Our Organization:
The Alliance of Filipino Catholic Charismatic Prayer Communities (AFCCPC)
is an umbrella and networking organization of Catholic prayer groups or com-
munities, with Filipino membership, in the USA and Canada. We are an ethnic
constituency of and participate with the National Service Committee of the
Charismatic Renewal of the United States and share in its mission of stirring
into flame the grace of Pentecost and strengthening the Catholic Charismatic
Renewal with particular focus and emphasis on the needs of Filipinos.
Our Mission:
Our mission is to serve, unify, and build up the Filipino Catholic Charismatic
prayer groups and prayer communities, to enable them to evangelize and pro-
claim effectively the lordship and the good news of Jesus Christ with the fire of
the Holy Spirit; to bring the renewal to the heart of the church and to individu-
als through baptism in the Holy Spirit; to encourage the charismatic renewal by
promoting national, regional, and local conferences; to promote the teachings
of the Catholic church and its magisterium; to encourage believers to use the
gift of the Holy Spirit and to nurture the fruit of the Holy Spirit for the edifica-
tion and sanctification of the body Christ; to print, publish, purchase, sell, do-
nate, or otherwise distribute Christian literature.

I greet you all with the joy of the Lord! Welcome to the 15th National
Convention of the Alliance of Filipino Catholic Charismatic Prayer
Communities. As we gather for this convention, may you experience the
inspiration and guidance of the same Spirit which guided the prophet
Isaiah when he wrote many centuries before us . . The Spirit of the Lord
is upon me. (Isaiah 61:1).
Congratulations to the Mid-Atlantic Regional Team for hosting this event, headed by Agnes Ne-
pomuceno and Fr. Louis Olive. I am cognizant of the tedious task that you and your team are un-
dertaking in running a convention such as this which demands sacrifices and prayers. Moreover, I
am certain that the Spirit of the Lord is upon you and us to bring to a wholesome end what you
have began laboring in the Lord.
There is no better way to conclude the Year of Saint Paul than for the AFCCPC Family assembled
here for this Convention to echo the prevaling words of the prophet . . . The Spirit of the Lord is
upon me. Saint Paul unrelentingly preached the good news of salvation, in season and out of sea-
son, even to the point of endangering his own life, yet eternally focused on the task Jesus had given
him on the road to Damascus . . I am Jesus, whom you are persecuting (Acts 9:5). Upon his conver-
sion, Paul was never the same again because the Spirit of the Lord was now upon him.
I pray for everyone during this Spirit-filled weekend and ask that you listen to the many talks pre-
pared for you and take them to heart. Share your faith journey with others for when two or three are
gathered in His name, Jesus is in their midst and His Spirit is upon them. Thank you all for your
presence. May we all continue to grow in the Lord. No mater what crises and challenges we may
encounter along the path to righteousness and holiness, always remember the comforting words of
Jesus . . My grace is sufficient for you (2 Cor. 12:9).
The theme of this Convention which is “The Spirit of the Lord God is
Upon Me,” taken from Isaiah 61:1, is indeed very fitting. It is the Holy Spirit who gives us
strength and life, wisdom and knowledge and power, love, joy, and peace. It is He who
draws us closer to Jesus and gives us faith that can move mountains. It is the Holy Spirit, the
Advocate, who will make us become more like Jesus in every way. He is the Comforter and
the Paraclete, the uncreated Power of God.
As we gather this weekend, let us invoke the Holy Spirit to continue to pour out on us the
Grace of Pentecost in the same way that He did to the 120 people who were gathered in the
Upper Room 2,000 years ago. We claim by faith that the Convention Center here in
downtown Baltimore is the “Upper Room” this weekend during our Convention.
Let us continue to rejoice because our Heavenly Father has gathered us this weekend in
order for us to hear His words, to receive His healing touch, and to equip us so that we can
continue to do the works that He called us to do for His glory.

The AFCCPC through the anointed leadership of Bro. Bob Canton had played a very impor-
tant role in our prayer community. We had experienced the love of God and His constant
presence in our daily lives.
What a wonderful and joyful experience it is to labor for the glory of God, our All in all.
The past two years of planning and preparation had increased our wisdom in our spiritual
journey , had honed our character to be good followers of Christ and definitely increased
our faith. It had opened our eyes to see what really matters in this earthly life.
We pray that as you leave to go back to your daily duties , that the Holy Spirit will light up
your life and remain in you always. May the people around you see God in you!

