se propensos em parte ao reinvestimento do dinheiro no negcio e/ou em financiamento de aquisies (79%). De facto, 60% dos executivos disseram que o principal driver de crescimento da empresa este ano deveria ser uma combinao de crescimento orgnico e/ou inorgnico.

Apesar de existirem empresas que conservaro o seu capital, os executivos financeiros consultados neste estudo compreendem as desvantagens de o fazer. Os riscos de reserva do capital identificados com maior frequncia pelos inquiridos so a limitao na inovao e no desenvolvimento de novos produtos (52%) e as restries no aproveitamento das oportunidades de crescimento (49%). Os executivos financeiros
dizem ainda que ao no aplicarem o dinheiro, as empresas arriscamse a no conseguirem expandir a sua quota de mercado (46%), a expanso geogrfica (42%) e entrada em novos mercados (40%). Os CFOs, tendo em vista o crescimento, sabem dar valor ponderao no que respeita ao investimento inteligente do capital, mas necessitam de uma mais abrangente e desobstruda capacidade de anlise da sua
empresa, para usarem com confiana os recursos sua disposio, referiu o executivo da Accenture. Dado os elevados nveis de reservas de capital nas empresas, verificados nos ltimos anos e em muitos mercados em todo o mundo, bvio que os CFOs que tm acesso informao fivel vo estar em melhor posio para usarem esses fundos com maior eficcia para gerarem maiores retornos sobre o investimento. c

enior finance executives and CFOs are cautiously optimistic about revenue growth, but are concerned by market uncertainty and its impact on their ability to predict and manage business performance, according to a new global study by Accenture (NYSE:ACN). Sixty one percent of responding senior finance executives are projecting annual revenue growth of 5 percent or more by 2015, and one quarter of the executives expect annual growth of at least 10 percent. Accenture surveyed 1,250 senior finance executives, of whom 24 percent are CFOs, across nine major economies. N early half (45 percent) reported that they are more optimistic about pros-
pects for their companys growth this year compared to last, while 28 percent expect growth to remain stable and 27 percent are less optimistic about this years growth prospects. However, there were differences by country with optimism being greatest in Brazil and India. Executives in the UK were the most inclined to say that they were less optimistic this year than last. Despite the broadly positive outlook, senior finance executives say that economic uncertainty, commodity prices, volatility and shifting customer expectations are having the most impact on their ability to forecast business performance. And according to 82 percent of finance executives, they only have visibility
of half or less of the information they need to predict the performance of their business. Although CFOs expressed optimism about their prospects for growth, that euphoria is tempered by their inability to forecast their performance, particularly given the economy and other market drivers that remain in flux, said Don Schulman, global managing director of Accenture Finance & Enterprise Performance. But as architects of growth, CFOs seek to drive their transformation agendas; the entire business can gain as finance leaders deliver timely, actionable data that can improve decision making in an uncertain environment.

growth opportunities (49 percent). Finance executives also say holding cash risks limiting market share expansion (46 percent), geographic expansion (42 percent) and new market entry (40 percent). CFOs, pursuing growth, appreciate the importance of investing cash wisely, but they need clearer visibility of their business to make confident use of resources, said Schulman. Given the high levels of corporate cash reserves seen in many markets around the world in recent years, its clear that CFOs who have access to reliable information will be best placed to use that cash with greater precision to generate a higher returns on investment. Majority to reinvest cash rather than increase cash reserves; 61% of responding are projecting annual revenue growth of 5 percent or more by 2015, and one quarter expect annual growth of at least 10 percent. c
As finance executives plan what their finance function investments may be over the next two to three years, their top priority is lowering their costs and increasing their productivity, as shown in the chart below. More specifically, 64 percent of finance executives said they would invest in finance skills and/ or systems to support planning, budgeting and forecasting. Thirtyseven percent aim to improve visibility of revenue and expenses and 35 percent will invest in systems to support business analytics. When asked what they would do with cash reserves, less than one out of four executives surveyed (23%) said they would hold their cash. Executives most frequently indicated that they would in part reinvest in their business and/or fund acquisitions (79%). In fact, 60 percent of the executives said either a combination of organic and / or inorganic growth would be their companys primary driver of growth this year. Although some companies will always hold their cash, the
responding finance executives understand the downsides of holding large cash reserves. The risks of holding cash most frequently identified by the finance executives are limiting innovation and new product development (52 percent) and holding back

