(An International Meet)


Organized at Nagpur, Maharashtra (India) on 20th & 21st July 2013 INAUGURAL FUNCTION : 20th July 2013:
Two days Spreading Buddhism Conference 2013, an International Meet was organized by Civil Rights Protection Cell at Nagpur on 20th and 21st July, 2013 at Dr. Ambedkar Cultural Hall, Urvela Colony, Wardha Road ,Nagpur. The Conference was inaugurated at the hands of H.E. 13th Tsona Gontse Rimpoche (Bomdila). Bhadant Dr. Khem Dhammo (Mulava), India was present as a Chief Guest of this Conference. Dr. Milind Jiwane was on the Dias as a Welcome Chairman & Chief Organizer & Hon. Amar Ramteke was Chairperson of the Spreading Buddhism Conference 2013. In addition to this Dr. Arvind Alok from New Delhi and Mrs. Bharulata Kamble (Film Producer & Director) from Australia, Buddhist Scholars were present on this occasion. In an inaugural speech H.E. 13th Tsona Gontse Rimpoche (Bomdila) said that Terrorism is an enemy of human being and man will always affected. Hence the path of Lord Buddha is the only solution for peace, happiness and welfare of society. He further advised that the Buddhist Countries should make coordination among them for the welfare of the whole human being and I am happy that the Civil Rights Protection Cell is taking initiative in this direction. Dr. Khem Dhammo (Mulava) expressed his view on this occasion that we should maintain the moral values for better living. The Buddhas doctrine is the only way to control on the inhuman activities. Dr. Milind Jiwane, Welcome Chairman & Chief Organizer of Civil Rights Protection Cell was on the Dias. In his address, he said, we can maintain world peace by making the World Buddhist unity. In this regards, we should implement the prepared action plan of World Buddhist Conference 2006 of Nagpur (India), which was organized under my chairmanship. Further he said, there should be formed one strong organization of Buddhist countries on world level on the pattern of SARC and to follow mutual co-operation and cordial relations among the Buddhist countries Hon. Amar Ramteke, Chairman of Spreading Buddhism Conference was addressed that the ultimate goal of perfect man is eternal peace. Buddha promulgated the Buddhas noble eight fold path. The Nirvana of Buddha is beyond the conception of the ordinary mind. Only perfect men realize it.

Dr. Arvind Alok of New Delhi expressed their special Guest speech that the Buddhist Countries particularly Japan to those who are trying to preserve the Buddhist culture of India. ..2

..2.. Mrs. Bharulata Kamble from Australia was expressed her views. The Buddhist Intellectuals present in this conference would try to concentrate their views in this direction was his expectations. At the beginning of the conference, H.E. 13th Tsona Gontse Rimpoche (Bomdila) performed the Puja by offering flower to Lord Buddha and garlanding to the photo of Dr. Babasaheb Ambedkar. Mrs. Vandana Milind Jiwane welcomed the Chief Guest H.E. 13th Tsona Gontse Rimpoche (Bomdila) & Ven. Khem Dhammo, Dr. Arvind Alok, Mrs. Bharulata Kamble by offering them Bouquets. Later on Raj Fule gave us Buddha Vandana.

On 20th July 2013: First Session: Buddha Sangiti. (Discussion of Buddhist Monks)
Under the Chairmanship of an eminent monk Bhadant Khem Dhammo, discussion was held on Buddha Sangiti. Ven. Nandwardhan Bodhi, was co-chairperson on this occasion. Ven. After two day thoroughly discussions on various topics, National and International problems of Buddhist people by the Buddhist Monks, Buddhist Scholars, intellectual delegates came from abroad and different states of India, concluding ceremony was held under the Chairmanship of Amar Ramteke, and Dr Milind Jiwane, Welcome Chairman & Chief organizer of Spreading Buddhism Conference and National Chairman of Civil Rights

