Scope 1.1 This specification, together with the instrument specification sheet and purchase requisition, defines the minimum mandatory requirements for the Preset Controller used for truck loading and unloading custody transfer measurement of hydrocarbons liquids. This specification is not applicable to preset controller used in LPG truck loading applications.

1.2

Conflicts and Deviations 2.1 Any conflicts between this specification and other applicable Saudi Aramco Materials Systems Specifications (SAMSSs), Engineering Standards (SAESs), Standard Drawings (SASDs), or industry standards, codes, and forms shall be resolved in writing by the Company or Buyer Representative through the Manager, Process and Control Systems Department (P&CSD) of Saudi Aramco, Dhahran. Direct all requests to deviate from this specification in writing to the Company or Buyer Representative, who shall follow internal company procedure SAEP-302 and forward such requests to the Manager, Process and Control Systems Department of Saudi Aramco, Dhahran. Direct all requests for interpretation of this specification in writing to the Company or Buyer Representative who shall forward them to the Chairman, Custody Measurement Standards Committee for resolution. The Chairman, Custody Measurement Standards Committee shall be solely responsible for determining whether a proposed installation meets the requirements of this specification.

National Fire Protection Association NFPA 70 4 Definitions and Abbreviations Air Fueling Unit: A Distribution Operations plant that stores aircraft fuel and distributes it to aircraft. For the purpose of this specification, the associated pipeline receiving metering system(s), truck unloading meters, refueler loading meters, refueler meters, defueler meters, and dispensing meters are considered a part of the air fueling unit. Buyer: The Company (Saudi Aramco, AOC, or ASC) actually placing the order for the material. The buyer can be a third party metering customer. Buyer's Representative: The person acting on behalf of the Buyer, who may be from the Engineering, Inspection, Purchasing, or User organization. Bulk Plant: A Distribution Operations plant that stores refined product and distributes it to domestic customers, contract haulers, and/or other plants or Air Fueling Units. For the purpose of this specification, the pipeline receiving and shipping metering system(s), marine unloading metering system(s), truck and rail car loading and unloading meters are considered a part of the bulk plant. Custody Transfer Measurement: A specialized form of measurement that provides quantity and quality information used for the physical and fiscal documentation of a change in ownership and/or responsibility of commodities. The following measurements are custody transfer measurements: Measurement of hydrocarbon liquid or gas movements (deliveries or receipts) between Saudi Aramco and its customers, suppliers, or transport contractors. Measurement of hydrocarbon liquid or gas transfers between Saudi Aramco refineries, fractionation plants, bulk plants, terminals, pipelines, VELA ships, etc. where the measurement is used for accounting or loss control.

Nearshore: Any outdoor, onshore location within one kilometer from the shoreline of the Arabian Gulf; all of the Ras Tanura Refinery and Terminal, and within three kilometers from the shoreline of the Red Sea. Preset Controller: A dedicated off-the-shelf electronic device specifically designed for calculating and totaling metered volumes, and automatically terminate the measurement when it reaches a preset quantity (value fixed in advance). Small Volume Prover: Meter prover having a volume between detectors that does not permit a minimum accumulation of 10,000 direct (unaltered) pulses from the meter. Small volume provers require meter pulse discrimination by pulse interpolation counter or other techniques to increase the resolution. Terminal Management System (TMS): A supervisory computer system that manages the operation of a bulk plant or air fueling unit. Third Party Inspector: An independent inspection agency whose function is to conduct an unbiased inspection of certain systems, equipment, materials, etc., against a set of standards, guidelines or procedures. For purposes of this SAMSS, the Third Party Inspector has particular knowledge of and experience with industry custody measurement standards and procedures. Vendor: The party that supplies or sells integrated metering systems, metering equipment, or components. 5 General Requirements 5.1 Environmental Conditions The preset controller and associated accessories shall be designed to operate continuously in outdoor environment under the following ambient air temperatures and humidity without any degradation of the manufacturer's guaranteed performance:

Notes: (1) "Sheltered" refers to permanent, ventilated enclosures or buildings, or permanently fixed sunshades with a top and three sides. (2) If an internal heat source results in a temperature rise of more than 10C (50F), the Vendor shall guarantee the equipment and components for a maximum design temperature plus the actual temperature rise.

5.1.2

Meteorological and Air Quality Requirements The instrument manufacturer shall ensure that all equipment installed outdoors is designed to withstand the meteorological and air quality requirements specified in SAES-A-112.

5.1.3

Offshore and Nearshore Environment Outdoor equipment that is located offshore or nearshore (within 1 km inland from shoreline), shall be protected against corrosion and operational failure due to wind-borne sea water spray and the accumulation of wetted salt (NaCl).

