AN INTRODUCTION TO E-GOVERNANCE E-Governance refers to the use of information and communications technologies (ICT) to improve the efficiency, effectiveness, transparency and accountability of government. E-Government can be seen simply as moving citizen services online, but in its broadest sense it refers to the technology-enabled transformation of government - governments best hope to reduce costs, whilst promoting economic development, increasing transparency in government, improving service delivery and public administration, and facilitating the advancement of an information society.

Reducing Costs: Putting services on-line substantially decreases the processing costs of many activities compared with the manual way of handling operations. Efficiency is also attained by streamlining internal processes and by enabling faster and more informed decision making. Promoting Economic development - Technology enables governments to create positive business climates by simplifying relationships with businesses and reducing the administrative steps needed to comply with regulatory obligations. There is a direct impact on the economy, as in the case of e-procurement, which creates wider competition and more participants in the public sector marketplace. Enhancing Transparency and Accountability: E-Government helps to increase the transparency of decision-making processes by making information accessible publishing government debates and minutes, budgets and expenditure statements, outcomes and rationales for key decisions, and in some cases, allowing the on-line tracking of applications on the web by the public and press. Improving Service Delivery: government service delivery, in the traditional process, is time consuming, lacks transparency, and leads to citizen and business dissatisfaction. By putting government services online, eGovernment reduces bureaucracy and enhances the quality of services in terms of time, content and accessibility. Improving Public Administration- e-government administrative components, such as a computerized treasury, integrated financial management information systems, and human resource management systems, lead to greater efficiency in public administration. Features include the integration of expenditure and receipt data, control of expenditure, human resources management, intelligent audit through data analysis and the publishing of financial data. Facilitating an e-Society: One of the main benefits of an eGovernment initiative consists of the promotion of ICT use in other sectors. The technological and management capacities required for eGovernment administration encourage, in turn, the development

of new training courses and modules in schools and universities trying to supply the required skills and capabilities to the market E-Government usually describes relationships across 3 modalities: 1. Government to Citizen: deals with the relationship between government and citizens. G2C allows citizens to access government information and services instantly, conveniently, from everywhere, by use of multiple channels. 2. Government to Business: consists of e-interactions between government and the private sector. The opportunity to conduct online transactions with government reduces red tape and simplifies regulatory processes, therefore helping businesses to become more competitive. 3. Government to Government: Governments depend on other levels of government within the state to effectively deliver services and allocate responsibilities. In promoting citizen-centric service, a single access point to government is the ultimate goal, for which cooperation among different governmental departments and agencies is necessary. G2G facilitates the sharing of databases, resources and capabilities, enhancing the efficiency and effectiveness of processes. National e-Governance Plan (NeGP) has been approved by the Government of India for implementation during the years 2003-2007 to lay foundation and provide impetus to eGovernance throughout the Country. The Plan advocates definition of institutional mechanisms and core policies for managing e-governance initiatives across the Country in a cohesive manner and entails that services, having high volume of citizen interactions, with major impact on National and Regional economies or where service-owners themselves show readiness to optimize, be targeted as Mission Mode Projects (MMPs) at various levels. Further, by providing appropriate weightage to quality and speed of optimization and by utilizing full potential of private sector involvement, NeGP aims at creating a citizencentric and business-centric environment for governance. However, it was observed that most States were inadequately equipped in terms of personnel and skill-sets needed to handle the host of issues involved in effective implementation of NeGP in their respective areas. State Governments needed to provide for overall direction, standardization and consistency across initiatives and at the same time, were to have resources and flexibility to drive the Plan in the best-possible manner.

The e-GOVERNANCE STRATEGY The e-Governance Strategy for Orissa outlines the initiatives eGov projects to be undertaken across the State. It also defines an internally consistent set of options to lead to realization of States e-Governance Vision. For Orissa, 14 Sectors have been identified as MMPs based on socio-economic need analysis, development & Governance priorities, political Vision, perceived benefits to citizens & revenue generation potentials, e-readiness & level of automation and in alignment with NeGP.

