ADVISORY
Further to the Supreme Courts Resolution in A.M. No. 13-07-14-SC (RE: Live Streaming of Oral Arguments), where the Court approved the request of the Public Information Office for live streaming pro hac vice of the audio component of the oral arguments in G.R. No. 208566 (Greco Antonious Beda B. Belgica, et al. vs. Honorable Executive Secretary, et al.), G.R. No. 208493 (Social Justice Society [SJS] President Samson S. Alcantara vs. Honorable Franklin M. Drilon, in his capacity as Senate President and Honorable Feliciano Belmonte Jr., in his capacity as Speaker of the House of Representatives); and UDK-14951 (Pedrito M. Nepomuceno vs. President Benigno Simeon C. Aquino III and Secretary Florencio Butch Abad) and consistent with its instructions, the following OPERATING GUIDELINES are issued: 1. Based on previous consultations done with technical personnel of all interested media entities, the Public Information Office will provide the audio livestream to the public at large and to interested media entities through the following means: (a) an embed code through YouTube which allows the stream to be accessed and shared over the internet; and (b) on site connection to the audio feed from the en banc session hall. The live stream may be accessed through the Supreme Courts YouTube channel at: https://www.youtube.com/watch?v=B_uEYcUyyCo. 2. Only the audio component will be streamed live. No video feed will be allowed to be aired live. The live video footage recorded by the PIO camera from the session hall and fed to the remote sites shall not be aired live. 3. During the entire proceedings, however, broadcast networks may air previously recorded video footage to accompany the audio feed; provided that the video footage to be aired as accompaniment shall consist only of the following: (a) footage of the opening of the session, but at a wide angle with no close up shots of any particular Justice; (b) the exteriors of the Court, to include its courtyard, the seal or the lobby. Such footage must prominently display the characters, File Footage together with the accompanying Live audio stream or similar language that would indicate that it is only the audio component and not the accompanying video that is being aired live. 3-A. They may also air still photos of the particular Justices interpellating, provided that the Justices have previously given their consent. For this purpose, only the following Justices have given their consent for their still photos to be posted to accompany the live stream and audio coverage of the oral arguments:

3-B. Should the photographs of the consenting Justices be aired, the photograph must be accompanied by a statement of the name and the rank of the particular Justice, with no other comment, description or annotation (e.g., Chief Justice Maria Lourdes P.A. Sereno, Associate Justice Estela M. Perlas-Bernabe); for the non-consenting Justices, what may be aired in place of the photograph would be any of the following: (a) the seal of the Supreme Court, or (b) a blank space, but with the name of the specific Justice interpellating. Please note that no other image should be used. 4. Subject to the reasonable modifications indicated below, Guidelines (f), (g) and (h) contained in the Resolution dated June 14, 2011 in A.M. Nos. 1011-5-SC, 10-11-6-SC and 10-11-7-SC (Re: Petition for Radio and Television Coverage of the Multiple Murder Cases Against Maguindanao Governor Zaldy Ampatuan, et al.) shall be observed, to wit: (f) To provide a faithful and complete broadcast of the proceedings, no commercial break or any other gap shall be allowed until the days proceedings are adjourned, except during (any) period of recess (that may be) called [] and during portions of the proceedings where the public (may be) ordered excluded; (g) To avoid overriding or superimposing the audio output from the ongoing proceedings, the proceedings shall be broadcast without any voice-overs, (annotations or commentary other than reasonably short continuity explanations such as to identify a particular Justice who is interpellating). (h) No repeat airing of the sound recording shall be allowed [] except (as shall be necessary) for news purposes; (any such repeat airing must expressly identify the context for the audio footage and) observe the sub judice rule and be subject to the contempt power of (the) Court. 5.