In addition to this, Citations were given to delegates & those who have given lions contribution for getting success this Buddhist conference. Bailmare, Dr. Alka Kumar, Dr. Milind Mane, Dr. Suchit Bagde, Prof. Pradeep Meshram, Prof. Manik Gajbhiye, Naresh Meshram, Govind Waghmare, Prakash Tagde, Omprakash Thool,, Mrs. Nilakshi Sunil Chandorkar, Mrs. Shyamala Sanjay Waghdhare, Swatantra Gajbhiye, Harish Kamble were among them. H.E. 13th Tsona Gontse Rimpoche (Bomdila). Bhadant Dr. Khem Dhammo (Mulava) giving blessing to the delegates who were present on this occasion, and said that everybody should do work to spread up message of Lord Buddha and try to remove their own differences. . In the words of His Holiness the Dalai Lama, Ethics is the lifeblood of human existence. When a body loses its lifeblood, it turns into a corpse. In the same way, if we lose our sense of ethics, we will be like a free with area roots. Therefore, by the path of respecting and adhering to the law of karma and integrity, one should strive to lead an ethical life. Lastly Dr Jiwane expressed thanks to the organizing committee member for giving him full cooperation & support for the success of this conference. In this concluding session, due to technical reasons, we could not put the resolutions but on the executive meeting of the committee put the resolution by Dr Milind Jiwane before

the audience for recognition. After thoroughly discussion, the resolutions were passed unanimously. The resolutions passed in this conference are as follows :

Adopts and Declares the following Resolutions:


I . We supported the following resolutions which were passed in the World Buddhists Conference 2006 at Nagpur, as our action plan. 1. The Conversion and the Dhamma Deeksha Movement of Bodhisatva Dr. Babasaheb Ambedkar Should be launched with fresh and renewed vigour in the Golden Jubilee year 2006 to enable the Scheduled Caste, Scheduled Tribes (Including DT/NT) & Other backward communities to embrace Buddhas Dhamma and enter new life. Work on Blue print of 1954 of Dr. Ambedkar should be started by all. Ideological foundation (both Theory & Practice) of Ambedkarism-Buddhism should be buildup to reconstruct both communism and capitalism for the formation of Global Human society based on the principles of Justice, Liberty, Equality Fraternity and welfarestic way of Life India and China should be made the focul points of Global Buddhist Movement considering the root of Buddhism in these countries and various demographic, economic, educational, and the other factors. For this China should be Ideologically engaged into dialogue by Buddhist Intellectuals at International level. ..6..

..6.. a) China and Tibet : This Conference supports the demands of Buddhist of Tibet for genuine autonomy and appeals China to stop suppression of Tibetans. It also advices China to bring Democracy to its people, when it has already left communism and adoped capitalism in the name of Globalization. b) Srilanka : This conference condemns the LTTE separatist efforts and international military and monetary help to it by certain European and other countries. It advises the World Community to pressurize LTTE for a genuine democratic settlement with the Srilankan Government. c) BangalaDesh : This conference support the demands of the Chakama Buddhist. Out of these the Indian Govt. should provide all facilities to the refugees of Chakama Buddhist as life other religious refugees. Bangala Desh Govt. Should take step to return the land to the Chakama Buddhist, inhabitants in chittagong tract area. 4. The Buddhist countries should explore the possibility of forming an Economic Block on the lines of EU, ASEN and also step up their diplomatic effort for the principles and interests of Buddhists and humanity by and large. World Buddhist Organization : a) Central World Bikkhu Sangha should be formed at world level on the lines of church of Rome (but not the Same) for the Mission of Dhamma. b) World Buddhist Origination (Socio-cultural, socio-economical, socio-political, socio-educational) should also be formed on Global level.

c) World Buddhist Countries Development Council should be set-up under the apex world Buddhist organization to look after the responses and finances for the Action plan and Programmes formed by the World Buddhist Organization. 6. World Buddhist Seminary and University be set up in a country of Geo-cultural significance with affiliated branches all over the world for training of monks and education of people. Strong proactive presence of all Buddhist Countries should be setup in UN and various organizations of UN for contributing to the International Law to make it effective for Social Transformation of the Global world order based on Humanism. World Dhamma Sangiti may be convened of all the sects of Buddhism to discuss refine and prepare the Doctrine of Buddha Dhamma Sangha which would be common to all.

