Scope 1.1 This specification, together with Form 8020-851-ENG and a purchase requisition, defines the minimum mandatory requirements for a metering supervisory computer in royalty/custody transfer measurement applications of hydrocarbon liquids. This specification is developed for pipeline and marine custody transfer metering systems.

1.2

Conflicts and Deviations 2.1 Any conflicts between this specification and other applicable Saudi Aramco Materials System Specifications (SAMSSs), Engineering Standards (SAESs), Standard Drawings, (SASDs), or industry standards, codes, and forms shall be resolved in writing by the Company or Buyer Representative through the Manager, Process & Control Systems Department of Saudi Aramco, Dhahran. Direct all requests to deviate from this specification in writing to the Company or Buyer Representative, who shall follow internal company procedure SAEP-302 and forward such requests to the Manager, Process & Control Systems Department of Saudi Aramco, Dhahran. Direct all requests for interpretation of this specification in writing to the Company or Buyer Representative who shall forward them to the Chairman, Custody Measurement Standards Committee for resolution. The Chairman, Custody Measurement Standards Committee shall be solely responsible for determining whether a proposed installation meets the requirements of this specification.

Definitions and Abbreviations 4.1 Definitions Batch: A designated parcel of a single hydrocarbon liquid. The batch may contain several tickets. Configurable: The capability to select and connect standard hardware modules to create a system, or the capability to change functionality or sizing of software functions by changing parameters without having to modify or regenerate software. Commentary Note: A sub-paragraph that contains comments that are explanatory or advisory in nature. These comments are not mandatory, except to the extent that they explain mandatory requirements contained in this standard. Custody Transfer Measurement: A specialized form of measurement that provides quantity and quality information used for the physical and fiscal documentation of a change in ownership and/or responsibility of commodities. The following measurements are custody transfer measurements: Measurement of hydrocarbon liquid or gas movements (deliveries or receipts) between Saudi Aramco and its customers, suppliers, or transport contractors.

Measurement of hydrocarbon liquid or gas transfers between Saudi Aramco refineries, fractionation plants, bulk plants, terminals, pipelines, VELA ships, etc. where the measurement is used for accounting or loss control.

Dead Band: The range through which an input signal may be varied without initiating an action or observable change in output signal. Delivery: A custody transfer from a bulk plant, fractionating center, gas plant, refinery or terminal to a customer, marine vessel, pipeline or contract hauler. Display: Set of operator computer schematics that generated by the MSC to show metering information or point status using predefine common schematics. Field-Proven: Field proven is defined as successful operation at a field installation for six (6) months or more. It shall be possible for Saudi Aramco to verify the field proven status of the system. Flow Computer: A dedicated off-the-shelf electronic device specifically designed for calculating and totaling metered volumes, and/or calculating meter factors during meter proving for one or more meters. Graphics: Set of operator computer schematics that graphically represent a section of metering system using graphics symbols and dynamics link to real time metering data. Meter Run: A single pipeline meter and its associated inlet block valve, check valve, strainer, flow conditioning sections, control valve, outlet block valve, prover inlet valve and instrumentation. Meter Skid: The field portion of a metering system consisting of the meters, strainers, density meter, flow-conditioning sections, block valves, control valves, piping, instruments, electrical equipment, and associated structural steel. Meter Station: A facility that is primarily dedicated to the measurement of the quantity and quality of a liquid or gas hydrocarbon. Metering Supervisory Computer (MSC): Computer that performs supervisory functions (data archiving, report generation, system integrity checks, alarm logging and operator interface) for a metering system. Metering Control System (MCS): An integrated automation system that performs supervisory and control functions (MSCs, flow computers, PLCs, printers) for a metering system. Metering System: A complete assembly of equipment that is designed to measure the quantity and quality of a liquid or gas hydrocarbon. The metering

system includes, but is not limited to, the meter skid (meters, strainers, density meter, flow conditioning sections, valves), prover skid, samplers, and metering control system (flow computers, programmable logic controllers, metering supervisory computers, etc.). MSC Base System: The MSC base system is defined as the server resources such as memory, disk space, CPU, etc., that are needed to meet the project requirements. Non-Transfer Activity: Any activity that results in an indicated volume for a meter that is not associated with an actual transfer of hydrocarbon. Activities that are considered non-transfer activities include, but are not limited to: 1) 2) 3) Generation of volume by using a frequency generator as part of meter maintenance, Flushing of a liquid hydrocarbon from a loading line in preparation for the delivery of another hydrocarbon, Recirculation of a hydrocarbon through the metering system back to tankage.