5.2

Instrumentation Specification Sheet This specification together with Instrument Specification Sheet (ISS) for Prest Controller, Form 8020-XXX-ENG, shall be used as attachments to the Purchase Requisition.

5.3

Area Classification The area classification for the preset controller shall be specified in the ISS SA 8020-XXX-ENG or Purchase Requisition.

A preset controller that is intended for operation in locations classified as hazardous shall comply with the requirements of NFPA 70, National Electrical Code, Article 500, and shall be third party certified (labeled) by one of the following: UL - Underwriters Laboratories, Inc. FM - Factory Mutual Engineering and Research Corporation CSA - Canadian Standards Association CENELEC - European Committee for Electrotechnical Standardization 5.4 Enclosures The preset controller enclosure shall conform to NEMA 250. 5.5 Electrical Requirements Unless specified otherwise on ISS 8020-XXX-ENG, the preset controller shall meet the following requirements: 5.5.1 Voltage Variations The preset controller shall be capable of operating within the voltage limits below: AC Voltage AC voltage variations as specified in ANSI C84.1, Table 1. 5.5.2

A plainly marked, easily accessible grounding connection shall be provided for the preset controller.

5.5.3

External wiring connections shall be screw-type terminal blocks or channel (rail) mounted, strip-type terminal blocks, with tubular box clamp connector and compression bar or yoke.

5.6

Conformal Coating Printed circuit boards used within the preset controller shall be coated with a solderable clear coating, Humiseal or equivalent.

5.7

Radiated Electromagnetic Susceptibility Test The vendor shall provide test certificates for the preset controller in accordance with IEC 61000-3-2, IEC 61000-3-3 and IEC 61000-4-3, Level 3 (10 volts / meter) to confirm the equipment will operate properly when energized and subjected to an electromagnetic field from a radiating source.

5.8

Vendor Responsibility The preset controllers shall be supplied by an approved vendor, in accordance with SAES-Y-100.

5.9

Units of Measurement The units of measure for the preset controller shall be specified on ISS 8020XXX-ENG, and shall be either the U.S. Customary (USC) or metric (SI) system of units used for the custody transfer measurement as explained in Table 3: Table 3 Units of Measurement

5.11

A look-up table shall be used whenever ASTM D1250-52 is specified. A computer algorithm and its implementation procedures shall be used whenever ASTM D1250-04 is specified. A mathematical model shall be used whenever a section from API Manual of Petroleum Measurement Standards, Chapter 11.2.2 is specified. 6 Equipment Requirements 6.1 Hardware 6.1.1 General 6.1.1.1 6.1.1.2 The preset controllers shall be microprocessor based with adjustable mounting. The preset controllers shall have the functionality to control loading and unloading operations. Full functionality shall be provided in the front panel display. The preset controllers shall have the functionality to act as a driver interface for the entry of transaction data. The preset shall be capable of displaying a minimum of twenty messages of forty characters in length in addition to the standard displays available. The restart after power failure of the preset controller shall be automatic without the intervention of the operator or any higher level system and shall include restart for all features and programs including correct date and time from a battery back. Preset controllers with multiple capabilities must be provided with simultaneous control of each of the meters via individual displays. The preset controller shall be capable of re-transmitting the meter pulse signals to the small volume prover without degradation of the signals (unaltered pulses). Preset Controllers used for Truck Loading shall be addressable dual channel devices. Each channel shall be responsible for one loading meter run with a meter, digital set/ stop control valve, temperature element, pressure element (if specified) and four local interlock permissives (grounding, overfill, vapour flow sensor & liquid level switch). For loading applications, the output signal to the flow control valve will be used for

ramp- up and ramp- down control, and control product flow rate into the truck tank at varying pressure conditions. The preset controller shall be capable of loading using: 6.1.1.8 Dual channel Either single channel Single channel proving

Preset Controllers used for Truck Un-Loading shall be addressable single channel devices. Each device will be responsible for one unloading meter run with a meter, digital set/stop flow control valve, temperature element, pressure element (if specified), air eliminator and three local interlock permissives (grounding, Air eliminator level switch, vapour flow sensor & liquid level switch). It shall be possible to stop flow at any time by pushing the stop button on the electronic preset device. Interruption of flow by this method shall not cause the transaction counters to reset and it shall be possible at any time to restart the flow by depressing the start button once again.

