Scope This specification together with appropriate instrument specification sheet(s) Saudi Aramco Form SA-8020-717-ENG defines the minimum technical requirements for hydraulic valve actuators with integral or remote power unit for rising stem and quarter turn valves. Actuators for well head valves, offshore well platforms valves, and 4-way prover valves are excluded (refer to API RP 14B, API RP 14C, API SPEC 14D, and API SPEC 6A, 17th Edition).

Conflicts and Deviations 2.1 Any conflicts between this specification and other applicable Saudi Aramco Materials System Specifications (SAMSSs), Engineering Standards (SAESs), Standard Drawings (SASDs), or industry standards, codes, and forms shall be resolved in writing by the Company or Buyer Representative through the Manager, Process & Control Systems Department of Saudi Aramco, Dhahran. Direct all requests to deviate from this specification in writing to the Company or Buyer Representative, who shall follow internal company procedure SAEP-302 Instructions for Obtaining a Waiver of a Mandatory Saudi Aramco Engineering Requirement and forward such requests to the Manager, Process & Control Systems Department of Saudi Aramco, Dhahran.

National Fire Protection Association NFPA 70 4 General Requirements 4.1 Engineering Units All dimensions and measurements shall be in the "International System of Units" (SI) followed by the equivalent value in English (conventional) units between brackets. When not critical, the equivalent dimensions may be rounded off to their nearest practical value. 4.2 Equivalent Materials Specification of or reference to materials by brand names or proprietary names is not intended to exclude equivalent materials that may be offered by other suppliers. Items of comparable type, quality, and performance characteristics may be proposed. 4.3 Vendor Responsibility Vendor compliance with the provisions of this SAMSS does not relieve Vendor from the responsibility to furnish equipment of proper design to meet the specified environmental, electrical, application, service, and operating conditions. When the actuator is ordered with its related valve, the valve manufacturer shall be responsible for the complete actuator-valve combination (reference testing requirements for valve/actuator assembly in Section 7.2.3). 4.4 Environmental Conditions Actuators and associated control components shall operate continuously under the following ambient temperature, humidity, and air quality conditions without any degradation of the manufacturer's guaranteed performance. "Sheltered" refers to permanent, ventilated enclosures or buildings, or permanently fixed sun shades with a top and three sides. If an internal heat source is present, the Vendor shall guarantee the equipment for a maximum design temperature equal to the above ambient temperature, plus the predicted temperature rise.

4.4.2

Offshore and Nearshore Environment Equipment which is not enclosed or hermetically sealed, but is situated offshore or nearshore, shall be protected against corrosion and operational failure due to wind-borne sea water spray and the accumulation of wetted salt (NaCl). Nearshore is defined as any outdoor, onshore location within one kilometer from the shoreline of the Arabian Gulf; all of the Ras Tanura Refinery and Terminal; and within three kilometers from the shoreline of the Red Sea.

4.4.3

Ambient Air Quality


Commentary Note: Air-borne dust concentrations and contaminant levels are used in mechanical equipment design, when sizing air filters and as a measure of potential dust ingress in bearing housings, lube oil systems, etc.

Dust Concentration: Usual airborne dust concentration is 1 mg/m. During sandstorms, dust concentrations may reach 500 mg/m. Particle sizes are as follows: 95% of all particles are less than 20 micrometers 50% of all particles are less than 1.5 micrometers Elements present in dust include compounds of calcium, silicon, magnesium, aluminum, potassium, chlorides and sodium. When wetted (high humidity conditions), these compounds function as electrolytes and can result in severe corrosion.

Other pollutants present in the atmosphere under the most extreme conditions are: H2S Hydrocarbon SO2 CO NOx O3 5 Design Requirements 5.1 Basic Actuator Requirements The hydraulic actuator type shall be as specified under Actuator Data on Saudi Aramco Form SA-8020-717-ENG. The hydraulic actuator and power unit assembly shall consist of components required on the specification sheet. Each component shall meet the applicable technical requirements listed in Section 6. The hydraulic power system shall be comprised of motors, pumps, reservoirs, accumulators, strainers, controls and all other necessary equipment to provide an intermittent supply of hydraulic liquid at the maintained pressure for the operation of the valve/valves. 5.2 Operating Mode The operating mode shall be as specified on Saudi Aramco Form SA-8020-717-ENG under Design Data. 5.3 Stroking Speed The required stroking speed shall be specified to meet plant operational requirements and process dynamics. Careful attention shall be given to the specification of closing speed for pipeline applications, to avoid potential surge and/or water hammer effects resulting from rapid valve closure. The valve operator shall be capable of opening and closing the valve within the times specified on Saudi Aramco Form SA-8020-717-ENG given the worst case service requirements (the maximum differential pressure across the valve equal to the maximum line pressure specified on Saudi Aramco Form SA-8020-717-ENG). 20 ppm (vol/vol) 150 ppm (vol/vol) 10 ppm (vol/vol) 100 ppm (vol/vol) 5 ppm (vol/vol) 1 ppm (vol/vol)

