P State Bifurcation Issue

National Integrity plays a prominent role for administration and peace in any country. There
are different aspects of National Integrity and federal aspect is one of the most important one.
The bifurcation of a state should not effect the federal system of the country. Here in this letter
I am going to write to hon. GoM about different aspects of the Bifurcation of A.P State which
has a connection with the federal system of the country and many other issues.
1. Backwardness is not a valid point:
As most of the Telangana activists say that Backwardness is the main reason for demand of
separate state. Firstly, it is not a valid point. If it is the reason for a separate state then
Rayalaseema region of the same state is more backward than Telangana region. Then why
there is no demand for it? Even the Sri Krishna Committee report clearly states the point that
Rayalaseema is the most backward region in Andhra Pradesh. Secondly, backwardness should
never be the reason for bifurcation of state. Division of state is merely an administrative
purpose and it never helps a state to overcome the backwardness by itself. A backward region
shall be developed only through extra efforts and good administration. Telangana is a region
which was in slavery for many years under britishraj and later under patvaris. Good education,
Skill development and empowering citizens to stand on their feet are the steps to be initiated
in emergency level to develop Telangana and same should be done to other backward regions
of Ralayaseema, Uttarandra etc.. We must never forget the basic that Sep. state is merely for
administrative purpose and not a panacea. Also we should not forget the fact that no country
came out of backwardness without proper education and skills. So focus should be on that.
When SKC report openly stated these facts about backwardness then Separatist parties and
sanghs like TRS left the motto of backwardness and took new motto of Self Respect-Self rule
demanding separate state. Self Respect motto is an emotional motto but nothing else. For self
respect citizen empowerment must be done and for Self rule motto Citizen centered
governance should be done by empowering local bodies. But dividing the state never change
things. Now Telangana MLAs MPs are ruling and then also they will rule but not people if it
exists the same way.

2. No one robbed Telangana but Politicians:
There is a huge mis-interpretation of History in Separatist movement. If you look at the history
indepth no one robbed telangana except the leaders who ruled. Even after merging Telangana,

representation is there equally in Assembly and parliament. There is no scope of robbing Govt
Jobs because it is a well-defined process. We all knew that Seemandra people doing more
business in Hyderabad region and they are acquiring more private jobs. The reason is because
of the background they are having more entrepreneur skills and good education compared to
other region. No one stops a Telangana man to start a business and no MNC rejects a
candidate from Telangana just for region purpose. Skill is what matters in these cases. It can
be developed in telangana by improving the education quality and skill empowerment.
Unfortunately Telangana leaders and politicians themselves didnt take any initiative to
develop education and skills in that region. This clearly proves that no one from Seemandhra
robbed Telangana or stole their opportunities. Also proves that Bifurcation is not a solution at
all. Politics must be reformed for development.

3. Problems arising with bifurcation of A.P State:
There are different problems which arise with the bifurcation of state:
1. Effect on National Integrity:
There is no valid argument for separate state demand. Many surveys and reports like
SKC said that clearly. The only reason why the movement exists is an emotional aspect
in people. Separatists took the advantage of innocence in people and tapped the
emotions by projecting that a separate state will be panacea for all problems. A
government duty is to stabilize the wrongful emotions of the people and show them a
right path but not following wrong emotions of public which destroys the future of the
public just to gain votes. Unfortunately UPA government is taking the second harmful
path. This should be stopped immediately. Otherwise it effects the national integrity in
future. Political movements for separate states will get increased and there will be no
stability in the country. What will you say if someone taps the emotions of South
Indians tomorrow for their political benefits and south Indians demand for a separate
country? Even a separate country is also an aspect of administrative purpose in that
way. This is a danger for national integrity. Bifurcation of a state can be done only if
there is a strong valid reason and also the procedure must be a win-win. But here there
is no valid reason for bifurcation except emotional aspect and vote bank politics and
also here the procedure of bifurcation which is being done by UPA government is
neither win-win nor even genuine. One region should not be benefited by killing other
region interests.
2. Water and Electricity Issue:
Technically speaking there will be water issues between the newly formed states but
can be handled by forming committees. But history proved that practically in this