Programmable Logic Controller (PLC): A stand-alone microprocessor-based control device used primarily to perform discrete or sequential control. Receipt: A custody transfer to a bulk plant, fractionating center, gas plant, refinery or terminal from a supplier, marine vessel, pipeline or contract hauler. Redundant Devices: Two identical devices that operate in an interchangeable primary/secondary arrangement in which the functions of the primary device are duplicated in the secondary and are automatically transferred to the secondary if the primary fails without the intervention of a third device. Royalty Measurement: A specialized form of measurement that is used as the basis for paying royalty to the Saudi Arabian Government. Ticket: A document specifying the quantity and quality of hydrocarbon measured using a meter or tank. General Requirements 5.1 Environmental Conditions The MSC shall be installed indoors and designed to operate during prolonged failure of the air conditioning system at an ambient temperature of 50C and relative humidity of 20% to 80%, non-condensing. 5.2 Electrical Requirements Unless specified otherwise on the purchase order, the MSC shall be suitable for operation within the specified voltage variations as given in Table 1. Provision for grounding shall be available on the MSC. 5.3 Radiated Electromagnetic Susceptibility Test Electrical and electronic equipment shall carry the EC conformity mark ("CE") designating compliance with European EMC Directive 89/336/EEC. A conformance certificate from an authorized agency stating the equipment is immune to electromagnetic interference, electrostatic discharge, radio frequency interference, surge and fast transients, voltage dips and interruptions at Performance Level A in accordance with IEC 61000-6-2. The certificate must confirm the equipment is immune to radiated, radio frequency and electromagnetic emissions in accordance with IEC 61000-4-3 using Test Level 3.

5.4

Units of Measurement The units of measure for the MSC shall be specified in Form 8020-851-ENG and shall be either the U.S. Customary (USC) or metric (SI) system for the custody transfer measurement:

Vendor Responsibility The vendor shall guarantee to support all system hardware, firmware, and software with spare parts and services for a period of five (5) years from the system delivery date or as defined in the contract or purchase order. This support shall not be contingent on the customer upgrading to later releases of software or hardware unless this upgrade is supplied at no additional cost. The vendor shall notify Saudi Aramco of product termination at least 3 years before the product is removed or discontinued from service, support and/or production.

General Design Requirements 6.1 General MSC Requirements a) b) Latest standard of-the-shelf PCs shall be used for MSCs. The application software shall run on standard operating systems such as XP. The standard operating system software shall not be modified to meet any Saudi Aramco's requirements. Acceptable SCADA packages (Citect, Wonderware, DMS+, eXLerate) shall be used for MSCs. SCADA packages other than those listed shall be forwarded for approval to Chairman, Custody Transfer Measurement Standards Committee.

All supplied hardware, firmware, and software shall be field proven prior to the hardware freeze date as defined for the MSC in the purchase order or the contract. Restart after power failure of the MSC shall be automatic and shall include restart for all features, devices and programs including correct time from a battery backed up calendar clock. The MSC base system shall be supplied with 50% spare capacity for all its components. A color monitor display, a pointing device (touch screen, mouse, etc.), and keyboard for alphanumeric entries shall be provided with each MSC. The type of monitor may be either desk or panel mounted as specified on ISS Form 8020-851-ENG. If a desk type monitor is provided, it shall be a LCD flat screen with a minimum size of 21 inches. If a panel-mounted type monitor is provided, its size shall be a minimum of 19 inches. Both types of monitors shall provide a minimum display resolution of 1280 * 1024 (non-interlaced and low radiation). The MSC shall provide connectivity to any standard laser printer (s) configured on a network in which the MSC is connected. The MSC shall be capable of communicating data to a higher level computer system (e.g., DCS, Terminal Management System, etc.). The MSC shall be capable of communicating any I/O data (sampling method, sample container level, weight, sample container switching, etc.) with an automatic sampler installed in the metering system as specified on the purchase order. The MSC shall be labeled using a tag with Plant No.- MSC- 001, 002, etc.