5.4

Failsafe Design Components and circuits shall be chosen so that the valve will be driven to the fail safe position in the event of power supply, control power supply and/or components failure. The fail safe position (open, closed, or fail-steady) shall be specified on Saudi Aramco Form SA-8020-717-ENG.

5.5

Sizing The maximum process pressure, differential pressure, and shutoff differential pressure, as specified on Saudi Aramco Form SA-8020-717-ENG, shall be used as the basis for actuator sizing. The torque/thrust available from the actuator at any point in the stroke shall be at least 1.3 times the required torque/thrust output over the range of operating pressures specified. Minimum gas/hydraulic supply pressure should be assumed for these torque/thrust figures.
Commentary Note: Caution must be used when selecting/sizing an actuator for an existing valve. Checks must be made to ensure that the selected actuator will not be hazardous to the valve top works and stem.

Mechanical Requirements a) b) c) d) All threaded pipe connections shall comply with ANSI B1.20.1. All flanged pipe connections shall comply with ASME B16.5. Aluminum used for instrument enclosures shall contain not more than 0.5% copper. All pressure containing tanks (15 psig and above) supplied with the operator shall be designed, fabricated, and stamped in accordance with the requirements of ASME SEC VIII D1. All pressure retaining components used shall be capable of withstanding pressures of 1.5 times the maximum working pressure applicable. Materials of construction, including all bolt-on components and accessories, shall be suitable for long term exposure to the environment.

g) 5.8

All parts contacting the process in sour service shall conform to NACE MR0175/ISO 15156.

Electrical Requirements 5.8.1 Certification Electrical components or devices which are intended for operation in locations classified as hazardous shall comply with the requirements of NFPA 70, National Electrical Code, Article 500, and shall be third party certified (labeled) as suitable for the intended area (UL, FM, or other approved agency). Enclosures not required to be explosion proof, shall be specified as NEMA 4X (built to NEMA 250 and NEMA ICS 6) or IEC 60529 IP 66. All enclosures shall bear labels from a third party testing laboratory (i.e., UL, CSA, BASEEFA, KEMA, etc.) indicating that they are designed, constructed and tested to the applicable standards referenced within this specification. 5.8.2 Voltage and Frequency Variations Vendor supplied electrical equipment shall be suitable for operation within the allowable voltage range variations specified in ANSI C84.1, Table 1. 5.8.3 Color Coding AC power source wiring shall be as follows: Live (Hot) Neutral Ground Black White or Natural Gray Green or Green with Yellow Strip

DC power source wiring shall be as follows: Positive Negative 6 Technical Requirements 6.1 Basic Hydraulic Actuator System The system shall be suitable for power and manual operation. All parts necessary to adapt an actuator to a specified valve shall be provided by actuator vendor. 6.1.1 Hydraulic Actuator Actuator Type: as specified on Saudi Aramco Form SA-8020-717-ENG. 6.1.1.1 Application Requirements The minimum torque/thrust output of the valve actuator shall meet the sizing requirements in Section 5.5. In addition, valves shall be designed to bear the maximum torque that the actuator can develop with maximum specified hydraulic supply pressure. 6.1.1.2 Mechanical Requirements a) b) c) Actuator cylinder shall be of seamless carbon steel unless otherwise specified. Vent and drain connections shall be provided at physical high and low points. Manual operation shall be provided by means of a hydraulic handpump assembly. The hydraulic hand pump shall be supplied such that the valve can be operated manually at the full differential pipeline pressure. The hydraulic hand pump shall be equipped with an open/close/off control lever. Setting the control lever to open or close shall enable the hand pump to be operated. The open (close) control lever shall provide positive indication (locally) that the hand pump is in the manual mode. Alternately, it shall be designed such that if the lever is left in the open (or close) position, it shall reset to the normal control position automatically when the local manual control is disengaged, or remote automatic control is initiated. The hand pump control system shall not allow potentially dangerous sudden movement of the hand pump lever when local manual control or remote automatic control is initiated. Valve shaft side loads developed within quarter turn valve actuators shall be absorbed by the casing of the actuator. Exposed torque arms are not allowed.

