PURPOSE OF POSITION: The purpose of the position is to develop and manage the MEL strategy for the Andean Amazonian-Lac region program, monitor existing MEL Plans in Oxfam Americas programs and to develop MEL and Social Accountability frameworks for selected Oxfam programs, developing existing and potential resources for the program. This position will also contribute to building Oxfam America and its partners overall MEL capacity. PRIMARY RESPONSIBILITIES: The MEL Coordinator will have overall responsibility for implementing and improving existing MEL Plans, designing MEL plans for new programs, grants and donor proposals and implementing the institutional MEL system to ensure that high quality and timely monitoring and evaluation activities capture program processes and impacts to support learning of program staff and management. In addition the MEL Coordinator will contribute to donor reporting and writing concept notes and proposals. Working to agreed annual performance objectives and personal development plan, in a close coordination with others and guidance by the Regional Director, the MEL Coordinator will: Monitoring, Evaluation and Learning 1. Develop and implement, in consultation with program officers and coordinators, partners and allies, and the Learning, Evaluation, and Accountability Department (LEAD) the programs MEL system and monitor program compliance with MEL plans 2. Work with the LEAD team to implement a program monitoring system to systematically track grant activities and their alignment with anticipated program outcomes. Design and develop monitoring tools for OA and partners and conduct periodic monitoring assessments with program teams, and partners as appropriate. 3. Develop terms of reference for evaluation and impact assessments, providing ongoing support and guidance, timely feedback on research design, fieldwork strategy, preliminary report drafts as necessary to ensure the quality of consultancies. 4. Build capacity, provide mentoring or coaching to relevant OA staff or local partners in addressing MEL issues i.e base lines, indicators, developing monitoring systems, etc. 5. Report/alert to line manager on regular basis on any anticipated project and program issues, risks, implementation status, and any emerging opportunities and threats to the project implementation, related to his role.

6. Work with relevant staff in the preparation and dissemination of high quality reports/ program documentation/ learning among OI affiliates. 7. Work closely with communications team to understand the information requirements of peer organizations, government agencies, universities, development organizations, and donors and develop tailored products based upon evidence generated by MEL activities. 8. Actively engage and take part in research design and activities with local partners or any of Oxfam Americas related research. 9. Assist the program staff and partners in extracting critical lessons learned and good practices from final evaluation, and monitoring reports. 10. Participate in relevant Oxfam America and other affiliate processes (such as the Oxfam LAC MEL Working Group), and provide support to Oxfam staff and programs in the region with a focus in Peru and Bolivia. 11. Conduct Annual Impact Reflection events, define focus with program teams, develop reflection methodologies and liaise with program team and administrative assistant on logistical requirements for the event. Program reporting and updating 1. Under the guidance of the Regional Director and Program coordinators/officers, support the preparation of reporting requirements including program updates, grant mid-year and annual reports, M&E, and impact assessment in line with the program-level MEL systems. 2. Work with relevant staff in designing and implementing monitoring systems that generate quality and timely data to inform individual project progress and final reports ensuring the quality and formats required by donors. 3. Support program coordinators and teams with methodologies and MEL technical expertise for Program Strategy review and revision processes as well as drafting Program Implementation Plans Resource Development 1. Under the guidance of the Regional Program Manager, provide input to relevant staff in the region and Boston in drafting concept notes and funding proposals for prioritized programs. 2. Occasionally, write grant applications for internal submission. 3. Facilitate the process of preparing and submitting multi stakeholder proposals. 4. Support programs and fundraising staff in defining evidence-based messaging on the achievements and outcomes of Oxfam programs for fundraising purposes Other 1. Participate in the preparation of annual operational plans, mid-term and yearly reviews, staff meetings, and liase with other OA units across departmental areas as needed. 2. Actively participate in Oxfam America MEL network sharing information on MEL activities in LAC, developing new approaches and methodologies with other regional colleagues, and annual attendance at MEL network retreat. 3. Identify and participate in Oxfam confederation communities of practice that can provide information and support innovation in LAC, for example the Campaign MEL group

SKILLS AND COMPETENCIES Skills 1. A Masters degree or equivalent experience in development, social or agriculture science, or other relevant fields. 2. Knowledge of social research methodologies and techniques. 3. Strong writing skills. 4. Knowledge and understanding of the rights based approach to development. 5. Excellent command of written and spoken English and Spanish. 6. A minimum of five years of progressively responsible professional working experience in international development especially in the area of monitoring and evaluation; working with learning initiatives, preferably in the context of South America. 7. Proven experience in research and program development and management. 8. Strong understanding and experience in policy advocacy, rural development, or related field. 9. Strong experience in building relations with research institutions, hiring consultants, and developing monitoring tools. 10. Experience of working in the field of resource development, writing proposals and concept notes, reporting to donors and different constituencies. 11. Demonstrable analytical skills on sustainable development and policy issues. 12. Demonstrable experience in conducting or facilitating participatory monitoring, evaluation and learning initiatives. 13. An understanding of gender issues and experience in applying gender analysis in planning, monitoring, and evaluation. Competences 1.