MSC Communications a) The MSC shall as a minimum, support multiple EIA/RS-232, EIA/RS-422, EIA/RS-485, or ANSI/IEEE 802.3 ports for communicating with external devices such as other metering supervisory computers, flow computers, PLCs, DCS, TMS, printers, etc.. Acceptable data communications protocols include Modbus/RTU, TCP/IP, and OPC. A fully networked solution shall be preferred. For direct interconnection of metering equipment using serial communication at distances of 15 m or less, RS-485 or RS-232-C interfaces are permitted. For direct interconnection distances greater than 15 m, RS-485 shall be used. Single and double precision floating-point values transferred over the communication links shall conform to the IEEE floating-point formats.

The MSC shall implement error check over its communication links incorporating either Cyclical Redundancy Checking (CRC) or Longitudinal Redundancy Checking (LRC) or Vendor's equivalent method, in conjunction with bit parity checks, fail-safe transmission timer and message error detection. The MSC shall provide configurable, automatic communication retries for any malfunction occurring during message transfers. Recoverable and unrecoverable communications errors shall be recorded by the MSC for each communications channel and stored in a history file. Communication links shall verify the backup path at least once per minute to determine if it is operating normally and available for switch-over. Failure or planned shutdown of any device connected to the communication network shall not affect the ability of the MSC to communicate with any other device on the network or degrade its performance. All devices connected to the communication network including redundant equipment shall be monitored for failures. An alarm shall be generated in the MSC for each failure detected. An overall graphical display showing the status of all the devices and their communication links shall be available. Information available over the MSC communications links to sub-systems shall include, but not be limited to: Any sub-system configuration programs All dynamic and static data (pulse totals, temperatures, pressures, volumes, etc.) I/O & alarm status Data input locally by the operator

The MSC shall maintain a data base with the ability to input and/or output floating point, digital and alphanumeric data from the keyboard or via the communication links to any other sub-system connected to it. Such data shall include, but not limited to: Set points and mode changes Batch / transaction data (batch start/stop, ticket start/stop, etc.) Product, density/API gravity, density temperature, S&W content Date and time

MSC Application Software a) Application software shall only require software patches modifications in order to be able to run the same features under new releases of the MSC operating system software. Start/stop of application programs shall be provided under engineering access control. Full development application software shall be provided for each MSC. No software or hardware locking mechanisms that restrict the user from copying the software source code from the storage media shall be employed. The ability to rebuild the complete application from source code supplied by the vendor shall be provided. The MSC shall have the capabilities to utilize Relational Databases such as Oracle. It is acceptable if vendor provides a full Relational Database interface tools such as ODBC, SQL, etc. Any known future expansions stated in the technical specification shall be designed into the MSC in such a manner that its activation shall be through a simple set-up. The operator dialogue shall be designed to avoid performing actions unintentionally. The MSC shall give feedback to the operator that a command has been registered, and that processing has started. Data entries shall be validated by the MSC, e.g., that an entered input is within the permissible parameter range. When an entry is invalid, an advisory message shall appear indicating the error. The MSC shall be designed to meet the following performance requirements:

MSC Application Configuration a) An interactive editor for building and maintaining configuration database shall be provided. This editor shall be capable of reading database files that are compatible with office personal computers software. In a redundant setup, the metering control system date and time shall be set by the master MSC. Date and time set on the master MSC shall be used to reset all clocks throughout the metering control system. The MSC shall have the tools to perform global search and modifying online databases. It shall be possible to add or delete points from the history configuration on-line without shutting any of the history devices. Configuration displays shall be provided to provide help when configuring new displays in the MSC. These shall include displays to show: All tags in the system All parameters for each tag, including (as applicable) tag ID, tag descriptor, the hardware address, algorithm relating to the tag, and input/output details All configurable (or soft) keys and their function

Configuration changes shall require a validation and a final acknowledgment step before the change is downloaded to the on-line subsystem. Configuration changes shall automatically update all modules and tags affected by the change. The MSC shall include, but not limited to the following capabilities:

Single faceplates for control and indication of multi-state devices shall be provided. For example, a MOV shall indicate open closed, travel. In a redundant setup, the back-up MSC shall have capabilities to perform all configurations, data base generation and editing. Any changes on the back-up MSC shall be applied to all MSCs in the metering control system through application synchronization. The MSC shall provide the ability to download or upload any data base or configuration data to all sub-systems in the metering control system. Vendor shall provide standard packages for developing reports using a conventional method with drop-in tags, etc. Software programming shall not be required to generate any reports in the MSC. It shall be possible to use any variable in the MSC within a report. It shall be possible at an engineering access level to designate dual printers for printing of reports and alarms. It shall be possible at an engineering access level to reassign these printers for reports or alarms without affecting the operation of the master MSC. In the event of failure of the alarm or report printer, the master MSC shall direct printing to the other available printer.

MSC Displays a) All values shall be displayed on the GUI in the units specified for the application. The resolution on the MSC display shall be sufficient to verify the requirements for calculation accuracy.

Any default (failed transmitter, etc.) value used by the flow computer must be indicated on the MSC with an asterisk (*). A minimum of 12 user configurable function keys shall be provided to select operational functions or displays in the MSC. All text presentation, abbreviations, icons, symbols, numerical data, borders, lines, arrowheads, size and shape, screens, etc., shall be clear and readable. The operator displays shall be designed with consistent layout, appearance, legible (look-and-feel) and required functionality. Operators shall be able to access specific displays and graphics by pressing dedicated (hard or soft) functions keys, selecting from a list of displays in directories or menus, or by typing display or graphic names. It shall be possible to move between related displays and graphics of different detail levels or of the same detail level with a maximum of two operator actions. It shall be possible to limit the number of opened displayed areas. It shall be easy to navigate between displays. Direct jumping between displays shall be possible. Any MSC display shall have a return button to go back to the previous display. The capability to generate a hardcopy of any active display shall be available. Generation of a hard copy shall not freeze the monitor display for longer than 5 seconds. A dedicated function key shall be available on each MSC to request a copy of the displayed screen. All displays and graphics that show real time data shall be automatically updated when the display or graphic is on a screen. Display capability shall include "Page Forward" and "Page Back" for viewing of listings longer than one display page. Each display or graphic shall have a dedicated alarm zone which shall display, as a minimum, the three most recent alarms. The format of numeric data shall have the capabilities to display a single digit to 8 digits (not including the sign or decimal place), and 0 to 5 decimal places. The numeric formatting shall be configurable on an individual basis. Data displayed in the GUIs shall meet the requirements of API Chapter 21.2, Flow Measurement Using Electronic Metering Systems. Symbolic representation of data on the graphics shall be performed by shape changes, color changes (foreground and background independently),

The MSC shall set an alarm when the percentage difference for a quantity exceeds a configurable limit. At the conclusion of each ticket, the controlling MSC shall calculate the percentage difference between the end-of-ticket gross standard volumes from primary and secondary flow computers for each meter. Metering Control 7.2.1 If specified in the purchase order or project specifications, the MSC shall perform non-metering operations required for operating the plant or to support metering activities. These non-metering include but not limited to display and control of recirculation MOVs, blow down, etc. The vendor must ensure inclusion of non-metering operations will not impact metering operations. The operator shall be able to designate a metering activity as either an official transfer or a non-transfer activity. The MSC shall not perform any valve control logic that is performed at the sub-system level by the PLC. The MSC shall issue commands and verify status on Open/Stop/Close logic with completion alarm timers, Remote/Local sensing, and have the ability to issue reverse travel command before any current active command is completed for each MOV in the PLC. The MSC shall provide status of any interlock sequential control logic for the metering system valves in the PLC. The logic provided shall include, but not limited to provisions for preventing the opening of more than one prover inlet valve at a time, and the closing of a meter run proving valve prior to opening of its prover inlet valve and the prover outlet valve. The MSC shall set an alarm flag for any MOV operated locally. The MSC shall refuse a sequential operation (open meter run, line-up meter for proof) if any of the valves are in LOCAL position and an alarm must be raised.