It is a great blessing for us to have Br Bob Canton as one of our ICCRS Councillors. He
is a faithful servant of the Lord and has done so much to serve the Catholic Charismatic
Renewal throughout the world. Through him, we at ICCRS are delighted to have a
strong link with the Alliance of Filipino Catholic Charismatic Prayer Communities. We
thank God for your enthusiasm and joy and pray that you continue to grow strong and
mature in the Lord through gatherings such as this wonderful conference.
The theme of your gathering, Isaiah 61:1 „the Spirit of the Lord is upon me‟ is truly
inspired. Isaiah presents this as the mission of the prophet. We know that this text was
also pivotal in the life of Jesus. After his baptism when Jesus was filled with the Spirit,
he was then led by the Spirit and encountered temptation in the desert. After he had
triumphed over the evil one he returned to Galilee with the power of the Spirit in him.
When he proclaimed these words of Isaiah in the synagogue in Nazareth he declares
his missionary manifesto and begins his public ministry.
My prayer for all the participants gathered for the conference in Baltimore is that you
too would receive a new outpouring of the Holy Spirit and be strengthened for the
mission to which God is calling you. May you all receive a new strength and confidence
and be empowered to take what you receive back to your home situations.

I love the theme that you have chosen for the Convention: "The Spirit of the
Lord is upon me" (Isaiah. 61:1).This "word" is really true for all among us
that have done a real experience of the Holy Spirit. When the Spirit is "upon"
you everything is new in your life: even if you are tired you have strength,
even if you are afraid you become courageous, even if you are poor, can give
much, even if you are suffering you give joy to your neighbors.
I pray for each of you for a new outpouring of the Holy Spirit during these
days.

It is again a great blessing to be asked to send this greeting to the National Convention of the Alli-
ance of Filipino Catholic Charismatic Prayer Communities as you gather for your 15th National Con-
vention. On behalf of the National Service Committee of the Catholic Charismatic Renewal I want
to greet all the participants and speakers, among whom is Fr. Richard Loch, Chairman of the Na-
tional Service Committee.
Your theme “Holy Spirit Descend Upon Me”, taken from the prophet Isaiah‟s “The Spirit of the
Lord is upon me” (61:1), which was so significantly repeated by our Lord Jesus Christ when he first
stood up in the synagogue in Nazareth before he was rejected (see Lk 4:16-30), is vitally important.
We too must rely in new and deeper ways upon the Holy Spirit for the witness we must give in these
days and times.
I know that your coming together will be a time of fellowship and communion with the Lord and
one another. May it also be a time to reflect more deeply on the challenges we face and the call to
evangelize.
As our beloved Pope John Paul II wrote to us, “We must revive in ourselves the burning conviction
of Paul, who cried out : „Woe to me if I do not preach the Gospel‟ (1 Cor 9:16)….The missionary
mandate accompanies us into the Third Millennium and urges us to share the enthusiasm of the very
first Christians: we can count on the power of the same Spirit who was poured out on Pentecost…
(Rom 5:5)” (Novo Millennio Ineunte 40, 58)

Those AFCCPC regional and national conferences I have attended in the past have been
a rich source of blessing for all attendees. I pray that this 2009 national conference will be a
powerful, even life-changing experience for those who make the sacrifice to be here and
receive the Lord‟s transforming touch.
Our conference theme, “The Spirit of the Lord is Upon Me” [Is 61:1], is appropriately
chosen. With the 2009 Feast of Pentecost occurring less than 30-days ago, we recall with
excitement that first Pentecost when the Lord poured out the fire of His Spirit on all flesh
and the transformation of the world began with new faith, new hope, new love and new
spiritual gifts. I believe the desire of God‟s heart is to once again pour out His Spirit upon
us at this conference—to give us power from on high.
What do we do with this power? We go! We proclaim, “Jesus is Lord!” We become His
witnesses! We build His Kingdom. We strengthen His Kingdom. We extend His Kingdom.
We bring glory, honor and praise to His holy and redeeming name!
May the Lord richly bless you all as you experience the manifestations of His Kingdom
here in Baltimore.
The Joy in the Spirit of the Lord Prayer Group welcomes each and
everyone of you with Praise, Joy, and Thanksgiving.
You are God’s answer to our prayers; that the Spirit of the Lord will be
upon you and enable you to attend this