Other Resolutions :
1. The Management of Buddha Gaya Mahabodhi Vihar should be handed over to Buddhists instead of Hindus. 2. Tirupati Balaji, Vitthal mandir of Pandharpur, Jagnnath puri temple are Buddhist Viharas/Stupas/Chaityas/Caves, and their management should be handed over to the 7..

7 Buddhists immediately. The destruction of all Buddhist archeological sites be stopped and any tampering of archeological and historical evidences be stopped, the truth should be restored. 3. Co-ordination committee of Buddhists Intellectuals and laymen be constituted for the co-ordination of future work. 4. Work on Buddhist philosophy, thoughts and practices be published in various arenas of life. 5. HRD ministry should allocate and release timely funds for Buddhist Institutions and studies. 6. Takshashila University of Pakistan, Nalanda, odantpuri, Kaneri, Sringeri and all other important ancient Buddhist Universities of Intellectual freedom and pursuit should be revived with ancient wisdom and modern science. 7. Dr. Ambedkar Thought and Pali language should be started in every University of India. 8. The Indian Government should implement the recommendation (of Venkatchalliah commission) for identifying and recognizing Buddhists separate from Hindus Under Art. 25 of the Constitution of India and accordingly a Buddhist Marriage act be enacted and recognized.

9. Appointment of Buddhist census officers be incorporated in the National census conducted by Registrar General Census Commissioner, Government of India. 10. This Conference also educates the World Buddhists of the Conspiracy of the Hindu Organizations like RSS. VHP. ABVP, of its false and foul propaganda of Buddhism being branch of Hinduism. Buddhism is totally independent and separate from Hinduism and Buddhists in India are not Hindus who are based 11. caste-system and inequality, whereas the Buddhist society is based on a Desirable Democratic Society.

New Resolutions: Spreading Buddhism Conference 2013:


II. We condemned the terrorist Bomb attack on Bodhagaya, in our holy place. III. Buddhist International University (Residential) should be formed at his historic city, Nagpur, where the Buddhism is reviewed by Bodhisatva Dr. Ambedkar, to impact education in all faculties, Information Technology etc. and invite the renowned facilities around the world to impart education to the student from all over the world. III. Buddhist Personal Law should be enacted on the pattern of Hindu Law & Anand Sahib Act. ..8..

..8... IV. Every Buddhist should take the reservation facilities of Minority classes and not the scheduled caste. Because scheduled caste belongs to Hindu community. V. The Central & State Government should be banned on caste certificate for Buddhist community and to provide Religion Certificate for getting facilities of Minority classes. The above mentioned resolutions were read by Adv. Hashu Meshram.

Dr. Milind Jiwane who was National Chairman delivered his speech. Later on Hon. Amar Ramteke delivered presidential speech and expressed his gratitude to the Delegates who came from abroad and India and thanks to those who have given lionss contribution for the success of this conference. Delegates present in this conference discussed thoroughly on different topics and National International problems of the Buddhists and chalked out action plan for further course of action is the achievement of this conference. The next Spreading Buddhism Conference will be held 2015 announced by the president on this occasion, Adv. Hashu Meshram had given vote of thanks to all honorable guests who attended this conference from abroad and various states of India. Also he thanked to the colleagues of the Civil Right Protection Cell who devoted their valuable timesand specially Mrs. Vandana Milind Jiwane & Mr. Sunil Chandorkar, Mr. Sanjay Waghdhare family for grand success to this conference.

. After this the two days Spreading Buddhism Conference 2013 ended with great success.
