DOCUMENT II COURSE PROPOSAL AND JUSTIFICATION COURSE TITLE: NATO NBC WARNING AND REPORTING SYSTEM MANUAL PROCEDURES

1. PART ONE COURSE PROPONENT a. Requirement for the creation/ modification of a course: At the NS BOA 27 June 2005 NS proposed to transform the following existing three independent courses into modular components of a comprehensive NBC education program: NATO NBC Defence Orientation Course (M3-70) would be a basic course and a prerequisite for other two courses; NBC Warning and Reporting System Course (N3-71) was to become a prerequisite for the advanced course; and NATO Advanced NBC Defence Operations and Exercise Planning Course (N3-72) would remain as the advanced course. The proposal would eliminate duplication in lessons offered. The proposal would transform the N3-71 course from a two-week course into a one-week course. The concept was approved by the BOA and NS was directed to develop the three courses as proposed. . b. Aim: To train students to be qualified in manual operational procedures and staff cooperation in the NATO NBC warning and reporting system and introduce them to Automated Data Processing systems for NBC Defence within NATO. Emphasis is placed upon the procedures for handling and processing of NBC Defence information. Scope of the course This course is applicable for personnel assigned to NBC defence related functions in national Ministry of Defence, agencies and headquarters, NATO headquarters and assigned forces, as well as for NBC Warning and Reporting organizations on different command levels. Military, Scientific and Technical value of the course Indication of capabilities that are addressed by the course and what level of qualification is intended to achieve versus planned student criteria Identifying NATO NBC Warning and Reporting procedures; Determination of chemical and biological downwind hazard areas (including recalculations), simplified and detailed fallout prediction, ROTA hazard prediction. Identifying main risks from toxic industrial materials (TIM). Practical skills of the above Introduction to Automated Data Processing systems Security clearance: NATO Restricted. Characterization of students: A nominee for this course should be a NBC trained officer (OF1-OF3) or NCO (OR-5 to OR9) or civilian equivalent whose duties require knowledge of manual NATO NBC warning and reporting procedures. Nominating authority A Ministry of Defence or a NATO agency or command. Estimated number of students per year: 60 .

2. PART TWO EDUCATION FACILITY b. STUDENTS (1) Academic pre-requisites Students must have attended the M3-70 course, during the previous 12 months. The students must possess a sound knowledge of NBC matters and a basic knowledge of STANAG 2103. (2) Language proficiency (as described /coded in STANAG 6001) (a) Listening (Good/3). (b) Speaking (Fair/2). (c) Writing (Fair/2). (d) Reading (Good/3) (3) Computer skills: NIL. (4) Number of students per course: Maximum : 24; Minimum : 12. c. COURSE (1) Durability of the course: Course to be reviewed annually. (2) Course length: 5 days. (3) Qualification validity: not applicable. (4) Resources and constrains (a) A classroom with multimedia capabilities (computer with Microsoft Office, datashow); (b) NBC cells for NBC exercises TRAINERS (1) Academic requisites: Not specified. (2) Professional requisites (a) Trainers must have completed a national or NATO instructor training. (b) Previous NBC job experience. (3) Trainers situation: Normally, instructors will come from NS staff. As required NS will request support of qualified personnel from external units/HQs. e. Board of Advisors The course modification was approved at the NS BOA 27 Jun 05. The pilot course will be conducted at NS in 21-25 Nov 2005.

ORGANIZATION AND ADMINISTRATION a. b. c. NATO School will conduct this course on site in Oberammergau Duration: 5 days Methodology (1) Formal 45-minutes lectures followed by a 10-15 minute Q & A period aimed at the second and third cognitive level of instruction. (2) Syndicate work (NBC exercises in NBC cells) is included to consolidate knowledge gained.