6.1.1.9

6.1.1.10 The following information shall be stamped/embossed on the stainless steel tag permanently attached to the preset controller: 6.1.2 Inputs The preset controller shall be capable but not limited to receive the following input signals: Frequency pulse inputs from two (normally designated A & B) pulse generators for each assigned meter. Analog inputs shall be optionally selectable to be 4 20 mA or 1 5 V. It shall be possible through software, to individually calibrate each analog input channel on the preset controller. The preset controller shall have protection against transients and over voltages surges. 6.1.3 Outputs The preset controller shall be capable to transmit, but not limited to the following outputs: Flow control output signal(s) from the preset controller for each meter. For truck loading application, the preset controller shall provide discrete output to the flow control valve (digital set/stop type electro-hydraulic valve) for ramp-up and ramp-down control, and control product flow rate into the truck tank at varying pressure conditions For truck unloading application, the output signal to the flow control valve will be used for preset/set-stop purposes only. Flow rate ramping up or down will be provided by the Adjustable Frequency Drives (AFD) of the unloading pump. For unloading application, output to switch the frequency of the AFD between two fixed values. This output shall become active whenever the preset is in the normal (high) flow mode, and remain de-activated at all other time. Pump start permissive A watch timer output that activates upon hardware or software failure of the preset controller shall be provided.

A pulse output capable of driving an external electro-mechanical counter shall be provided for each assigned meter.

Analog outputs shall be optionally selectable to be 4 20 mA or 1 5 V. It shall be possible through software, to individually calibrate each analog output channel on the preset controller. Analog outputs shall be optically isolated from transients and over voltages. The preset controller shall provide digital signal output to the digital setstop flow control valve on each meter run with flow rate ramping at beginning and end of the loading cycle. Each of the control valves shall be controlled individually from the preset controller. 6.1.4 Communications The preset controller shall be as a minimum shall support multiple EIA/RS-232-F, EIA/RS-422-B, EIA/RS-485-A, and ANSI/IEEE 802.3 ports for communicating with external devices such as TMS or PC/laptop. Acceptable data communication protocols are MODBUS, MODBUS Plus, OPC, and TCP/IP. It shall be possible to upload and download the entire operating configuration of the preset controller over the communication link. 6.1.4.1 Information available for output/upload over the communication link shall include but not be limited to: Full configuration program and diagnostics data; Preset controller keypad entry; Preset controller ready, operating, or end of operating data available status; Preset controller fault status; Preset controller automatic or manual mode status; All current dynamic data including flow, totalized flow, pressure (if specified), temperature, density (if specified) and elapsed time from each channel; All I/O and alarm status Driver Identification

6.1.4.2

The preset controllers shall be capable of accepting the input/download of floating point, digital and alphanumeric data to its memory via the front panel or via the dedicated RS-232/IEEE 802.3 configuration communications link. This shall include but not be limited to: Full configuration to preset controller; Text message on preset controller display; Driver/ operator prompts; Driver/ order transaction number Next channel load size to loading preset controller Set points and mode changes Product, density/API gravity at reference temperature, density temperature (if specified) Date and time

One of the communications link shall be programmable for a serial printer for reports, event logs, alarms and configuration.

Display and Local Keypad 6.1.5.1 All calculation constants (K-Factor, Meter Factor, and temperature & pressure corrections tables) shall be securely stored within the preset controller and shall also be easily available for inspection through the preset controller display. Preset controller and its databases shall be designed so that measurement accuracy is not compromised by inadequate resolution on the preset controller display of critical constants. The update time for the preset controller display shall be less than 2 seconds and the resolution shall be sufficient to verify the requirement for calculation accuracy of any parameter displayed. Sufficient keypad keys or touch screen points must be provided on the front panel to verify main parameters and /or data of custody transfer measurement at the preset controller. The preset shall be provided with multifunction pushbuttons for entry of batch quantities, loading configuration options and identification codes, and multiple (programmable) displays for total flow, instantaneous flow rate, elapsed time, process data and driver displays. It shall be possible to call up other displays during a loading/Unloading operation without affecting the operation in progress. Display shall automatically return to the status of the operation in progress after a pre-defined period of inactivity. It shall be possible through the local keypad to access and change all configuration and calibration data contained within the unit.

6.2

Software 6.2.1 The preset controller's program and data memory shall have battery backup with minimum retention time of two weeks of all custody transfer measurement data. Preset controller shall perform the following operations at least once a second: 6.2.3 Read all inputs Compute all factors and volumes Perform all output control functions

6.2.2

Status of the loading/unloading operation in progress shall be shown during the operation. This shall take the form of an incremental or decremental counter in conjunction with the total batch size. It shall be possible to set operating parameters and control limits within the unit as required. This shall include but not be limited to: Maximum flow rate per meter Low flow start Normal flow Ramped shutdown flow rates, with configurable multistage rampup/ramp-down.