6.1.1.3

Accessories Rising Stem Valve Actuators a) A mechanical lock shall be provided in the gate in full up position to assure that the valve will remain in the extreme position upon loss of hydraulic fluid during maintenance periods.
Commentary Note: A mechanical lock that bypasses the fail safe design of ZV's shall be capable of being car-sealed or locked in the safe (ESD enabled) position.

A mechanical true valve position indicator shall be provided connected to the valve stem and visible from at least 10 m. A dust tight valve stem protector shall be provided. Provisions to absorb thrust or torque in excess of that required to operate the valve shall be provided through one of the following accessories: 1) 2) Adjustable piston rod to valve stem coupling. The piston to end of cylinder stop limits the travel. Mechanical stops within the actuator. The mechanical stops shall be positive and externally adjustable.

Quarter Turn Valve Actuators a) b) A top-removable true valve position indicator flag of stainless steel visible from 10 m shall be provided. Mechanical rotation stops shall be provided and shall be positive, externally adjustable plus or minus 5 degrees at each end of the valve stroke. Rotation may be 60 or 90 degrees as specified on the I.S.S.

6.1.2

Position Limit Switches The actuator shall be fitted with a minimum of two limit switches for valve position indication, one at each of the fully open and fully closed positions. The switches shall be such that they are closed when the valve is in the appropriate fully open or fully closed position as specified on the I.S.S. Each switch shall operate within 3% of the valve travel from the respective open and closed limits. The switches shall be: a) Hermetically Sealed

Additional Potentiometer When specified an additional potentiometer shall provide remote indication of the valve position and shall be rated at a minimum of 3 watts for continuous operation on the maximum specified voltage against the particular resistance value as specified on Saudi Aramco Form SA-8020-717-ENG.

6.2

Hydraulic Power Unit Assembly The assembly shall consist either of electric motor or pneumatically driven hydraulic pumps, process/nitrogen gas driving gas/hydraulic tanks, or nitrogen gas cylinders driving accumulators (as specified on Saudi Aramco Form SA-8020-717-ENG). When supplied as a separate packaged assembly, the hydraulic power unit shall meet all requirements of 34-SAMSS-831, Package Unit Instrumentation. 6.2.1 Electric Motor Driven Power Unit 6.2.1.1 6.2.1.2 Electric Motors shall meet the requirements specified in 17-SAMSS-503. Hydraulic Pumps Pumps shall be positive displacement type per Manufacturers standard. 6.2.2 Accumulators 6.2.2.1 General a) Accumulator bank total volume shall be sized for three (3) valve strokes under maximum operating conditions in the event of failure of the hydraulic pump drive power. A valve stroke is movement of the valve from the open to close position or from the close to open position. In multiple valve applications, the accumulator bank total

volume shall be sized based on the valve with the largest potential supply requirement. When in ESD service, only one valve shall be connected to an accumulator bank sized as described above. b) c) d) 6.2.3 Accumulators shall be piston or bladder type mounted vertically with the relief valve on top. Each accumulator shall have independent block and bleed valves for the hydraulic fluid. A minimum of two (2) accumulators shall be provided for each hydraulic power console.

Gas/Hydraulic Tanks 6.2.3.1 General The gas over hydraulic valve actuator systems shall be capable of holding the valve in any position and shall be designed to accept line pressure for power gas. Regulators may be used to supply low pressure gas for pneumatic control circuits when specified on Saudi Aramco Form SA-8020-717-ENG. 6.2.3.2 Tanks Gas/hydraulic tanks shall be designed to prevent gas from reaching the power cylinders. 6.2.3.3 Power Gas Storage When specified on Saudi Aramco Form SA-8020-717-ENG, a power gas storage bottle with an isolating valve and a check valve on the supply line shall be incorporated in the power gas circuit to provide sufficient reserve for one valve closure at the minimum operating pressure with enough reserve capacity for one additional closure (3 strokes). 6.2.3.4 Power Gas Venting The main power gas isolation valve will be provided by the purchaser. However, manual isolation valves at the actuator for the power gas supply with vent or bleed valves shall be supplied to allow all sections of the actuator assembly to depressurized.