e-Shishu Project

9 x 9 Program (or Transparency & Accountability Program) aims at development of Information Systems and access of information to citizens at Panchayat, Block and District levels for 9 Departments across 9 Districts in the State. Resource Center has been established at OCAC for development & promotion of Oriya Language Based application. Tools such as Word Processor, Thesaurus, E-Mail Application in Oriya, Trilingual Word Processor (English-Oriya-Hindi), have already been developed. A MoU was signed with Microsoft to provide Oriya Language Functionality in Windows and Microsoft Office. A telemedicine network, in collaboration with Indian Space Research Organization (ISRO), has been established to connect Sanjay Gandhi Post Graduate Institute of Medical Sciences, Lucknow with Medical Colleges at Cuttack, Berhampur and Burla through V-SAT Network for delivery of healthcare from experts at remote locations Directorate of Land Records & Surveys has taken up computerization of land-records to facilitate maintenance and updation of changes occurring due to consolidation of land holdings, transfer of ownership, land acquisition, etc. and to provide accurate copies of Records of Rights (ROR) to the landowners all across the State. The initiative involves 2 issues Record of Rights and Digitization of Cadastral Survey Maps Revenue Department is implementing ORIS for computerized registration of Deeds, endorsement of Documents and issue of Encumbrance Certificates School & Mass Education Department and Orissa Primary Education Programme Authority (OPEPA) have initiated creation of a comprehensive & authentic database of all children below 14 years for MIS & Planning purposes. This project also involves mapping of all Gov. Schools

in the State using GPS for getting information on their infrastructures and the consolidation of various data pertaining to Teachers for effective management of the School Education Infrastructure This project involves automation of all the processes at District / Special Treasuries, including payment of Bills, payment of Pension Bills, receipt of Challans and other accounting activities This involves the automation of various processes of Commercial Tax, such as disposal of registration application, quick information on tax collection, quick identification of defaulters & nonfilers of returns, faster issue of statutory forms and reduction of interface between dealers & the staff to achieve high efficiency in VAT Administration The project involves computerized issue & renewal of Driving License (via Saarthi), Registration & Permits for motor-vehicles (via Vaahan) and the collection of Motor Vehicle Taxes (via Check Gate Computerization). Web Based Application for monitoring Funds Flow in the Panchayati Raj Department. 30 DRDAs, 314 Blocks and 6234 Gram Panchayats use PRIASOFT Web Based Desktop application (with Oracle 9i and D2K platform) for monitoring various Accounts of the Panchayati Raj Department. PAMIS is being used by 30 DRDAs and 314 Blocks Web Based Application for monitoring Physical Progress of Projects/Schemes under various Poverty Alleviation Programs. The main platform is SQL server and ASP using JAVA/VB Script.

THE e-GOVERNANCE BLUEPRINT FOR THE STATE The Picture shown below comprises of Institutional framework, Reengineering Framework and Capacity Building Framework interfacing seamlessly with Core Policies, Core Infrastructure and Core Applications. The objective of the Core area of the structure is to provide an overall direction, standardizations and consistency across all initiatives.

Service Delivery Channels would form a part of the Core infrastructure in the form of Urban & Rural Service Centers, Web Portals which would efficiently deliver various Governmental Services to citizens and businesses across the State, both in urban and in rural areas. These delivery centers would simultaneously cater to a number of departments and would actually act as the Front-end of the architecture described above. The next layer comprises of integrated applications interfacing with more than one department of the State. These applications would be in the form of Scheme Management System, knowledge Management, Secretariat workflow, Grievance Redressal System and Works Management System. The final layer would comprise of the Departmental Intranets. As per the figure shown above, Departmental intranets for 14 Departments would form the outermost layer of the e-Governance architecture.

EGOV ENGG WATCH CAMPUS INITATIVE. e- Governance programmes initiated by the Government of India and duly implemented by the state Government and various line agencies like NIC, Engineering Watch is working towards eGov Campus- an initiative to create eGov cells on selected Engineering Campuses across the country which would undertake various Research& Extension Projects in the domain of e-Governance in close coordination with various Government agencies.