The MSC shall issue command to the PLC for any operation upon an operator confirmation. At a minimum, these include opening, closing and line-up of any meter run. Options shall be provided to operate individual valves under technician access level. Following a line-up request for proving, the MSC shall report the status of the 4-way/interchange valve as the PLC "home" the prover sphere in the left chamber (as observed from the chamber end of the prover).

7.2.9

7.2.10 At the conclusion of a proof, when requested by the operator, the MSC shall issue a command to the PLC to open the meter outlet and close the prover path of the line-up meter. 7.2.11 The MSC shall be capable of automatically selecting and switching the number of meters to accommodate the desired station flow rate. The MSC shall use configurable flow rate criteria for switching from multiple meter operation, two to three meter operation, etc. The operator shall have the capability to pre-designate via the GUI the sequence of meter selection to be applied as the flow rate increases. The MSC shall provide an option at engineering access level to inhibit this auto function. 7.2.12 The MSC shall be able to perform all the basic monitoring and control functions from graphic displays. These functions shall include, but not limited to, opening/closing meters, proving, batching, changing process variables, alarm logs, set-points, switching control modes, manually driving outputs, or initiating maintenance bypasses for input points, recalculation of tickets, reports. 7.3 Meter Tickets and Batches 7.3.1 Meter Tickets a) The MSC shall be capable of automatically terminating the daily delivery on a meter at the end of the fiscal day or when requested manually by the operator. The meter ticket shall be automatically printed and stored to the meters storage area. Each meter ticket shall have a distinct ticket number with all measurement data present to enable verification and traceability as shown on the templates in the attachments of this document. The ticket numbers are generated by the flow computer. Where a metering system has a densitometer installed, the MSC shall provide an option to accept the densitometer reading or input lab data for the re-calculation of the meter ticket and proving.

Batches a) b) A batch can run for 6 days. For batch pipeline applications, the MSC shall provide a method(s) for commanding the MSCs to close and open meter tickets without shutdown of the metering system (e.g., on the fly). A combination of all the following methods and/or an alternative method(s) approved by the Chairman, Custody Measurement Standards Committee may be used for developing the batch interface: c) d) Batch (interface) volume count Density change Manual command.

MSCs shall support multi-product, multi-batch operation when required. The MSC set for batch measurement shall have but not limited to batch totals, non-batch totals and maintenance mode totals, average flow rates, average meter factors and current and average process values, all average values shall be flow-weighted by volume. In a batch application, the MSC shall provide the daily tickets as defined in Section 7.3. In addition, a delivery/receipt summary report shall be printed at the end of the batch per the template in the attachment of this document. Each delivery/receipt summary report shall have a distinct number in the MSC for the metering system. The batch setup stack shall provide an option for setting up to 10 batches. The batch setup stack shall accept for each batch batch ID, product and batch size. This shall be adjusted automatically upon completion of the current batch. It shall also provide a batch end warning alarm based on the percentage of delivery. This shall be configurable by the operator. Upon reaching this value, the MSC shall alarm indicating an impending batch ending. The density rate of change and density rate of change time-out shall be available for configuration at the engineering access level.

7.3.3

Batch Reporting a) The delivery/receipt summary report template as provided in the attachment of this document has all required data from daily tickets for each meter used during the batch. The delivery/receipt summary report has a unique number as input during batch setup and shall be traceable in the MSC archive. The daily delivery within a running batch is to be corrected for variations in the product quality. This is performed either by accepting the daily reading of the densitometer or inputting the lab density/API. The MSC shall provide the operator with an option for accepting the daily density as measured by the densitometer (densitometer functioning correctly) or inputting the lab density/API. In the event of the operator not accepting daily tickets, the MSC shall allow up to 4 daily tickets to be held for acceptance. Upon the completion of the 5th days delivery, if 4 tickets are awaiting acceptance, the MSC shall automatically accept the oldest ticket. This action is continued for any tickets awaiting acceptance in the currently running batch or batch that has completed.