AFCCPC 15th National Convention
Bishop Luis Antonio Gokim Tagle was born in Manila on June 21, 1957. After complet-
ing Primary School and High School at St. Andrew‟s School in Parañaque, an establishment led
by the CICM Fathers, he studied Philosophy at the Ateneo de Manila University and at San Jose
Seminary, and Theology at Loyola School of Theology and at San Jose Seminary from where he
graduated in 1982. He was ordained to the priesthood on February 27, 1982, and was ap-
pointed an associate pastor at St. Augustine Parish in Mendez, Cavite from 1982 to 1985, while
he also taught Sacred Theology at San Carlos Seminary, at Loyola School of Theology (Manille)
and at Divine Word Seminary (Tagaytay). He also held the positions of spiritual director at the
Diocesan Seminary of Imus, Tahanan ng Mabuting Pastol, (Tagaytay City), from 1982-1983,
then rector of that Seminary from 1983 to 1985. From 1985 to 1992, he was sent to further stud-
ies in Sacred Theology at the Catholic University of America (Washington D.C.) where he ob-
tained a Doctorate in Sacred Theology in 1991. Upon his return in 1992 and up until now, he
was entrusted with numerous responsibilities.
He was once again appointed as Rector of the Diocesan Seminary of Imus. In addition, he
was named Episcopal Vicar for Religious, member of the Board of Consultors and Presbyteral
Council, member of the Diocesan Commission on the Clergy, advisor to the Catholic Bishops‟
Conference of the Philippines, on the Commission on the Doctrine of the Faith and Commission
on Seminaries. Since 1997, he is a member of the International Theological Commission of the
Vatican.
In 1998, he was an expert at the Special Assembly of the Synod of Bishops for Asia that
took place in Rome. He also became president of the Commission on the Doctrine of the Faith
of the Catholic Bishops‟ Conference of the Philippines. In September 2001, at the request of the
Congregation for the Clergy, he took part in a series of videoconferences on the subject of ongo-
ing formation of priests.
He was appointed Bishop of Imus and was ordained to the Episcopacy by His Eminence
Jaime Cardinal Sin, Archbishop of Manila, on December 12, 2001. The diocese of Imus has a
Catholic population of 2, 210,000 in 46 parishes. Since he became Bishop of Imus, his activities
have been as numerous as in the past. He travels throughout the country in answer to many
invitations as a guest speaker. At the Synod of Bishops that was held in Rome in October 2005,
he was elected member of the post-synodal Council and assistant to Cardinal Angelo Scola,
general reporter of this Synod. While in Rome, he called on the Eudists for help in his diocese.
Bishop Tagle is a distinguished theologian, full of hope and highly respected. In his minis-
try, he is well aware of the importance of inculturation. In one of his interventions at the Asian
Mission Congress, he stated that “As a storyteller of the Holy Spirit, the Church in Asia is to en-
ter the worlds and languages of its listeners and from within them to tell Jesus‟ story just like at
Pentecost “
Bishop Denis J. Madden was ordained an Auxiliary Bishop for the Archdiocese of Balti-
more at the Cathedral of Mary Our Queen on August 24, 2005. He oversees approximately 97
parishes and 67 schools in Baltimore City, Baltimore County and Harford County.
Bishop Madden was born in Carbondale, Pennsylvania on March 8, 1940. He received
his undergraduate degree from St. Benedict‟s College in Atchison, Kansas, before his ordina-
tion to the priesthood on April 1, 1967. He received a master‟s degree in psychology from
Columbia University in New York and a Ph.D. in clinical psychology from the University of
Notre Dame. He is a licensed clinical psychologist in the State of Maryland and the District of
Columbia. In 1973, Bishop Madden moved to Baltimore and took a position in the psychology
program at the University of Maryland, while also working part-time as a marriage and family
counselor for Associated Catholic Charities. In spite of his busy schedule, Father Madden
frequently made time to celebrate Mass at St. Martin‟s in West Baltimore and to provide long
and short term counseling to many of the priests and religious sisters in the Archdiocese.
From 1996-2005, the future bishop served as Associate Secretary General of the Catho-
lic Near East Welfare Association, established by Pope Pius XI in 1926 to work on behalf of
the Holy See in those lands in which from ancient times the majority of Christians belonged to
various Eastern churches. The main activities of the CNEWA include assisting the Holy See,
building religious institutions, facilitating priestly ministries, preparing church leadership, re-
sponding to urgent human needs, caring for needy children, building social service institu-
tions, promoting social development and foster interfaith communication. From 1994-1996
Bishop Madden also served as the Director of the Pontifical Mission for Palestine office in
Jerusalem.
Among his duties while with the CNEWA, Bishop Madden served as the chief negotiator
among the three ecclesiastical authorities responsible for repairing the dome of the Church of
the Resurrection in Jerusalem.
Bishop Madden has edited a book and written numerous journal articles and chapters in
books in the field of psychology. Prior to assuming responsibilities at the offices of the Pontifi-
cal Mission for Palestine, Msgr. Madden was one of the co-founders of the Accord Foundation
a humanitarian organization that has worked since 1988 in the West Bank and Gaza.
Fr. Bill Halbing was ordained a priest for the Archdiocese of Newark in
1982. Presently, he is pastor of St. Antoninus Church, Newark, New Jersey, a
spirit-filled charismatic parish, Fr. Bill has been in the Charismatic Renewal
since 1975 and is a much sought after conference speaker and Bible teacher.
He has traveled to Guyana and Eastern Europe to preach God‟s word. He has
also been involved in door-to-door inner city evangelization and Hispanic minis-
try. In 2000, Fr. Bill received an MA in Judeo Christian Studies from Seton Hall
University.
Fr. Richard Loch was ordained a priest for the Diocese of Scranton in 1979. He
has recently been appointed Episcopal Vicar for Priests. Fr. Loch became involved in the
Charismatic Renewal in 1972 and has participated in numerous prayer groups, Days of
Renewal, Retreat Weekends and Conferences. Since 1985 he has been Moderator of
the Charismatic Renewal in the Diocese of Scranton and Liaison to the Bishop. Fr. Loch
was on the Steering Committee of the Association of Diocesan Liaisons from 1995
through 2001, including being Chairman from 1998 through 2001. In January of 2003 Fr.
Loch was elected to the National Service Committee. He was re-elected in January 2006
and he is now the Chairman of NSC.