The aim of the eGov Campus initiated by Enggwatch, one of the Indias prestigious magazines is as follows: To engage the students to understand the economic and technical potential of eGov projects in their campus. This provide a unique platform for students, faculties and staffs to show innovative ideas on eGov campus initiatives. This will help in connecting a eGov project to the engineering campuses. This will acts as an initiatives to establish a good governance. Understand and apply e-Government concepts, strategies, regulatory frameworks, policies and practice them through ICT-enabled services. Identify the challenges of achieving effective e-engagement and strategies for overcoming the problems during implementation. Being a eGov campus gives an opportunity to a college to get in sync with the various industrious and government entities, which benefits the people of our country. So the development of the concept of progressive education in India will be automatically achieved and finally it will help in increase the economy of the country. their

ABOUT THE COLLEGE. Orissa Engineering College (OEC) is the first private engineering college to be established in Odisha. It was set up way back in 1986 when the concept of private education was yet to be understood by people. Orissa Engineering College is the result of the vision of Late Shri Kamini Kanta Patnaik, who laid the foundation of what is today one of the best technical institutes in the state & the Country. OEC is a part of Nabajyoti Charitable Trusts Endeavour to provide quality education. The college was started with an aim to provide quality technical education to a wider domain of illustrious students of the state of Odisha in particular and the nation in general. Orissa Engineering College is affiliated to the Biju Patnaik University of Technology and has been approved by AICTE (All India Council for Technical Education). OEC today is recognized as a unique campus in our country with extraordinary potential for development of indigenous technology and its engineering industries. Bringing the spark of knowledge to young minds and rapidly inculcating confidence, its main aim is to ascertain students perception of a quality experience in higher education.

PROJECT STATUS Final year project is a key gateway for the students to understand the requirements and feel the nuances of the larger domain in the Campus. All the students of our Final Year (CS & IT Departments) are doing their final projects on different domains such as : JAVA, J2EE, PHP, ORACLE, C & C++ and LINUX etc.. Apart from the requirement of the curriculum, we are enabling the students to gain the knowledge about the latest technologies so that they can be flexible enough to be involved in various development teams and make themselves up-to-date with the real time projects. Generally our students are developing the projects based on some real live implementations of day to day applications. The total student strength of CSE and IT is 240 and they are involved in various projects in their preferred platforms. After the eGov campus initiative we have tried to implement some of the projects(the number are very less) which will be similar to the state government eGov projects. Some projects are similar to MMP(Mission Mode projects) of other states but not yet implemented in state of odisha. And some are even creative in its objectives and can be considered as a eGov project.

ABSTRACT. Despite of high craze of information and technology among youngsters, most senior citizen in INDIA do not know how to use the web. This application portal helps the senior citizen of our country to use the web and take advantages of the government facilities of INDIA. This will help them to engage themselves during their leisure time. If they will use this portal or willing to use this, then it will make their process simpler and save their time. INTRODUCTION. It is important to introduce information systems to assist the aged people in maintaining and improving their quality of life. An understanding of what information aged people need, how they seek and use information, and how they adopt Information and Communication Technology (ICT) is required. Some country in North America and Europe has recognize the needs of senior citizen in their country and to really help them they have taken many initiatives to implement . But a country like INDIA whose population is second largest in the world have never aimed to implement that for our elderly citizen. If this will carried out properly in proper channel then it will really helpful for our nation. OBJECTIVE. Objective 1: To identify the types of informations and web services that are helpful for senior citizen. Objective 2: This will investigate senior citizen precipitins of using the portal. Objective 3: Get to know the government system. Objective 4: Services which are provided are day today required so it gives immense pleasure to serve APPLICATION DESCRIPTION. The different services provided by the portals are for the senior citizens and will be helpful for the betterment of their lives. It gives a complete information regarding different facilities of the central government and state government of INDIA. Which involves 1. On-line bill payments. 2. Passport Information System. 3. All Government forms. 4. All the government certificates. 5.Postal information system. 6. e-health services.

7. Income tax information. APPROACHES AND QUESTIONS. 1. The detailed studying required to get a general understanding of all aspects of aging information needs of the senior citizen and their perspective of using the web portals. If they are not willing to use the portal or reluctant to use the web services then what will be the next step to proceed.

The architecture of the application is a multi-tired architecture and often refers as a n-tire architecture. So it is a client server architecture in which this application is developed by using more than one application software. 1. JDK 1.7 2. Oracle-10.G CONCLUSION AND FUTURE WORKS. This report explains about the eGov project implementation status of Odisha till 2012 and the status of eGov campus imitative in our college. As a late beginner to this imitative, we have tried to study the eGov activities in state of Odisha. Though the effort is less as compared we will give more efforts on this and try to study some of the MMPs of the state of Odisha.