Proving 7.4.1 7.4.2 The MSC shall allow line-up of any meter for proving operation regardless of whether it is on delivery or not. The process value for the prover flow control valve (FCV) shall come from the meter selected for proof in the MSC. The ability to change modes, enter a percent (%) output and set points, shall be available through the MSC. Upon an abort, the appropriate warning shall be generated and printed on the alarm printer. The failed proof report shall be saved in the MSC failed report section for the meter. Following an aborted proof, the master MSC shall reset all conditions to enable another proof to be requested. Any failed proof shall be rejected and stored to the meters proof failed archive. For a successful official proof, all relevant proof data shall be communicated to the concerned flow computers and proving report shall be stored and printed automatically for the meter.

Reports 7.5.1 All reports format shall be per the templates provided in the attachments of this document. The print shall be in RTF format. 7.5.2

All reports data shall be in accordance with 34-SAMSS-841, Flow Computer for Custody Transfer Measurement of Hydrocarbon Liquids. With the exception of compiling delivery/receipt summary report, no calculation shall be performed at the MSC level without prior approval from the Chairman, Custody Measurement Standards Committee. The MSC shall have the capability to archive as a minimum previous 1000 reports. Each meter must have its own set of distinct reports (ticket, proving report, delivery/receipt summary report, failed proofs, etc.) for easy reviewing and printing. The operator shall be able to print any report in the MSC archive. It shall be possible for all reports to be displayed on an MSC screen as well as print to a report printer. Out-of-range and unknown status inputs and associated calculated blocks shall be flagged by a special character such as a question mark or other reserved symbol. Numerical values shall not be used. The MSC and/or printer shall queue the multi-printing request without degrading the performance of the metering control system. It shall be possible to dedicate printers for reports only with option for inhibiting each printer.

The GUI shall have a Display Selection Menu containing an overview of selectable displays. When an alarm exists, an alarm indicator shall appear on the Display Selection Menu indicating the display in which the alarm condition exists. Acknowledgment of alarms on one MSC shall cause them to be acknowledged on any other MSC or any sub-system generating the alarm. Alarms shall be categorized by at least four priority levels. The level shall be configurable at the point database level. To minimize analog input "chattering" (a point going in and out of an alarm condition rapidly) there shall be configurable dead band parameters, on a per tag basis. For analog tags, the configurable triggers for process alarms shall include: Process variable high limit exceeded Process variable high high limit exceeded Process variable low limit exceeded Process variable low low limit exceeded Process variable rate-of-change limit Process variable deviation from set point Process variable invalid value Point is faulty as loss of communication, out of service, etc.

7.6.11 It shall be possible to display at least 100 alarms in an alarm summary. Multi-page displays may be used. If so, it shall be possible to page forward or backward and scroll up and down by a single operator action. 7.6.12 Alarms stay flashing even after they have returned to normal until they are acknowledged. Acknowledged alarms return automatically to the normal colors upon return to normal state. For graphics, the colors for different types of alarms shall be configurable. 7.6.13 The MSC shall have the capability to interface to audible alarm devices such as horns and buzzers. 7.6.14 The audible annunciation shall continue until a "Horn Silence" or "alarm acknowledge" commands are issued by the operator. There shall be a "Horn Silence" command available regardless of which display is in use. 7.6.15 Measurement process and system alarms shall be annunciated audibly and displayed at the MSC. They shall be printed to the alarm printer and logged in the alarm history. 7.6.16 It shall be possible to manually inhibit alarms on a point-by-point or group basis. This capability shall be protected by password control at engineering access level. These actions shall be logged. 8 Redundancy 8.1 The MSC's shall be interconnected to provide data transparency in their operation to the metering system. Any changes in one MSC shall automatically be updated and displayed in the other MSC. Only one of the MSC's shall be in control of the metering system at any instant in time while the other may be used for monitoring purposes. The master MSC shall automatically synchronize all its stored data (reports, history, alarms, etc.) to the backup MSC after recovery of the backup from failure. The master MSC shall use measurement data from the primary flow computer for each meter ticket and proving report. The application software shall have built-in off-the-shelf redundancy capability without the need for any additional programming. The following requirements apply to those parts of the metering control system supplied in a redundant configuration. a) Switchover shall not disrupt any system functions.