Acho que esta frase exprime numa sntese magnfica os preconceitos que subsistem, especialmente na Europa, relativamente frica. Numa poca, que, em termos gerais, de grande abertura liberdade (exerccio da democracia poltica em crescendo, liberdade sexual, igualdade de gnero, respeito pelas minorias, etc.) importa que tentemos analisar tais preconceitos. Podemos, nas relaes da Europa com frica que se desenvolveram a partir do sculo XV (cometendo as imprecises que todas as simplificaes comportam), distinguir vrias fases, geradoras, elas prprias, de tipos diferentes de relacionamento: a) Desde a Antiguidade, a frica era distante, inacessvel, e dela se tinha apenas um conhecimento difuso; com as navegaes portuguesas iniciou-se um contacto mais estreito com a frica Negra; b) Inicialmente, o relacionamento foi respeitoso, quase fraterno, como por exemplo em certos momentos, entre as cortes de Portugal e do Congo; c) As navegaes com vista ao relacionamento comercial com frica intensificaram-se. Portugueses, franceses, ingleses, holandeses, dinamarqueses e outros estabeleceram feitorias e desenvolveram o comrcio de

escravos, destinados especialmente s Amricas (com destaque para os Estados do Sul dos actuais Estados Unidos e para o Brasil); Com a alterao das condies polticas na Europa (emergncia do poder de Estados unificados e centralizadores, que procuravam reforar o seu prestgio), houve uma verdadeira corrida para frica, com os Estados europeus a retalharem entre si zonas de influncia, na busca de matrias-primas e de zonas propcias ao estabelecimento da colonizao europeia. A Conferncia de Berlim (1884-85) regulou uma parte importante dos conflitos nessa altura existentes e estabeleceu um novo princpio
nas relaes de domnio e de zona de influncia entre a Europa e a frica, segundo o qual a posse passava a ser exercida por quem demonstrasse que assegurava a ocupao efectiva de um territrio e a capacidade de o administrar. A adopo deste princpio deu origem ao estabelecimento de verdadeiras constelaes imperiais e foi o perodo do verdadeiro colonialismo; Desde a Segunda Grande Guerra, os ventos libertadores dos povos mudos chegaram sia e mais tarde frica, levando concesso de independncias e ao surgimento de novos Estados, umas vezes por negociao, outras como consequncia das guerras de libertao. At 1975 todos os pases africanos se tornaram independentes, tendo Angola fechado o ciclo a 11 de Novembro de 1975. As dcadas mais recentes foram perodos em que a frica conheceu numerosos golpes de Estado, conflitos, sublevaes internas reclamando a independncia para territrios especficos, (Eritreia e o Sudo do Sul) s vezes com grande violncia incluindo genocdio. dessa situao de turbulncia que surge o primeiro dos preconceitos: os africanos no so capazes de se governarem eles prprios, um chavo que tudo e nada procura desculpar.