At the end of the valve travel, the power gas within the gas/hydraulic tanks shall be vented to atmosphere. Power gas vent shall be supplied and installed to allow the release of the vented gas at the top of the operator. It shall be possible to extend the vent piping without major modification to a safe height above the valve operation platform. Provision shall be made to prevent weather elements from entering the vent piping, a bleed valve with plug shall also be installed allowing any fluids to be drained. 6.2.4 Nitrogen Supply Systems When nitrogen supply is specified for gas/oil or accumulator based operators: a) b) c) d) e) f) All tubing connections on the hydraulic side shall be double ferrule type. Relief valve with leaktight soft seat for nitrogen tank shall be provided. Nitrogen charge valve shall be refrigeration type with sealing cap provided with an elastomer seal. All connections on the nitrogen side shall be seal welded or mechanically sealed with an elastomeric element. A bubble tight manual shutoff valve shall be supplied to isolate the power source from the accumulator. A low pressure switch with SPDT contacts shall be supplied as an integral part of the power source. It will function as an alarm for remote indication of availability of nitrogen power.

6.2.5

Console Hydraulic tubing and fittings shall be to ASTM A269, Type 316L. The maximum distance between actuator and control console shall be 60 m. All non-metallic components, including O-rings and seals, shall be designed for use over the temperature range specified and shall be able to withstand exposure to the specified process gas. Electrical conduit and wire, pipe for protection of tubing, air supply materials, and concrete pad will be provided by Buyer.

6.3

Control System 6.3.1 Electric Control System The motor control enclosure shall be factory sealed and as a minimum be furnished with the following. Reference 34-SAMSS-821, Instrument Control Panel-Outdoor, for additional electrical requirements. a) b) Breather and drain, if not of a totally o-ring or gasket sealed construction. Mechanically and electrically interlocked contactor(s) containing three auxiliary contacts (two normally open and one normally closed). Relays as required which shall then be in compliance with completed Saudi Aramco Form(s) SA-8020-825-ENG. Integral Selector Switch with three positions marked: 'LOCAL', 'OFF' and 'REMOTE'. The switch shall allow padlocking in any position. The Buyer will provide a padlock. Integral push buttons for selection of 'CLOSE', 'OPEN' or 'STOP' functions and labeled accordingly, to allow the actuator to stroke the valve fully or to stop at any position. Local pilot lights, indicating the valve position as follows: g) OPEN CLOSED : : GREEN RED RED and GREEN simultaneously, or WHITE

Screw or stud type terminals for all external connections. Brittle materials such as melamine shall not be used. Power and control terminals shall be separately grouped and separated by dividers. Provisions on the terminal strip for parallel installation of additional indicating lights remote from actuator housing. A minimum of three (3) conduit entries provided with taper threads in accordance with ANSI B1.20.1. Sizes shall be at least one (1) inch NPT. An external lug to accommodate a grounding conductor of 10 mm. All conduit connections shall be made so as to assure grounding continuity.

Solenoid operated valves (SOV's) shall have class H insulation and Viton soft goods.
Exception: When low power (1.8 Watt) coils are specified, Class F insulation is acceptable.

6.3.2

Hydraulic Control System The hydraulic control system shall at least incorporate the necessary components for the mode of operation as specified on Saudi Aramco Form SA-8020-717-ENG. Where necessary in order to avoid pipeline surge, speed control assemblies shall be included in the discharge of fluid from the actuator. These shall be arranged such that the risk of causing blockage of the flow of fluid from the actuator shall be minimized.

6.3.3

Emergency Shut Down Service Emergency Isolation Valve (EIV) actuators within fire hazardous zones shall be fireproofed per 21-SAMSS-010. Hydraulic actuators specified for Emergency Isolation Valve service (ZV's) shall provide "fail safe" action as specified on Saudi Aramco Form SA-8020-717-ENG.