Fr. Daniel Leary has been participating in men‟s and women‟s retreats for
12 years. His focus on drawing people closer to Christ through the Sacraments
and in forming a full prayer life has helped people grow in their faith. Fr. Leary
attended Mount St. Mary‟s Seminary in Emmitsburg, MD and was ordained in
1997. He is currently the Pastor at Jesus the Divine Word Church in Hunting-
town, MD.
Robert Canton was born in Cebu City, Philippines and he came in the United States
in 1973 after graduating from College with an Accounting degree. Since 1973, he has been
residing in Stockton, Ca. with his family.
Robert received the Baptism in the Holy Spirit in Nov.1984, an experience with the
presence and power of the Holy Spirit which changed his life totally. On December 8, 1984,
he received prophecies or messages from the Lord about his future involvement in world-
wide ministries of preaching, teaching, and healing. In March 1985, he was asked to as-
sume the role of a servant leader for the Children of God Prayer Community, St. Luke's
Parish, Stockton, Ca., a role which he still holds. In 1989, the prayer community started a
monthly Mass and Healing Service which is still going strong until now.
In 1996, the Alliance of Filipino Catholic Charismatic Prayer Communities in North
America was formed and elected "Brother Bob"(as he is fondly called by friends and associ-
ates) as the National Coordinator. In 2006, he was elected as a Council Member of the
Vatican-based International Catholic Charismatic Renewal Services(ICCRS) to represent
the English speaking North America, Central America, and Caribbean countries starting in
2007. He is one of the 14 Council Members representing all the continents of the world to
serve the worldwide Renewal through ICCRS and they meet at least once a year in the
Vatican. He is also a member of the Association of Christian Therapists and the Filipino
Pastoral Council of the Stocton Diocese. Brother Bob has spoken at various regional, na-
tional and international conferences and conventions and has conducted retreats, semi-
nars, Days of Renewal, Healing Rallies and Crusades not only in North America but also in
Asia, Europe, Africa, and Australia. He is highly recommended by his bishop, Stephen
Blaire of the Stockton Diocese, Bishop Oscar Solis of the Archdiocese of Los Angeles, and
Fr. Matthew O'Donnel, pastor of St. Luke's Parish, Stockton, Ca.
Robert also founded the Robert Canton Ministries, a non-profit organization whose aim
is to evangelize the entire world through teaching, preaching, and healing in the Name of
the Lord Jesus Christ. .
