Further Help
The list of UK shortage occupations changes over time and usually includes areas of Engineering, Medicine, Biosciences, Secondary School Teaching in Sciences and Maths. It may be worth noting that the shortage may only apply at a senior level of recruitment within the listed occupations rather than at graduate entry level although it is worth checking with the employer and / or the professional association for your chosen occupation. Most areas of work are not listed as shortage areas and the employer has to provide detailed evidence why an applicant requiring a work permit is more suitable than applicants from the resident population i.e. those from the UK and the rest of the EU. Some employers do not accept applications from international students/graduates and wherever possible it is always good to check in advance who these employers are, to avoid wasting time on unnecessary applications.
How would you respond if an employer had any of the above questions about your application? You may find it helpful to refer to Appendix 2 of this booklet for further information on this.
IDENTIFYING EMPLOYERS
The following links could help you search for companies who may be willing to receive applications from International students. www.ukba.homeoffice.gov.uk/employers/points/sponsoringmigrants/registerof sponsors - UK Government Register of Sponsors an A-Z list of UK employers licensed to sponsor migrants under the Points-Based System many of which are for shortage occupations and not necessarily suitable for all international students. A very long list of around 1600 pages and growing! It might be a good idea to first
2
research your employers of interest in the Careers & Employability Centre and then cross-reference with this list. www.prospects.ac.uk/international_graduate_jobs.htm - vacancies and careers information site which aims to bring together UK educated International Students (European & Overseas) and Graduate Employers. A one-stop-shop where international students can search graduate vacancies, find information on working in the UK and look through country specific careers information. In the Careers & Employability Centre, the TARGET jobs series booklets for IT, Engineering, City & Finance etc. contain at a glance tables of employers (including some indication of those companies accepting applications requiring work permits). Identify UK organisations that have a presence in your home country and vice versa. Also, identify other countries or regions of the world targeted by your country for export and trade. The following organisations might help you to identify growth sectors and companies involved in international trade where there may be a demand for a UK educated international student or graduate with the right mix of linguistic, cross-cultural, business and technical skills: www.ukibc.com/ - UK-India Business Council www.cbbc.org/ - China-Britain Business Council www.wales.com/business/ - Wales & International Business Links www.britishchambers.org.uk/ - British Chambers of Commerce www.ukti.gov.uk/ - UK Trade & Investment
www.beo-study.com - Japanese Agency with career consulting service for Japanese graduates returning to Japan
Deloitte
Due to demand from the resident labour market throughout the UK and EEA if you do require Deloitte to sponsor your employment from the start of joining the graduate programme your application will be placed on hold once you have successfully completed our first round interview. Your application will be considered further once the majority of applications received from the resident labour force have completed our selection and assessment process. We will of course keep you regularly updated on the status of your application. If you need permission to work in the UK, you will be referred to our immigration team. But you will need to have received and accepted an offer from us by the published deadlines, because of the time it takes to complete this process. We can't begin the process until we have certified proof of your degree.
HSBC
For most of the country programmes, we only accept applications from local nationals or applicants with an existing right to work in the country. For our international programmes we accept applications from all nationalities. If we select an overseas candidate who requires a work permit, we'll apply for the permit on their behalf.
IBM
IBM has developed International Student Hiring options designed to help you find the right global opportunity for your situation. As an international student, you'll have an ideal opportunity to make early career
5
advancements during this explosive growth period through IBM's vast array of global job opportunities. The IBM International Student Placements assist students who are studying abroad and want to return to their "home" country for internship and/or graduate opportunities.
Majestic Wine
We're not able to sponsor work permits so you must make sure you have a valid permit in place before you apply to us. Please note that Nissan do not currently offer sponsorship opportunities to overseas graduates. You would need to possess an appropriate work visa for the UK and also be prepared to travel to the UK to take part in the interview process. You can check your eligibility to work in the UK with the UK Border agency. EU Nationals do not need a work permit. If you are a non-EU national, we cannot process work permit applications on behalf of candidates, therefore we ask that you only submit an application to us once you have secured the right to live and work in the UK.
Renishaw plc (a global company with core skills in measurement, motion control, spectroscopy and precision machining)
APPROACHING EMPLOYERS
Keep up to date with the visa changes. Gain a good understanding of the work visa legislation in the UK, and know how to explain it effectively to uncertain recruiters. This also allows you to make a more informed view as to how it affects your career sector, which employers to target and understand any hurdles. Asking good questions is also key. Dont ask do you accept applications from international students? (the answer is most likely to be yes!) but perhaps ask are you able to sponsor under tier 2? have you ever sponsored a tier 2 visa for this role, have you heard about the new visa changes for April, 2012? or how have the recent visa changes impacted your recruitment policies and practices? and are you on the sponsor register? these answers are more likely to be useful to you. When meeting employer representatives at careers presentations and fairs try to get a named work permit contact within their organisation if there is one. If an employer you are interested in states that they do not sponsor applications requiring a work visa, try to find out if their policy is based on actual experience or not.