6.3.4

Modulating Service The following shall be provided: a) b) c) A manual selector switch to open or close the valve directly. Preset valve position switch to enable the selection of any valve position. (Only if specified). Positioners with control characteristics selection option (means for linear, equal percentage and modified characteristics). The positioners shall have external span and zero adjustment.

6.3.5

Hydraulic Oil Reservoir The requirements listed below apply to hydraulic oil reservoirs/tanks in low pressure applications (less than 15 psig). Hydraulic oil reservoirs/tanks in service with 15 psig or higher pressure, shall be designed, fabricated, and stamped in accordance with the requirements of ASME SEC VIII D1. For all tanks other than atmospheric, cylindrical construction is preferred.

The reservoir shall be stainless steel. The reservoir of an actuator without accumulator shall be sized to be not less than 10% full of oil with the system charged and not more than 90% full of oil with the system discharged. The reservoir of an actuator with accumulator shall be sized to be approximately half full of oil with accumulators charged and not more than 90% full of oil with accumulators discharged. The hydraulic oil shall meet 26-SAMSS-051. 7 Testing and Inspection Items manufactured to this specification are subject to the minimum inspection requirements as specified in Form 175-341001. 7.1 Hydrostatic/Pneumatic Test The overall actuator assembly, including the actuator, accumulators, consoles, controls, and tubing, shall be leak tested for 5 minutes duration at a pressure 50% above the maximum operating pressure.

7.2

Functional and Performance Test 7.2.1 Actuator shall be tested for actuator stem travel or shaft rotation, stroking speed, fail safe operation, and overall actuator assembly respectively, against the requirements of the equipment specification. Tests shall be made at load and no load and shall ensure that all devices operate as intended, such as pressure switches, limit switches, pressure relief valves, speed control valves, hand operation, and automatic override of hand operation (when specified). Actuator testing should be conducted with the valve as a unit. If not possible, tests shall be performed on a valve-actuator mounting identical to the valve referred to on Saudi Aramco Form SA-8020-717-ENG. If that type of valve cannot be made available at the Vendor's shop, a similar type of valve may be proposed or as an alternative a simulated torque may be applied. Once hydrostatic and functional testing is completed, the actuator/control assembly shall be prepared for shipment based on shipping instructions supplied by the actuator supplier.
Commentary Note: Special shipping procedures are required for linear actuators equipped with gas hydraulic tanks to prevent the loss of hydraulic fluid when shipped in a horizontal position.

Nonmaterial Requirements The supplier shall provide nonmaterial items as shown on Form SA-NMR-7930.

Documentation All documentation shall be in the English language. 8.1 Purchase Order Information to be specified by Buyer Refer Saudi Aramco Form SA-8020-717-ENG attached to the Purchase Order. For each actuator that is to be applied to an existing valve, Buyer will provide purchase order and serial number of existing valve; and Saudi Aramco Form SA-0375-ENG, Valve Data for Mounting Motor Operators, showing the dimensions of the stem and the yoke flange.

Vendor Documentation Vendor documentation shall be in accordance with Non-Material Requirements attached to the Purchase Order. The documentation shall include:

Minimum operating pressure and maximum allowable pressure of the nitrogen supply required for the power unit only. Total electrical consumption and input resistance of control signal receiving elements (electro-hydraulic transducer or electro-hydraulic positioner). 8.3.3 A Material Safety Data Sheet (MSDS) for the hydraulic oil shall be provided as part of the documentation supplied with the actuator.

Identification 9.1 Actuator Nameplate Stainless steel nameplates shall be securely attached to the actuator with similar stainless steel fasteners. This tag shall be marked by raised or die stamped lettering and shall be located so that the information can be seen after the equipment is installed. This tag shall include the following information: Actuator and/or valve-tag number, if different from actuator. Manufacturer, model number and serial number and P.O. numbers. Rated hydraulic supply pressure. Rated thrust or torque. Fail safe position (Open, Closed, or Fail-Steady). Nitrogen supply/electrical supply (accessories). Electrical enclosure certification.

9.2

Motor Nameplate The motor nameplate shall be in accordance with NEMA MG 1 or IEC 34.1. In addition, the rated torque shall be stated.

9.3

Accessories When accessories are supplied not mounted to the actuator, they shall have a permanently attached stainless steel nameplate showing the actuator tag number to which they belong, as well as hydraulic, nitrogen or electrical signal (input/output) and supply figures.