6.2.4

A flow optimization function shall be provided, where the preset successively reduces the flow rate set point should the required flow rate not be achievable. The preset controller shall provide access to read the following information without the need for a password: Transaction data, Input values, Time, Date, Product type, Density.

6.2.6

The preset controller shall be capable of displaying the following alarms as minimum upon the failure or out of range: Frequency pulse inputs from either A or B pulse generators for each assigned meter. Temperature input of each assigned meter Pressure input of each assigned meter (if specified) Flow Control Valve Loss of permissive Watch-dog timer timeout Memory error (RAM or ROM) Program errors Failure of the Printer Any user configured alarms Communication failure of TMS/Programmable Logic Controller (if specified) Frequency input from a densitometer, Density temperature, Density pressure and No/low slip stream flow for density meter (if specified in ISS).

6.2.8 6.2.9

Protection against unauthorized changes to configuration and calibration data shall be provided in form of a physical key-lock and password. A non-resetable counter shall be provided for the accumulated total volume. It shall not be possible to modify any preset controllergenerated ticket (e.g., volumes, meter factors, average process data, etc.) through the front panel or any of the communications links.

6.2.10 The controller shall support the use of multiple meter factors and shall be capable of performing factor linearization using at least 4 meter factors and corresponding flow rates. 6.2.11 The preset controller shall use dual pulse inputs provided by each of its assigned meters to perform Level B minimum pulse security in accordance with API Manual of Petroleum Measurement Standards (MPMS), Chapter 5.5, "Fidelity and Security of Flow Measurement Pulsed Data Transmission Systems"

6.2.12 The preset controller shall support additive injection function; pump status and volume data. 6.2.13 The preset controller shall have self-test and system diagnostic routines for watchdog circuitry, and/or diagnostic algorithms shall run in background mode, on each scan cycle to monitor the health of all components contributing to the custody measurement", including system software and external/internal communications. 6.2.14 Version number shall identify the present software program version(s). Change of version number shall be implemented every time permanent program data is altered. It shall be possible to determine the present program version directly from preset controller display. 6.2.15 Each preset controller shall have a date and time clock that can be set locally through the front panel or downloaded via the remote communication link. The clock shall have battery backup. 6.2.16 The preset controller shall be equipped with battery supported RAM to safeguard warm start after a minimum 1 year power off. 6.2.17 The messages on the preset controller shall be displayed in response to serial data input from the Terminal Management System (TMS). Saudi Aramco shall define these messages in the Purchase Requisition. 6.2.18 When the power or one of the permissive is lost during loading / unloading operation, all parameters shall be retained including the sub totals for the loading/unloading batch and the non resetable quantity totalizer. 6.2.19 Delivery ticket data shall be retained in non-volatile memory, for later recall by external devices such as (TMS) or PC/laptop or through the local display and keypad. The minimum number of transactions that need to be retained shall be specified in the ISS. The preset controller shall satisfy the requirements of API MPMS, Chapter 21, Section 2, "Flow Measurement Using Electronic Metering System" and its addendum in addition to the requirements stated in this document. c. The preset controller shall calculate the delivered volume and display/print the report correctly regardless of change in day, month or year that was set on the preset controller. d. The preset controller shall be capable of calculating volumes at standard temperature and pressure (if specified) in accordance with the applicable references as specified in Section 5.11. e. The calculation software shall be protected from changes in a secure and resident manner. 6.2.19.4 Rounding Conventions Values on the meter ticket shall be rounded in accordance with API MPMS Chapter 12, Section 2, Part 1, Paragraph 1.7.1 and Part 2, Section 7.1, as follows: a. Testing 7.1 The preset controller shall have a factory test certificate as part of the purchase delivery. This certificate shall be used to verify the perfect health and performance of the preset controller prior to leaving vendor's site. The tests shall include but not limited to: 7.3 Self check and self diagnostics at standby position and continuously during normal operation shall be part of the factory test. A full set of checks/tests for input and outputs when the software is installed in the preset controller. Calculations and software checks including algorithms and fixed parameters.

7.2

It shall be possible for the buyer or his representative to verify the results of these tests or witness them as part of the factory test.

Shipping Vendor shall determine if electronics and instruments are susceptible to damage from shock, weather, or extremes of temperature during shipment. If required, such items shall be removed after the functional test and shipped separately.

Documentation In addition to documentation required in the purchase order, Vendor shall furnish the following documentation: a. Operation Manual, describing system's operation and calibration procedures allowing field personnel to start-up, operate and safely shut down the preset controller. Installation Manual. Trouble Shooting Manual, containing trouble shooting diagrams that allow field personnel to identify a fault by means of a simple step-by-step procedure. Recommended list of spare parts.