country committees will not work. There are live examples of water issues b/w states
like Karnataka-Maharashtra-Andhra Pradesh. There is Krishna water disputes tribunal
set up by Government of India itself. There are various committees and commissions
like Bachavat Commission, Brijesh Kumar Tribunal etc.. And we are seeing the never
ending disputes b/w states reg. these tribunals in newspapers everyday. Recently AP
state paid for the violation of Bachavat award by states and not resolved yet. So
separate state will not solve any problems of Telangana but creates new problems.
Mainly Rayalaseema Region need to pay for this. Secondly Electricity being used by
Telangana region is very high comparing with the production in the same region i.e it is
getting power from surplus power of seemandhra region. If state divides Telangana
need to suffer initially a lot regarding electricity. There are solutions for this like center
supporting Telangana by giving its surplus power etc.. but in this country nothing
happens without political benefit. So I strongly believe that solution seeking is difficult
with these politicians and implementing them with these politicians is impossible.
3. Hyderabad:
Hyderabad is one of the biggest major city in India. It was developed with the
contribution of all the people from all 3 regions in AP. Emotional attachment with
Hyderabad is there with all regions of people. It is not exaggeration if we say that atleast
one fellow in a family in AP is residing in Hyderabad. Also in History no separate state
demand consists of a capital in it. This is a special one and all the aspects like emotional
attachment, combined efforts, opportunities etc should be taken into consideration
here.
Problem: As we developed Hyderabad alone in all aspects right from IT Hub to Govt
agencies, People from all over the state and even country migrated to Hyderabad for
opportunities. It is a fact that a BTech Engineering graduate from Seemandra should
move to Hyderabad or out of the state to get an IT job. Even Visakhapatnam, the second
largest city in AP is not having IT companies with good opportunities. The chances of
employment for BTech graduate in Vizag is 1% where as Hyderabad is 99%. Centralising
the development for political benefit is the main problem for this situation.
Solution: Atleast now we should realize the fact that decentralization is a dire need.
We should empower local bodies and decentralize administration along with
decentralized development. High court must be in one place. IT hub must be another
place. Some other place should be industrial corridor etc.. Government should take up
1000 small town development idea in AP and develop small towns and cities across
the state. Then only all the regions will develop equally.

Note: Please do not try to bluff people by saying that we will develop another
Hyderabad as new capital in seemandra in these 10 years. It took 6 years for congress

government having a local MP too to complete one single fly-over in Visakhapatnam

(which is the second largest city in AP). Many more examples for congress govts so
called development policy. People are not fools here to trust after seeing all these.


4. Naxal effect on telangana:
As the Chief Minister of A.P already given a presentation about the effect of naxals in
Telangana if separate state forms, I want to request u to get through the issue once
again and rethink about the decision. We should not forget that most of the National
naxal leaders are from Telangana region and they are not active in AP. It creates clear
scope for naxals to get the telangana state into control if it is divided.

There are many other problems arise with bifurcation of state but there is no single
advantage with a separate state. So its a serious need to rethink on decision about
separate state.
4. UPA Govts path is anarchy:
Considering a separate state demand is not wrong but the procedure UPA govt took in doing
that lead to crisis in state effecting ten crore people and their lives. Here are some imp points
about the anarchist ways of Congress party which lead to present crisis.
1. There is no discussion atleast, in State Legislative Assembly:
There is no discussion in state legislative assembly about a separate state demand before
CWC or Cabinet taking a decision. It is mere anarchy. It shows that UPA govt doesnt have
respect for states and federal structure. How can a decision be made without discussion
in State Assembly which is the representation of whole state. If all party meets are
enough then what is the meaning of a State legislative assembly? If you send the bill after
making a decision in cabinet then what is the value you have given to state legislative
assembly? Immediately assembly sessions must be conducted on State bifurcation issue
and till then the procedure of state bifurcation which was initiated should stop.
2. No discussion on Sri Krishna Committee? Then what is the use of SKC?
UPA govt had spent 60 crores on SKC which went to each corner of the state and
gathered opinions, facts, proofs, history and gave a report. The report clearly states that
there are no predominant reasons for separate state. It is minimum responsibility of the
govt to conduct a discussion on SKC in State legislative assembly and Indian Parliament
before taking a decision. If decision is final and made in CWC then what is the use of SKC
and other committees? Isnt it blaming people with committees to drag the issue?

3. Same announcement without addressing issues of people who are agitating for 60days
without food and job:
After CWC announcement the Samikyandrapradesh movement arised to peaks in
Rayalaseema and Andhra regions. Even the Intelligence agencies confirm that it is purely
a people movement but not a political movement. For 60 days Seemandra people without
food and rest came on roads to agitate and then the UPA govt gave the same old
announcement again without changing a single word! It is clearly anarchy. There is
responsibility to address issues of people and to listen their point when such a people
movement rises. But Congress just ignored blindly which is an anarchist act.
4. Making Crucial decisions in Delhi without ground level presence and appealing to send
mails:
When people are agitating from 80 days it is minimum responsibility of the govt to come
to them and listen to their problems. But Congress announced that GoM will solve their
problems but GoM will not come to them. There is no representation of Telugu people in
GoM and GoM will never come to Telugu people. If they want to tell their problems for
which they are agitating rigorously without rest for 80days they need to send mails like
beggars or send letters to them. Is the govt there for people or the people there for govt?
What a ridiculous anarchy is this?
Through this mail I want to demand GoM to come to AP and conduct a ground level survey to
hear the problems of Seemandhra region people and not bluff people with stupid mail surveys.
I also demand to conduct a discussion about Separate state in AP State Assembly immediately
before proceeding further and then immediately conduct a discussion on SKC report in Indian
parliament.
I would also like to warn UPA govt that whatever happened is happened. Atleast now realize
and correct your mistakes for a better state and better country. If this type of Anarchy
continues the day when Congress party will be sent out of the country forever (electorals) will
come very soon and AP will be the first place to start the process in 2014.