6
Know what specific skills you can offer the employer as an international student. Be prepared to persuade them of your suitability rather than merely inform them of your skills and experiences. Read Appendix 2 of this booklet to help you consider the kind of skills of attributes you could offer as an international student,

Look out for international trade links. Identify UK organisations that have a presence in your home country and vice versa. Also, identify other countries or regions of the world targeted by your country for export and trade. Further information is found in the Careers booklet International Students: Identifying Employers. Details on the job market in different countries is available in the Work Abroad section of the Careers & Employability Centre and the Working Outside the UK section of our website www.cardiff.ac.uk/careers/students/international-students/
10. Obtain work experience. This could lead to further work in the future. Unfortunately some employers are reluctant to employ International Students for work experience if a work visa is required to work in the UK after graduation the reason for this is that many internship and work placement schemes use the work experience as a recruitment method for their graduate schemes. This does not apply to all companies therefore you are advised to check with each company before applying. Attend the Work Experience Ideas for International Students workshop and read the careers booklets on How to get a Placement / Internship for details of possibilities. Remember, that a number of activities and opportunities count as valid work experience.

HOW CAN I INVOLVE AN INTERNATIONAL STUDENT OR GRADUATE IN MY BUSINESS? Sandwich placement, Vacation placement, Dissertation project, Work Shadowing, Voluntary Work, Part-time work, Student Brand Manager, Graduate Employment are some of the ways in which you could involve an International student or graduate in your business. WILL THEIR ENGLISH BE GOOD ENOUGH? Although this might be a concern with some International students, Cardiff University only offers degree places to students whose English has reached internationally recognised proficiency levels. Furthermore, they have opportunities to develop their presentation and business communication skills in specially tailored Careers & Employability Sessions or English Language programmes at the University. HOW DIFFICULT IS IT TO EMPLOY AN INTERNATIONAL STUDENT OR GRADUATE? It will involve some legal issues but could be a lot easier than you think. Students from within the EEA and Swiss Nationals can work without restriction. Students from the new member states (students from Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia can now work in the UK without any restrictions) Students from Bulgaria and Romania can work as soon as they obtain a registration certificate from the UKBA. Most students from outside the EEA do not need a work permit to work in the UK while a student. Unless otherwise indicated by their passport stamp, they can: 1. 2. 3. 4. 5. Work part-time for up to 20 hours per week in term time. Work full-time in vacation. Do a placement approved by the University. Do a paid internship placement for up to three months. Start work without a NI number being issued (an employer can deduct NI on a temporary number).
Students who have completed their studies and still have leave to remain as a student in the UK before returning home are allowed to work full-time until their leave expires.
Employers are required to take photocopies of all relevant documents. WHAT ARE THE RECENT IMMIGRATION CHANGES? On 6 April, 2012, the UK Government announced a number of changes it has made to the Tier 2 (General), Tier 2 (Sportsperson), Tier 2 (Minister of Religion), Tier 5, Overseas Domestic Worker and Visitor routes on 6 April. As well as closing Tier 1 (Post-Study Work), it has introduced the following provisions:
11
Time spent in Tier 2 will be limited to 6 years; individuals not granted settlement or permission to stay in the UK in some other category, will have to leave the UK (this applies to those who have applied for Tier 2 leave on or after 6 April 2011) Individuals will be able to apply for settlement after 5 years with Tier 2 leave, but in most cases their pay must be 35,000 or the minimum in the relevant Code of Practice, whichever is higher; the minimum wage requirement will not apply if:
o o
the job is or has been on the Shortage Occupation list the job is a "PhD-level job" (this includes research and development managers, scientists, researchers and higher education teaching professionals) they have Tier 2 (Minister of Religion) leave
For those who apply for Tier 2 leave on or after 6 April 2012, and are unable or do not want to apply for settlement before the end of their 6-year period, they will have to spend 12 months outside the UK or in a different immigration category before they can apply again under Tier 2; this is called a "cooling off period" Time spent in work experience, internship and exchange schemes covered by Tier 5 (Government Authorised Exchange) is limited to 12 months (currently 24 months) if individuals apply on or after 6 April 2012; the full list of affected schemes is on pages 23 and 24 of the Statement of Intent A new visitor route allows certain people, including examiners, lecturers, lawyers, professional artists, entertainers and sportspersons, to come to the UK for a maximum of one month to undertake paid engagements Individuals can no longer bring staff (Overseas Domestic Workers in private households) with them to the UK if they come as a student or worker; this route is now restricted to those coming as visitors.
Settlement should remain possible under other routes, including long residence. Further information available on the UKBA and UKCISA websites. IF I WANT TO EMPLOY AN INTERNATIONAL GRADUATE, WHAT SCHEMES APPLY? At the moment, the schemes that are most significant for students who have finished their studies are:
Tier 2 for jobs where no one in the resident labour market can be recruited, and occupations where there is a shortage of qualified workers. This replaced work permits and some other work routes from 27 November 2008. Please note that UKCISA cannot provide detailed information about Tier 2 and how to apply under it. As a prospective employer, you should seek legal advice and official information from UKBA in anticipation of questions from applicants about your policy in relation to this Tier.
12
Tier 5 for a stay of up to 2 years in the UK for work. There are many different schemes within Tier 5, so applicants need to check if they meet all the requirements of one or more of them. In most cases, applicants are responsible for making the applicant which cannot be made in the UK if they have Tier 4 immigration permission, so they will have to return to the country where they usually live and make an entry clearance application there. However, it is possible for students to apply in the UK under Tier 5 (Government Authorised Exchange) if they need to stay for training in order to qualify in a profession after their studies here e.g. Pharmacy, Optometry, Architecture, Legal. If this is of relevance to you, you should check with your professional body if it is or intends to become a Tier 5 sponsor. Tier 1 for investors, entrepreneurs, including recent graduates from selected UK institutions, and those who are internationally recognised or likely to become world leaders in the arts, humanities, science or engineering.