A este chavo acrescentam-se outros: os africanos so normalmente preguiosos, desprezam a boa utilizao do tempo; so impiedosos para com os adversrios/inimigos; no respeitam o ambiente, seja pelas queimadas seja pelo extermnio de animais superiores por motivos frequentemente fteis; pela superstio temem prticas fetichistas; convivem bem com a corrupo. E, como se isto no fosse suficiente, acrescenta-se ainda que frica terra de doenas e de muitos outros perigos. Tudo isto se encontra referido em numerosa literatura e ainda que venha a atenuar-se este pacote crtico, ele realmente faz parte da base cultural com que feita, normalmente de forma superficial, uma primeira apreciao de situaes relacionadas com frica. E ainda que reconheamos alguma veracidade em certas afirmaes, a verdade que estas razes podem ser rebatidas ponto por ponto: os nossos Estados (europeus) foram construdos ao longo de sculos e no implementados, s vezes em menos de um ano, com fronteiras frequentemente definidas em segmentos de recta de centenas de quilmetros e, dispersando, por vrios estados com lnguas diversas e prticas administrativas e valores diferentes, populaes, que sempre tinham vivido juntas. E podemos acrescentar, na linha da rejeio de argumentos simplistas, que a boa utilizao do tempo tem um significado muito diferente para os europeus do norte e do sul. fcil ser ecologista depois de termos destrudo largamente, nos nossos prprios pases, o quadro natural. Muitos europeus (ocidentais) conhecem ou procuram conhecer frica e amar o que mais africanamente ela contm: as suas especificidades. he news coming from Africa are always bad.... Thats how the book Travels Through Africa by writer Paul Terroux begins. I think that this sentence expresses, in a magnificent synthesis, the prejudices that exist, especially in Europe, regarding Africa. In an era that is, in general, very open to freedom (growing experience of political democracy, sexual freedom, gender equality, respect for minorities, etc.) it matters that we try to analyze such prejudices. Regarding Europes relations with Africa, which were established in the fifteenth century, we may distinguish (with the inaccuracies that any simplifications entails) several phases, that have by themselves generated different sorts of relationships: a) In ancient times, Africa was distant, inaccessible, and there was ever only a diffuse knowledge of it; with the Portuguese navigators, a closer contact with Black Africa began; b ) Initially, this relationship was respectful, almost fraternal, as for instance between the courts of Portugal and Congo at times; c ) The navigations aimed at strengthening the commercial relations with Africa grew in number. The Portuguese, French, English, Dutch, Danish, amongst others, established trading posts and developed the slave trade, especially for
the Americas (especially to the benefit of the Southern states of the current United States and of Brazil); d ) With the change of political conditions in Europe (emerging power of unified and centralizing states, which sought to strengthen their prestige), there was a real race for Africa, which led the European states to share amongst them influence zones, as they were looking for raw materials and areas favorable to the establishment of European settlements. The Berlin Conference of 1884-85 regulated an important share of the exist-
ing conflicts at that time and established new principles as regards to the relations of domination and the zone of influence between Europe and Africa, according to which the possession was to become exercised by those who demonstrated and ensured the effective occupation of a territory and the ability to administer it. The adoption of this principle led to the establishment of true imperial constellations and there was the period of true colonialism; e) Since the World War II, the liberating winds of the voiceless people reached Asia and later on Africa, leading to the granting of independence and the emergence of new states, sometimes resulting from negotiation, but others from liberation wars. By 1975, all African countries had become independent, with Angola closing the cycle on November 11th, 1975. Recent decades were characterized by periods during which Africa experienced numerous coups, conflicts, internal uprisings demanding independence for specific territories (Eritrea and South Sudan...) sometimes with great violence including genocide. It is from this situation of turmoil that the key prejudice emerges: Africans are not able to govern themselves, a buzzword that

seeks to excuse it all and nothing at the same time. To this buzzword others were added: Africans are usually lazy, despise the good use of time; they are ruthless with opponents/enemies; they do not respect the environment, either by forest fires or by the extermination of superior animals for often futile reasons; through superstition they fear fetishistic practices; they can cope with corruption. And as if that were not enough, it is also added that Africa is a land of many diseases and other hazards. All this is mentioned in numerous texts and even if we soften this critical package, it really is part of the cultural base that makes, usually in a superficial way, an initial appraisal of situations related to Africa. And even though we acknowledge some truth in some of these statements, the truth is that these arguments can be contradicted point by point: our (European) states were built over centuries and not implemented, sometimes in less than a year, often with borders defined by straight lines of hundreds of kilometers, and scattering, over several states with different languages and different administrative practices and values, people who had always lived together. And we may add, in line with the rejection of simplistic arguments that good use of time has a very different meaning for Northern and Southern Europeans. It is rather easy to be an environmentalist after having largely destroyed, in our own countries, the natural resources. As for violence, just remember the carnage of World War I and the ethnic persecution masterminded by the Third Reich. On corruption, we must not forget that for corruption to exist there must be corruptors. And so on... The situation has changed in recent
decades, grandly thanks to the commitment of glorious sportsmen, to new beauty standards in fashion, to big names in literature, to musicians, painters, humanists (at the top of which, indubitably, Mandela), to the struggle for civil rights in America that was imposed throughout the world and has delivered a large part of the agenda in less than 50 years... thousands of young assiduous Africans in our universities, who do not

Many (Western) Europeans know or seek to know and love Africa and what it most africanly contains: its specific features. The author who I invoked to start this article, completed the phrase ...upon hearing them (the bad news) I was willing to go there, but not because of the horrors, of the hot spots, the stories of tsunamis and earthquakes that are read in the newspapers, I wanted to feel again the pleasure of being in Africa... ... where I had lived and worked, and been happy, almost forty years ago in the heart of the green continent. I also, sometimes, feel the need for the warmth of Mother Africa.c