There shall be no data loss when a switch over takes place between a primary and a redundant MSC/sub-system module. Redundant equipment and software shall be continuously monitored for errors. Automatic switchover to backup equipment shall occur on detection of failure of the primary equipment without any operator intervention or a third device and shall be fully functional within 3 seconds. Failure of any primary or backup equipment shall be alarmed as a system alarm and shall be logged. The alarm message with error codes and explanation of failures shall be displayed and printed. The MSC shall support manual switch over between primary and backup components providing the back-up device is fully functional. Switch back to repaired equipment shall be permitted only after the MSC diagnostics function has determined that the equipment is fully functional. Automatic and manual switchover shall be displayed, logged, and alarmed by the system. The MSC shall continuously monitor and test all backup equipment to determine whether the backup equipment is capable of assuming primary equipment functions. The MSC shall generate an alarm and log if the backup equipment is incapable of assuming primary equipment functions.

Security This section details the requirements for restricting access to MSC functions. Four levels are required. It shall be possible to configure these levels with selectable privileges. The MSC shall be secured by a password on the user level. These diagnostics shall be provided to assist in MSC maintenance and troubleshooting. MSC status displays shall be provided to indicate the status of the communications links and any other devices on the network in the metering control system. Standard displays shall show the operational status of the communication network. The communication parameters of each device connected to the communication network (on-line, off-line, failed, primary failed, backup failed) shall be shown.

Trends shall be provided in adjustable window size, which could be full, half screen size, etc. Text accompanying the trend shall show the following for each tag: tag ID, minimum scale value, maximum scale value, time scale, engineering units, and current value. The time periods and process value scales available for trend displays shall be selectable. It shall be possible to trend as a minimum of four different tags simultaneously on one trend display. Shipping Requirements 14.1 14.2 All necessary repairs, replacements or modifications to hardware, firmware, and software, shall be completed by the Vendor prior to shipment. The Vendor shall be responsible for ensuring the equipment is properly prepared for shipment, including, but not limited to, the requirements specified hereafter. 14.2.1 General a) All equipment and internals being shipped shall be braced and temporary supports shall be provided, if required, to prevent damage during shipment. Equipment shall be marked with water-soluble materials that will not attack or damage the equipment at either ambient or operating temperatures. Marking materials shall be free of lead, sulfur, zinc, cadmium, mercury, chlorine and all other halogens. Markings for export shall conform to the requirements specified on the purchase order.

14.2.2 Electronic and Electrical Equipment a) The Vendor shall determine if electronics and instruments are susceptible to damage from shock, weather or extremes of temperature during shipment. If required, such items shall be removed after the functional test and shipped separately. Electronic equipment shall be prepared and protected for shipment in accordance with the manufacturer's recommendations. As a minimum, the equipment shall be fitted with a vapor phase inhibitor emitter (CORTEC VCI-101, VCI-105, VCI-110 or equivalent). Electrical boxes shall be fitted with vapor phase inhibitor emitters (CORTEC VCI-101, VCI-105, VCI-110 or equivalent).

On-line electronic documentation shall be available in the MSC and shall include graphics and text string search. Source code for all the applications written for the MSC shall be provided. All application software shall be well documented. Text based files for all application software documentation shall be provided. All application software coding and documentation shall be in English. The code syntax and comments in the source code for all software including application system software shall be in English. All error messages from the MSC shall be provided in English.

Testing 16.1 Each MSC shall have as part of the purchase delivery a factory test certificate verifying complete testing prior to leaving vendor site. This test shall ensure the MSC meets all functional and operational requirements. The tests shall include but not limited to self check and self diagnostics at cold start, warm start and continuously during normal operation shall be part of the factory test. The algorithms and fixed parameters important for accurate computation of custody transfer quantities shall be verified as part of the factory test. Integrated systems that are staged at a vendor's facilities shall be tested according to Factory Acceptance Test (FAT) procedures produced for each metering control system project. FAT criteria shall be developed by the vendor and approved by Saudi Aramco. The vendor shall supply a list of any required test tools.

