1 Introduction
1.1 In general
The AMR HO signaling optimization (BSS20916) feature aims to reduce the length of the Assignment command message. This feature optimizes HO signaling for AMR in order to reduce the call drop rate for intra-cell handovers. The FACCH channel used for signaling is less robust for poor radio conditions than most robust AMR codecs (i.e. AFS4.75), thereby limiting the coverage and capacity gains that can be achieved with AMR. The reliability of the FACCH signaling channel can be greatly improved by optimizing the HO messages to make them fit in one or two L2 FACCH frames instead of three. This feature is controlled by an ON/OFF type license key. The license key controls the feature at BSC level.

The AMR HO signaling optimization feature removes redundant information from assignment command messages, so that intra-cell handovers (e.g. AMR packing and unpacking handovers) are more reliable.

3 Functional description
This feature optimizes HO signaling for AMR, in order to reduce the call drop rate for intra-cell handovers. The FACCH channel used for signaling is less robust for poor radio conditions than the most robust AMR codecs (i.e. AFS4.75), thereby limiting the coverage and capacity gains that can be achieved with AMR. One way of increasing signaling performance is to reduce the size of signaling messages in such a way that one L3 message fits e.g. into one L2 frame. Possibly redundant information, e.g. unnecessary frequency information elements, is removed in intra-cell handovers. The speed of intra-cell handvers or AMR packing/unpacking is improved. Functional overview
The AMR HO signaling optimization feature is controlled by means of a license key. When this feature is active, the assignment command messages are optimized so that unnecessary information is removed from the Assignment command message. The selected optimization method used is the cell channel description method. The maximum number of bytes to fit in one L2 frame is 20. The mandatory fields in the Assignment command message are: Protocol discriminator Skip indicator Message type Description of the first channel Power command This comprises a total of six bytes that must be always set. The size of the Assignment command message is reduced by: Currently, the Channel mode IE (mode of the first channel - 2 bytes) is always sent in the Assignment command message. When this feature is active the channel mode of first channel will be sent only if it changes. Currently, the Cell channel description IE (17 bytes) is always sent in the Assignment command message. When this feature is active, the cell channel description IE is not included in the Assignment command message if the proper CA list is already sent to the MS. The Multi rate configuration IE is sent in the Assignment command message only when it is necessary.

The AMR speech codec is used during DTM calls. Intra-cell handovers are done in DTM call establishment and during the DTM call. The optimizations due to AMR HO signaling optimization are supported in DTM-related handovers.