Nos primeiros sete meses deste ano, o volume de negcios registou mais de 28 milhes de dlares. As exportaes argentinas rodaram os 26 milhes, e as de Moambique atingiram apenas 1.6 milhes de dlares. Da Argentina Moambique compra produtos alimentares diversos, alm de medicamentos. De Moambique, os argentinos consomem tabaco, hulha betuminosa e cartuchos de tinta. Agriculture, food security and gas shorten distance between Argentina and Mozambique
Argentina considers Mozambique as an interesting country from the point of view of culture, beauty and hospitality of its people, and its President, Cristina Fernndez de Kirchner, turned her attentions in terms of bilateral cooperation towards our country due to both Mozambiques political stability and its economic potential. In this sense, the gas from the Rovuma basin becomes the number one reason for the recent opening of the embassy of the land of the tango in Mozambique, represented by the diplomat Carlos Sersale di Cerisano, Ambassador of the Argentine Republic, non-resident in Maputo.
rgentina and Mozambique are countries which are culturally, geographically and economically far apart, but the strength of the agricultural potential and natural gas available on our side, has brought them closer together. The Latin American country is about to open an embassy in Maputo. In an interview with CAPITAL, the Argentine ambassador, Carlos Sersale di Cerisano, expressed overall optimism about the success of the bilateral relations, which now arise in various aspects, but could not help to admit: The presence of gas, and other factors was crucial in Argentinas decision to develop closer relations with Mozambique, and eventually open an embassy in this country. In general, Argentina considers Mozambique as an interesting country in terms of culture, beauty and hospitality of its people, besides the aspects of relative to its economy, with high growth rates an average of c. 6%. We believe that, with all these conditions, it is inevitable that
any people would want to get closer to the Mozambicans and to establish relationships that span over multiple spheres, including the political one, noted Ambassador Sersale di Cerisano. The expectation is that in the near future, oil companies of my country will join the group of companies working on the exploration and will explore gas in Mozambique, he stressed. The diplomat revealed that Argentina has companies with extensive experience in oil, and that the opening of the embassy is intended to facilitate their coming, should the Mozambican government express openness in that sense, and wish to work on a win-win cooperation, favorable to the interests of both countries. Not being among the worlds largest producers of oil and gas, Argentina is however a country that ought to be taken into account in regards to this sector. Data from 2009 points out Argentina as the 26th largest producer of those energy
resources, with the largest Argentine oil company being Yacimentos Petrolferos Fiscales (YPF). However, recent data hinges on a drop in oil production for the 12th consecutive year, due to the depletion of its conventional reserves, lack of investment in exploration of new fields and the difficulties of the newly nationalized YPF in establishing partnership which would trigger the production of unconventional fuel. Indeed, the Argentine President, Cristina Kirchner, considers the political stability of Mozambique as the main factor for the coming closer together of the two people. Therefore, we believe, that with the opening of the Embassy of Argentina, the conditions are gathered for a South-South cooperation with very good results, the diplomat argued.

Contrary to what many may think, trade between Mozambique and Argentina is significant. Just to give you an idea, Mozambique is the third largest trading partner of Argentina among the Southern African Development Community (SADC) countries, following South Africa and Mauritius. In 2012, the volume of trade between the parties was in excess of roughly 76 million dollars, with an imbalance in favour of Argentina, whose exports
were a little over 72.7 million, compared to Mozambican exports in excess of nearly 3.4 million dollars. Over the past seven months, the volume of trade registered was in excess of over 28 million dollars. Argentinas exports represented nearly 26 million dollars, whilst Mozambique only reached 1.6 million dollars. From Argentina, Mozambique buys food products, and medication. From Mozambique, the Argentines consume tobacco, bituminous coal and ink cartridges. Which is still too little to help even its balance of trade .c

The products that result from the creativity of Taibo should already be on the market, but the tight schedule of the Mozambican designer ended up delaying the predicted placement of furniture in markets such as Angola, Nigeria, South Africa and other European countries, consumers of his brand. For the Mozambican stylist, this partnership with VangMob does not represent only Mozambique but the entire African continent and this is a sign that Africa can embrace Europe and together they walked in the same direction.