1.1 METER PROVING REPORT NUMBER Unique number generated by the flow computer. Numbers are consecutively generated beginning with the first proving for the system. 1.2 OFFICIAL - The report is automatically marked "(X) OFFICIAL" if the operator designates a normal proving when initiating the proving operation, and the meter factor at the normal flow rate is determined to be valid. 1.3 UNOFFICIAL - The report is marked "(X) UNOFFICIAL" if the operator designates such when initiating the proving operation. Such provings are normally initiated during maintenance activities. The results are not incorporated in the metering supervisory or flow computer data base and not used in any volume calculations. 1.4 ABORTED - Report is marked "(X) ABORTED" if the operator manually aborts the proving, the prover sphere (piston) activates the first displacer switch prior to obtaining a 4-way valve or interchange seal, repeatability for the last four of ten trials is greater than 0.05%, or the meter factor at the normal flow rate does not meet the criteria for Test 1 or 2. 1.1 METER PROVING REPORT NUMBER - Unique number generated by the flow computer. Numbers are consecutively generated beginning with the first proving for the system. 1.2 OFFICIAL - The report is automatically marked "(X) OFFICIAL" if the operator designates a normal proving when initiating the proving operation, and the meter factor at the normal flow rate is determined to be valid. 1.3 UNOFFICIAL - The report is marked "(X) UNOFFICIAL" if the operator designates such when initiating the proving operation. Such provings are normally initiated during maintenance activities. METER FACTOR AT NORMAL METER FLOW RATE (MFFRN) - The meter factor at normal meter flow rate is calculated from the meter factor at the proving flow rate and the meter's base meter curve as follows: METER FACTOR TEST RESULTS: - The results from meter factor control Tests 1 and 2. HISTORICAL DATA 4.1 NORMAL METER FLOW RATE - The normal meter flow rate is used to permit an evaluation of meter performance over the life of the meter. The normal meter flow rate is selected by CSD/ESD/CMU & Operations, and is entered in the flow computer at initialization. 4.2 INITIAL BASE METER FACTOR - The meter factor at the normal meter flow rate that is determined from the meter's initial base curve. Factor is entered in the flow computer at initialization. 4.3 HISTORICAL FACTORS AND ASSOCIATED DATA: - Meter factors at normal meter flow rate from the previous 10 valid provings for the specific product, the corresponding dates, and deviations from Test 1 shall be listed with the oldest as No. 1 and newest as No. 10. For ticket purposes, the terms "delivery" and "receipt" are defined from the perspective of the bulk plant or refinery. A transfer to a pipeline or marine vessel at a refinery or bulk plant is considered a delivery from the refinery or bulk plant, and a transfer from a pipeline or marine vessel to a bulk plant is considered a receipt at the bulk plant. A new ticket shall be initiated upon delivery or receipt of a new batch; automatically at a configurable date/time and/or daily time; or when manually initiated by the operator. The ticket is printed after the operator inputs a manual density, or designates use of the density from the density meter, and inputs the sediment and water content. DELIVERY - Marked "X" when meter is designated as a delivery meter in the metering system computer or flow computer, as applicable. RECEIPT - Marked "X" when meter is designated as a receipt meter in the metering system computer or flow computer, as applicable. METER TICKET NUMBER Flow computer generated number. Numbers for each meter are consecutively assigned by the metering system computer beginning with 12:00 midnight of the 1st day of each year. OFFICIAL The report is marked "(X) OFFICIAL" if the operator designates the metering activity as an "official" transfer. UNOFFICIAL The report is marked "(X) UNOFFICIAL" if the operator designates the metering activity as a non-transfer. RECALCULATED Marked "X" whenever the operator commands a recalculation of the ticket following input or acceptance of the density data and input of the sediment and water content. AVERAGE TEMPERATURE: For a particular batch, the average temperature for the fluid passing through the meter during the period. AVERAGE PRESSURE: For a particular batch, the average pressure for the fluid passing through the meter during the period. NET STANDARD VOLUME (Meter): For a particular batch, the net standard volume at 60oF & 14.696 psig passing through a meter during the period. NET STANDARD VOLUME (Batch): For a particular batch, the total net standard volume passing through all meters during the period. HOURLY TOTAL Total net standard volume passing through all meters during the period (sum of all batch net standard volumes).
